ER24 welcomes child car seat regulationER24 welcomes the new regulation to theNational Road Traffic Act that aims to pro-tect children by use of a child car seat.Theuse of a child car seat for all children

under the age of three will be compulsoryfrom May 1 2015. Motorists that have chil-dren under the age of three unrestrainedin a vehicle will be issued a fine.Severalmotorists still refuse to take seri-

ously the constant warnings and calls byemergency services and authorities tohave children properly restrained in vehi-cles.On a daily basis, while on the road, you

will find young children jumping on backseats, hanging out of windows and sittingon passenger’s laps. Upon speaking to par-ents somewill tell you that theynevergrewup with child car seats and they survived.Parents may also tell you that their chil-dren do not like being restrained and cryconstantly. Someparents insist younot tellthemwhat to dowith their children. Timeshave changed.Thenumberofvehiclesontheroadtoday

hasincreaseddrastically.Withthenumberof cars, buses, bikes and other modes of

transport we are surrounded by everydayand thenumberof distractionson the road, there is no better and safer option but tohave your child restrained. If your childdoesnot like being restrained, take respon-sibility and make them understand that itis not up for discussion.

Thesad truth isER24andotheremergen-cy services attend to horrific collisions in-volving childrenonaweeklybasis.Majori-ty of unrestrained children are flung outof vehicles and either sustain critical inju-ries or die in collisions. For those parentswhocannotaffordnewcarseats, rememberthat there are organisations that sell sec-ond hand car seats or hand them out foran affordable donation.

While the law forces parents to use childcarseatsforchildrenundertheageofthree, this does not mean that adults should ig-nore the need to restrain older children.Makesure theyarerestrainedappropriate-ly.

Remember you cannot undo death. Thechoiceyoumakecouldbe thedifferencebe-tween life and death.Make sure your childis appropriately restrained.

What is the appropriate restraint foryour child?ER24 offers the following advice:V Infants should ride rear-facing at least

until they are a year old. Once they exceedthe weight or height limit set by themanu-facturer of the infant safety seat, theyshouldcontinuetoriderear-facinginacon-vertible safety seat. It is best to keep tod-dlers rear-facing as long as possible.

V When they have outgrown this seat,theyshoulduseaforward-facingsafetyseatwitha full harness. This shouldbeusedun-til they exceed the weight and/or heightlimit set by the manufacturer of the seat.

V Children who have outgrown a con-vertible safety seat should use a boosterseat until they are at least four feet.

V Children who are tall enough to wearan adult seat belt should still ride in theback seatuntil theyare 13years old.Adjustthe seat belt so the lap belt crosses thechild’s upper thighs and the diagonal beltcrosses the upper chest at a point betweenthe neck and shoulder.ER24’sEmergencyContactCentrecanbe

Science practicals madeaccessible by SUNCOIMICHELLE VAN DER SPUY@MichellevdSpuy

For Dr Rehana Malgas-Enus from Stel-lenbosch University’s department ofchemistry and polymer science, chemis-try is not just her passion, but also a wayto help those less fortunate than herself.

Through SU’s Chemistry Outreach Initia-tive(SUNCOI),co-ownedbyRehanaandprofKlaus Koch, she is helping disadvantagedschools to complete their science practicalsat the university’s chemistry laboratories.Rehana says she wanted to help the local

high schools, because they are required bythe Western Cape Education Department todo chemistry practicals, but had nowhere todo them.“Howcan the learnersdopracticals if they

don’t have a lab at their school or the neces-sary resources?”Andsoshegot toworkand invited the first

group of grade 11 learners to the universityfor SUNCOI Practicals with Purpose, whereshehelped themcomplete their first chemis-try practical. In 2013 she launched SUNCOI Teaching

the Teachers the Nuts and Bolts of Chemis-try, which trains teachers to present practi-cals, and also had the first group of grade12s for their practical.Based on the initial success of the project,

the chemistry department was able to hostGrade 12s, 11s and 10s in 2014.Rehana says rich and poor schools’ reac-

tions to the practicals were the same andtheir initiativechangedthewholepracticals

regime. The practicals Rehana has designed for

the initiative arenowbeing applied inmanyWestern Cape schools, as well as some East-ern Cape and Northern Cape schools, be-cause they provide effective guidelines andare more cost-effective.One of the biggest challenges for poorer

schools is buying the chemicals needed forpractical experiments. With the aid of KIM-IX, Rehana has designed micro kits whichcontain the minimum amount of chemicalsand consumables required to present a prac-tical, as well as all the tools the teachersneed.Rehana says that there is a huge gap in

the students’ academic performance inmat-ric compared to their first year at universi-ty. “When the students come to the SU fortheir practicals, we see that although theyhave distinctions in science, they are failingchemistry.“We had to bridge that gap in order to get

their tertiary academic performance to bereflected in their marks.”The learners’ hunger for knowledge is not

the only thing being satisfied. Thanks toMcDonald’s Stellenbosch they left the uni-versity with full minds and full stomachs.Rehana hopes to show the learners who

are invited to SU that they can rise abovetheir circumstances. “Iwant to showthestu-dents that they can be whatever they wantto be. Your circumstances don’t dictate yourfuture.”Dr Malgas-Enus would also like to thank

Advanced African Technology (AAT) forsponsoring SUNCOI.

Thanks to SUNCOI, learners from poorer schools now have a place and the means to complete theirscience practicals.

Guard against headinjuriesSport - be it a passion, to stay fit or justfor recreational purposes, always en-sure measures are in place to reducethe risk of sustaining injuries.

With the focus on head injury aware-ness, ER24 is urging people to be awarethat these injuries are often sustainedwhile participating in sport, especiallycontactsports.Knowwhattodoifsomeonesustains a head injury. While head injuries are common in

sport, these injuries and the preventionthereof are taken seriously. Looking atrugby in SouthAfrica for example, a num-ber of programmes have been establishedto reduce injuries. In 2006, the South African Rugby Union

(SARU) in conjunction with the ChrisBurger Petro Jackson Players’ Fund em-barked on developing a plan to reduce theincreasing number of serious head, neckand spine injuries associated with thegame. The BokSmart National Rugby Safety

programme was officially launched in2009. Its guiding principle is to use an evi-dence-driven and evidence-based ap-proach to set the rugby safety standarddu-ty of care required for rugby played inSouth Africa.BokSmart promotes safety in schools

and clubs in a number of ways includingfree mandatory coach and referee educa-tion on related techniques and strategiesaround injury prevention and manage-ment.Dr. Wayne Viljoen, BokSmart manager

at SARU, said there has been a decreasein serious head, neck and spine injuriesat clubs and schools since the establish-ment of BokSmart. Some aspects that contributed to the de-

crease include coaching, refereeing, play-er preparation, education and awareness.Coaches, referees and medical staff on

duty at matches and practices have con-tributed to the decrease by implementingcorrect injury prevention and manage-mentstrategies.“Withouttheseimportantrole players, a programme such as Bok-Smart cannot be effective,” said Viljoen.BokSmart SpinelineBokSmartSpinelineisadedicatedemer-

gency helpline for potentially serious con-cussion,head,neckandspine injuries sus-tained during a rugby match or practice. This toll free number is linked to ER24.

ER24 provides telephonic advice, initialtelephonic screeninganddispatches or ar-ranges suitable transportation of the in-

sive, or has an obvious head, neck or spinerugby injury, contactBokSmart Spinelineon 0 0800 678 678 to log the incident or ac-cess emergency advice.Signs and symptomsViljoen said all head injuries should be

approached and handled with a potentialneck injury in mind until proven other-wise.“Do not roll an unconscious player over

without first stabilising theneck. If a play-er complains about substantial neck pain,he should be managed strictly accordingto cervical spine injury protocols and bestabilised and removed from the field ona spinal board.“Onceasignificantneck injuryhasbeen

excluded, thewhole principle around con-cussion is recognise and remove,” he said. What you need to look for:V A player who has a dazed, vacant or

blank expression.V A player who is lying motionless on

the ground, gets up very slowly, is un-steady on the feet, has balance problemsor falls over, suffers loss of consciousnessor has a lack of responsiveness.

V Confusion, grabbing or clutching ofthe head, convulsions.

V Aplayerwhoismoreemotionalor irri-table.The player might tell you they have a

headache, are experiencing dizziness, struggling with or blurred vision, experi-encing nausea or vomiting, fatigue, drow-siness, a feeling of pressure in the headand sensitivity to light or noise. All players who are suspected of having

a concussion during a rugby match ortraining must be removed from the fieldof play andmay not return to play or trainon the same day. They must be medicallyassessed afterwards by a medical doctorwho understands concussion and be diag-nosedaseitherhavingaconcussionornot.Because signs and symptoms can be

missed, a player must then in any case,as a precaution, complete the graduatedreturn to play protocol described in theWorld Rugby Concussion Guidelines, re-gardless of having been positively diag-nosed or not by the medical doctor.
