DESCRIPTION
يحدد مسح التطوّرات الاقتصادية والاجتماعية في المنطقة العربية 2012 - 2013 عدداً من الخيارات المتاحة للتصدي لهذا التحدي في بيئة محفوفة بعدم اليقين تتحكم بإمكانات التنمية الاجتماعية والاقتصادية في المنطقة. ويقترح المسح سياسات محددة، ويركّز على أهمية الحوار في القضايا المتعلقة بالعمل وإمكانية وضع إطار فعال للتكامل الإقليمي في هذا المجال. ولا بد من رصد سياسات الاقتصاد الكلي من أجل تحديد آثارها على العمل، داخل كل بلد ولكن أيضاً في المنطقة ككل، من أجل تحسين أثر السياسات من حيث قدرتها على خلق فرص العمل. وينبغي أيضاً إعادة النظر في قضايا الهجرة في إطار التكامل الإقليمي العربي، بما يعيد التوازن بين النقص في المهارات والفائض منها والنقص في فرص العمل والفائض منها. والتدابير المالية لا بد أن تحددها استراتيجيات تخصّص حصة من الإيرادات المالية لخلق فرص العمل وتحسين الخدمات العامة في تأمين العمل. ومجموعة الأفكار التي يمكن مناقشتها واسعة جداً من دون التطرق إلى الحجم الإجمالي للتدابير المالية والنقدية. ويبقى من الضروري أن يعتمد القطاع العام مقاربة متوازنة في توزيع الموارد تتسمبالفعالية والكفاءة وتكمّلها آليات عادلة على مستوى السوق. وينبغي تشجيع هذا النوع من المبادرات في إطار الإصلاحات المقترحة في المنطقة للحد من حالات الاستقطاب وتحقيق الاستقرار في مسار التنمية الاجتماعية والاقتصادية في جميع البلدان العربية
