“The Education for All, more than a commitment, is a guiding principle to make basic education accessible to as many learners which we can consider a solid investment for the future. We are all stakeholders of education. Education is not a

sole responsibility of DepEd. At the end of the day, we are all accountable in the education of our people.”

Education Secretary Armin Luistro, FSC

EFA: MAKE BASIC EDUCATION ACCESSIBLE TO AS MANY LEARNERS

Page 4: Rationale of the SME Project

“As President Benigno S. Aquino III puts education as the top priority in the next six years, DepEd is set to scale up basic education performance to ensure that all school-aged children are in school by 2015.”

ChallengesHow to improve student-learning outcomes.

Decentralization and implementation of collaborative school governance (Anderson, 1998; Chan and Chui, 1997; Walker and Dimmock, 2000).

A more democratic administrative approach in which planning and decision making are devolved to the individual school (Doran, 1999).

In characterizing successful schools,

researchers commonly list the following

critical school-level factors: collaborative

planning/collegial work and parental/

community participation (Creemers, 1994; Edmonds, 1979; Joyce, 1991;

Marzano, 2003; Purkey & Smith, 1983)

It is important to exert effort to create the

absorptive capacity of schools or clusters of schools to take in and implement significant reform and improvement.

The leadership of the school principal is crucial, so it is important to empower him/her by stressing his/her role in strengthening leadership and management competencies.

The involvement of the entire school community is a key variable in the development and improvement of schools.
