มวลมิตรโรแทเรียนทุกทานครับ สารผูวาการภาค๓๓๖๐ ฉบับอีเล็กทรอนิกสฉบับนี้นับเปนกาวแรกของการเปลี่ยนแปลงที่มาพรอมกับป โรตารีใหม เปนการกาวสูสิ่งใหมๆ ที่ทานประธานโรตารีสากลกัลยัน บารเนอรจี ไดใหความสําคัญตอการเปลี่ยนแปลงดวยการนําเทคโนโลยีใหมๆ เขามาใชเพ่ือเพ่ิมประสิทธิภาพในการติดตอสื่อสารระหวางผูนําภาคกับมวลสมาชิก ซ่ึงก็ตรงกับความตั้งใจของผมที่ไดมีโอกาสพบเห็นและมีประสบการณโรตารีในตางประเทศโดยเฉพาะอยางย่ิงการจัดทําสารผูวาการภาคเพ่ือติดตอสื่อสารกับมวลสมาชิก คําวา”สารผูวาการภาค”(Governor’s Newsletter)ช่ือก็บอกอยูแลววาเปนจดหมายขาวจากผูวาการภาค มิใชเปนนิตยสาร ฉะนั้น ผมจึงเห็นวาการจัดทําสารผูวาการภาคจึงตองเนนไปที่ขาวสารเปนสําคัญ ขาวสารที่รวดเร็วและทันเหตุการณจึงเปนสิ่งที่จําเปนสูงสุดของสารผูวาการภาค สารผูวาการภาคฉบับอีเล็กทรอนิกสจึงไดเกิดขึ้น โดยไมจํากัดดวยความถี่หรือความหนาของจํานวนหนา ขึ้นอยูกับความจําเปนและความเรงดวนในการสื่อสาร และที่สําคัญคือสามารถโตตอบไดในทันทีที่ไดรับสารผูวาการภาคฉบับอีเล็กทรอนิกส ในสวนของสมาชิกที่ไมไดใชอีเมลหรืออินเตอรเน็ตนัน้ ผมใครขอรองใหทานนายกสโมสรไดมอบหมายใหสมาชิกของทานท่ีมีอีเมลหรืออินเตอรเน็ตชวยพิมพออกมาแลวนํามาหมุนเวียนกันอานในสโมสรซ่ึงก็จะสามารถสื่อสารไดทันเวลาของการประชุม ซ่ึงไมนาจะเกินหนึ่งสัปดาหหลังจากที่ไดรับเมลแลว ผมหวังวาการนํานวัตกรรมใหมมาใชนี้จะยังประโยชนใหเพ่ิมขึ้นกวาเดิม สิ้นเปลืองคาใชจายนอยลง รวดเร็วย่ิงขึ้น ฯลฯ แตอยางไรก็ตามหลายทานอาจจะยังไมคุนเคยกับสารผูวาการภาคในลักษณะนี้ซ่ึงในตางประเทศไดทํามานานแลว และผมเช่ือวาจะประสบความสําเร็จตามที่มุงหวังไว

Dear Fellow Rotarians, This 3360 Governor’s electronic newsletter is the first step of the changes that will continue to come within the new Rotary year. It is the step towards a new development which the Rotary International President, Kalyan Banerjee has recognized. He initiated the importance of this change by introducing new technologies that will enhance the communication between District Governors and Rotarians, which has also been my intension, as I have experienced this new way of communication from Rotary overseas, especially how to publicize the Governor’s newsletters. “Governor’s Newsletter” in itself means a newsletter from the Governor, not a magazine. The newsletter should emphasize essentially on news and information. Recently updated news and information is the important part of the Governor’s electronic newsletter. It requires no regularity or number of pages, but it depends entirely on the necessity and priority of the communication. The advantage of this method is that once the electronic newsletter is received, readers are able to give an immediate response. As for Rotarians who do not have access to internet, I would like to ask club presidents to assign Rotarians within this facility to print out the newsletter copies and pass them on to other members during club meetings. The copies should be passed out no longer than one week after the newsletter has been sent out. I hope that by bringing this technology in, it will prove to become useful by making communication faster with minimum cost. However, many of us may not be familiar with the electronic Governor’s Newsletter. It has been used as an ordinary way of communication for quite sometime among Rotarians overseas. I believe that it would be another flourishing move.

2 ในโอกาสที่เร่ิมเขาสูปโรตารีใหม ผมขอใหมวลมิตรโรแทเรียนทุกทานไดพรอมรับกับสิ่งใหมๆที่จะเกิดขึ้นในปนี้ ซ่ึงผมตั้งใจวาจะทําใหดีท่ีสุดไมวาจะเปนในเร่ืองการเพ่ิมและรักษาสมาชิกภาพ การมีสวนรวมในการประชุมใหญโรตารีสากลท่ีกรุงเทพในระหวางวันที่ ๖ - ๙ พฤษภาคม ๒๕๕๕ โดยภาคเรามีบทบาทและความรับผิดชอบในการประชุมฯ คร้ังนี้คอนขางสูง ซ่ึงผมจะไดแจงความคืบหนาใหทราบเปนระยะๆตอไป พบกันใหมฉบับหนาครับ ดวยไมตรีจิตแหงโรตารี ชํานาญ จันทรเรือง ผูวาการภาค ๓๓๖๐ ป ๒๕๕๔-๒๕๕๕

On the occasion of entering this new Rotary Year, I wish to see all Fellow Rotarians prepared to experience new developments that will occur throughout the year. I intend to do my best in increasing and maintaining membership as well as working on our contribution in the Rotary International Convention in Bangkok on 6 – 9 May, 2012. สวัสดี พีน่องชายหญิงของผมในโรตารี เราทุกคนในโรตารีกําลังตองการเปลี่ยนแปลงโลก นี่คือเหตุผลท่ีพวกเรามาเปนโรแทเรียน เราเช่ือม่ันวาโลกเรานี้สามารถจะมีความนาอยูยิ่งขึ้น มีสุขภาพดีขึ้น มีสันติสุขมากขึ้น และเราสามารถทําใหโลกนี้ดีย่ิงขึ้น จากการบําเพ็ญประโยชนของเรา

ในป 2011-12 นี้ ผมขอรองใหมิตรโรแทเรียน มีน้ําใจใสใจเพ่ือนมนุษย ผมจะขอใหทานเร่ิมคนหาในตัวทานกอน เพ่ือใหเขาใจวาเราทุกคนทุกหนทุกแหง ไดสานฝนอันเดียวกัน มีความหวังเดียวกัน แรงจูงใจเดียวกัน และมีภาวะยุงยากใจคลายกัน เม่ือเรารูสึกเขาใจอยางแทจริงถึงความตองการของผูอื่น ที่มีเหมือนกับของเราเอง เราตองเร่ิมเขาใจวางานของเรามีความสําคัญอยางไร ในปตอไปขางหนานี้ เราจะใชขอมุงเนนหลัก 3 ประการนี้ในการทํางานบําเพ็ญประโยชนของโรตารี

ขอมุงเนนขอแรกในปโรตารีนี้ คือ ครอบครัว – ครอบครัวและบานตองเปนแกนหลัก เปนศูนยรวมของงานเราทั้งหมด – การบําเพ็ญประโยชนของเราเร่ิมตนจากตรงนี้ และจากครอบครัว เราจะเร่ิมเขาไปในชุมชนทุกแหงของเรา ซ่ึงแทจริงก็คือ มนุษยชาติทุกคน เหมือนเปนครอบครัวเดียวกัน มีสมาชิกในครอบครัวทุกคนใสใจดูแลกันและกัน ทั้งในยามสุขและยามทุกข และไมมีผูใดถูกทอดทิ้งอยูโดดเดี่ยว

ขอมุงเนนขอท่ีสอง คือ การสานตอสืบเนื่อง – คนพบ

My Dear Brothers and Sisters in Rotary All of us in Rotary are looking to change the world – why else would we be Rotarians? We believe that our world can be happier, healthier, and more peaceful, and that we can create that better world through our service.

In 2011-12, I will ask Rotarians to Reach Within to Embrace Humanity. I will ask you to search first within yourselves, to understand that all of us, everywhere, have the same dreams, the same hopes, the same aspirations, and similar dilemmas. When we understand, and truly feel, that others’ needs are the same as our own, we begin to understand how important our work is. In the year ahead, we will have three emphases in our Rotary service.

Our first emphasis in this Rotary year will be the family. The family and the home are at the core of all our work – all our service begins here. And through the family, we approach all of our community and indeed, all of humanity, as an extended family, in which all members care for each other. In times of joy and in times of need, no one is ever alone.

3 สิ่งท่ีเราทําไดดี และชวยกันนําขึ้นสูระดับขั้นตอไป เราจะตองสรางขึ้นจากความสําเร็จของเรา แลวขยายงานตอไป พยายามทําใหไดมากขึ้นตอไป แนนอนครับ ภารกิจที่ย่ิงใหญของเราขณะนี้ คือ โครงการ โปลิโอพลัส ซ่ึงใกลจะสําเร็จแลว

ขอมุงเนนขอท่ีสาม คือ การเปล่ียนแปลง เราตองเขาใจวา การเปลี่ยนแปลงที่แทจริงนั้น จะตองเร่ิมจากเราแตละคนและเร่ิมตนในตัวตนของเรา เราไมสามารถแบงปนสันติภาพกับผูอื่น หากเราไมมีสันติภาพจะให เราจะไมสามารถดูแลโลกไดทั้งหมด หากเราไมดูแลใสใจกลุมคนที่อยูใกลตัวเรามากที่สุดกอน นั่นก็คือ ครอบครัวของเรา สโมสรของเราและชุมชนของเรานั่นเอง

ทานมหาตมะคานธี กลาวไววา “ทานจะตองเปนผูเปลี่ยนแปลงในสิ่งที่ทานตองการเห็นในโลก” ในโรตารีนั้น เราปรารถนาใหมีการดํารงชีพอยางมีศีลธรรมและซ่ือสัตย โดยแบงปนมิตรภาพและไมตรีจิต เห็นคุณคามนุษยขาติทุกคนเทาๆ กัน เราจะไมสนใจวาตัวเลขต่ําสุดตัวลางของเศษสวนเปนเทาใด เพราะงานโรตารีคือการทําสิ่งสามัญธรรมดารวมกัน เราจะทํางานเพ่ือพัฒนาตัวเรา พัฒนาผูอื่น เพ่ือเปนการใสใจหวงใยโลกนั่นเอง

ใหเรารวมใจกัน มีน้ําใจหวงใยมนุษยชาต ิ- ดวยสันติ ปรองดองกัน และดวยมิตรภาพ – เพ่ือจะไดเปลี่ยนแปลงโลกใหนาอยูมากยิ่งขึ้น/

Our second emphasis will be continuity – finding the things we do well and taking them to the next level. We must build on our successes, expand on them, and strive to do even more. Of course, our greatest obligation is to PolioPlus, where success is now so close.

And our third emphasis will be change. We must understand that true change can only begin with each of us, and start within us. We cannot share peace with others if we do not have it to give. We cannot look after the whole world without first looking after those closest to us: our families, our clubs, and our communities.

Mohandas K. Gandhi said, “You must be the change you wish to see in the world.” In Rotary, we endeavor to live ethically and honestly, to share friendship and fellowship, to see equal worth in every human being. We are not interested in the lowest common denominator, for Rotary is anything but common. Instead, we work to elevate ourselves, elevate others, and thereby embrace the world.

Together, we will Reach Within to Embrace Humanity. And in peace, harmony, and friendship, we will bring change – and a more joyful world.

I am excited, and I hope you are too, as we move into the new Rotary year. Our clubs and districts have new leaders, and we’ve set new goals for the year ahead. Everything we appreciate in Rotary remains constant, but the people and roles change.

4 ประธานทรัสตีใหม แตภารกิจของเรายังคงมีอยูเหมือนเดิม ก็คือ ชวยใหโรแทเรียนสงเสริมสันติภาพโลก ดวยการดูแลสุขภาพชุมชน สนับสนุนการศึกษาและบรรเทาความยากไร ในปนี้ เราไดกําหนดเปาหมายใหม 3 ประการสําหรับมูลนิธิ เพ่ือใหเรามุงเนนทํางานตลอดป โดยไมตองเปลี่ยนแผนวิสัยทัศนอนาคตของเรา

เปาหมายขอที่สาม คือ ทําใหมูลนิธิของเรามีประสิทธิภาพ มีสมรรถนะดีย่ิงขึ้น ดวยการทดสอบและปรับแตงแผนวิสัยทัศนอนาคตของเราใหดีย่ิงขึ้น หลังจากผานพนปแรกที่ดีมาก เราตองการใหภาคนํารองแจงใหเราทราบวา เราควรตองทําอะไรและปรับปรุงอะไร และหาวิธีการใหมๆ ในการใหบริการ ดังนี้แลว จะเปนปแหงการเตรียมการสําหรับภาคที่มิใชภาคนํารองดวย โดยขอใหทานชวยพิจารณาวา ทานจะเปลี่ยนแปลงโครงสรางภาคของทานอยางไรบาง? จะตัดสินใจในการขอรับทุนสนับสนุนและจะตรวจสอบบัญชีกันอยางไร?

trustees and a new chair, but our mission remains the same: to enable Rotarians to advance world peace through the improvement of health, support of education, and alleviation of poverty. This year, we’ve set three goals for the Foundation – not to replace our vision for the future, but to give us focus for the year.

Our first goal is to complete the eradication of polio. We took great steps forward in 2010. We cannot relax, however, as the outbreaks in Tajikistan and the Republic of the Congo remind us. Each of us can make a contribution to this, the greatest achievement in the history of Rotary.

Our second goal is that every one of us should feel that we own The Rotary Foundation. We can do that through our service and our contributions. This should be our Rotary Foundation.

The third goal is to make our Foundation more effective and efficient by testing and refining our Future Vision Plan. After a very positive first year, we need the pilot districts to tell us what works and what could be improved, and to develop new ways to serve. This also will be a preparation year for non pilot districts. Think now how your district structure will change and how you will make decisions on grants and audits.

The strength of The Rotary Foundation, our Foundation, is not determined by the trustees. What we can do is determined by you. Please support us, and together let us make 2011-12 another great Rotary year.

ทานนายกสโมสรและประธานคณะกรรมการบริหารสโมสรท่ีเคารพรัก หลายๆ สโมสรโรตารีในภาค 3360 คงมีความประสงคที่จะใหสโมสรของตน เปนสโมสรที่มีประสิทธิภาพ ซึ่งสามารถที่จะดําเนินกิจกรรมตางๆในเร่ืองเหลาน้ีใหประสบความสําเร็จไดคือ

1. สามารถรักษาและเพ่ิมฐานสมาชิก 2. สามารถดําเนินโครงการที่ประสบความสําเร็จ

ซึ่งตอบสนองความตองการของชุมชน ทองถิ่นและชุมชนประเทศอื่น

3. สามารถสนับสนุนมูลนิธิโรตารี ทั้งการเขารวมโปรแกรมและการบริจาคเงิน

4. พัฒนาผูนําเพ่ือทําหนาที่สูงกวาระดับสโมสร ได

ในการที่จะทําใหสโมสรของทานมีประสิทธิภาพ บรรลุเปาหมาย และประสบความสําเร็จดังกลาวได คณะกรรมการบริหารจดัการสโมสรจะตองดําเนินการในเร่ืองตางๆ เหลาน้ี

Dear fellow club presidents and club committees, Many Rotary clubs of District 3360 wish to improve their effectiveness to carry on activities in order to:

1. Consolidate and increase membership base 2. Offer constructive projects suitable to community and international services. 3. Support Rotary Foundation in both program participation and donations. 4. Develop self-leadership to serve beyond their club level.

In order to achieve these goals successfully, the clubs administration committees have to be more serious in organizing consistent meeting programs, publishing club bulletins, developing websites and creating a network of its members to emulate friendship among them. More details on all these matters will be discussed in the next

สําหรับเปาหมายที่สําคัญของคณะกรรมการบริหารจัดการสโมสร ภาค 3360 ในปน้ี คือ

* กระตุนใหทุกสโมสรจัดโปรแกรมการประชุมที่นาสนใจ และมีเน้ือหาที่เกี่ยวกับโรตารี ซึ่งจะชวยสงเสริมใหโรแทเรียนมีความรูเกี่ยวกับโรตารี สงเสริมคุณคาของการเปนสมาชิกอยางตอเน่ือง และทําใหสมาชิกตระหนักถึงชุมชนทองถ่ินของตนและชุมชนโลก

* กระตุนใหสโมสร ที่ยังไมมีการจัดทําสารสโมสร หรือยังทําไมสม่ําเสมอ ไดจัดทําเปนประจําและสงเขาประกวด ซึ่งในปนี้สโมสรที่ชนะเลิศ หรือรองชนะเลิศจะไดรับเกียรติบัตรจากผูวาการภาค3360 โรตารีสากล

* กระตุนใหสโมสรมีเว็บไซตของตนเอง และสงเสริมใหมีการอบรมเร่ืองการใช E-mail, การเขาเว็บไซตของโรตารีสากล www.rotary.org ลงทะเบียนเขาใช Member Access ตลอดจนเว็บไซตของศูนยโรตารีในประเทศไทย www.rotarythailand.org. และเว็บไซตของภาค 3360 www.rotary 3360.org.

* กระตุนและเสนอวิธีใหแตละสโมสรสามารถเพิ่มคะแนนการประชุมประจําสัปดาหของตนข้ึนได

* รวมมือกับคณะกรรมการจัดประชุมตางๆของภาค 3360 และโรตารีสากล กระตุนใหสมาชิกลงทะเบียนลวงหนาแตเนินๆ เชนการประชุมใหญรวม ภาค 3340 และ 3360 โรตารีสากล ป 2554 – 2555 ณ มูลนิธิกวางเมง อ.แมสาย จ.เชียงราย ระหวางวันที่ 10 -11 ธันวาคม 2554 และการประชุมใหญ ของโรตารีสากล ประจําป 2555 (2012 Bangkok Rotary International Convention) ณ ศูนยประชุมนานาชาติ Impact เมืองทองธานี กรุงเทพมหานคร ระหวางวันที่ 6-9 พฤษภาคม 2555 เปนตน

This year, the main goals of District 3360 Club Administration Committee are: * Encouraging clubs to produce interesting program to educate club members, with a focus on the value of being members of Rotary and to recognize their local community as well as the other communities.

* Encouraging clubs to publish their club bulletin and join the club bulletin competition. This year the first and the second winners will be rewarded certificates from 3360 District Governor.

* Encouraging clubs to develop their own website including a training program for e-mail usage and being then linked with Rotary International website www.rotary.org as well as District 3360 website www.rotary3360.org

* Encouraging clubs to increase their weekly meeting points.

* Encouraging a better cooperation with Rotary International and other District 3360 Meeting and Conference Committee for Rotarians to be aware of, and able to register well in advance for various conferences such as:

* 2011-2012 Co-District Conference of District 3340 and District 3360 at Kwang Meng Foundation, Maesai, Chiangrai on December 10-11, 2011 and 2012 Rotary International Convention, Bangkok at Queen Sirikit Convention Hall, Impact Arena, Muangtong Thani, on may 6-9, 2012

* Developing meaningful induction ceremonies or significant service projects at least three times per year with an invitation to participate extended to spouses, partners and family members. Club Presidents, Membership Chair, Fellow Rotarians, Now is the beginning of the Rotary Year 2011-2012. You might recognize me at the President Elected Training Seminar (PETS) at Phuket, District Assembly, and various Installation Ceremonies of District 3360. Chamnan Chanruang, our District Governor year 2011-2012, assists me with a District Committee manual. According to the manual, the District Committees is responsible for creating worthwhile objectives, surveying, and placing strategies into actions. Here lists some of the District Committee’s duties. * Creating marketing plan and organizing Membership seminar through the assistance of the District Governor and District trainers.

* Encouraging Rotary Clubs in the district to have their vocational ratio represented the demography and economy of their location. * Orienting Rotary Clubs of the abundant Membership materials and resources that Rotary International provides.

* Working with the District governor and the Club leaders to ensure the membership goal achievement of the district.

* Involving in and coordinating the Membership activities throughout the District.

* Encouraging the Rotary Clubs to participate in the recognition programs of the Rotary International and the RI President.

* Ensuring the promptness of the communication among the District committees to make the process smoothly integrated.

* Notifying the Club Membership Committees of the assistance the District can provide.

* Promoting the development of the Rotary Clubs as well as implementing membership plans at the club level.

* Assisting the Club Membership Presidents in creating an effective Membership plan to ensure their achievement.

Dear All Fellow Rotarians, It seems like times passed by very fast in each year. First of all, I would like to congratulate to all new club presidents who have just started working. And also for the immediate past presidents who still enjoy giving service just when they realized that it has been one year on duty already. Anyway, it doesn’t mean that the immediate presidents have to leave from giving service because their clubs need them to continue devoting their abilities for communities and youth service. All Rotarians, I am Past President Thanin Siriratanothai, would be delighted if I could share and give consults in service projects. The service projects must be from community needs assessment in 6 ways as followed.

1. Peace and Conflict Solution 2. Disease Prevention and Treatment 3. Cleaned Water and Sanitation 4. Mother and Child Health 5. Education and Literacy Foundation 6. Economy and Community Development

To write a project with Rotary Foundation support, each project must be at least 30,000 $ (900,000 Thai Baht). Furthermore, the project must be joined with FVP District. Each project must be submitted via Member Access to Service Chair district 3360 and approved by District 3360 Governor. The clubs who write the project need to have not less than 30,000$ donation to Rotary

Foundation from past 3 years, so they can get DDF of 15,000$ in their projects. The project can be joined with other clubs and now there are some projects which have already been done. Our District have already transferred donation to Rotary Foundation. For the 20,000 Dictionary Project, after we have the approval and the budget transfer from Rotary Foundation, we will inform the clubs who joined in this project and make dictionary publishing right away. Dear Club Presidents, Club Rotary Foundation Chairs and Fellow Rotarians This is the second year that we have been the Pilot District of the Future Vision Plan. I wish to advise Rotarians and Rotary Clubs who have already, or are in the process of preparing your administration plan to fit the objectives of the Past Rotary International President and Trustee Chairman of the Rotary Foundation, William B. Boyd, as follows: 1. Our Poliomyelitis eradication mission is almost accomplished (now Poliomyelitis cases have reduced to hundreds around the world). I advise all clubs to join the Polio Eradication Campaign which has been done by giving Oral Polio Vaccine to children on one occasion in December and January annually. I also encourage all Rotarians to donate US $100 – US $1,000 to the PolioPlus Fund, as well as organize fund-raising activities for this Fund. 2. Given that the Rotary Foundation belongs to all Rotarians, it needs your support, and you can do so in supporting the Rotary Foundation by donating to various funds. I recommend EREY, an important fund which requires at least US $100 per donation (Donors who donate up to US $1,000 will be designated as the PHF). 2.1 Annual Fund After three years, 50% of donations from your club members will be returned as District Designated Funds (DDF), in which your club will

(The donation requires US $100 or more). 2.2 PolioPlus Fund In order to eradicate Poliomyelitis from the world, the donation is in of US $100 or more. 2.3 Permanent Fund Past Rotary International President, Bhichai Rattakul will then use the profit gained from your donation fund, for an International Studies in Peace and Conflict Resolution at Chulalongkorn University. Donors who provide US $1,000 will be designated as a Benefactor. 3. Carrying on, and progressing the Future Vision Plan for the great future of the Pilot District. After one year of being the Pilot District, there have been more clubs joining the Global Grant. Early Act club, the Rotary Club received a direct assistance from PDG. Dr. Veerachai Chumraendararasmi, the Past District Governor year 2010-2011 and the PP. Dr. Busabong Chumraendararasmi, the Youth Chair year 2010-2011. From now on, the responsibility will be on the Sponsoring Club to ensure the continuation and growth of this project. Spontaneously, the Rotary Youth Exchange Program has grown for as much as 400 percents since the start of the program in year 2000. At the beginning, the program accepted only 8 applicants. Now, the program accepts as much as 38 applicants. PP. Tul Suwarnnarat, Youth Exchange Chair District 3360 is planning for the orientation program on 23rd -24th July, 2011 for the students going abroad. The purpose will be to advise them on how to adjust themselves under the environment and culture much different from home. The orientation will ask for the inbound students to share their experiences from abroad. Now is the second year that the Rotary International designates the service for new generation as the fifth avenue of service. I would hereby invite all Club Presidents and Rotarians to support the program. In addition to brighten the future of Thai youths, the foundation of Rotary will be greatly fostered. Fellow Rotarians, First I would like to formally introduce myself to you all. My name is PP.Jarruwat Techawut. This year I take responsibility of district public relation chairman which PE.Santi Laopanichakul was responsible for last Rotary year. In order to be effective in Public Relation, our key tasks mainly focus on internal (within and across district) and external communications. You may have questions in your mind why we have to use our resources to do public relation. Public relation gives us a lot of benefits.

First, within district communication will help rotary clubs in the district to know other club activities and also to invite other clubs to join the activities. For example, by sending invitation cards to our district mailing list can help increase participation. District seminar schedule and service projects news as well. In addition, service project details of one club can be good example for other clubs. Second, across district communication will help our district to be well known and increase chances to cooperate with other districts in service projects. Especially together with pilot districts. Third and most important, external communication will help Rotary to be known among communities. Public can understand more about what Rotary do and help communities. Not only this can help improve image of Rotary but also increase chances to get more people who are interested in community service and feel that Rotary can be their answers. Importantly, we may get supports from other organizations in the community in our programs such as Polio Plus. In this new rotary year, I would like to take this opportunity to encourage all clubs to focus on Public Relations for the benefits of rotary clubs and District 3360. Main focuses this year are Rotary image about what we have done for communities together with news about Bangkok RI convention 2012 which will be held next year in May. I and Public Relation division will take part to be main resources for all clubs in the district. By only sending your news to pr@rotary3360.org , the news will be spread in our website: www.rotary3360.org and district email lists. Please also join our district Facebook: rotary3360 group, which you can post your own news in the Facebook. Radio and Newspaper from district contact will also be used for main news. Rotary International has set the exchange rate for the month of July 2011at US$ 1.00 = THB30.00

Semiannual reports for the period 1 July to 31 December 2011 will be calculated as per the above exchange rate until further notice from RI.

ผูตรวจสอบบัญชีไดแนะนําใหปรับวันสิ้นสุดของปบริหารใหตรงกับวันท่ี 30 มิถุนายน ทั้งนี้เพ่ือใหเลขานุการและเหรัญญิกมีเวลาในการเตรียมงบการเงินเพ่ือนําเสนอแกสมาชิกในการประชุมใหญและแกคณะกรรมการบริหาร และเสนอจํานวนผูแทนที่เหมาะสมท่ีแตละสโมสรจะสงเขารวมประชุมใหญ คณะกรรมการเห็นดวย และในการประชุมในเดือนเมษาบน พ.ศ. 2456 จึงมีการกําหนดใหวันที่ 30 มิถุนายน เปนวันสิ้นสุดปบริหารขององคกรโรตารี ซ่ึงเปนวันเดียวกันกับการรายงานสถานภาพสมาชิกภาพของแตละสโมสรดวย และแมแตนิตยสารเดอะโรแทเรียนก็เปลี่ยนระบบการกําหนดฉบับที่ในการพิมพใหสอดคลองกับการกําหนดปบริหารใหมนี้ดวย (โดยเร่ิมนับใหมในฉบับที่ 5 ของเดือนกรกฎาคม พ.ศ. 2457) โรตารียังคงจัดใหมีการประชุมใหญในเดือนกรกฎาคมหรือสิงหาคม จนกระทั่งป พ.ศ. 2460 ทั้งนี้เปนเพราะตัวแทนที่เขารวมประชุมใหญในป พ.ศ. 2459 ณ เมืองซินซิเนติ รัฐโอไฮโอ สหรัฐอเมริกา ไดมีมติใหเปลี่ยนกําหนดวันประชุมใหม เนื่องจากชวงเดือนกรกฎาคม/สิงหาคมนั้น อากาศรอนเกินไป ที่ประชุมจึงมีมติเห็นพองกันใหกําหนดวันประชุมในปถัดไปเปนวันที1่7-21 มิถุนายน โดยจัดใหแระชุมที่เมืองแอตแลนตา รัฐจอรเจีย

คําวา “ปโรตารี” มีความหมายถึงปบริหารของโรตารีที่มีการใชมาอยางนอยตั้งแตป พ.ศ. 2456 ซ่ึงมีการระบุในนิตยสารเดอะโรแทเรียนวา เดือนกรกฎาคมเปนที่ทราบกันวา “ปโรตารีที่กําลังจะผานพนไปอยางรวดเร็วเปนสัญญานบอกวา การประชุมรวมกันในหลายๆ โอกาสประสบความสําเร็จนั้น เกิดจากการที่การรวมตัวกันเปนไปโดยงายและสะดวกสบาย” ตั้งแตมีมติคณะกรรมการบริหารในป พ.ศ. 2456 เกี่ยวกับการเร่ิมตนปบริหารของโรตารี การนับวันสิ้นปบริหารของโรตารีก็ถือเอาเปนวันท่ี 30 มิถุนายนเร่ือยมาจนถึงปจจุบัน.

Rotary’s first fiscal year began the day after the first convention ended, on 18 August 1910. The 1911-12 fiscal year also related to the convention, beginning with the first day of the 1911 convention on 21 August.

At its August 1912 meeting, the Board of Directors ordered an audit of the International Association of Rotary Clubs’ finances. The auditors recommended that the organization end its fiscal year on 30 June to give the secretary and treasurer time to prepare a financial statement for the convention and board, and determine the proper number of club delegates to the convention.

The executive committee concurred, and at its April 1913 meeting, designated 30 June as the end of the fiscal year. This also allowed for changes to the schedule for reporting club membership and payments. Even The Rotarian changed its volume numbering system to correspond to the fiscal year (beginning with vol. 5, July 1914).

Rotary continued to hold its annual conventions in July or August until 1917. Delegates to the 1916 event in Cincinnati, Ohio, USA, approved a resolution to hold future conventions in June, mainly because of the heat in cities where most of them occurred. The next one was held 17-21 June in Atlanta, Georgia.

The term "Rotary year" has been used to signify Rotary’s annual administrative period since at least 1913. An article in The Rotarian that July noted, “The Rotary year that is rapidly drawing to a close has been signalized by several highly successful joint meetings of Clubs that are so situated as to assemble together easily and conveniently.”

Rotary Club of Phrae will organize activities of “Send Fishes Home” on occasion of the Queen’s Birthday on August 12, 2011 RC. Phrae invites fellow Rotarians and all people to participate the activities of “Send Fishes Home” to honor H.M. the Queen on her birthday. The activities will be held on August 11-12, 2011 @ 08.30-15.00 hrs at Waterside of Parking lot of Municipality market, Pratuchai of Muang Phrae District. Dear Fellow Rotarians, It is my delight to be assigned by DG. Chamnan to take charge in editorial work for his newsletter for the year 2011-12. The major task of Governor’s newsletter editor is to see to it that all messages from the District Governor, all District Committee Chairs, all district information updates, interesting Rotary upcoming events of all levels, to be presented to fellow Rotarians every month which is scheduled to be publicized by middle of the month. In order to become bi-lingual newsletter, a number of translators have been approached to serve for this purpose where I would like to take this opportunity to thank the translating team who tirelessly spare their times to make the newsletter a complete one.
