Stellenbosch hospital part ofservice upgrade programmeStellenboschHospital is oneof theWesternCape Department of Health’s new projectsto empower staff and change the organisa-tional culture.

To achieve this, the Department appointedErnst and Young as consultants to facilitatechange in an innovative way.

An exciting game plan has been developedwith a league where similar institutions willcompete against each other. Prize money ofR60 000 has been set aside for each of the win-ning facilities.

The process has been going for a year now,and is starting to show results, the WesternCape Minister of Health, Theuns Botha, tolda media contingency at Khayelitsha Hospitalrecently. Stellenbosch Hospital is amongst thecurrent participating facilities.

Botha said the cost of the project for twoyears is R7,62 million. “We believe our staff isour most important asset, and they are at thefront line of engaging with patients every day.We realise thatwe have to equip themwith theright tools, skills and techniques for personaldevelopment.”

The purpose of the programme is to changethe organisational culture of the Department

in an innovative way.The focus of the programme is on teamwork

and re-enforcing the Department’s shared vi-sion and values. The process strives to supportstaff and offer them skills in their daily deal-ings with patients, often under very stressfulcircumstances. The programme recognisesandrewardscommittedemployees forwalkingthe extra mile. A good example is where nurs-ing staff arranged a wedding reception at thefacility for a terminally ill patientwhowas notable to attend her son’s wedding.

The aim is to help staff to relieve stress, havefunandimprovestaffmorale.Theultimateaimis to put patient satisfaction at the forefront, which is the vision ofHealthcare 2030 - patient-centred, quality care.

Future interventions include workshops forchampions, group coaching for managementdevelopment, and a competition to award thefacilitywhere staff is bringing tangible resultsto the patient experience. In this month an in-novation summit will be held for facilities togenerate innovative ideas fromstaff onaspectssuch as the dilemmas of lengthywaiting times.Surveys are distributed every month measur-ing the previous month’s progress in order tosee trends, improvementsandweaknesses that

require further intervention.Amongtheexpectedoutcomesareadecrease

in staff burn-out and absenteeism, which inturnwill lead to improvedstaffmorale, and im-proved communication between staff and pa-tients and more satisfied patients. The longterm objective for 2030 is to transform the De-partment through a sustainable change man-agementstrategyintoanorganisationofwhichstaff and patients will be proud. Botha said hewas encouraged by the manner in which thefacility managers and their teams have em-braced the Change Management Programme, despite their heavyworkloads on a daily basis.“But the positive effect on the patient experi-ence will only become visible in the longerterm.”

A total of 38 of the Department’s facilitiesacross the province were selected for the firstphaseof theorganisationalchangeproject.TheDepartmenthasdecidedto focusontheDistrictHealth Service where more than 90% of pa-tients are seen. This means the participatingfacilities comprise a total number of 6 000 ofthe Department’s 32 000 employees. The De-partment will review the project at each stage, adapt where necessary and expand it to covermore facilities over time.

FOTO: DAWID BOTHA
