ខួបលើកទី៦៣ ទិវាកុមារអន្តរជាតិ ១ មិថុនា ខួបលើកទី១១ទិវាពិភពលោកប្រឆំងនឹងពលកម្មកុមារ ១២ មិថុនានិងទិវាកុមារកម្ពុជា ឆ្នាំ២០១២ន្រះ ត្រូវបានរៀបចំឡើងក្រមប្រធានបទ"លើកកម្ពស់សមធម៌ ស្រវាសង្គម និងបង្កើនការយកចិត្តទុកដាក់ថ្រទាំកុមារក្នុងគ្រួសរ និងសហគមន ៍" និង " រួមគា្នាលុបបំបាត់ពលកម្មកុមារដើម្របីសិទ្ធិមនុស្រស និងយុត្តិធម៌សង្គម"។ ទិវាន្រះត្រូវបានរៀបចំដោយក្រុមប្រឹក្រសាជាតិកម្ពុជាដើម្របីកុមារ សហការជាមួយក្រសួងសង្គមកិច្ច អតីតយុទ្ធ និងយុវនីតិសម្របទា ក្រសួងអប់រំ យុវជន និងកីឡា ក្រសួងការងរ និងបណ្តះុបណ្តាលវិជា្ជាជីវៈ ក្រសួង ស្ថាប័ននងិអង្គការពាក់ព័ន្ធមួយចំនួនទៀត ដ្រលប្រព្រតឹ្តទៅក្រមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់លោកជំទាវ ម៉្រន សំអន ឧបនាយករដ្ឋមន្ត្របី្រចំាការ និងជារដ្ឋមន្ត្រីក្រសួងទំនាក់ទំនងជាមួយព្រឹទ្ធសភា រដ្ឋសភា និងអធិការកិច្ច តំណងដ៏ខ្ពង់ខ្ពស់សម្ត្រចអគ្គមហាស្រនាបតីត្រជោហ៊ុន ស្រន នាយករដ្ឋមន្ត្រី ន្រព្រះរាជាណចក្រកម្ពុជា ដោយមានអ្នកចូលរួមប្រមាណ ៣.០០០នាក់ កាលពីថ្ង្រទី២៩ ខ្រឧសភាឆ្នាំ២០១២ នៅមជ្រឈមណ្ឌលសន្និបាត និងពិព័រណ៍កោះព្រជ្រ។

នាឱកាសនោះ ឯកឧត្តមបណ្ឌិត អិុត សំហ្រង រដ្ឋមន្ត្រីក្រសួងសង្គមកិច្ច អតីតយុទ្ធជន និងយុវនីតិសម្របទា និងជាប្រធានក្រុមប្រឹក្រសាជាតិកម្ពុជាដើម្របីកុមារ បានថ្ល្រងថា ប្រវត្តិន្រទិវាកុមារអន្តរជាតិ ១ មិថុនា សំដៅធ្វើឲ្រយមនុស្រសជាតិចងចាំនូវវិនាសសកម្មកាប់សមា្លាប់ស្រ្តីនិងកុមារ នៅភូមិលីឌីស៊្ររ ប្រទ្រសឆ្រក និងភូមិអ៊ូរា៉ាឌូ ប្រទ្រសបារាំង ក្នុងអំឡុងឆ្នាំ១៩៤២ ដល់ឆ្នាំ១៩៤៥ ន្រសង្គ្រមលោកលើកទី២ ន្រពួកហា្វាសុីហុីត្ល្ររ និងរួមគា្នារំងប់អំពើហិង្រសា ដើម្របីថ្ររក្រសាសន្តិភាពលើពិភពលោក។ ចំណ្រកប្រវត្តិទិវាពិភពលោកប្រឆំងនឹងពលកម្មកុមារ គឺសំដៅទប់ស្កាត់ពលកម្មកុមារក្នុងទម្រង់ធ្ងន់ធ្ងរ ដូចជាទាសករកុមារ ការជួញដូរកុមារ ព្រស្រយាចារកុមារ កុមារក្នុងជម្លាះប្រដាប់អាវុធ ការប្រើប្រស់កុមារក្នុងស្ថានភាពងយរងគ្រះ។ តាមរបាយការណ៍របស់អង្គការពលកម្មអន្តរជាតិ នៅលើពិភពលោកមានកុមារប្រមាណ ២១៥លាននាក់

Cambodian Children's DayThe 63rd anniversary of the 1st June International

Children’s Day, the 11th anniversary of the 12th June WorldDay against Child Labor, and the 2012 Cambodian Children’sDay was organized under the themes “Promote EqualtableSocial Services and Increase Attention on Caring forChildren in Families and Communities” and “HumanRights and Social Justice......... Let’s End Child Labour”.This event was organized by Cambodia National Councilfor Children in cooperation with Ministry of Social AffairsVeterans and Youth Rehabilitation, Ministry of Education Youth and Sports, Ministry of Labor and Vocational Training,and a number of other relevant ministries, institutions, and organizations and presided over by Lok ChumteavMen Sam An, Standing Deputy Prime Minister, Ministerof Ministry of National Assembly-Senate Relations andInspections, who honorably represented Samdech AkkakMoha Sena Padei Techo Hun Sen, Prime Minister, Kingdomof Cambodia, on 29 May 2012 with around 3,000 participantsat the Diamond Island Convention and Exhibition Center

On that occasion, H.E Dr. Ith Samheng, Minister of SocialAffairs Veterans and Youth Rehabilitation, Chairman of Cambodia National Council for Children, spoke about thehistory of the 1st June International Children’s Day. He saidthe event was meant to make mankind memorize the holocaust that killed women and children in the village of Li Dicer of Czech and the village of Ou Radou of France by Hitler fascists in the periods of 1942-1945 and to work together to end violence for the care for peace in the world. The World Day against Child Labor event was meant to prevent worst forms of child labor, such as child slavery, child trafficking, child prostitution, use of children in armed conflicts and in the vulnerable situation, he stressed. According to the International Labor Organization report, there are around 215 children engaging in child labor worldwide:





ពាក់ព័ន្ធនឹងពលកម្មកុមារ ក្នងុនោះមានកុមារាចំនួន៧៤លាននាក់ កុមារីចំនួន៤១លាននាក់ កំពុងរងគ្រះដោយទម្រង់ធ្ងន់ធ្ងរ។ឆ្លៀតឱកាសនោះ ឯកឧត្តមបណ្ឌិតបានកោតសរសើរ និងសូមថ្ល្រងអំណរគុណដល់គ្រប់ក្រសួង ស្ថាប័ន អាជា្ញាធរដ្រនដីគ្រប់ជាន់ថា្នាក់ មន្ត្រីរាជការ អង្គការមិនម្រនរដា្ឋាភិបាលជាតិ អន្តរជាតិដ្រគូអភិវឌ្រឍ ប្រជាជន សហគមន៍ ព្រះសង្រឃ ចាស់ព្រឹទា្ធាចារ្រយមាតាបិតា និងកុមារខ្លួនឯងផ្ទាល់ ដ្រលបានចូលរួមចំណ្រកក្នុងការអនុវត្តសិទ្ធិកុមារនៅកម្ពុជា ឲ្រយមានការរីកចម្រើនស្របតាមអនុសញ្ញាស្តីពីសិទ្ធិកុមារ។

លោកជំទាវ ម៉្រន សំអន បានមានប្រសសន៍ថារាជរដា្ឋាភិបាលបានបង្កើនសកម្មភាពគំាទ្រ និងការពារដល់កុមារ ដើម្របីលើកស្ទួយឧត្តមប្រយោជន៍កុមារ និងដើម្របីអនុវត្តឲ្រយកាន់ត្រប្រសើរឡើងថ្រមទៀតនូវសិទ្ធចិម្របងទំាង៤របស់កុមារ គឺសិទ្ធរិស់រានមានជីវិតសិទ្ធិទទួលបានការការពារ សិទ្ធិក្នុងការអភិវឌ្រឍ និងសិទ្ធិចូលរួម។ ស្ថានភាពមាតា ទារក ការអប់រំ និងការការពារកុមារប្រឆំងនឹងអំពើរំលោភបំពានផ្រស្រងៗត្រូវបានយកចិត្តទុកដាក់ជំរុញឲ្រយកាន់ត្រប្រសើរឡើងជាលំដាប់ ហើយបានសម្រចគោលដៅជាច្រើនន្រគោលដៅអភិវឌ្រឍន៍សហស្រសវត្រសរ៍។ ជាងន្រះទៅទៀត រាជរដា្ឋាភិបាលបានបង្កើនថវិកាលើវិស័យសង្គមកិច្ច អប់រំ សុខាភិបាល អភវិឌ្រឍន៍ជនបទ កសិកម្ម នងិវិស័យមយួចនំួនទៀត ក្នងុគោលដៅធ្វើឲ្រយប្រជាជនទទួលបានស្រវាសង្គម ប្រកបដោយសមធម៌កាន់ត្រប្រសើឡើង ជាពិស្រសកុមារ។ ទន្ទឹមនឹងន្រះ លោកជំទាវបានបញ្ជាក់ទៀតថា កុមារនៅត្រប្រឈមនឹងបញ្ហាមួយចំនួនទៀតដូចជា ១-អត្រមរណភាពរបស់ទារក កុមារ និងមាតា មានគមា្លាតគា្នាខា្លាំងរវាងប្រជាពលរដ្ឋរស់នៅជនបទ និងទីប្រជុំជន ២-នៅមានកុមារមួយចំនួនបានបោះបង់ចោលការសិក្រសា និងរៀនត្រួតថា្នាក់នៅឡើយ ៣-ដោយសរត្រសកលភាវូបនីយកម្ម កតា្តាកង្វះចំណ្រះដឹង និងការអនុវត្តច្របាប់នៅមានកម្រិត ធ្វើឲ្រយកុមារនៅត្រប្រឈមនឹងបញ្ហាមួយចំនួនដូចជា ការជួញដូរពលកម្មកុមារ ព្រស្រយាកម្មកុមារ រូបភាពអាសអាភាសកុមារ កុមារទំនាស់នឹងច្របាប់ កុមារបំពានសរធាតុញៀន កុមារកំព្រ កុមារអនាថា អំពើហិង្រសាលើកុមារ កុមារដ្រលត្រូវគ្របោះបង់ចោល និងកុមារផ្ទុកម្ររោគអ្រដស៍/ជំងឺអ្រដស៍។ល។ ដ្រលយើងត្រូវរួមគា្នាដោះស្រយជាពហុវិស័យ និងអនុវត្តឲ្រយបានល្អប្រកបដោយប្រសិទ្ធភាពខ្ពស់។ដើម្របីដោះស្រយបញ្ហាប្រឈមទាំងន្រះ រាជរដា្ឋាភិបាលបានបង្កើត និងអនុវត្តន៍នូវគោលនយោបាយ លិខិតបទដា្ឋានគតិយុត្ត ផ្រនការជាតិ និងកម្មវិធីជាច្រើនទៀត រួមមាន យុទ្ធសស្រ្តជាតិគាំពារសង្គមសម្រប់ជនក្រីក្រ និងងយរងគ្រះ គោលនយោបាយ និងបទដា្ឋានអប្របរមាស្តីពីការថ្រទាំជំនួសចំពោះកុមារបទដា្ឋាន និងគោលការណ៍ណ្រនាំសម្រប់ការថ្រទាំ ការគាំទ្រនិងការការពារចំពោះកុមារកំព្រ និងកុមារងយរងគ្រះ គោល

: 74 million of which are boys and 41 million others are girls. They are now suffering from the serious forms of child labor, said the minister. Taking the opportunity in that occasion, Excellency Dr. Ith Samheng expressed his appreciation and thanks for all ministries, institutions, territorial authorities of all levels, civil servants, national and international NGOs, development partners, civilians,communities, monks, masters, parents, and children themselves for taking part in the implementation of children’s rights in Cambodia to progress them in accordance with the Convention on the Rights of the Child.

Lok Chumteav Men Sam An said that the Royal Government of Cambodia had increased the support andprotection activities for children in order to promote the bestinterest of the child and to better implement children’sfour fundamental rights that include survival, protection, development and participation. The maternal and infant status, child education and protection against other abuses have been taken cared and gradually improved and a lot of goals of the Millennium Development Goals have been realized, she pointed out. Moreover, the Royal Governmenthas increased its budget for social, education, health, ruraldevelopment, agriculture, and other areas, aiming to enablethe people, in particular children, to have a better access to equal social services. She also stressed that children had still faced a number of problems, such as 1. Maternal,infant and child mortality rate was very much different between the urban and the rural population; 2. A number of children still school dropped-out and repeated the class; 3. Due to globalization and limitation of knowledge and poor law enforcement, children still faced a number of issues, such as trafficking, child labor, child pornography,children in conflict with the law, children who abused the drugs, child orphans, street children, violence against children, abandoned children, and children living with HIV/AIDS etc. “We must work across sectors to solve these issues and enforce the laws more effectively,” the Standing Deputy Prime Minister urged. To solve these challenges, the Royal Government has developed and implemented a lot of policies, regulatory instruments, national plans and actions, for example, National Strategyon Social Protection for the Poor and Vulnerable People;Policy and Minimum Standard on Alternative Care for Children, Standard and Guideline on Care and Support and Protection for Orphans and Vulnerable Children, National Policy on Early Child Protection and Development, National Policy on Cambodian Youth Development etc.

ក្រុមប្រឹក្រសាជាតិកម្ពុជាដើម្របីកុមារ (ក.ជ.ក.) សហការជាមួយក្រុមការងរដើម្របីកុមារក្រសួងព័ត៌មាន បានរៀបចំមហោស្រពតន្ត្រីនិងចម្រៀងកុមារ ឆ្នា២ំ០១២ ពានរង្វាន់ក្រសួងព័ត៌មាន ដ្រលបានប្រព្រតឹ្តចាប់ពីថ្ង្រទី ២៣ ខ្រឧសភា ដល់ថ្ង្រទី១២ ខ្រមិថុនា ឆ្នាំ២០១២។ មហោស្រពន្រះរៀបចំឡើងក្នុងគោលបំណង ដើម្របីអបអរសទរទិវាកុមារអន្តរជាតិ ១ មិថុនា ទិវាពិភពលោកប្រឆំងនឹងពលកម្មកុមារ១២ មិថុនា និងទិវាកុមារកម្ពុជា ឆ្នាំ២០១២ និងដើម្របីសរបញ្ជាក់ពីការខិតខំប្រឹងប្រងរបស់រាជរដា្ឋាភិបាល ក្នុងការចូលរួមលើកម្ពស់សិទ្ធិកុមារ តាមរយៈការចូលរួមរបស់កុមារក្នុងការសម្ត្រង និងបញ្ច្រញនូវសមត្ថភាពរបស់ពួកគ្រនៅក្នុងពិធីន្រះ។ តាមរបាយការណ៍ របស់ឯកឧត្តម ខៀវ កញារីទ្ធ រដ្ឋមន្ត្រីក្រសួងព័ត៌មាន ក្នុងពិធីបិទមហោស្រពបានឲ្រយដឹងថា មហោស្រពតន្ត្រីនិងចម្រៀងកុមារ ឆ្នាំ២០១២ មានកុមារចូលរួមប្រកួតប្រជ្រងប្រមាណ២០០នាក់ មកពី ស្ថាប័ន និងអង្គការនានាចំនួន២០ក្រុម។ សូមបញ្ជាក់ថា លទ្ធផលន្រការប្រកួតប្រជ្រងន្រះ ល្រខ១បានទៅលើក្រុមកុមារមកពីសលាដូរតន្ត្រីន្រសលាវិចិត្រសិល្របៈ ទទួលបាន

Ceremony of Music Festival for Children 2012

The Cambodia National Council for Children(CNCC), in cooperation with the working group of Ministry of Information, organized Ceremony of MusicFestival for Children 2012, Ministry of Information Prizewhich started 23 May to 12 June 2012. This event was organized to congratulate the 1st June International Children’s Day, the 12th JuneWorld Day against ChildLabor,and Cambodian Children’s Day 2012 and to reflectthe great efforts made by the Royal Government ofCambodia in their engagement in the promotion ofchildren’s rights, where children played and showed theirability.

According to the report made by H.E Khieu Kanharith, Minister of Information, at the closing ceremony, there were around 200 children contestants from 20 groups representing the institutions and the organizations.

It is well noted that as the result, the winner in the contest was children from the Music School of the Fine Arts School.

They were honored with one cup, gifts and US$2,000. The second place was deaf children from Kruosar Thmey based in Kampong Cham Province. They were awardedwith one cup, gifts and US$1,200. The double third placewas children from Don Bosco School and SanthorMokWestline School. They were awarded with one cup, giftsand US$800. The double fifth place was children from PreakChrey Pnov Cluster Group of Kampong SpeuProvince and Pour un Sourire d’Enfant Organization.They were awarded with one cup, gifts and US$300.

Roundtable Discussion

To congratulate the 63rd Anniversary of the 1st June International Children’s Day, the 11th Anniversary of the 12th June World Day against Child Labor, and CambodianChildren’s Day 2012, Cambodia National Council for Children (CNCC), in cooperation with Ministry of Information, organized a roundtable discussion underthe theme “Promote Equaltable Social Services andIncrease Attention on Caring for Children in Families andCommunities” and “Human Rights and Social Justice...... Let’s End Child Labour” on 18 May 2012 at TelevisionKampuchea Station (TVK). ក្រុមប្រឹក្រសាជាតិកម្ពុជាដើម្របីកុមារ បានបញ្ជូនតំណងកុមារកម្ពុជា ចំនួន៣រូប ចូលរួមវ្រទិកាកុមារអាស៊ានលើកទី២ ដ្រលបានប្រព្រតឹ្តទៅនៅប្រទ្រសសឹង្ហបុរី ចាប់ពីថ្ង្រទី៦-៨ ខ្រមិថុនា ឆ្នាំ២០១២។ វ្រទិកាន្រះមានការចូលរួមពីតំណងកុមារមកពីប្រទ្រសជាសមាជិកអាស៊ានទំាង១០ រួមជាមួយប្រទ្រសសធារណរដ្ឋប្រជាមានិតចិន(អវត្តមានប្រទ្រសជប៉ុន និងសធារណរដ្ឋកូរ៉្រ)។ គោលបំណងន្រវ្រទិកា គឺដើម្របីអប់រំកុមារអាស៊ានពីសិទ្ធិកុមារ ផ្តល់វ្រទិកាសម្រប់កុមារអាស៊ានដើម្របីរកឲ្រយឃើញ និងកំណត់នូវវិធីសស្ត្រដ្រលមនុស្រសព្រញវ័យ អង្គការ និងភា្នាក់ងរផ្រស្រងទៀត ដើម្របីសម្រចបាននូវសិទ្ធិកុមារនៅថា្នាក់តំបន់ ថា្នាក់ជាតិ និងថា្នាក់មូលដា្ឋាន និងបង្កើតសកម្មភាពដើម្របីលើកកម្ពស់សិទ្ធិកុមារតាមរយៈឯកសរលទ្ធផលដ្រលនឹងត្រូវបង្ហាញនៅក្នុងកិច្ចប្រជុំរដ្ឋមន្ត្រីអាស៊ានស្តីពីសុខុមាលភាពសង្គម និងការអភិវឌ្រឍនៅប្រទ្រសកម្ពុជា ឆ្នាំ២០១៣។ គួររំលឹកថា វ្រទិកាកុមារអាស៊ានលើកទី១ បានប្ររព្ធធ្វើនៅឆ្នាំ២០១០ ប្រទ្រសហ្វីលីពីន។

2nd ASEAN Children’s Forum

The Cambodia National Council for Children sent three Cambodian child representatives to take part in the 2nd ASEAN Children’s Forum held in Singapore from 6-8 June 2012. This forum gathered child representativesfrom all 10 ASEAN country members and the People’sRepublic of China (representatives from Japan and Republic of Korea were absent). The objective of the forum was to educate ASEAN children about the rights of the child and provide a forum where they would find and identify ways that adults, organizations, agencies could use to realize children’s rights at the regional, national, local level and develop actions to promote children’s rights through findings document to be presented at the ASEAN Ministerial Meetings on SocialWelfare and Development in Cambodia in 2013.

It is recalled that the first ASEAN Children’s Forumwas held in the Philippines in 2010.

Province’s Consultation Workshop on Mapping and Evaluation of Services in relation to the Protection of the Rights of Child Victims of Human Trafficking

In cooperation with Cambodia Act, CNCC General Secretariat organized a provincial Consultation Workshop on the Mapping and Evaluation of Services in relation to the Protection of the Rights of Child Victims of HumanTrafficking. Taking part in this workshop include representatives from provincial Department of Social Affairs, Veterans and Youth Rehabilitation (DoSVY), relevant entities, and NGOs working with children. Theobjective of the workshop was to find and identify thepriority areas where child protection system, dissemination, coordination, cooperation, consultation,discussion can be set up and shared among concernedparties.

Study Visit to the United StatesLok Chumteav Khiev Bory, Secretary General of

Cambodia National Council for Children and member of ASEAN Commission on the Promotion and the Protection of Women and Children (ACWC) paid a study visit from 18-25 April 2012 to Washington DC and New York City of America with other ACWC representatives from 10 ASEAN countries and the ASEAN Secretariat officials.

On that occasion, ACWC members held talks with US Ambassador-at large Malanne Verveer on Women’sGlobal Issues to discuss and exchange information between ACWC and the US.

They also held talks with senior officials of the US State Department, female House of Representatives, and groups from the Supreme Court on domestic violence and USAID to share information and exchange views on priorities, programs, and development aid of the US to support the development of women and children.

They also met with civil society organizations, educational establishments, and International Organizationfor Migration (IOM) and joined in the roundtable discussionheld at American University where views about women and children’s status in Southeast Asia were shared.

They also visited a community school, an integrated science and education model school that supports learnersthrough family and community’s participation. They also held talks with representatives from Investment Giant Goldman Sachs, Newsweek, and The Daily Beast to discussways that included media to support women and children’srights.

Study Visit to the Philippines

The Cambodia National Council for Children (CNCC) delegation led by H.E Nim Thoth, Secretary of State, Ministry of Social Affairs, Veterans and Youth Rehabilitation(MoSVY), Vice Chairman of CNCC, paid a study visitto the Council for the Welfareof Children of the Philippines. Accompanied the delegation included CNCC Secretary General, CNCC Deputy Secretaries General, technical officers of CNCC General Secretariat, Ministry of Economy and Finance, MoSVY, UNICEF, NGO forChildren’s Rights, and child representatives. The tripaimed to study and understand the general workoperation of the Council for the Welfare of Childrenand the laws, policies, and programs, child participationand ww rights in the Philippines.

During the visit, CNCC delegation met with representatives from UNICEF to the Philippines to discussworks and hear the presentations made by national andregional Councils for the Welfare of Children, Child Protection Unit, Child Representatives to the Philippines,Department of the Interior and the Local Governace andNGOs about the implementation of their programs onstrengthening for the local child protection, Municipaland Barangay Councils for the protection of childrenand visited schools in the Barangay.

Also on that visit, the delegation learned that the implementation of the children’s rights in the Philippines is much better because they have the National Law on Child Protection and the national budget for child works and children have the rights to attend meetings with the House of Representatives and Senators and the Presidentand make the report to the United Nations and work closelywith Department of the Interior and local administration,NGOs, trade unions, and private institutions.
