Onewitness is convinced theMilner-ton police officer skipped a red traffic lightand the other is equally certain that it wasthe driver of theGolf who disobeyed the traf-fic rules.

Who is to blame for thedeath of 33-year-oldCharmaine Wijnbeek?TygerBurger reported last week in the ar-

ticle entitled “Horror crash confusion” howa police van transporting five suspects fromDu Noon to Milnerton collided with Wijn-beek’s vehicle on 11 June at 22:30.

Last week it was uncertain at the time ofgoing to press exactly how the accident hap-pened.

SlammedIt is now known that the police van was

travelling on Koeberg Road towardsMilner-ton and Wijnbeek on Plattekloof Road. Shewanted to turn towards Table View, butwhen she reached themiddle of the intersec-tion the police van collided into the rightside of the Golf. The van flipped over ontoits left side and the Golf was slammed a fewmetres down Koeberg Road towardsMilner-ton.

Wijnbeek and her two dogs were killed inthe process and the occupants of the policevan sustained relatively minor injuries.

The police maintain that Wijnbeekskipped the red light.

Lastweek the details of awitnesswere giv-en to the newspaper to verify the police’sversion of what happened, but he could notbe reached.

This weekTygerBurgermanaged to speakto him, but another witness also came for-ward – one of the suspects who was in theback of the police van.

Both insist that they want to stay anony-mous.

Red lightThe first witness, who apparently drove

“not too far” behind the police, elaborates:“I was on my way to work that time. Thenthe driver of the Golf jumped the red robot,without stopping once. Then the van and theGolf met halfway at the robot. It was hectic!I wouldn’t say the police van drove into herand I wouldn’t say she drove into the policevan. Anybodywho says that the van skippedthe red robot is lying.”

Thewitness is adamant that hehasno con-nections in the police and what he says isdefinitely correct.

He adds that while he was behind the vanhe never got the impression that it wasspeeding at any point.

The second witness was driving in theback of the van after he was apparently ar-rested inDuNoon for carrying a small knife.

He sustainedminor back injuries andwastreated briefly in hospital.

According to his employer, Kevin Napier,the second witness told him that the policevan drove through a red traffic light beforeany newspaper articles appeared. When thewitness saw TygerBurger’s article he justsaid: “The police are lying.”

He claims that the police were drivingdangerously and were speeding, so he kepthis eye on the road through the canopy win-dow and windscreen.

So, my experience tells meshe first stopped at the robot and thendrove,” he explains.He also finds it strange that if Wijnbeek

Daphne Dell, first dispelled the second wit-ness’s observation that the police van wasspeeding when she says: “As you are awareall police vehicles are fitted with trackingdevices and the record is drawn on a dailybasis. The speedof thevehiclewas travellingcan be seen on the report. According to therecord of the vehicle involved in the acci-dent the member was not speeding at anytime before the accident.”This tracking device can record the exact

time of the accident, so Dell says that theyhave approached the City of Cape Town andare trying to determinewhat colour the traf-fic lights were at that precise moment. She

admits, however, that this line of query isa long shot.She continues: “The case is still under in-

vestigation and therefore I cannot answerall the questions, but I can confirm that we

have also asked Caltex Refinery for somevideo footage.”Dell concludes by saying that if it is found

that police members made false statementsthen they will be charged with perjury.

The deceased, Charmaine Wijnbeek, was travelling in her Golf when she allegedly skipped a redtraffic light just before a Milnerton police van slammed into her on 11 June.

The gloomy overcast clouds cast a shadowoverproceedings atYsterplaatPrimary lastweek.

The father and mother of 11-year-old Es-ter Nsenga-Banza were planting a tree onthe school grounds in memory of theirdaughter, who was brutally killed in frontof the school by a reckless taxi driver on 11May.

With every spadeful of earth they weptand with every tear shed, onlookers weresubmerged in despair.

These included schoolchildren, the prin-cipal JohannKruger, seniormanager: oper-ating licensing and permits Bernie McMa-hon, andMEC for Transport in theWesternCape, Robin Carlisle.TygerBurger reported on 15 May in the

article entitled “Traffic light’s high price”how Ester was run down at 07:50. The taxidriver allegedly ignored the traffic war-den’s stop sign, barelymissed Ester’s sisterDoel and then doused the light of Ester’slife.

He apparently tried to flee the scene, butthe vigilant community prevented himfrom escaping.

The taxi driver appeared in court and re-ceived R1 000 bail.

The private and public sector jumped toassist the impoverished family withmoneyand other goods.

Representatives of two of these privatecompanies, Stodels and Pick n Pay were al-

so present during the morning.Pick n Pay donated R12 000 to the family

and Stodels R5 000 along with clothing anda Waterberry tree.

Says Nick Stodel, managing director ofStodels Nurseries: “The story of Ester real-ly touched our hearts and we hope in somesmall way we can relieve some of the finan-cial burden facing the family. It won’t bringEster back, but there will be a tree to com-memorate her life and hopefully this drivewill raise more awareness about the totallyunacceptable accident statistics caused byreckless driving on our roads.”

Pick n Pay’s marketing manager, MarkJennings admits that he too found the sto-ry of Ester’s death disturbing.

“We immediatelyknewwehad tohelp thefamily,” he elaborates.

“There are so many tragic stories and wehelp somany.This onewasparticularly sadand horrible.”

JohnKalenga, who arrived in SouthAfri-ca in 2007 from the Congo urges the govern-ment to do something for the school beforethe tragedy is repeated. “I don’t want any-one to feel the pain we are feeling now,” hesays.

The school’s principal has been askingauthorities to erect a traffic light in frontof the school in Koeberg Road for years.

His insistence has, however, been fallingon deaf ears.

BernieMcMahon said the provincial gov-ernment will do everything in its power toavoid a similar incident.

Ja, dis nie aldag dat iemand 101 jaar oudword nie!

Sy is inderdaad gebore vóór die uitvin-ding van die blokkiesraaisel, insulien, pe-nisillien en natuurlik ook voor die uitbreekvan die Eerste Wêreldoorlog!

Op 21 Junie het baie van Mona se familiehaar verjaarsdag op Melkbosstrand gevier.

Sy het vier kinders, 14 kleinkinders en 23agterkleinkinders!

Mona is doof in die een oor en blind indie een oog, maar sy is oor die algemeennog redelik gesond.

“Sy loop nog saam met ons,” sê NokkiesFourie (73), een van haar dogters.

Volgens haar ander dogter, Elaine vanRensburg (57), volg haar ma geen geheimeresep om só oud te word nie. As sy iets moetidentifiseer, dan is dit haar ma se geloof.

“Sy praat altyd van Liewe Jesus! Sy leefvir haar Hemelse Vader,” sê sy.

Sy is ook nog vol romantiese idees, want

as jong mans inkom, sal sy hul hande vaten soen.

Nokkies, Elaine en haar man, Japie, lagal te lekker daaroor.

Selfs die wyksraadslid, Marissa Jansenvan Vuuren, was daar om haar ondersteu-ning te wys.

“Ek ken nou al vir tannie Mona vir ’n jaaren ek is so lief vir haar! Ek was ook hiermet haar 100ste verjaarsdag,” sê sy.

No neighbourhood in Cape Town goes aweek without crime, regardless of the influ-ence of neighbourhood watches or streetcommittees.

It is, however, testimony of the good workTable View Neighbourhood Watch (TNW)and the local street committees are doingthat this week TygerBurger is reporting ona stolen weed-eater that was recovered.

Last week Wednesday a member of thestreet committee saw a man walking in thestreet with a weed-eater that looked re-markably like that of his neighbour’s.

He contacted the captain of their localstreet committee, Jannie Crafford, who re-ported the suspicious behaviour on TNW’sradio system.

Minutes later, around 15 people werelooking for the suspect.

Crafford says that someone spotted thesuspect hiding under a bush and soon afterthe man was arrested by Table View policeafter the owner of the weed-eater identifiedit as his property.

The chairperson of TNW, Ryno Roberts,and spokesperson for the local police, LtElizabeth Munro are both convinced thatthe influence of these crime prevention vol-unteers has an excellent effect on thenumber of crimes in the area.

Says Roberts: “We can most definitely seethe difference. Just a few weeks ago it wasalmost a daily occurrence that someonewould break in through the front door andsteal a plasma television.

“Now one hardly hears of such an inci-

dent.“Criminals now know how we operate

and know to avoid our area.”He goes on to explain that members of the

community are standing up.“We have about a 1 000 members on the

street committee side and on the watchesside we have about 450 members.

“Just in the last four months the numbersin the street committees have skyrocketed!The same can be said of the Watch.”

The difference between the two is thatmembers in a street committee stay at homeand basically keep an eye out for suspiciousbehaviour in the street, while members ofthe watch go out on patrols through theneighbourhood.

According to Roberts, TNW membersclock about 1 300 hours a month.

Whiskers’ Edgemead home is almost exact-ly as he left it five months ago – before hewas lost and found wandering in PaardenIsland.Just two things about his home nowmys-

tify the two-and-a-half year old cat: why hasthe cat food been moved from the floor tothe kitchen cabinet and why are the win-dows closed?His owner, Cornelia Nieuwenhuys,

would tell him that the family’s dog has tak-en a liking to cat food, so she had to moveit to the cabinet.As for the window, Cornelia would tell

him that she is afraid he will run back toPaarden Island.If Whiskers was allowed to break the Cat

Code and reveal that cats can speakEnglishthen he would answer: “Go back to that aw-ful place? No thanks! I already spent fivemonths exploring every nook and crannyand I don’t even know what a cranny is! Ihad to use every bit of my cunning to sur-vive the cold, the rain and the un-neuteredmale cats! I didn’t do half bad...”He remembers that fateful day in Janu-

ary well.His owner andher boyfriendwere towing

their motor boat through Paarden Island.Little did they know Whiskers was hidingback there as well.They stopped at a traffic light and appar-

ently saw a cat (who is just as handsome asWhiskers, if that is even possible) runningoff into the distance. When they got homehe was gone.Nobody knows what happened from the

moment he jumped off the trailer to themo-ment he was discovered by Paarden Is-land’s Cat Action Team (CAT).TygerBurger could not convince Whisk-

ers that it lies in the interest of all felinesout there to break the Code and tell ourreaders what happened.CAT’s Memory Woodford muses: “It

would have been very tough for Whiskers.There are many cats in Paarden Island andmany colonies. The un-neutered catswouldnot have accepted him in their colony, soWhiskers was probably a loner. I don’tthink he would have had the confidence toget into any fights. He was very lucky tosurvive the ordeal!”In June Memory saw a cat that matched

Cornelia’s description and just knew it wasWhiskers.“I phoned her and thenwewent together.

I didn’t think Whiskers would come to herwhen she called out, because it usually justtakes a fewdays out there for cats to becomeferal. But whiskers did come to her,” sheexclaims.Once back home, the cat secretly rolls his

eyes and grins. Somewhere in Paarden Is-land the cats wail: “The King is gone, longlive the King!”

Mother of three, 37-year-old Paula Smithfrom Stellenberg, is one of 10 finalists inthe Ford Ranger Odyssey Africa 2013.Last Friday she left for the 8 000 km, 21-

day, 4x4 trip through six African coun-tries.Paula, who is an accountant, said the

main reason she entered is to prove to herchildren, Daniel (10), Bradley (8) andHannah (5), that you can do anything youset your heart on.Andherheartwas set onAfrica... Paula

admits she’s been dreaming about travel-ling through Africa since she was 12.She was chosen for the top 10 after an

intense four-day training boot camp andassessment.Finalists were chosen on aspects in-

cluding proficiency in 4x4 tasks, theirteam dynamics, technical knowledge andtheir approach to social media.“It has been a range of emotions forme,

from excitement, to nervousness to fear,”Paula said shortly before she left.“But no more nervous than what I am

to be leaving my husband, Ian at homewith our three children,” she laughs.Theodyssey takesplace in ruralAfrica.“They say we are going where no Ford

has gone before!” Paula said.Contestants and the vehicles were

Just one week after a local newspaper ranan article on the United ChristianAddictionNetwork (U-Can) and the growing problemof common household substance abuse, therehab organisation has seen about 20 peoplerespond and are looking for help.The growing drug problem, which now in-

cludes the abuse of substances such as bu-tane, bath salts, aerosol propellant and non-stick cooking spray, is of particular concernfor U-Can’s TableView resident, ChrisMiss-ing.“We have a serious problem. We inter-

vened with a person that experimented withbutane gas. A cigarette lighter! Man, youhave never seen anyone that slumped sofast, so destructive. I panicked! She lookedworse than any long-term heroin addict onthe street,” he elaborates.According to him she inhaled eight cans

a day. Missing continues: “Just Monday wehad a young girlwhoused air freshener. Thecan tells you it’s highly toxic.”Prescription medicines are also being

abused regularly. Nothing surprises Miss-ing any more. He has seen a wide variety ofsubstances being used since he declaredwaron drug abuse 13 years ago.

“It was a calling. The first happened inchurchand the second in a shop I had inDur-banville. I knew what I had to do,” he statesintently.“I helped two serious heroin addicts who

were literally falling all over the place. Noweight or nine years later they are doing won-derfully well.”Drug addicts will often tell people that

It was mentioned that up tonow, it hasn’t been establishedwhether the bus driver or MrDlamini ignored a red robot.

Bus drivers justcouldn’t care less

Today (19 June), as wetravelled from TygervalleyCentre on Durban Road, wewitnessed the following: AGolden Arrow Bus, with thenumber 1485 on the driver’sdoor and travelling on DurbanRoad towards Durbanville,ignored the red robot at thesame crossing (Fairmont HighSchool) at 16:14. The busentered the crossing when therobot was on red. So it was nota situation where the buscrossed the line on orange.

We were five people in thevehicle and four of us saw thishappening. We were behind thebus and had to stop at the redrobot but were able to keep aneye on the bus until we wereable to make a note of thenumbers above at one of thenext robots.

I wonder whether the acci-dent at the school had anyeffect on training. I am notsaying that the bus driver wasresponsible for Mr Dlamini’sdeath, but, surely, it must havehad an influence on the commu-nication between Golden Arrowand their drivers. It looks to meas if some of the drivers eitherdid not get the message or justcouldn’t care less.

The HIV infection rate in the northern sub-district of the city is on the increase, accord-ing to a report tabled at last week’s subcoun-cil meeting.

A total of 4 722 people were tested for HIVin the northern subdistrict of the city in thelast quarter of 2012, of which 393 tested posi-tive.

Dr Andile Zimba from the City of CapeTown’s health directorate submitted thequarterly report containing this statistics.

Clinics operating in the northern subdis-trict include Bloekombos, Bothasig, Brack-enfell, Brighton, Durbanville, Fisantekraal,Harmonie, Northpine, Scottsdene and Wal-lacedene.

According to the report, persons who test-ed positive for HIV were put on ARV pro-grammes in accordance with the protocol.

Dr Zimba said that ongoing awarenesscampaigns were conducted by the healthpromotion officers to motivate people to gettested and know their status.

“Female and male condoms are distribut-ed widely in the district as a prevention

strategy ... and the district’s prevention ofmother to child transmission rate is 3,0which is within the target,” the report read.

According to the health directorate, thecurrent HIV prevalence in the subdistrict is26 (2011), which is an increase from the pre-vious 22,1 (2010), indicating an increase of 4percentile points in the infection rate.

The highest prevalence in the district isfound in Bloekombos with 113 persons test-ing positive in the specified area, followedby Durbanville with 60.

In Brackenfell 11 people tested positive.The same report indicates that the health

directorate is targeting women under 18 toattend family planning clinics to prevent un-planned pregnancies.

A total of 992 women under 18 visited thevarious clinics in the district for reproduc-tive health issues, during the same period.

The highest number of patients seen inthis regard were in Wallacedene with 259,followed by Bloekombos with 198 andFisantekraal with 122. In Durbanville thenumber was 99 and in Brackenfell 38.

Ward councillor Marian Nieuwoudt laud-ed the report for its accuracy and precision.

The cold and inclement winter weatherover the next few months will force peopleto constantly seek ways of keeping warm,such as using warming devices like heat-ers and brazier fires.

If not monitored properly, these devicescan and often do, result in residentialfires.

According to the city’s Fire and Rescueservices, they have responded to a total of1 124 residential fires since the beginningof this year.

Half of these fires were in informal set-tlements resulting in 2 442 structures be-ing destroyed and the deaths of 49 people

including 12 children.These fires occurred mostly in the fol-

lowing areas: Khayelitsha, MitchellsPlain, Gugulethu, Philippi, Strand, Kraai-fontein and Atlantis.

In almost all of these incidents the firescould have been avoided and were causeddue to negligence while using cooking ap-pliances, and heating and other devices.

The public should also keep in mindthat cigarettes, matches and lighters, can-dles, electrical faults, heating and cookingappliances and equipment such as elec-tric blankets can all be hazardous.

The City’s Fire and Rescue Services will

continue to focus their Fire Safety Educa-tion efforts on the areas most prone tostructural fires.

“We still have blues elements, but it’s a lotmore rock ’n roll and a lot more funk,” JPsays of their current sound.

“It’s very energetic,” drummer FrancoisKeyser says, while vocalist Nick Forbesadds: “Because we’re young, we try to keepit fresh.”

“And we’re still growing, so there’s a lotof ground to cover,” Nick says.

CharityBallisticBlues recently released their first

five-track EP. “It sounds just fine,” Nicksays.

“It’s compiled of the songs we like themost,” JP says, adding that while they don’tplay some of the songs on the EP live anymore, fans who have been following theband since the beginning will recognisethem.

Tyan and JP are also both members of an-other local band, Dogtown, and when theyaren’t making music as a unit, the membersare usually jamming with friends.

“We’re all friends with musicians,” JPsays.

They also jam for charity. Ballistic Blueshave teamed up with Reach for a Dream fortheir Reach for your Slippers campaign andwill be one of the bands performing on theOrange Couch when it visits Canal Walk on13 July to promote the fundraising cam-paign.

“They want you to buy a sticker for R10,and then you canwear your slippers toworkor to school on 2August,” Francois explains.

“You can buy a sticker at CanalWalk from5 to 14 July in front of Pick n Pay at the pro-mo stand and also at Tyger Valley from 26July to 2 August,” he says. “So you can buya sticker there and support a great cause.”

Tyan says fans canexpect a lot fromBallis-tic Blues in the future. “There’s so much westill want to conquer,” he says.

TouringThe band still wants to tour Johannesburg

and Pretoria and add to their already im-pressive list of festivals they’ve played at,which includes Up the Creek, KleinmondBigBlues festival andTableMountainBluesSummit.

Rocking the Daisies and Oppikoppi aretwo of the festivals on their wish list. Theyalso still want to record a full-length albumand they are in the process of planning amu-sic video.

Ballistic Blues have also recorded a songfor the Blues Breakers compilation albumcurrently being recorded byV&HMusic andPublishing, which will see Ballistic Bluesfeature alongside some of the biggest bluesnames in South Africa.

The album is tentatively marked for re-lease in August.

school, where his journey began with a sim-

ple game called “stokkies”.“We would be a couple of friends play-

ing. We would place three sticks or stonesapart and see how far we could jump be-tween them. So your first step would startat the first stone and how far you jump de-termines how far apart the second andthird stones are placed,” said Vincent.Years on as a learner at Bosmansdam

High School, Vincent would meet hiscoach Schalk Burger. After all these yearsthe two of them still work together.“Schalk is like a second father tome.We

would train for hours on end and experi-ment with Russian training techniqueswhich proved valuable. If I had a injuryhe would come to my home and help me.”There was a period between 1993 and

2003 that Vincent decided he would takea break. During that time he played soccer

for Bothasig and Edgemead.Thanks to Colonel Voster who convinced

him to make a comeback for the police pro-vincial athletics team he hasn’t lookedback since.“I discussed the Brazil trip with Schalk

and we both decided this will be the besttime to compete since I will be the “young-ster” in the 50 to 54 year division.

“Currently my training is going really well.I train six days aweek for about twohours eachday. This will vary from gymnasium work, toworking on the track and going for jogs.“I am so focused on my training I haven’t re-

ally put much thought into what I would liketo achieve. Obviously a medal would be great.It will be an emotionalmomentwearing the na-tional colours with our anthem playing.”
