Millions owed to KDMepotism seems to be the order of the day when it comes to electricity, rates and refuse Npayments owed to the KwaDukuza

Municipality according to local citizens.The Xpress Times has received a very many

complaints from low to middle income ratepayers about electricity disconnections and lawyer notices.

The Municipality has had to hire the services of six local law firms to collect mammoth totals in excess of millions of rands.

As at the end of last year, a KDM financial report indicates that the latest schedule of top 1000 consumer debtors as at 31 December 2014 comprises of the total outstanding amount of R 80,121,682.35 as per report supplied by KDM.

The Debtors Incentive Scheme which saw the municipality aim to help large corporates and individuals settle debts without accrued interest was slow to catch on. In fact KDM's own report stated: “The schedule indicates that only three participants that have successfully honored the incentive agreement.”

Time is running out for more “qualified applicants” of the scheme as the deadline nears Friday, 26 June 2015.

However the total outstanding balance as at 31 December 2014 is almost R 120 million which comprises of the f o l l o w i n g d e b t s categories as per the financial report:

• R 29,591,030.15 million is the current debt;

R 24,768,156.28 million is owed by B u s i n e s s e s o r Commercial including the debts owed by a hotel and two local malls;

R 3 ,325,215.45 million is owed by a local CBD mall;

R 8 ,010,746.99 million is owed by a Ballito mall in both rates and electricity;

R 1 ,392,102.43 million is owed by a Hotel;

R 8 ,449,361.00 million is owed by Government including t h e d e b t o w e d b y SANRAL;

said that while collection rate exceeding targets is good news it means the finance department is working at optimum.

“However monies owed by state departments and other debtors running into millions - is unacceptable. The credit policy of council must be applied without fear or favour. In most cases poorer communities orthose struggling to pay are quickly disconnected while other accounts are allowed to build up with very little effort to put pressure on ALL debtors to pay within 30 days,” he said.

He added that Incentive schemes were introduced to encourage debtors to pay their dues and “if this is not working debtors are battling with unemployment is extremely high then the economy not growing as projected coupled with high cost of living - are all areas of genuine concerns.”

“Council should phase in the pre-paid system for electricity thus reducing administrative and other costs associated with the service provided for. With proposed increase on tariffs for the new finical year on combination of services will push residents into more difficult situation to service their debt,” said the local opposition leader.

As part of Operation Vimbingozi, motorists were greeted with smiles; advice and hampers that had beverage and emergency contact details.

The "meet and greet" provided an opportunity for motorists and town folk to see that traffic officers were

also people and had a genuine concern for all citizens collective well-being.

Criminal conscience

A 51-year-old is in custody pending a bail application decision by police. It is alleged by the new wife of the culprit that they were chatting when he decided to make a confession to her as his conscience was weighing too heavily on him. He told her that since 2013 he had raped her two daughters aged 11 and 12 years old. She called the two girls and questioned them about the incident. Both explained how he raped them and bought their silence by buying a cellphone for the one and promising the second girl one as well. Outraged by his despicable behavior she reported the matter and the man was arrested and kept in custody. He is due back at court this week.

Drug dealing is so rife it seems that is now available over the counter while the SAPS and KwaDukuza Crime Prevention do nothing to eradicate this scourge from our town. Drugs are sold from all sorts of dwellings within KwaDukuza. This has a ripple effect on crime which is now consuming our town. People are now living in fear even though they have taken precautions of safety, they still feel unsafe.

I think that all religious organisations need to stand together to fight off this evil trade and

Vinesh Geanballey was crowned the KwaDukuza Darts Association pre-season singles knockout champion a f t e r b e a t i n g J e r r y Arunachellam in a hotly contested final played at the North Coast Tavern last Wednesday.

Geanballey, playing in the bottom half of the draw started his campaign off like a house on fire as he easily d i s p o s e d o f A s h l e y Haripersaad in the quarter finals (2-0) before taking on Nine Pillay in the semi-final. Pillay had earlier cruised to a comfortable 2-0 win against t h e i n - f o r m V i s h a l i n Parmasivan.

Randsons began the semi-final clash with all intentions of reaching the final and securing some silverware for the 2015 season. At the turnover, encouraging advice f rom manager Rajiv Mathapersad seemed to urge Warriors on as they turned on the heat to beat Randsons 25-18 and take the game into the third and decisive set. as volleyball enthusiasts were treated to an array of fluent attacking volleyball with both teams using the length and breadth of the courts retrieving the ball with breath-taking dives. However, it was Warriors that seemed hungrier for the win and held on to a nail-biting 15-13 victory to secure their spot in the final.

Grove End's domination of volleyball continued as they hardly broke into a sweat with a fluent two sets victory over Darnall United. Grove End raced to a 25-13 win in the opening set without even moving out of gear. Darnall tried their utmost in the second set but could not stop a rampant Grove End outfit. Grove End went on to win the set 25-18 and secured their berth in the final.

Grove End start as early favourites to add the Caminamix trophy to their cabinet together with the Top 8. However, a revamped Warriors outfit could cause a major upset on their day. Randsons and Darnall will fight it out for a podium finish as they compete in the 3rd and 4th play-off.

Arunachellam took his outstanding performance through to the semi-final accounting for Govender 2-0 to secure a spot in the final whilst Geanballey continued his rampant form to beat Pillay by the same margin to set up the mouth-watering final against Arunachellam.

Arunachellam had the better of the initial exchanges as he shocked Geanballey by winning the first game. A titanic battle was witnessed by the huge support base as b o t h p l a y e r s t h r e w
