Mother stabbed to death in taxi

four ch i ldren was brutally murdered on her way to work, travelling via minibus taxi; on Thursday, 14 J a n u a r y a t approximately 5am.
According to a source, Lorraine Moonsamy was stabbed multiple times in the chest by her husband in front of four passengers , in the moving vehicle.
“The woman was sitting directly behind t h e d r i v e r w h e n suddenly her husband started stabbing her m a n y t i m e s f r o m b e h i n d , ” s a i d t h e source.

“Moonsamy did not scream as she was being stabbed and her husband kept on saying 'I love you' as he stabbed her over and over.
“The driver and the conductor with the help of others managed to pry the man off the woman as the man kept coming back,” said the source.
Once the driver got to Moonsamy, moments later Sugandren Naicker allegedly stabbed himself.
A call was made to the paramedics. Unfortunately, Moonsamy succumbed to the wounds and her body was still in the taxi at the scene, four hours after her murder.
Acco rd ing t o Ma jo r Thulani Zwane of the SAPS KZN Media Centre, the suspect allegedly stabbed himself in the stomach.
“He was immediately arrested and taken to hospital for treatment under police guard. The motive of the killing is unknown at this stage,” said Zwane. Naicker appeared at Court and was denied bail . He is in Westville Prison.

Lorraine started fighting at a local Primary school. Their twin boys were attending the first day of Grade one. Security officials had to intervene.
M o o n s a m y M a j i d , Lorraine's Dad, said that his daughter's seven year long relationship with his son-in-law and alleged murderer, was rife with physical abuse.
Lorraine's sister relates an incident in the past where she claimed that she found the former couple on the floor, with Naicker allegedly holding “a butcher's knife” over his late wife.
Also on that Wednesday midday, Majid accompanied h i s d a u g h t e r t o t h e
KwaDukuza SAPS to open a charge.
“My daughter opened a case of assault and a protection order was opened against Naicker,” he said. The SMS of the case number w a s r e c e i v e d b y t h e deceased's family on the day of her murder. Majid added “if the police arrested that man then it would have been a different story.”
Accord ing to Penny Dhaver, Senior Social Work Manager at Child Welfare,domestic violence and family breakdown are one of the main causes of family murders in the country. These are risk factors that are associated with intentional
deaths more frequently.“ M o s t w o m e n a r e
murdered by their husbands or their boyfriends. Family murders often leave close knit communities in shock. It i s a lways diff icul t to understand why one would kill loved ones. Confronting such crimes raises public interest in family murders and how we can prevent it. Men are predominantly responsible for family murders,” she said.
She added that these murders are committed in the heat of passion and are motivated by jealousy and r e v e n g e f o l l o w i n g a separation, divorce and extra marital relationships. Other
potential risk factors include j o b p r o b l e m s , l e g a l p r o b l e m s , f i n a n c i a l difficulties, social stressors, interpersonal problems, p sych i a t r i c p rob l ems , feelings of personal failure, drugs and alcohol abuse.
Dhaver said that these crimes can be prevented if family members are more informed about the potential danger of having someone who is severely mentally ill in the home and may have shown violent tendencies in the past.
“ P r e d i c t i n g f a m i l ymurders is challenging. The complex i ty o f f ami lymurders makes it almost impossible to anticipate as practitioners in the policing and justice systems or those working in the context of domestic violence,” said Dhaver.
Lorraine's funeral was held at her home this past weekend (Saturday). She leaves behind her children: 16-year-old daughter, her six-year-old twin sons and her three-year-old daughter a s we l l a s he r Mom( M a r i a m ) , M e l a n i eMoonsamy and Anilee Majid (sisters) and her brother Adrian Majid.

Local government visits Ilembe schools
The I l embe Dis t r i c t Department of Education and the municipalities within Ilembe District together with members of the KwaZulu-Natal (KZN) legislature visited high schools as part of t h e a n n u a l S c h o o l Functionality Programme over two days.
C o u n c i l l o r s a l s o accompanied the delegation t o s c h o o l s t h a t underperformed as well as s c h o o l s t h a t d i d exceptionally well in the Matric 2015 examinations on Wednesday, 13 January to Friday, 15 January.

result, acquire challenges facing schools, and lastly to congratulate those that performed well in 2015 Matric examinations.
Underperforming high schools that were visited included Nkwenkwezi in Manden i , H lonono in Maphumulo, Isinyabusi in Mandeni, Inkosi Albert Luthuli in KwaDukuza and Esiqhoqhwe in Maphumulo.
The High schools that p e r f o r m e d w e l l w e r e U k u k h a n y a k w e z w e i n Maphumulo, Hullets in Mandeni and Tugela in Mandeni.
The Ilembe pass rate was 51.93 percent or 8.77 percent below the provincial average of 60.7 percent.
According to Ilembe, the poor results were as a result of absenteeism during month end (most pupils are social g r a n t b e n e f i c i a r i e s ) , p r e g n a n c y , l a c k o f c o m m i t m e n t a m o n g l e a r n e r s , s h o r t a g e o f classrooms which led to overcrowding making it impossible for teachers to give individual attention to learners and a shortage of resources as well as issues related to unions which often led to division within staff.

Learners and school fees…
The parents of a Grade 10 learner at a local secondary school approached the Xpress Times alleging that said learner was asked to leave the school premises because he was still owing school fees for the previous 2015 year.
According to the South African Schools Act, 1996 (Act No. 84 of 1996); no child can be turned away, regardless of whether or not they owe school fees.
The Act states that parents can apply to the School Governing Body for an exemption under certain circumstances.

Umhlali Detectives, Umhlali K9, Umhlali VisPol Task Team and Crime Intel l igence conducted an operation at Shakaskraal on Tuesday, 12 January 2016.
According to KZN SAPS Lia ison Off icer , Major Thulani Zwane, they were following up on information regarding suspects who allegedly held up a home owner on New Year's Eve.
“On 31 December 2015 at about 4pm, the victim was at home at Blythedale Beach when he was approached by three suspects armed with firearms. He was assaulted and suspects demanded safe keys w h e r e f i r e a r m s , c a s h , jewellery and a watch were taken.
“A case of house robbery was opened at the KwaDukuza police station for further investigation,” he said.

Categories for purpose of exemption:(1) If annual school fees are determined
in terms of section 39 of the Act, the following categories will be applicable for purposes of exemption of a parent from paying of such school fees:
a) if the combined annual gross income of the parents is less than ten times the annual school fees per learner, the parent qualifies for full exemption;
b) if the combined annual gross income of the parents is less than thirty times but more than ten times the annual school fees

Vehicle bursts into flames near

Occupants of a vehicle are lucky to be alive after a crash on the R102 between Ballito and Umhlali on Sunday.
According to Chris Botha of Netcare, the vehicle veered off the road, rolled down an embankment and burst into flames.
“Paramedics arrived at the scene and found that the occupants of the vehicle had miraculously escaped from the wreckage, and only sustained minor injuries.
“Medics treated them at the scene before transporting them to a nearby hospital for the care that they required,” said Botha.
17 injured in toll crash

At least 17 people were injured when a minibus taxi crashed into concrete barriers at the Mvoti Toll Plaza on Friday, 15 January 2016.
According to ER24 spokesperson, Chitra Bodasing, paramedics and other services arrived on the scene and found the area in “chaos”.
“The taxi, found at one of the toll booths, was badly damaged. One man had to be extricated from the taxi by fire and rescue services.”
He added that injuries were found to range from minor to critical.
“All the patients were treated and transported to various hospitals. The cause of the incident was unknown and local authorities were on the scene for further investigations,” said Bodasing.
The Xpress Times spoke to citizens in KwaDukuza and asked them about whether or not they will be voting in the upcoming local elections. They were also asked whether they think that college students should get more involved in politics. Here's what they had to say:

Deceased estate firearm/s that are with a husband, wife of the deceased or next-of-kin must be reported to the police station's “Dedicated Firearm Officer” (DFO) for advice on options they have, which includes:
• Handing the firearm over to a dealer;
• Selling the said firearm to a private person who may make an application for the weapon;
• They can hand said firearm / gun to the nearest police station for destruction because if the gun is kept, you can be charged for “unlicensed possession of firearms and ammunitions,”
• They can apply for the firearm if he/she does not have a criminal record.*It is very important when applying for a license and / or firearm, that you declare your previous criminal records.

R e g a r d i n g s t o r a g e … Firearms can be given to a dealer for storage (Selwels or Kings). The storage fees are R50.00 per month. It may be stored or handed to a licensed person who is in possession of a licensed firearm. However, the office of the DFO must be visited to apply for permission to store said firearm. During
the wa i t ing pe r iod fo ra p p l i c a t i o n , t h e a b o v eclassified people decide to sell the weapon, the seller will be charged in terms of C/S 120 (10) (a) sell or supply in any other manner. Licence holders must make sure that their patrons don't carry firearms in liquor outlets.
According to the Liquor Act 6 of 2010 C/S 93 (1) (b), it is illegal to be in possession of a firearm on liquor premises. (No safe can be provided to keep the firearm). Liquor license holders must make sure that they are responsible for an area of covering a five metre radius of the perimeter of the premises.

Bad startTwo Glendale youths got
their New Year off to a very bad start indeed. Robert Ngubane alleges he was held up at the bridge leading to the recreation grounds at 7:30pm on 30 December. The culprits fled with R20. A passing police vehicle was stopped and chased after the culprits. Police dog Busta tackled one culprit whilst the second surrendered. Nkululeko Gumede (21) and Simo Nzuza (20) will seek bail this week after spending the New Year's weekend in custody.
No restContractor David Louw was
contacted by a sub contractor alerting him of a theft at their premises. Louw is currently undertaking renovations at the local railway station. The worker removed aluminium window frames and welding rods. He allegedly told the sub-contractor that he was going to
sell the items and no-one could stop him from doing so. Louw drove down to Stanger from Sydenham and with the help of police, Themba Ndlovu (41) was arrested and charged with theft. He was granted bail on New Year's Eve and is now expected back at court on 9 February 2016.

Do not learn everything your elders tell or show you. Last Sunday, police attended acomplaint at Groutville. The victim alleged that she was being threatened by a local who fired shots into the air. On their arrival, they spotted the culprit throwing something. On searching the area they found a Walther P99 with theserial number filed off and the culprit explained that he had disarmed an armed attacker but kept the weapon for himself. Morgan Radebe (50) has been remanded in custody and will seek bail.

Today, this hope and pride in our rainbow nation has been eroded to a point of despair. Our new dispensation was built on the freedom charter and the constitution. Unfortunately the principles for these sacred documents have largely been put on the back burner by many. Racism continues to dominate various aspects of our lives in this beautiful country. Virtually everyday people encounter naked acts of vile racism directed against them. With the advent of democracy 20 + years ago some things have changed and others have not. Racism for me, is a system of oppression for social purpose. In the light of the fact this kind of thinking that divides this nation instead of building it up and it must stop for all ourselves. Our past was founded on forms of domination, inequality and oppression which involved the

When the matric results for 2016 were released for the Ilembe region only receiving 51.93% this elat ion and headache combined as success and failure reared themselves among the thousands of matriculants. The grim picture of KZN being among the worst performing provinces in the country has to be of concern.
We may blame many factors for the poor results, but the reality is that our administrators of education need a serious revamp on how education is presented and run so that a significant improvement can occur. I believe, apportioning blame becomes meaningless, but seeking tangible and realistic solutions is important. I am a firm proponent of quality education, notwithstanding the many factors that may influence poor results.
Admittedly, many of our school pupils still languish under impoverished conditions not conducive to proper learning. I am saying there can be no asset more valuable than good education. It is a passport for self-worth and a weapon for survival anywhere in the world. I believe to those who suffered disappointment, do not despair.
Every road that ends in failure is an opportunity to start another, and as the classic saying goes: “It is not how many
absolute denial of freedom. How could the ideals of equality and freedom co-exist with the racism by stealth today? Racial injustice may be the most morally and intellectually vexing problem in the public life of this country. Discrimination continues to exist, both in mundane social interactions and in major institutional contexts in which l ives and opportunities are formed. These discriminatory practices harm people, they violate values of fairness and they block the further advance of racial equality. Racialised poverty is South Africa's biggest time bomb. If left unchecked it will destroy this country. Therefore, I call on, the President Jacob Zuma to amend the constitution and insert that racial and inequality comments are a criminal offence. The time has come for all of us to take our collective responsibility seriously and exercise the rights afforded to us by our democratic order and also vote a person with great experience and knowledge in the 2016 local government election who does not believe in racial and inequality, instead serves the people. Good luck to all parties.

The SPLUMA Appeals Committee has been established in terms of Section 51 (6) of the Spatial Planning and Land Use Management Act, 2013 (Act No. 16 of 2013) read together . Section 23 (b) of the KwaDukuza Municipal Spatial Planning and Land Use Management By-Law No. 1467 (July 2015) as gazzetted. The appeals committee complements the work of the Municipal Planning Approval Authorities (i.e. Municipal Planning Tribunal and Authorised Officer). The purpose of the Appeals Committee is to determine appeals submitted against decisions taken by the relevant Municipal Planning Approval Authorities on a wide range of planning matters.
The purpose of this notice is to extend an invitation for nominations of candidates with relevant qualification and experience to be considered as members of the KwaDukuza Municipal Appeals Committee established in terms of the Act read together with the municipal bylaws. The committee shall consist of a minimum three (3) to a maximum six (6) members and if appointed, the members of the committee shall serve for a period of three (3) years from the date of appointment. Team Krispan dominates at Dyno Wars In December 2015 Gas Magazine
staged the biggest Dyno War event in the Province within a couple of weeks before announcing it and choosing venues in towns that had a Dyno Machine. However, KwaDukuza, at that point, was not on the list but a plan from the late Pranesh Govender & Preasen Naidoo's family's and friends had an idea of how to get on the list to put KwaDukuza and the iLembe Region on the map. Louis and his wife of Fabweld Engineering, son Leven Moodley and family, together with Niven of Niven's Breakdown service, Boeta Khan of Cantoni Lounge and their friends and family had worked tirelessly building a venue to put in a Dyno and parking bays so that they could be approved as one of the venues.
VENGO Performance is what they called it which is situated at Fabweld Engineering, it is a 1st class Dyno facility which was erected through the hard work of the Fabweld family & friends using a large portion of their property to build this venue to cater for the race enthusiast of KwaDukuza and who have been inspired by racing and fast cars by their late son Pranesh Govender to which his brother Leven and family have followed suit. Primary schools in the iLembe District should brace themselves for a bumper year of cricket in the under 11 and 13 categories when the iLembe and District Cricket Union Primary Schools league kicks of later this month. President, Desigan Pillay have urged coaches of schools to have their players in readiness for the league.

Despite the heavy rains, which was much needed, did not stop Team Krispan from taking part in their numbers with their VW's at the Dyno Wars which was also largely entered by various car clubs and individual drivers from KwaDukuza and surrounding areas. The event catered for Aspirated and Turbo classes to which Krispan had won in various categories namely: 1400cc, 1600cc, 1800cc, 2000cc, KO3 Turbo Charged, KO4 Turbo Charged and Open Class. Team
leader of Krispan Racing Team and well known sports administrator, Aadil Khan, when asked for a comment, said that he thanks to Krish and Preshen Naidoo, the owners of Krispan Motors in KwaDukuza for dedicating their time, knowledge and effort into building and modifying the cars to the extent of taking a 2000cc VW engine with a power capacity of 115 hp (horse power) into which now generates an enormous power of approximately 400hp at 1.5 bar boost. He went on by telling that all these cars were built and modified during the business hours and late hours of the night which could be seen by most of the passing
motorist on the R74 highway overlooking the workshop. He indicated that it started out small, going into the spending thousands of rands in modifying the cars but to date we bolster having a full MSA approved race car and some of the fastest cars on the North Coast and if not beyond.

Dawnheights win low scoring game
Dawnheights beat visiting Silver Saints by 57 runs in a low scoring KwaZulu Natal Challenge League (Stream II) 50 over league game played at the Country Club Grounds this past Sunday. With the torrential rain in the previous two days and with overcast conditions dominating on Sunday, batters found it difficult to score runs.
