لها خالل األعوام القادمة.

الدورالري��ادي اس��تعادة إن لدولة الكويت على املستوى تس��ليط يتطلب االقليمي الض��وء عل��ى سي�اس���ات التنمية البشرية واجملتمعية من خالل إحياء الدور احملوري التعليم اخملتلفة ملؤسسات باعتبارها املس��اهم املباشر التنم�وي��ة العملي��ة ف��ي للدولة، وه��ذا بدوره يعكس دور جامعة الكويت كمحرك املنظوم��ة ف��ي أساس��ي ويتطلب رس��م التعليمية، اس��تراتي�جي��ة ذات بيئ��ة

تكنولوجية س��ليمة تنسجم مع الرؤية الطموحة وتس��اهم في العمل على حتقيقها بشكل مبتكر يخل��ق تناغم��ا ب��ن املؤسس��ات اجملتمعي��ة، م��ن خالل خلق قاع��دة تكنولوجية عريض��ة، مع األخذ بعن االعتبار حج��م التحدي والطم��وح، ومتابعة

التطورات املتسارعة في عالم التكنولوجيا.

م��ن أولوي��ات تطوير التعلي��م اجلامع��ي وحتديثه، ترس��يخ دور اإلدارة اجلامعية اإليجابي، بحيث حتمل الس��مة العلمية املتطورة، التي تتبنى التخطيط االس��تراتيجي الداعم لرؤي��ة اجملتمع املعاصرة، من خالل حتدي��د األه��داف الطويلة امل��دى والقصيرة، الت��ي تنف��ذ وفق ق��رارات تُتخ��ذ في ض��وء لوائح وإج��راءات تتمي��ز باملرون��ة وروح العم��ل اجلماعي كفري��ق واح��د، والقائم عل��ى تذليل القي��ود التي تق��ف عقبة في تق��دم اجلامع��ة ألداء رس��التها، وتطوره��ا ملواجه��ة متطلباتها، وحتقي��ق أهدافها لتواك��ب التط��ورات التنموي��ة في اجملتم��ع، وذلك فى إطار من االس��تقاللية واحليادية والش��فافية. االدارة متك��ن تس��تلزم العصري��ة فالتط��ورات اجلامعي��ة م��ن وض��ع رؤي��ة مس��تقبلية واضحة للنه��وض مبس��توى البرامج العلمية واألنش��طة البحثية، واخلدم��ات األكادميية، وإتاحة اإلمكانيات املطلوب��ة للتخطيط الكمي والنوعي، وتس��تلزم املتابع��ة اجلدي��ة لتنفيذ اخلط��ة االمنائية من أجل قي��اس م��ا مت إجن��ازه وتقيي��م األه��داف والبرامج النوعي��ة والكمية للخطة اجلامعية، واحلرص على دعم البح��ث العلمي، والس��عي احلثيث لتحقيق نس��بة عالية م��ن املالءمة بن مخرج��ات التعليم اجلامعي وأهداف الرؤية اإلس��تراتيجية على نطاق

اجلامعة تكامالً مع رؤية الدولة.

الركائز احملورية الستراتيجية جامعة الكويت:

1. بن��اء جس��ر ب��ن جامع��ة الكويت واملؤسس��ات احلكومي��ة، خلل��ق آلية تنس��يق وتع��اون متبادل بينهما بحيث تن��درج احللول اخلاصة باجملتمع في صل��ب توجهات صانع��ي القرار، في املؤسس��ات املعني��ة، وتك��ون اجلامعة املؤسس��ة التعليمية املشاركة في تطوير اجملتمع وتذليل مايواجهه من عقبات وصعوبات، اس��تناداً على املنهج العلمي املنبث��ق م��ن خب��رات أكادميي��ة متواج��دة فيها.

2. تبني األس��اليب االس��تراتيجية املناس��بة لرفع التحدي��ث ودع��م اجلامع��ي، املنه��اج كف��اءة لكاف��ة التخصص��ات لتواكب التق��دم العلمي الس��ريع والتواف��ق م��ع االحتياج��ات التنموي��ة العاملي��ة، والتط��ورات التقني��ة واملس��تجدات بضمان جودة وكفاءة أداء كليات جامعة الكويت مب��ا يتف��ق م��ع رس��الة وخصوصي��ة كل كلي��ة وأهدافها املعلن��ة، وتقييم أنظمته��ا وبرامجها له��ا. األكادمي��ي االعتم��اد معايي��ر الس��تيفاء

3.حتديد األسس الالزمة لسياسة القبول في جامعة الكويت، وذلك بحصر أعداد طلبة الثانوية ومدى تناس��بها م��ع الس��عة املكانية اخملصص��ة لها.

4. تفعي��ل الدراس��ات اخلاصة بوضع آلي��ة للتوفيق بن س��وق العمل ومخرج��ات اجلامعة على املدى القريب والبعيد، حتقيق��اً ألعلى قدر من املواءمة، بحي��ث تهدف هذه الدراس��ات إلى تق��ومي أوضاع وخصائص سوق العمل الكويتي، وديناميكيتيه، اجلامع��ي التعلي��م ف��ي وتأثي��ره واجتاهات��ه، ومخرج��ات العملية التعليمية في مؤسس��اته.

5. توجيه الدراس��ات العليا في اجلامعة للمساهمة في تنميته وتطوير اجملتمع، وإتاحة أوس��ع الفرص لنشر التعليم اجلامعي العالي وتيسير فرص االلتحاق بالدراسات العليا باجلامعة وفق أمناط متجددة مستقطبة للطلبة املتميزين من داخل الكويت وخارجها من خالل تفعيل املنح الدراسية ضمن إقرار نظام البعثات وفس��ح اجملال للطلبة األجانب ودعم خط��ة مرنة بالتعاون مع وزارة

الداخلية لتذليل صعوبات دخول هؤالء الطلبة.

6. االهتم��ام باملواقع اجلامعية احلالية وصيانته��ا وتكامل املرافق واخلدمات بها.

7. تطوي��ر املكتب��ة اجلامعي��ة لإلرتقاء بها ملواكب��ة املكاتب العاملي��ة، وتزويدها بالكت��ب العاملي��ة احلديث��ة للوص��ول بها إل��ى أن تك��ون املرجعي��ة املهمة للطال��ب اجلامع��ي، بتبن��ي سياس��ة اإلط��الع عل��ى املكتب��ات اجلامعي��ة العاملية واإلس��تفادة م��ن اخلب��رات التطويرية متاش��ياً مع التط��ور العلمي اإلنترن��ت، ش��بكات عل��ى اعتم��اداً للطال��ب، املعرف��ة لنق��ل الس��ريع واملعرف��ة اإللكتروني��ة، مترافق��اً مع تزوي��د املكتب��ة بآخر املراج��ع احلديثة.

8. اإلرتقاء بالفصول الدراس��ية وحتضيرها باألجهزة احلديثة املرئية والس��معية مبا يخدم احملاضر والطالب.

9. احلاج��ة القصوى الى تفعيل ودعم دراس��ات البح��ث العلمي، كونها القادرة على التنبؤ وتقدمي الرؤى املس��تقبلية السليمة، وذلك بإنشاء قاعدة علمية قوية تش��جع البح��ث العلمي، وحتس��ن ومتهد الطريق للتواص��ل بن مراكز

البحث العلمي ومؤسسات الدولة.

10. ب��ذل اجله��ود إلكمال إجناز مش��روع مدينة صب��اح الس��الم اجلامعية وذلك باإلشراف على تنفيذ املشروع ومتابعة اخلطة الزمنية املوضوعة له، بالتعاون مع البرنامج اإلنشائي للمشروع، وتذليل الصعوبات التي من شأنها أن تعيق

تنفيذ هذا املشروع احليوي للبالد.

والكيف��ي الكم��ي االس��تراتيجي التخطي��ط العال��ي التعلي��م ج��ودة عل��ى وانعكاس��اته

التعلي��م منظوم��ة تطوي��ر ف��ي االس��تمرار إن العال��ي ألي مجتم��ع متقدم أو حض��ري ينبثق من دع��م وحتصن مؤسس��اتها التعليمي��ة والبحثية بالتخطيط املنهجي املرتكز على انس��جام وترابط مخرجاتها مع معطيات واحتياجات اجملتمع للموارد

البشرية واملعرفة البناءة.

هذا ما أعرب عنه األستاذ الدكتور/ مالك غلوم نائب مدي��ر اجلامعة للتخطي��ط، مؤك��داً أن التخطيط االس��تراتيجي في جامعة الكوي��ت عملية مكونة من عدة مراحل تبدأ بصياغة رؤية واضحة ورس��الة ش��املة للجامعة إضافة إلى ذل��ك حتديد األهداف

املس��تقبلية القريب��ة، والبعيدة امل��دى، وصوالً إلى بل��ورة عملية بن��اء الق��رارات املناس��بة وتفعليها بشكل يتناسب مع اخلطط التنموية املالئمة لبيئة اجلامعة واملواكبة للتغيرات على املستويات احمللية

واإلقليمية والعاملية.

وأك��د أ.د. مال��ك ب��أن قط��اع التخطي��ط بجامعة الكوي��ت دأب ومبتابعة حثيثة عل��ى تبني إطار عام للتوجهات املس��تقبلية اخلاصة مبنظومة التعليم التخطي��ط مؤش��رات عل��ى اعتم��اداً اجلامع��ي االس��تراتيجي الالزم��ة لتحقيق األه��داف املرجوة

للحاق بركب التقدم والتطور العلمي املتسارع.

م��ن أهم مح��اور اإلجن��ازات العام��ة لقط��اع التخطيط خالل الفترة احلالية:

1. تثبيت وتوثيق اخلطط االس��تراتيجية األكادميية ورؤية اجلامعة املستقبلية.

2. ترس��ية بن��اء وتنفي��ذ مش��روع كليت��ي اآلداب والتربي��ة وتتويج��ه بتوقي��ع العقد مع ش��ركة أرابتيك اإلماراتية بالتضامن مع شركة اجملموعة

املشتركة للمقاوالت.

3. اعتم��اد خطة تطوي��ر أولية للمرحل��ة االنتقالية بكل حرم من املواقع احلالية بعد ربطها مبشروعات

مدينة صباح السالم اجلامعية.

4. البدء بخطة تنفيذ وبناء مباني احلرم الرئيس��ي وتوقيع العقد، وطرح ثالث حزم بنية حتتية، وهي

محطات اخلدمات املركزية وأنفاق اخلدمات.

5. االنته��اء م��ن طرح مش��روع الهندس��ة كلي��ة إنش��اء والبترول وذلك بتوقيع العقد ميتالورجيكال ش��ركة م��ع كوربوريشن الصينية وشركة واخوانه، اخلراف��ي خالد علي ومدة التنفيذ 43 شهراً، وهذا العقد باك��ورة انطالق تنفيذ مشروع مدينة صباح السالم الطاق��ة وتبل��غ اجلامعي��ة، االس��تيعابية الطالبية لهذه الكلية املهم��ة حوالي 5500 إلى باإلضافة طالب وطالبة، 1500 م��ن الهيئ��ة اإلداري��ة والتدريسية، وطاقة توسعية

تقدر بثالثن باملئة.

6. االنته��اء م��ن ط��رح بن��اء مبن��ى اخلدم��ات اإلدارية واحملت��وي عل��ى مكاتب

جهاز البرنامج اإلنش��ائي ومستش��ار املش��روع العاملي، وإدارتي اإلنش��اءات

والصيانة، واألمن والسالمة وإدارات خدمية أخرى.

7. حتدي��ث اخملط��ط الهيكلي حل��رم جامعة الكوي��ت اجلديد ف��ي مدينة صباح

الس��الم اجلامعي��ة تزامناً مع تطور األعمال في املدين��ة اجلامعية، من خالل

تفعي��ل اتفاقي��ات تصميم كلي��ات احلرم الرئيس��ي واحلرم الطب��ي واملرافق

االجتماعية والرياضية التابعة، واملباني األكادميية املساندة.

وأردف أ.د. مالك أن من س��مة تصاميم هذه الكليات اكتس��ابها طابع معماري مميز يعكس خصوصية وهوية كل كلية على حدا، ويبرز في الس��ياق نفس��ه انس��جام التصميم مع طبيعة الكويت املناخية الصعبة من خالل مراعاة أقصى الشروط املمكنة في ما يختص

باالستدامة البيئية، في إطار هندسي جذاب مستلهم من منظومة معمارية حتمل في طياتها عبق التراث اخلليجي.

وختم أ.د. مالك بأن املباني الدراس��ية للجامعة وماتضمه من بيئة معمارية داخلية تُعتبر مؤثرات مباش��رة تنعكس على أداء وإنتاجية الط��الب العلمية واملعرفية وأيضاً املعنيون باس��تخدام هذه املباني، وبن��اًء عليه فإن التركيز على االهتم��ام باملباني اجلامعية من جهة مدعماً بتبني منهجية متطورة من التخطيط االس��تراتيجي من جهة أخرى، يصبان في وعاء بلورة ودعم العملية التعليمية، ويعززان

من رفع السمعة األكادميية للجامعة كمؤسسة أكادميية تساهم بدورها احملوري على املستوى احمللي واإلقليمي.

عم��اد الدكت��ور أف��اد خ�ورش��ي�د مس��اع�د اجلامع��ة مدي��ر نائ��ب م��ن ب��أن للتخطي��ط تواجه التي التحدي��ات جامع��ة الكوي��ت ف��ي الوقت الراهن هو حتديد االس��تيعابية الطاق��ة للج��ام�ع��ة، وأع���ربد. خورشيد أن دور قطاع بوحدة ممثالً التخطيط واملعلوم��ات اإلحص��اء يقوم على توفير ونش��ر ج�امع���ة إحصائي��ات وتوثيق�ه���ا الك�وي��ت سنوياً، وقد قام القطاع بيانات قاعدة بتأسيس إحصائية تُعنى بالتطور الكمي ألع��داد الطلبة التدريس هيئة وأعضاء وتك���ون م�رج�ع�ي���ة للمهتم��ن أساس��ية وصناع الق��رار بناًء على املؤش���رات املستنبطة بُغية اإلحصائي��ات من تش���خي�ص ال�واق���ع مكوناته وحتليل احلالي معاجلة به��دف وذل��ك القص���ور ف��ي ح����ال تواج��ده وتعزيز اجلوانب والتي البارزة، اإليجابية فعال بدور سُتس��اهم برسم األولويات لبلورة املستقبلية التطلعات

جلامعة الكويت.

الكويت منذ عام 2001 / 2002، إذ يتم قبول جميع

الطلبة املس��توفن للشروط )نسب القبول: 70 %

لطلبة القسم العلمي، 78 % لطلبة القسم األدبي(.

مدى على الكويت جامعة في املسجلن الطلبة أعداد زيادة إن للزيادة حتمية نتيجة يعتبر )2( الشكل املاضية، السنوات بلغ فقد باجلامعة، سنوياً املقبولن الطلبة أعداد في احلاصلة العام اجلامعي عدد الطلبة املسجلن في جامعة الكويت خالل 27000 طالب، وفي السياق نفسه وصل 2011 ما يقارب / 2010عدد الطلبة املقيدين ما يقارب 29000 طالب موزعن في مختلف

كليات اجلامعة.

خالل التدريس هيئة كادر في طفيفة زيادة )3( الشكل يظهر باجلامعة، التعيينات طبيعة إلى ذلك ويُعزى األخيرة، السنوات

ونظام البعثات ومدتها الزمنية التي تتراوح من 5 - 7 سنوات.

الكليات أكبر تعد التربية كلية أن )4( الشكل من يتبن )16 %( من إجمالي اجلامعية من حيث أعداد الطلبة املسجلن )% 15( والبترول الهندسة تليها كلية اجلامعة(، في املسجلن

ثم كلية العلوم )13 %(.

أخيراً أكد د. خورشيد بأن الركائز األولوية في حتليل الوضع الراهن والبيانات املعلومات من املستمدة اإلحصائيات مصداقية هو الدقيقة، باعتبارها نواة التخطيط السليم بهدف تطوير برامج من التنموية اخلطط احتياجات لتواكب ومناهجها اجلامعة

اخلريجن كماً ونوعاً.

االنتهاء من مشروع مكتبة كلية التربية

من موقع مس��ؤوليتها كمس��اعد نائ��ب مدير اجل�امع��ة لتخ�طي��ط ودعماً احلالي��ة، املواقع مبس���ؤول�ي املك��ت�ب ب�رس����م اخل��اص���ة التوجه���ات املتعلق��ة بتطوير املواقع اجلامعية احل�الي���ة، ص��رح���ت الدكتورة أنوار االبراهيم بأنه مت االنتهاء من إجناز مش��روع مبنى مكتبة كلي��ة التربي��ة الكائن كيفان. منطق��ة ف��ي حيث أك��دت د. أنوار أن ه��ذا املش��روع مت إجنازه دعماً لالهتمام بتحديث وتطوي��ر املواقع احلالية بج�ام�ع��ة الك�وي��ت ف��ي ض��وء االحتياجات

احلالية.

وأوضحت بأن املش��روع ق��ام بن��اًء عل��ى تلبية حاج��ة كلي��ة التربي�ة مك�تب���ة لتأس���يس خاص��ة به��ا، مجه��زة بأحدث وسائل التعليم املتط��ورة، م��ن منظور تعليمية بيئ��ة توفي��ر تواكب التطور والتقدم

التعليمي املستمر.

وأردفت د. أنوار أن روح التصميم للمبنى تتناغم مع املباني القائمة للكلية، وقد بلغت مساحة املش��روع 3000 م² بتكلفة 2.100.000 د.ك، ويتكون من طابقن: الطابق األرضي يضم فصول دراسية ومكاتب أعضاء هيئة التدريس، أما الطابق

األول فيحتوي على مكتبة الكلية.

يضم املبنى باحات برحة خصص له مدخلن رئيسين مدخل من اجلهة اجلنوبية الش��رقية وآخر من اجلهة اجلنوبي��ة الغربية، وحفاظاً عل��ى خصوصية املكتبة واس��تقالليتها مت إنش��اء مدخل للمكتبة من اجلهة الش��مالية للمبنى، وقد مت

األخذ بعن االعتبار متطلبات ذوي االحتياجات اخلاصة عند تصميم املبنى.

وبغية توفير الراحة النفسية والصحية ملستخدمي املبنى فقد مت تزويد املكاتب بإض��اءة طبيعية مصدرها النوافذ املطلة على الباحات الرئيس��ية، وإلكس��اب

داخل املبنى احللة اجلمالية وزعت مزروعات جميلة بكافة زواياه.

Dr. Anwar Al-Ebra-heem, the Assistant Vice President for planning current lo-cations, and as the head of that position, announced that the project of building the library at college of Education located in Kaifan area was completed. She also added that accom-plishing this project is a result of the at-tention given by the university to update and develop current locations according to the needs of these locations.

She further ex-plained that the project was imple-mented to meet with the need of Education College to establish a li-brary of their own, equipped with up to date teaching methods. In order to provide a learn-ing environment that keeps up with the development and continuous ed-ucational advance-ment.

Dr. Anwar Al-Ebraheem added that the chosen design for the library is in har-mony with the other existing buildings in College of Education. The building covers an area of 3000 square meter with estimated budget of 2,100,000 K.D. The library consists of two floors; the ground floor includes classrooms and faculty members’ offices, where the first floor holds the library. The building has spacious yards with two main entrances one in the South East and the other in the South west of the building. A third entrance was also established in the northern side of the building in order to create a sense of independency, taking into account the requirements needed to be included in the design for people with special need. Moreover, in order to create a comfortable healthy environment for the users of the building, it was provided with natural lighting source coming from the windows that overlook the main yards. As well as the plants, that were distributed in each corner. The project is considered a step forward to the learning process and students at College of Education. Finally, the building if fully completed and ready to receive students and faculty members. Accomplishing this project is part of the belief that spa-tial development is in line with the development of the learning process.

Figure (2) shows that the increased number of registered students over the past years, inevita-bly results into an increased number of admitted students at Kuwait University each year. The total number of registered students at Kuwait Universi-ty in 2010 / 2011 is 27000 students. Moreover, the number of enrolled students has reached 29000 students spreading over faculties.

Figure (4) shows that college of Education has the largest number of registered students (16 % of the total number of registered students), followed by college of Engineering and Petroleum (15 %), and then college of Science (13 %).

Figure (3) shows a slight increase of faculty members in the last years, due to the recruitment policies ad-opted by Kuwait University and the scholarship system that ranges from 5 to 7 years to be completed.

Figure (5) shows that College of Engineering has the biggest share of faculty members, followed by College of Science, then College of Medicine.

Dr. Khorshid concluded by saying that the credibility of the statistics comes from the fact that they are driven from accurate data information and used to analyze the current situation at Kuwait University. Statistical analysis is the nu-cleus for proper planning, which aims to develop the pro-grams and curricula to keep up with the needs of develop-mental plans related to graduates in quantity and quality.

The Quantitative Progress of Students, Faculty Members, and their Distribution over Kuwait University

Dr. Eman Khorshid, the new Assistant Vice President for Planning Human and Financial Recours-es, stated that the challenges Kuwait University currently face is to determine student capacity. He added that the role-played by planning sector represented by the information and statistics unit is to annually pro-vide, publish and document Kuwait University statistics. The planning sector established statis-tical database to monitor the quan-titative progress of students and faculty members, and then use these informa-tion as a baseline for decision makers rely-ing on the indicators driven from these statistics, in order to diagnose and analyze the current situation that exam-ines the deficiencies and strengthen the positive aspects. It also plays an effec-tive role in drawing Kuwait University’s priorities and aspi-rations.

There is an emphasis on the quantitative progress of the following; admitted students, registered students and faculty members during the previous years from 2001 / 2002 until 2010 / 2011. Figure number (1) demonstrates the significant progress of admitted students’ numbers during that period.

Clearly, the significant increase of admitted students especially in the last two years

can be justified by several factors:

1. Kuwait University is the only govern-mental University that undertakes the responsibility of providing college edu-cation opportunities, free of charge, to members of the society.

2. The enrollment percentages for student at Kuwait University are kept the same since 2001 / 2002, as students who meet the conditions of acceptance percentages are enrolled (70 % for scientific section, 78 % for art section).

3. The academic year 2009 / 2010 is con-sidered one of the years that attracted a great number of high school students, which resulted from the new unified system adopted in high schools by the Ministry of Education at the beginning of 2004 / 2005. This change resulted into a direct proportion between the in-creased success rates of high school stu-dents and the quantitative progression number of admitted students’ numbers at Kuwait University.

Prof. Malik added that college designs have a unique architectural style, which reflects the identity of each college. The de-signs are made to be compatible with the difficult climate of Kuwait by taking into account all the possible conditions needed for environmental sustainability. The designs are also made in an attractive architecture, inspired by Kuwaiti Heritage. He concluded by saying that the inner architectural environment of the buildings is also considered to be an impor-tant factor that directly reflects the performance and productivity of both students and the users of these buildings. Therefore, giving a great attention to the college buildings on one hand, and adopting advanced methodological strategic planning on the other hand, help and support the learning process, as well as, reinforce university’s aca-demic reputation by the role it plays regionally and nationally as one of the recognized academic institutions.

5. Complete all the tender-ing related to College of Petroleum and Engineer-ing by signing contract with China Metallurgical Group Corporation and Khalid Ali Al Kharafi & Brothers Company. The project will require 43 months to be completed, and is considered the first step toward implement-ing the new University City. The estimated stu-dent capacity of College of Petroleum and Engi-neering is 5500 students and 1500 for faculty members and administra-tive staff members.

6. Complete all the tendering related to the construction of building complex of administrative services by the sectors responsible for these tendering such as construction program, the international project consultant, construction and maintenance department and other service departments at Kuwait University.

7. Updating the master plan of the new campus at Sabah Alsalem University City, to coincide with the work progress achieved through activating the design agreements of main college campuses, medical campus, athletic and social facilities and academic support buildings.

The Impact of Quantitative & Qualitative Strategic Planning on the Quality of Higher Education

Continuing to develop the higher education system of any advanced or civilized commu-nity, stems from the support it can provide to its educational and research institutions through methodological planning. Method-ological planning is based on the consistency and the coherence between the outputs and the requirements of community’s human re-sources and constructive knowledge. Prof. Dr. Malik Ghuloom, Vice President for Planning, expressed this through stressing on the fact that strategic planning at Kuwait University is a process consisting of several phases. It starts by formulating a clear vision

Prof. Malik Reviewed the Most Important Points Currently Accomplished by the Planning Sector:

1. Documenting the academic strategic plans, and University’s future vision.

2. The international company Arabtec Construction L.LC and Combined Group Contracting Co (CGC) were chosen to sign the contract on implementing and constructing College of Art and Educa-tion at Sabah Al-Salem University City.

3. Adopting a preliminary developmental plan for the transition phase of each campus, to facilitate moving from their current location to Sabah Alsalem University City.

4. Implementing the plan that was set up to construct main campus buildings, contract signing, and the tender of three packages for Central Services Stations and Service tunnel.

This process will help us to shape up the most appropriate deci-sions and activate them, in order to be able to keep up with the national, regional and international changes. Prof. Malik also stressed on the fact that Planning sector has always been consistently adopting a general framework for future di-rections especially those related to University learning system. Depending on the neces-sary strategic planning indicators needed to achieve goals and keep up with progress and rapid scientific development.

The Central Foundations of Kuwait University’s Strategy:

1. Build a bridge between Kuwait Universi-ty and government institutions, to cre-ate a mechanism for cooperation and coordination. This association will as-sist decision makes to find solutions for the obstacles they come across when achieving goals. Therefore, University will be participating in the progress of its society based on scientific methods and supported by academic expertise.

2. Adopt the appropriate strategic methods to improve curriculum and update all dis-ciplines to keep pace with rapid scientific progress, developmental requirements, technology and international changes. To ensure the quality and efficiency of college performance, evaluation must be conduct-ed regularly to meet the requirements and standards of academic accreditation.

3. Determine the bases for admission pol-icy at Kuwait University by restricting the number of accepted high school stu-dents to the available spatial capacity.

4. Activate studies that help in setting up mechanism to align labor market with university outputs on the long and short term. These studies aim to asses the status of Kuwaiti labor market and its dynamics, trends and impact on Uni-versity learning outputs.

5. Direct graduate studies toward the development of the community by giving more opportunities for people to enroll, through activating the scholarship system for na-tional and international students.

6. Focus on maintaining, and completing facility services in the current university locations.

7. Developing University Library with up to date tech-nology and supply it with the latest international books, to be in line with world class libraries, and consider it one of most important resource of infor-mation for students.

8. Update classrooms with the latest visual and audio equip-ments.

9. Activate and support scientific research studies to as-sist in predicating and providing University with clear future visions, by establishing strong scientific base for research to encourage, improve and pave the way for communication between scientific research centers and government institutions.

10. More efforts are given to complete Sabah Alsalem Uni-versity City by supervising the implementation process and follow up the project within its timeframe in co-operation with Construction Program at Kuwait Univer-sity, where we aim to overcome all obstacles that might hinder the implementation of this vital project.

Study of Align Kuwait Labor Market with Kuwait University Outputs Sabah Al- Salem University City Project | Al Shedadiya

One of the most prominent aspira-tions of Kuwait Uni-versity as a leading learning institution is to achieve inte-gration and harmony between the strat-egy it adopts on one hand, and the future vision of turning the state of Kuwait into a financial and com-mercial center in the region on the other hand. These aspira-tions emerged from the fact that His high-ness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, declared that transferring Kuwait into a financial and commercial center in the coming years should be a priority. Regaining the lead-ing role for the State of Kuwait re-gionally requires focusing on com-munity and human developmental pol-

icies, through reviving the central role of different learning institu-tions as an immediate contributor to the development process. This in return will be reflected on the educational system by Kuwait Uni-versity’s role. Drawing such strat-egy requires the right technologi-cal environment in consistent with the ambitious vision, this can be achieved through establishing a broad technological grounds taking into account challenges and rapid progress in technology. It is a priority for the development of University learning to strengthen the positive role of University adminis-tration that adopts strategic planning through defining long and short-term objectives. Theses objectives are only implemented by having flexible rules and regulation, as well as, col-lective action from all parts involved to overcome obstacles that hinder the progress of the University, within the frame of independency, impartiality and transparency. The progress in the modern world requires enabling Uni-versity administration to draw up a clear future vision that takes univer-sity’s academic programs, research and academic services into a higher lever.
