FOLLOWING on from last weeks article regarding the incompetence of municipal officials leading to electricity outages, the interruption of the water supply and horrendous potholed streets, we were inundated with comments from the public. As it appeared, last weeks article alluded to the fact that all municipal staff were incompetent. However, junior officials are hardly responsible for paying Eskom, for authorizing the timeous ordering of spare parts and the approval of routine maintenance. It transpires that many of the problems the town is facing, have been brought to the attention of senior managers in the municipality, long before the problem became serious. The real problem lies with managers. Many of them have been redeployed by the ANC. Many of them have rudimentary technical skills and have been promoted into positions that they are clearly not capable of handling, especially regarding technical matters. They have no skills with regard to staff management and in some cases those that do try to discipline lax junior staff, are not allowed to do so, because staff are “protected” by their political connections or their unions.Managers and councillors allocate themselves exorbitant salaries, bonuses and cars, while their junior staff do not get pa id s imple over t ime , because management has squandered the municipalities financial resources. This is a universal problem all over SA and will and cannot be fixed by the ANC.We as the public have several options. The first will be to disband the entire management structure of the municipality and replace it with a competent one. The second would be to vote the ANC out of government. The third would be to demand that Eskom takes over the entire electricity reticulation and bill property owners directly. This will ensure that Eskom is paid, that actual costs to consumers are reduced (taking out the municipal middle man) and that supply becomes more stable. The supply of water should also be handled by central government or the private sector.Another option is to privatise the entire town, or to ask the mines that are already involved to take over the town and to bill residents directly. Whichever way we go, it will result in improved service delivery.

Late Mr Mandla Karl Thabadiyawa Mabelane.

Well-known politician passes awayA previous mayor, speaker and councillor of the Thaba Chweu Municipality, well-known businessman and resident passed away last week. Mr Mandla Mabelane has been involved in the province’s politics for years and had a huge following amongst his people. A friend, Mr Johannes ‘Mtjopi’ Buti Nkosi, wrote this tribute: On 11 March 2014 death cheated the Revolution of Mountain Mist Community by taking away the creator of the borrowed community, the real activist Mandla Mabelane. Let me borrow the late activist’s words ‘those who claim to revolutionize mess things up’ and he became angry and described them as lizards, reptiles, snakes and witches. Let me advise you, if you had time, take your mirror and stand in front of it and count your achievements. Remind your short memory that love or hate, you hold that position because he contributed directly or indirectly so. He tried his best to overcome the challenges the community is facing. Everything is left on your shoulders now. We must carry on where he left off. Lastly

‘Son of the Soil; Makgeru, when you invited the late President Nelson Mandela and gave him the citizenship of the town Lydenburg, many thought you wanted fame. But it was real wisdom that made you ask advice from a great giant like Mandela. Mandela gave wisdom and he called you to join the new branch of the ANC. Go well my friend, we will meet again.~ The Highlands Panorama News expresses its condolences to the family of the late Mr Mabelane. He was a friend to us all.

(6). Herklassifiseer die dooie perd as "lewend gestremd.” (7).

(14). As niks van bostaande help nie, doen aansoek by die Grondwethof om die dooie perd se posisie as versoenbaar met die Grondwet nog duideliker te omskryf!

As jy dit alles verstaan, is jy beslis 'n Nuwe Suid-Afrikaner.

Ja swaer! Klink kompleet soos ’n ANC 14 punt plan!

Dooie Perd Teorie

Grahame Munro writes that dreams often become Nasty Realities borne out of necessity.

As a youngster I kept a zoo of anything from frogs to birds to mice and rabbits to fish. Not to mention a couple of cats and dogs. This led to something of a space problem. The solution to which I dreamt in my musings would eventually lead to a farm or a smallholding out of town when I grew up, where I could have a huge garden, grow my own veggies and perhaps add a horse to two. Over and above this, be self sufficient with my own water from a borehole or better still a perennial stream and a Diesel generator thumping away somewhere in its secluded “ Engine Room” on the other side of the yard. In those days diesel was affordable and EISHKOM had not yet spread their now broken wings into the country districts.

Inevitably one thing led to another, time sped by. Once the dream looked like vaguely becoming a reality I found myself faced with some nasty surprises post 1994, chief among which being lawlessness / farm murders, security fences around farmsteads – and and and.

Thus, I now find myself living in town with high walls, armed response, beams etc. My home instead of being that idyllic setting in a large garden with no constraints at all, is now a veritable “Electronic Cage'' which our family retreats into every night of our lives.

However the dream of having my own water supply and power supply now comes as a matter of NECESSITY. Water comes from a borehole, into a storage tank, through a pressure pump into the house. Power from a nasty little high revving petrol abomination of obscure Eastern origin called a genset. I am nonetheless blessed and fortunate to have these amenities at my disposal.

This all thanks to our rundown little ANC administered town that 20 years ago was Lydenburg, now by all means call it MASHISHING. The only thing the ANC Administration has successfully managed to do effectively is change place names and empower criminals, lawlessness and worse still, as borne out in our town – absolute gross MALADMINISTRATION is the accepted norm!

The new health hero

If “GP” is what comes to mind when you need medical advice, it may be time to consider an unsung hero - your local pharmacist. It’s very easy to treat your pharmacy like a drive-thru; you show up at the counter clutching a prescription you need filled - the faster the better. Or perhaps you have self-diagnosed and think you know exactly which over-the-counter medicine will do the trick. As well as filling your doctor’s prescriptions, your pharmacist can also advise you on drug interactions (if a prescribed medicine will clash with anything you’re currently taking) and - take note here - suggest cheaper, generic alternatives to medicines, which can cost an estimated average of 80 to 85 percent less than brand name equivalents. For chronic medicines, or over two or three trips to the pharmacy, that could mean a lot of money. For medication with a scheduling status of three or upwards, you need a prescription. However, if you have a relatively minor ailment, you could save on a GP appointment (or avoid depleting medical scheme savings) by asking a pharmacist for an “over-the-counter” treatment with a schedule zero, one or two scheduling status. Pharmacists are also able to treat common illnesses, and to advise if they require further medical attention. Some of the conditions you can approach your pharmacist about include migraines, indigestion, common skin conditions, colds, joint pains and minor infections. You can help your pharmacist be more effective when you do ask them for advice by giving information such as chronic conditions, allergies to medication, any other medicines or supplements you are taking as well as your medical aid details. Describe your symptoms to the pharmacist and ask for advice on the best treatment regime. Listen to all the information he or she provides and discuss any queries you may have. Your pharmacist is also the perfect person to raise medication-related queries with your doctor, find out if specific medicines are covered by your medical aid and check if you have enough funds. So next time you need some questions answered or medicine advice go to your pharmacist, you will be pleasantly surprised.

THE Standard Bank of South Africa Limited in Lydenburg:Even though the Standard Bank?s uninterrupted service to Lydenburg only dates back to 2 June 1884, its connection with the area is much older. The Standard Bank first opened a branch in Lydenburg on 1 August 1877 but this branch was closed on 6 June 1882. Lydenburg owes its existence to the severe malaria suffered by the Voortrekkers who had settled in Andries-Ohrigstad in the Zuid-Afrikaansche Republiek (Transvaal) under the leadership of Andries Hendrik Potgieter in the mid-nineteenth century. Malaria forced them to abandon their f irst settlement and move to a higher and healthier area in 1849-50 which led to the establishment of Lydenburg, meaning “place of suffering” in memory of the suffering at Ohrigstad. The Standard Bank was established as the Standard Bank of British South Africa in October 1862. Its original Memorandum and Articles

of Association stipulated that it could only operate in areas under British jurisdiction which precluded it from operating in the independent republic, the Zuid-Afrikaansche Republiek (Transvaal). Early in April 1873 reports started circulating of the discovery of gold in alluvial deposits in a place described as being about “six hours travelling in a South Easterly direction from Lydenberg Transvaal”. In anticipation of these rumours materialising, the bank

identified Pretoria, Potchefstroom and Lydenburg as the most desirable points to which operations could be extended. Lydenburg was included although The Transvaal duly became a British colony on 12 April 1877. Continues on page 17

3D printing or additive manufacturing is a process of making a three-dimensional solid object of virtually any shape from a digital model. 3D printing technology has been around since the 1980's but it's only since 2010 that

“desktop” printers have become available commercially. Most of these printers use some form of extruded plastic as medium especially ABS (the same plastic as lego blocks). This technology can be used widespread for both prototyping and manufacturing with applications in a multitude of fields such as architecture, industrial design, engineering, jewellery, education, dental and medical industries. One study has found that open source 3D printing could become a mass-market item because domestic 3D printers can offset their capital costs by enabling consumers to avoid costs associated with purchasing common household objects.3D printable objects may be created with computer aided design software or via a 3D scanner. These processes might be difficult for the average consumer and that's why several 3D printing marketplaces have emerged on the internet such as Shapeways, Thingiverse and Threeding. A multitude of designs are available on these sites that can be downloaded for printing, a lot of these designs free of charge. If you would like more information on 3D design and printing you can contact Paul van V u u r e n o n 0 8 2 3 2 3 4 4 0 5 o r [email protected].

Andre Coetzee. Fotos: Matilda en Andrea Coetzee.

FOLLOWING a very positive reception at last year's Johannesburg International Motorshow (JIMS), GWM's M4 compact crossover has now officially gone on sale in South Africa. The M4 has been such a smash-hit sales success in China, that it has been nick-named the GWM “Speed”, as a result of its quick sales.

“The M4 is a groundbreaking vehicle for us, and actually creates an entirely new sub-niche in the crossover segment,” said GWM South Africa COO Warren Olsen. “It is smaller than vehicles such as the Ford EcoSport and Renault Duster, but offers more standard features and a very attractive sticker price. On the other hand it is also more obviously SUV-themed than cross-hatches such as our own C20R and the VW Vivo Maxx, so in effect it slots in between these two segments.”

Undoubtedly one of the M4's main attractions, this crossover's cheeky looks are certain to generate lots of talk and turn many heads. It is a very compact vehicle, with an overall length of less than four metres, but with an SUV-rivalling ground clearance of more than 180 mm and stylish 16-inch alloy wheels, it certainly packs lots of attitude into those compact dimensions. Considering the M4's high-value pricing, the design detailing will come as a surprise. The squared-off front-end features a gaping lower airdam flanked by fog lamps. Skid-plates in a contrasting silver hue are fitted front and rear and black cladding around the sills and wheelarches round off the SUV look. Due to the C-pillar being blacked-out the M4 gains a trendy “floating-roof” appearance that is further enhanced by the standard fitment of practical roof rails.

The M4 is offered in South Africa in a choice of six vibey colours; Fashion Orange, Titanium White, Sky Silver, Pearl Black, Jazz Red and Ocean Blue. The style and modern design continues inside, where the M4 boasts a sporty instrument cluster with overlapping dials and an integrated digital speedometer display. The facia design features a V-shaped centre section with neatly seperated control interfaces for the audio (including a large digital screen) and ventilation systems. Vertically slanted ventilation outlets are located either side of the centre hangdown section. Neat black cloth upholstery and the use of silver trim accents on the facia and doors create an upmarket ambience.

The M4 is more compact than other small crossovers, yet it remains a practical daily driver, with good levels of head-, shoulder- and legroom all-round. The boot measures a claimed 310 litres, and a spare wheel is located under its floor. The rear seat is split 60:40 an can fold down to increase cargo space. As a direct consequence of the

compact exterior dimensions and elevated ride height, visibility out of the M4 is excellent. Further boosting inner-city manoeuvrability is a hydraulically assisted power steering.

As customers have come to expect from GWM, the M4 boasts a comprehensive standard features count, including air-conditioning, electric windows/mirrors and an audio system with USB and auxiliarly plug-in support as well Bluetooth capability. Driver comfort is further boosted by the fitment of a rake-adjustable steering wheel. Rear park assist helps drivers avoid those expensive parking scrapes.

The M4 is powered by GWM's trusty 1,5-litre VVT-i engine that delivers 71,3 kW at 6 000 rpm and 138 Nm of torque to the front wheels via a slick five-speed manual transmission. The engine features variable valve timing, benefitting not only performance but also fuel economy. The M4 sips fuel at the rate of 7,2 litres/100 km (combined cycle), translating to a CO2 emissions figure of 172 g/km. A top speed of 170 km/h is claimed.

As is the case with all GWM vehicles, the M4 has been designed to meet global safety standards and boasts a comprehensive safety package. Dual front airbags and disc brakes all-round backed by ABS with EBD are fitted. Isofix child-seat mountings are mounted at the rear and the front seatbelts are height-adjustable.The rear doors also

feature child locks.

Fog lights front and rear boost visibility in poor weather conditions while security is provided by a standard immobiliser, with the further convenience of remote central locking. “The M4 is bound to appeal to a y o u n g e r a u d i e n c e t h a t p l a c e s individuality, striking design and connectivity high on the priority list,” says Brand Manager, Hannes Oosthuizen. “At the price, there is simply nothing out there to match the cheekiness of the M4, but it is more than just a pretty face, too. The standard features list is comprehensive, as is the overall value package, courtesy of a 5 year/100 000 km warranty and 5 year/45 000 km service plan,” he adds.

The M4 is available through GWM's extensive dealership network, currently boasting more than 70 outlets and service centres.

THE second-generation Mercedes B-Class is not yet two years old but Mercedes is working on sprucing-up its popular MPV for 2014. Take a look at the facelifted model.

Spy photographers captured these shots while the car was being tested in Norway.

According to Automedia, Mercedes-Benz will reduce the life of the model to six instead of the traditional seven years. Little is known about the faclifted B-Class, though spy images reveal that changes will be made to the front and rear

- especially the grille, head and tail lights.

Engines and transmissions will likely be carried over from the current range. The new B-Class is expected to be unveiled at the October 2014 Paris auto show.

THAT’s what most vehicle owners think and to be honest, it’s only since I’ve become involved with serious off-roading in the past few years that I’ve come to appreciate the rubber that keeps a car attached to the road.

And having spent almost a week with the guys from Bridgestone in Bangkok for the launch of the Ecopia EP200, I have become almost a tyre nerd and find myself looking down at the type and condition of the tyres of fellow commuters almost daily.

For my application it’s quiet simple: the biggest possible tyre with the most aggressive tread-pattern and strong sidewalls.

Yet for millions of South Africans driving normal everyday cars, tyres don’t always feature high on their priority list.

According to Jan Maritz, promotions and advertising manager at Bridgestone, almost 90 percent of tyres purchased are considered to be a grudge purchase. I fully understand why, but when your life depends on four strips of rubber the size of your outstretched hand, perhaps a bit more care should be taken before you swipe that card.

Before you make that all-important decision there are a few things you should take in to consideration.

The minimum tread your tyres should have before becoming illegal is 1.6mm, and that’s around the whole tyre. It’s not much, I know, but from personal experience I would say don’t let it get to that. If you’re not sure, go to any reputable tyre fitment centre and they’ll advise you.

If your car has the original tyres fitted at the factory and you’re happy with them, stick to them. The manufacturers didn’t get to that tyre by accident, a lot of research and development went into it.

If you’re not happy, stick to the same type of tyre and tread, don’t downgrade because of price. If the speed and load index aren’t to specification, good luck trying to convince your insurance company to pay out after an accident.

Too often tyres are neglected when it comes to pressure.

We put in fuel, o c c a s i o n a l l y check oil and water levels and o n l y b o t h e r about pressures when something i s o b v i o u s l y wrong.

In a nutshell, if they’re too soft you’ll get re will

wallowing and what they call rapid shoulder wear, meaning the outside of the tyre will wear before the centre of the tread. Even more dangerous, though, is that an under-inflated tyre heats up very quickly and the chances of a blow-out are significantly increased.

Overinflated tyres are likely to slip under most conditions and you’ll be suffering from rapid centre wear. Either way you’ll be doing that grudge purchase because it has a detrimental affect on tyre life and, more important, safety.

CHECK THE MANUFACTURER’S RECOMMENDATIONS

To check the recommended tyre pressures for your vehicle, there’s a sticker either on the driver’s side door pillar (or thereabouts) or on the inside of the fuel cover.

Maritz advised that wheel alignment should be done at least every 10 000km to prevent uneven wear, particularly with our potholed roads, where tyres take a beating.

But back to the reason for me being in Bangkok. As with almost everything related to anything these days, eco is the new buzzword and motor manufacturers and their related industries have to start giving serious consideration to the environment.

Almost all tyre manufacturers have an eco-type tyre.

We tested the Bridgestone against two of its competitors, first for rolling resistance; three cars fitted with three different brands of rubber, were driven to 80km/h, put in neutral and then left to stop on their own.

Wet braking was next. Drive to 100km/h, jump on the brakes and see where each car stops.

The third test was racing three laps around a track inside the main testing track of the Bridgestone proving ground in Bangkok.

Despite the sarcastic and cynical comments from the motoring hacks about tyre pressures, brake calliper setting and any number of tricks Bridgstone may have used, all three vehicles were as close to being equal as possible and in all three the Ecopia EP200 came out tops.

LAND ROVER is in the midst of a major brand shake-up. Some will love it , off-roading diehards will probably hate it. Land Rover’s global brand director John Edwards said the automaker’s future range would be based on “three iconic brands - Range Rover, Discovery and Defender”. Each of those models could be a sub-brand in its own right as demonstrated by Range Rover.

The all-new replacement for the Land Rover Freelander will become a member of an extended Discovery family, according to the automaker. The new model, based on the Evoque, is expected to be launched in 2015. The Freelander badge will be dropped as it becomes an extension of the Discovery.

The decision to create a family of Disco models is largely based on clearing up some brand confusion as Range Rover is a well established brand. Currently the automaker sells three families of vehicles (Freelander, Discovery, Defender).

The Range Rover family (Range Rover and Range Rover Sport) has expanded with the highly

JEEP is known for bringing limited edition models into its model range, so now there are Jeep Wrangler and Wrangler Unlimited Polar Edition models. Chrysler SA says its Jeep brand will continue to add to its limited edition 'buzz' models for the South African market. The automaker says the Polars will be available in two and four-door variants based on the architecture of the Jeep Wrangler Sahara.

The cars have new grilles with glossy black inserts, 18” aluminium rims with painted pockets and polished outer edges, a body-coloured hard top with tinted glass, a Mopar ‘Moab’ bonnet with a mountain motif and Mopar fuel-filler door. There’s also a new wheel cover on the rear door. The Jeep Wrangler Polar Editions will be available in three colours - blue, silver and white.

Inside, says Jeep SA, there are heatable black leather seats with embroidered logos, leather-wrapped steering wheel with a white treatment on its spokes as well as on ventilation bezels, passenger grab-handles and the instrument cluster dials. There’s also pearl accent stitching on the steering wheel, seats, armrests and floor-console lid. Mopar slush mats finish off the interior. A Uconnect navigation radio is standard. The Polar Editions are already available at nationwide dealers.

successful Evoque. According to Autocar, a new addition to the Range Rover line-up, the ‘Evoque XL’, is intended to fill the gap between the Evoque and the Range Rover Sport.

The Discovery replacement will be used as a flagship to create a new family of 4x4 vehicles. Our spy photographers captured images of a “baby Discovery” undergoing testing.

The new Discovery range will be topped by

two flagship models based on the Range Rover’s all-aluminium architecture.

The new Discos will be powered by the automaker’s new AJ-200 range of four-cylinder engines, including a supercharged petrol.

Due to government and safety regulations, the venerable Defender line will be chopped. Land Rover announced it will cease production of its iconic 4x4 in 2015.

Land Rover design director Gerry McGovern said: "Replacing the iconic Defender is one of the biggest challenges in the automotive design world; it is a car that inspires people worldwide.”

According to the automaker: "Defender production in its current format will stop at the end of 2015. A replacement will join the Land Rover model range but we have announced neither the name nor details of the new product.

"The Defender in its current format is coming to an end and we are looking at options.”

A "family" of Defenders being prepared reportedly is set to include a sporty beach-buggy.

THE Chevrolet Spark, which was recently awarded the Top Safety Pick accolade by US crash test giant IIHS (Insurance Institute for Highway Safety), has proven its crash worthiness in a horror accident on the Bobbejaans River Bridge in Nature's Valley, involving 69 year old pensioner Denise Westgate and her husband.

The Chev Spark is the only supermini ever to achieve the Top Safety Pick accolade, and subscribes to comments made by IIHS Senior Vice President for Vehicle Research Joe Nolan, who stated that small, lightweight vehicles have an inherent safety disadvantage which makes choosing one with the best occupant protection even more important.

Westgate described the harrowing experience as traumatic, but was thrilled with her 2012 Chevrolet Spark's safety performance when it mattered most, claiming it undoubtedly saved her and her husband's lives.

“We were on our way back to Mossel Bay from Storms River, when troops of baboons on either side of the Bobbejaans River Bridge caused me to slow down. Noticing a monkey on the other side of the road, my attention was drawn to the side mirror. I then noticed a car approaching rapidly, and clearly out of control,” commented Westgate.

“The vehicle swerved and hit the driver's side of my car, shunting us towards the left-side barrier. We hit the barrier with tremendous force, both front airbags deployed and I really thought we were going over the edge, which would have resulted in a 170-metre drop. It was very difficult to see or concentrate, and after the rear of my car hit the barrier as well, I managed to wrench the steering wheel and turn the vehicle to the right, out of fear and panic. We then swerved toward the other side of the bridge, and thanks to the initial airbag smoke having cleared slightly, I was able to make sense of where we were and slam on the brakes.”

Westgate commented that her Spark's brakes remained effective and she was able to bring the vehicle to a complete halt, one metre before hitting the opposite barrier. Both occupants were forced to exit the vehicle from the passenger's side, however Westgate remarked repeatedly that the fact that the driver's door aperture was largely undamaged and that the driver's door didn't cave in, were the largest contributing factors to her walking away from the accident. Westgate was happy to report that besides a few bruises, no injuries were incurred.

Chevrolet Brand Manager at General Motors South Africa, Tim Hendon, comments: “Nobody ever likes to hear about horrific accidents like the one Denise and her husband experienced, and we are all very glad that they were both able to walk away

unscathed. However, such events go to show that crash worthiness and safety ratings really do carry weight in the real world and that the high rating given to the Chevrolet Spark clearly has merit. Its standard-fitment safety equipment includes ABS with EBD, two front airbags, ISOFIX child seat mountings and inertia-reel pre-tensioned seatbelts.”

Westgate concluded that she would indeed be purchasing another Spark as a replacement vehicle, adding that she would be forever grateful for its safety credentials.

THE first pictures of the Jeep’s new entry-level model have surfaced.

Called the Jeep Renegade, it should be the smallest vehicle in its line-up as well as being the most fuel efficient.

It is said to share the same platform as Fiat’s 500L, while Fiat will release its imitation version which might be called the 500X. Another possibility is that the Fiat Panda 4×4 and the Renegade will share the same underpinnings.

No official details have been released yet, although reports suggest that this Jeep will only be available with four-wheel drive. We doubt it though, since these vehicles’ aim would be to use as little fuel as possible. We think there will definitely be front-wheel drive models – especially since it is based on the Fiat platform – including a combination of petrol and turbodiesel models.

Stay tuned for more details when they become available.

IN order to truly determine whether a property is a good value-for-money purchase, a buyer will need to know the elements that contribute to a property's worth. In today's real estate market there is much more to a home's worth than simply the price the buyer paid for it. There are certain aspects that a home buyer should consider, such as the property's location and the micro market surrounding the particular sale transaction. Researching these elements will assist a home buyer in choosing the right property and seeing a good return on their investment over long term, says Adrian Goslett, CEO of RE/MAX of Southern Africa. He notes that if a home buyer researches the market and has a good understanding of the various details that are involved in a property sale, along with knowing their own personal and financial requirements with regards to the purchase, they will have a far better chance of finding a home that offers good value for money. Determining the type of property you are looking for, the price bracket and criteria that

How to spot a value-for-money home buy

the property must have will make the process of finding the right property far easier, says Goslett. He says the services of a reputable real estate professional could be invaluable in assisting a buyer with assessing their needs and narrowing down the search. "An agent with working knowledge of a specific area will be able to provide the buyer with data, statistics and any other information they may require to make an informed decision. "They will also be able to provide guidance with regards to the current market in the area and projecting whether the home is a worthwhile purchase based on its asking price, perceived market value and the cost.” The right priceThe price of a home is regarded as what the property is worth today in the current market. However, Goslett says that very often sellers overprice their property due to emotional attachment and it does not necessarily mean that the asking price is a true reflection of the home's value. This is why it is very important to compare the asking price with other properties offering similar features that have recently been sold in the area. This

information will help to indicate whether the asking price is within a fair market value range for the area. According to Goslett, an accurate gauge of fair market value is determined via a comparative market analysis or CMA. “It is essential that the comparative selling prices that are taken into consideration are less than six months old and the properties within the comparison are similar in size and condition of the property." While the CMA is an accurate way of determining the right price, he explains that it is not an exact science as there will always be some features or elements of the properties that could differ. A property's unique features should also be considered when looking at its price, says Goslett.Assessing true valueOne of the major influences in assessing the value of a property is the current market conditions. During the boom phase in the market, the perceived value of property was much higher, however, during the economic downturn this changed, says Goslett. "With the recovery we have experienced since 2010, the value of property has once again

increased, in some cases outstripping the values seen in 2007 at the height of the boom.”He says while we were experiencing a buyer's market where

property options were plenty, in many areas increased demand and dwindling property stocks have changed this and demand has a huge impact on the perceived value of property and pricing. "Essentially, a property's value is largely determined by the buyer in the market – not the seller. The more buyers that are willing to pay for the property, the higher the property's value.”Aspects that impact what buyers are willing to pay for a property could be personal choice and lifestyle. A buyer may be inclined to pay more for a property if it fits into their lifestyle needs, such as proximity to a certain school, workplace or public transport. What determines value for one buyer may not be the same for another.Where does cost fit in?Often sellers believe that they will be able to recoup a large percentage of the cost spent on renovation and improving the property and price it accordingly. While this is true to some degree, depending on the renovation project or upgrade, the value of these improvements is also very much determined by the buyer perception of the said improvement. “Often renovation projects are based on the current homeowner's personal preference or criteria. If the buyer has different needs or preferences, the renovation will have far less value to them,” says Goslett. While a comparative market analysis is an excellent starting point in determining whether a property is a good value-for-money purchase, a property's true value will largely be subjective based on the buyers in the current market. “ At the end of the day, a home is a place to live in – not just an investment,” he says. www.property24.com

Standard Bank was anxious to secure the important advantage of being first in the field and not to be forestalled by another bank, especially in view of the important interest it already had there. On receiving advice of the annexation, Williams, accompanied by Mr McGregor, teller at Kimberley branch, proceeded to Pretoria and Potchefstroom to gauge the desirability of opening there. “The town of Lydenburg contains five stores viz: Henwood & Roseveare, Percy Hope & Co, W Bray & Co, E O Stork & M L de Souza, all of whom together with the Landdrost, and several others have already promised in writing to support a Branch of the Standard Bank should we open here. At present there is no Bank in this town, the inhabitants have to go all the way to Pilgrims Rest to transact their banking business. From what I can gather I infer that a good little business can be done here should we open. There would appear to be some good farmers in the district, although they have suffered heavy losses during the late disturbances. “As the Spitzkop Gold diggings are as near the town of Lydenburg, as they are to Pilgrim? s Rest where the C.C. Bank is situated, diggers would just as soon come here with their gold findings as take them to the Rest. Besides the camp at Pilgrim? s Rest appears to be gradually shifting higher up the creek in consequence of the scarcity of water. Lydenburg had no bank. The storekeepers, farmers and other inhabitants felt the inconvenience and expense of going all the way to Pilgrim?s Rest to transact their banking business while some were dissatisfied with the Cape Commercial Bank. The inhabitants wanted Standard Bank to open in Lydenburg and promised their best support and promotion of its interests generally. Business generally at Pilgrims Rest was in a very depressed state at this stage owing to scarcity of water at the diggings. Storekeepers who had given diggers credit too freely incurred a considerable amount of bad or doubtful debts. The gold fields in the area were generally in a fluctuating state. Lydenburg branch opened, equipment for gold business secured in 1877 The Lydenburg branch of the Standard Bank eventually opened on Wednesday, 1 August 1877. Although the Natal Bank was also eager to re-open in the area, it was unlikely once the Standard Bank had entered the field. In August 1877 the post cart left Lydenburg early on Wednesdays and arrived in Pilgrims Rest, situated about 35 miles away, late on the same day. The Lydenburg district was a good one which contained many good farm properties and there was faith in the future prosperity of the district: “The District of Lydenburg – one of the most mountainous – contains much good agricultural and pasture land. Among its extensive and fertile valleys, containing valuable farms, are the Crocodile, Spekboom, Waterfall, Sabi, Krugerspost and Ohrigstad. The soil will grow literally anything. It is a fine corn producing District. The Lydenburg wheat took the prize at the last Paris Exhibition I am told. The chief want are population, steady development of the Agricultural & other resources of the District, better roads and cheap transport. The principal products are cereals, cattle a little wool (likely to increase) & gold. Other minerals such as copper have been found in no small quantities but are not yet worked. The Winter is the „dry? season, and the summer the „wet? . A new English church and a “decent hotel”, which was apparently much needed, were being erected, while the erection of more dwelling houses was also contemplated. Being close to the gold fields, gold transactions inevitably formed part of the branch?s business. At the end of August three diggers from Spitzkop offered the branch 33 oz 10dwts of native gold for which the branch paid 73/- per oz. Williams sent a small quantity of native gold to Durban insured for £865. This shipment was not likely to make much profit for the bank but was an experiment to try and get reliable data to guide Transvaal managers in further transactions of this nature. In the meantime Williams managed to obtain a large magnet, two blowers, and the use of a small scale. His attempts to secure the medium size safe formerly used by the Natal Bank in Pilgrim?s Rest came to nothing. Pietermaritzburg branch had to supply a safe and a copy press. Williams also requested that the appliances for testing gold, sent out from England about three years before, be sent to Lydenburg branch. In addition Williams acquired: “An iron Pestle & Mortar for crushing nuggets in order to free them from quartz and soil, I have arranged for at the Gold Fields, and hope to receive it in a few days time. I have also brought a Scale & Weights (Troy) 16 oz downwards, for weighing rough gold. It is cheap, 50/-. “Please order from London for us: Two Sets of Flat weights, 5dwts down to 1 grain One large Magnet Two (2) gold Blowers (Zinc) 1½ inches wide at neck Two ” do (Copper) Say 5 inches wide & gradually tapering to the neck, not unlike a money scoop but longer Two ” Seives [sic] (Copper) of the circumference of an ordinary saucer. Are used for separating the fine from the nuggety, and the latter from the still larger gold. “The above articles can be had, I understand from W. & T. Avery of Birmingham, and probably from Johnson & Sons, London (Goldscale Makers). The foregoing are at use generally on the Gold Fields, but something better still could possibly be obtained. “There are Seven Stores in the village which are reported to be doing good businesses. “The Branch? s profits for the past two years have shown a marked increase, and altogether things in this part of the State seem to be in a healthy and sound state. “The population of the village is said to be close on 400, which are chiefly whites.” Adverse economic conditions, new leased premises, 1890 – 1892. In 1890 the South African Republic?s Volksraad granted a concession for the establishment of a national bank and mint. This national bank was obviously to become the new government bankers but "the Government was at liberty to deposit funds at other banks, though giving the National Bank the preference”. The possibility therefore existed that the Standard Bank could retain some of the government?s funds for some time at points where the National Bank was not represented. The Nationale Bank der Zuid Afrikaansche Republiek duly commenced business in April 1891. (Read part 2 next week).
