    TheCentersforDiseaseControlandPrevention(CDC)establishedtheVesselSanitationProgram (VSP)inthe 1970'sasacooperativeactivitywiththecruiseshipindustry. The programassiststhe cruiseshipindustryin fulfillingitsresponsibilityfor developingandimplementingcomprehensivesanitation programsin ordertominimizetheriskofgastrointestinaldiseases.Everyvesselthathasa foreignitineraryandcarries13 ormorepassengersissubjecttotwiceyearlyinspectionsand,when necessary,reinspection.

    The VSPoperatedcontinuouslyatallmajorU.S.portsfrom the early1970'sthrough1986,whenCDCterminatedportionsoftheprogram. Industryand publicpressuresresultedinCongressdirectingCDC throughspecificlanguageincludedinCDC appropriationstoresumetheVSP.TheNationalCenter for EnvironmentalHealth(NCEH) atCDCbecameresponsible for theVSPin 1986.

    TheNCEHheldaseriesof publicmeetingsto determinetheneedsanddesiresofthe publicand cruiseshipindustryandonMarch 1,1987,arestructuredprogram began. In1988,theprogramwasfurther modified byintroducing user feestoreimburse theU.S.government for costs. A feebased on the vesselssizeischarged forinspectionsandreinspections. AVSP OperationsManual basedonthe FDA1976modelcode for foodserviceandthe WorldHealthOrganizationsGuidetoShipSanitation waspublishedin 1989toassistthecruiseshipindustryineducatingshipboard personnel.

    In1998,itbecame apparentthatiswastimeto updatethe1989versionofthe VSPOperationsManual.Changesin theFDA FoodCode,newscience on foodsafetyandprotection,andnewertechnologyin thecruiseshipindustrycontributedtotheneed forarevisedOperationsManual.During the 2yearsfollowing,theVSPsolicitedcommentsfromandconductedpublicmeetingswithrepresentativesof the cruiseindustry,generalpublic,FDAandinternationalpublichealthcommunitytoensurethatthe 2000 manualwouldappropriatelyaddresscurrentpublichealthissuesrelated tocruiseshipsanitation.

    Although thepreviousVSPOperationsManualwasinuse for 5years,we haveseennewtechnology,advanced foodscience,andemergingpathogenswhichrequirethemanualto beupdated.Thisdocumentrepresentsthecommentsandcorrectionssubmitted byallthosecooperative partnersin government,privateindustry,andthepublic. We wouldliketothankallthosewhosubmittedcommentsandparticipatedthroughoutthisprocess.

    Asnewinformation,technology,andinputisreceived,wewillcontinuetoreviewandrecordthatinformationandmaintaina publicprocesstokeep theManualcurrent.

    The VSPOperationsManual2005continuesthe30yeartraditionofgovernmentandindustryworking togetherto achieve asuccessfulandcooperative VesselSanitation Programthatbenefitsmillionsoftravelerseach year.

    PotableWater

    "Airbreak"meansapipingarrangementinwhichadrainfromafixture,appliance,ordevicedischargesindirectlyinto anotherfixture,receptacle,or interceptoratapoint belowthefloodlevelrim.

    "Airgap"meanstheunobstructedverticaldistancethroughthefree atmospherebetweenthe lowestopening fromanypipeorfaucetsupplyingwatertoatank, plumbingfixture,orother deviceandthefloodlevelrimofthe receptacleorreceivingfixture. The airgapmustbeatleasttwicethediameterofthesupplypipeor faucetoratleast25mm (1inch),whichever isgreater.

    "Atmosphericvacuumbreaker" meansanapprovedbackflowprevention devicethat isnecessaryonapotablewateroutletdesignedforanattachmentthatdoesnothaveashutoffdownstreamfromtheattachmenttoprecludethe possibilityofbackflow. Meansanapprovedbackflowpreventionplumbing deviceutilizedonpotablewaterlineswhereshutoffvalvesdonotexistdownstreamfromthedevice. The deviceisnotapprovedforusewhenitisinstalledinamannerthatwillcauseittobeundercontinuouswaterpressure. Anatmosphericvacuumbreakermustbe installed atleast152mm(6inches) abovethefloodlevelrimofthefixtureorcontainertowhichitissupplyingwater.

  • "Backflow"meanstheflowofwaterorother liquids,mixtures,orsubstance intothedistribution pipesof apotablesupplyofwaterfromanysourceor sourcesotherthanthesourceofpotablewatersupply.Backsiphonage isoneformofbackflow.

    "Backflow,check,ornonreturn valve" meansamechanicaldeviceinstalledinawastelineto preventthe reversalof flowunderconditionsofbackpressure.Inthecheckvalvetype,theflapshouldswingintoarecesswhenthelineisflowingfull,toprecludeobstructingtheflow.

    "Crossconnection"meansanyunprotectedactualor potentialconnectionorstructuralarrangementbetweenapublicor aconsumerspotablewater systemandanyothersourceorsystemthroughwhichitispossibleto introduce intoanypartofthe potablesystem,anyusedwater,industrialfluid,gas,orsubstance otherthan the intended potablewaterwithwhichthe systemissupplied.Bypassarrangements,jumperconnection,removablesection,swivelorchangeoverdevices, andothertemporaryorpermanentdeviceswhichorbecauseofwhichbackflowcanoccur areconsideredtobecrossconnections.

    "Graywater"meansallwater includingdrainagefromgalleys,dishwashers,showers,laundries, andbathandwashbasin drains.Itdoesnotincludeblackwaterorbilgewaterfromthemachineryspaces.

    "Halogen"meansthegroupofelementsincludingfluorine,chlorine,bromine,andiodine usedforthedisinfection ofwater.

    "Harborarea"meansthatportionofaharborsetasideforvessel anchorageorfor portsincludingwharves,piers,quays,andserviceareas,the boundariesarethehighwatershoreline,andothersasdeterminedbylegaldefinition,citationofcoordinates,orothermeans.

  • "Hoseconnectionvacuumbreaker" meansanapprovedbackflowpreventionplumbingdevicethatattachesdirectlytoahosebibbywayofa threadedhead.Thisdeviceusesasinglecheckvalveandvacuumbreaker vent.Itisnotapprovedforuseundercontinuouspressure(whenashutoffvalveislocated downstreamfromthedevice).

    "mg/L"meansmilligramsperliter,whichisthemetricequivalentofpartsper million (ppm).

    "Nonpotablefreshwatermeansfreshwaterthatmayormaynotbe halogenated,but isintendedforuse intechnicalandotherareaswherepotablewater isnotrequired (laundries,engineroom,toiletsandwastetreatmentareas,andforwashingdecksinareasother thanthevesselshospital,foodservice,preparation,orstorage areas).

    "Pollution"meansthepresenceinwaterofanyforeignsubstance(organic,inorganic,radiologic,orbiologic)thattendstodegradewaterqualitytocreateahealthhazard.

    "Potablewater"meansfreshwaterintended fordrinking,washing,bathing, orshoweringforuseinfreshwaterswimmingpoolsandwhirlpoolspasfor useinthevesselshospitalfor handling,preparing,orcookingfoodandfor cleaningfoodstorageandpreparationareas,utensils,and equipment.

    "Potablewatertanks"meansalltanksinwhichpotablewater isstored from bunkeringandproductionfordistributionanduseaspotablewater.

    "Reduced pressureprinciplebackflowpreventionassembly(RP Assembly)" meansanassemblycontainingtwoindependentlyactingapprovedcheckvalvestogetherwithahydraulicallyoperating,mechanicallyindependentpressuredifferentialreliefvalvelocatedbetweenthecheckvalvesandatthesametimebelowthefirstcheckvalve.Theunitshallincludeproperlylocatedresilientseatedtestcocksandtightlyclosingresilientseatedshutoffvalvesateachendoftheassembly.

    "Sewage" meansanyliquidwastecontaining animalorvegetablematterinsuspensionorsolution, includingliquidscontainingchemicalsinsolution.

    "Specialtybackflowpreventer" meansanapprovedbackflowdeviceused inlowhazardsituationsthathastwoindependentcheckvalveswithan intermediatevacuumbreakerandreliefvalve.

    "SpaPool"meansafreshorsaltwatersuppliedpoolwithwatertemperaturesandturbulencecomparabletoawhirlpoolspa,butawaterdepthandvolumemorecomparabletoapool (ie.3040Cor86104F,bubblingorjetted watereffectswhichphysicallybreakatthewatersurface,depthover1m(3feet),shapeisnormallynoncircular,andvolumeexceeds6tonsofwater).

    "aw" meanswateractivitywhichmeasuresthefreemoistureinafood.Itisthequotientofthewatervaporpressureofthesubstancedividedbythe vaporpressureofpurewaterat thesametemperature.

    "Beverage"meansaliquidfordrinking,includingwater.

    "BlastChiller"meansaunitspecificallydesignedforrapidintermediatechillingoffoodproductsfrom60C(140F)to21C(70F)withintwohoursand21C(70F)to 5C(41F)withinanadditional4hours.

    "Bottled drinkingwater"meanswaterthat issealed inbottles,packages,orothercontainersandoffered forsaleandthatissafeforhuman consumption,includingbottledmineralwater.

    "Certificationnumber" meansauniquecombinationof lettersandnumbersassignedbyashellfishcontrolauthoritytoamolluscanshellfishdealeraccording totheprovisionsoftheNationalShellfishSanitation Program.

    "CIP" meanscleanedinplacebycirculatingorflowingmechanicallythroughapipingsystemofadetergentsolution,waterrinse,andsanitizing solutionontooroverequipmentsurfacesthatrequirecleaning,suchasthe methodused,inpart,tocleanandsanitizeafrozendessertmachine.

    "Coved"meansaconcavesurface,molding,orotherdesignthateliminatestheusualanglesof 90degreesor less.
