Incaseofcrisis,diversify.ThiscouldbethemantrafortheBritish andRussiangovernments as they try toput thefinancial crisis behind them. The newlyelectedgovernment in the UK has said it wants tomove the
economyawayfromadependenceonfinancialservices,whiletheRussian leadershiphas long talked about amove awayfromoildependence.Howwill this change aRussoBritishbusinessrelationshipwhich,accordingtoanalysts,iscurrentlyunderexploited?
FromaWesternEuropeanperspective,therearestillmanyreasonswhycompaniesarenervousaboutdoingbusinessinRussia.Asurvey in2007bytheEconomistIntelligenceUnitsaidbusinesses’biggestconcernswerecorruptionandpoliticalrisk.Olddataperhaps,butAlistairNewton,SeniorPoliticalAnalyst atNomura, says themessage is still relevant.OtherbusinessespointtotheeconomicfundamentalsandsayRussiadoesnotdeservetobeapartoftheeliteBRIC(Brazil,Russia,India andChina) acronym, and so they focus elsewhere.A7.9% contraction in the economy in 2009 would seem tosupport thisview.ButKingsmillBondatTroikaDialogsaysthese fears areunfounded.Hepointsout that, compared tootherBRICnations,Russiahasplentifulnaturalresourcesandahigh levelof education.Healsobelieves thatRussiahasasimilartrackrecordontransparency,corruptionandcrime.
But justhowactiveareBritishbusinesses inRussia?NotveryifyouexcludeBPandShell,accordingtoKatinkaBaryschfromtheCentreforEuropeanReform.MsBaryschsaysthattheUK is far behind other European countries, especiallyGermany,whenitcomestotappingintotheRussianmarket.She concedes thatUK businesses do have some success inexporting services, but that they oftenmeet barriers suchas a lackof liberalisation in theRussian services sector andrestrictionsonbringinginskilledpersonnel.
ChristopherGranville atTrustedSourceshas a similarlygloomyview.Hesaysthateventheforeigndirectinvestment(FDI)figuresareflatteredbytheinclusionofTNKBP’scapitalexpenditurefigures.LikeBarysch,GranvilleconcedesthatUK
businesseshavehadsomesuccessexportingservices.HepointstothenumberofUKlawfirmsthatareactiveinMoscow,andthefactthatLondonstillattractsmanyRussianstockmarketlistings.In2008,theLondonStockExchangecelebratedhavingsigned100Russiancompanies to itsmarketplace,ofwhichPetropavlovsk(formerlyPeterHambromining)isthelargest.
From a Russian perspective, the government wants tomoveawayfromoilandhassetitssightsonahitechfuture.EarlierthisyearRussiaannouncedplansforitsown“SiliconValley”tobebuiltatSkolkovojustoutsideMoscow.AnearlyexampleofRussia’swillingnesstobuyinsomeoftherequiredtechnology is Rusnano’s plan to invest in theUK’s PlasticLogics,aCambridgebasednanotechnologyfirm.
Butas farasRussian involvement intheUKeconomyisconcerneditseemsthatoldtensionsdiehard.Russia’sstrengthinnaturalresourcesmeansthatcompaniessuchasGazpromwoulddearly like to spread theirwings, butpolitically thishas been controversial. The highly anticipated bid forUKenergybusinessCentricahasneverquiteemerged,andeventhepotentialRussian investment into a small business likePlasticLogicshasgottheBritishmediaquestioningthemeritsofforeignownership.InexploringRussoBritishbusinessties,theforeignpolicyrelationshipalsoplaysapart.July’sspyswapbetweenRussiaandtheWestactedasareminderthattheColdWarstillcastsa longshadow.Butperhapsthere isroomforsomeoptimismhere too. InMayRussianPresidentDmitryMedvedev talkedofRussianeeding“no friends,or enemies,onlyinterests”.SomehaveseenthisasaneweraofpragmatisminMoscow that couldboostbusiness.TheUKgovernmentrecentlyannouncedplansforPrimeMinisterDavidCameronandotherseniorministerstolobbyRussiaandotheroilrichcountriestogiveUKenergycompaniesnewbusiness.
Whateverthepoliticaltensionsandcorporatemisgivings,thetradingrelationshipbetweenRussiaandtheUKhasalonghistoryofmorethan450years.It’snotyetclearhowtheplanneddiversificationsofboth economieswill affect tradebetweenthetwo,butitundoubtedlyopensnewopportunities.

Okay.Igotitwrong.Alongwiththousands,nay,millions,ofmycountrymen.Wenaivelybelieved,yetagain,thatthis timewehada real chanceofwinning theWorldCup. I’m beginning to think that the only way that
EnglandisevergoingtohavethechanceofwinningtheWorldCup again is if the country plays host once more to thetournament.And,lo!NosoonerwasSouthAfrica2010outofthewaythantheopportunityforthattohappenraiseditself:EnglandisaleadingcontendertohosttheWorldCupin2018.
ButbeforetheEnglishgettooexcited,there’saseriousrivalstandingintheway:Russia.InAugust,aseniordelegationfromtheinternationalbody,FIFA,visitedEnglandandRussiatoassesseachbid,beforethefinaldecisionistakenon2December.
Englandalreadyhasthestadiaandtheinfrastructure;RussiaisbuildingmuchofitfromscratchintwoofitsplannedWorldCupcentres,KazanandSochi,hostsrespectivelytotheStudentGames in 2013 and theWinterOlympics in 2014. If Iwereagamblingman, I’d find ithard tochoosewhere toputmy

JustabouteverycompanywhichisamemberofRBCCcouldhavesomethingtooffertothehostcountryofthe2018WorldCupshouldtheywishtotakepart.
Toooften,decisionsonwhichcompaniesarechosentotakepartinsucheventscomedowntopoliticsorfavouritism.Forthesakeoftheevent,it’stobehopedthatthebusinesseswhicharechosenarethebestonesforthejob;andthatthentheplayersfromourrespectivenationscansetaboutthetaskoffulfillinganation’sdream, for the first time in thecaseofRussia; thesecondtimeforEngland.

Back in midMay, Finance Minister Aleksey Kudrinannounced the Russian economy’s emergence fromtherecession,notingthattheeffectsofthecrisiswereongoingandthatconsumerdemandwouldcontinue
tobestagnated.Less thantwomonths later,certainproductgroupshad seen recordbreakingdemand.The summerof2010mayhavebeenhardonRussianpurses,buttotheretailsectorithandedoutunprecedentedearnings.
Typically, summer isnot kind toEuropeanRussia. In thewordsoftheRussianpopularsong,"Sixmonthsbadweather"–and theremainingsixmonthsaredownto luck.Aftera longandexceptionally frostywinter,wegot"lucky":WesternRussiahasbeenblanketedbythekindofheatnotseeninthiscountryforoveracentury.Initiallyoverjoyedbytheunexpectedlyhightemperatures,bytheendofJulypeopledidnotknowwheretogotoescapetheheat.Thosewhowerestuckinthecitylingeredintheirairconditionedofficesbeforeheadingtorestaurantsand,ofcourse,shopsandthebig,coolshoppingmalls.

RussiaHasImposedTemporaryBanonGrainExportsRussiahasbannedtheexportofgrainfrom15August to31Decemberafterdroughtandfiresdevastatedcrops.Russia,oneofthebiggestproducersofwheat,barleyandrye,exportedaquarterofits2009grainoutput.Theannouncementsentwheatprices to a 23monthhigh.Theyhad alreadyhit 22monthhighs earlier thisweekdue to concerns about the impactofthe drought and fires on Russian wheat exports. However,manycommoditiesanalystsinsistthereiscurrentlyasurplusofwheatinglobalmarketsfollowingrecordharvestsin2008and2009.TheysaythatspeculatorshavebeendrivingwheatpricesartificiallyhighbecausetheyarehopingtomakeaprofitfromtheworriesoverRussianexports.Analystsaddthatwhilethereislikelytobeaknockonincreaseinbreadpricesintheshortterm–aboutfivepenceonthepriceofanaverageloafin theUK–wheatprices should soon fallbackdownagain,largelybecausetheUS–theworld'snumberoneexporter–ispredictingabumperharvestofitscurrentcrop.Russiawillalsoaskitsregionalcustomsunionpartners–Kazakhstan,anotherleadinggrainexporter,andBelarus–tofollowsuit.MrPutinsaidthatgrainfromthestatereserveswouldnotbeauctionedbutwouldbedistributed to regionswith the greatestneed."Theaiminthiscaseisnottomakemoremoney,buttoaidthosefarmersthatneedhelptoday,"thePrimeMinistersaidatagovernmentmeeting.Headdedthatthegovernmentwouldprovide tenbillion roubles ($335m/£211m) in subsidies andanother25billionroublesinloanstoagriculturalcompaniesaffectedbythedrought.
RussianGovernmentPredicts2011BudgetRevenuesandExpenses
AccordingtoarecentannouncementbyRussianPrimeMinisterVladimirPutin,thecountry’sbudgetrevenuesin2011willamount to8.6 trillion roubles, andexpenses to10.4 trillionroubles.Russia’sbudgetdeficit should therefore fall to3.6%ofGDP, from the expected5% level in2010.MrPutinhad
previously attendedameetingof theGovernmentCommission,wherethebudgetprojectionsforthenextfiscalyearwerediscussed.Withregardtoexpenditurepriorities, theyremainunchanged,focussingonprogramsrelatedtoeconomicmodernisationanddevelopmentofhightechnology.Pensionswillsee9%growthin2011;governmentfundingtowardsstudentgrants,health care,housing support andagricultural grantswillbe increased.Putinsaid that improvementsmade to thetax systemduring the crisis inorder to support smallbusinesses,amongothers,willcontinueinthefuture.Inparticular,innovativebusinessesandcompanies that implementenergyefficienttechnologieswillreceiveadditionaltaxbenefits.However, theprimeminister emphasised that inorder to implementfully thegovernment’splans–toensurethegrowthofpensions, improve thequalityofhospitals andclinics,buildhousingandsoon–whilstatthesametimeavoidingobsessiveborrowing,sometaxeswouldhavetoberaised.Thosesectorswherelongtermratesremainlow,andwherethereiscurrentlya favourable situation regardingworldprices,will likely seetheir taxburden increased accordingly.This revisionof taxrateswillbecorrelatedwiththegrowthofbudgetexpendituresonpriorityareas.
RussiaPlansNewFundtoBoostPrivateInvestmentTheRussianEconomicDevelopmentMinistryhasdrawnupadraftplanforanewfundtohelpencourage investment inRussia.PresidentDmitryMedvedevordered thegovernmenttodeveloptheideaofsettingupaspecialinvestmentfund,inwhichgovernment fundswouldbe supplementedbyprivatecapital,attheStPetersburgInternationalEconomicForuminJune.AccordingtoMedvedev,thefundshouldbeabletohandle thecofinancingofprospectiveprojects andattract strategic investors.Theplanhadbeenpresented toFirstDeputyPrimeMinister IgorShuvalov.TheEconomicDevelopmentMinistry said the new investment fund should have morepower than thealreadyexistingone. "Itmustbeunderstoodthatthenewfundisnotasecondinvestmentfundbutthefirstfundofdirect investment,"theauthorofthedraftplansaid.With a startup capitalof 20billion roubles ($671million)tobe increased to40billion ($1.3billion) in three years, itwould finance infrastructureprojectsandenergycompanies.VTBCapitalandGazprombankmaybethemaininvestorinthefund,asourceinthegovernmentsaid.Medvedevhasmadeeconomicandtechnologicalmodernisationafocalpointofhisagendaandisseekingtomakethecountryamoreattractiveplaceforforeignanddomesticinvestment.

FASandEURepresentativeOfficeinRussiaLaunchNewCommonSpacesProject
TheheadquartersoftheRussianFederalAntimonopolyService(FAS)recentlyplayedhost to the first twomeetingsonanewproject entitled "Theconvergenceof the standardsandpractices in antitrust regulationof selfregulatoryorganisationsinRussiaandtheEU,implementedundertheEURussiaCommonSpaces framework for cooperation."ThemeetingswereattendedbyFASrepresentativesofmanagementcontrolofthegovernmentandmanagementofinternationaleconomiccooperation.WiththeassistanceofagroupofRussianandEuropeanexperts specificallybrought togetherby theEuropeanCommission, theprojectaims to raise theeffectivenessofRussianagenciesworkingtoensuremarketcompetition,aswellasmakinguseoftheEU’spriorexperienceinthedevelopmentofmechanisms for selfregulation.Theprojectwilltakeplace in three stages: Initially, expertswill examine thebestEuropeanmethods formonitoring theactivitiesof selfregulatoryorganisations, includingantitrustmeasures.Then,recommendationswillbeformulatedtopreventandsuppressmonopolisticactivityandunfaircompetitionfromselfregulatoryorganisations.Finally,basedonaccumulatedinformation,theexpertswillproviderecommendationsontheparticipationofFASRussiainregulatingtheestablishmentanddevelopmentofselfregulatoryorganisationsinspecificareasoftheRussianeconomy.Thedurationoftheprojectistenmonthsintotal.
RussianRealEstateInvestmentUp65%InvestmentinRussia'srealestatesectorincreasedby65%yearonyear in the firsthalfof2010 to$903million, JonesLangLaSalle consulting company saidonTuesday.The companyforecastinvestmentflowwouldincreaseinthesecondhalfoftheyeartoreach$4billionforthewholeyear.Inthefirsthalfoftheyear,developersandinvestorsfocussedonthelowriskmarketsofMoscowandStPetersburgwith57%ofdealsstruckinthecapitaland35%inStPetersburg.Regionalcitiessawjusteightpercentofalldeals,JonesLangLaSallesaid.Dealsintheresidentialsegmentofthemarketinthefirstsixmonthsof2010accountedfor40%ofallactivity."Thegovernmentmadeseverallargepurchasesforfurtheruseassocialhousing,whereasotherdealsinvolvedprojectsunderconstruction,"JonesLangLaSallesaid.Interestinofficepropertygrewto59%ofalldealsinthesecondquarterof2010from12%inthefirstquarteroftheyear.Investorinterestinprojectsunderconstructionroseagainduetofallingprofitsandstablerentrates.Dealsonsuchprojectsaccountedfor41%ofalldealsinJanuaryJune2010against17%ayearago.Investorinterestspurredadecreaseof

RussianGovernmentin$30billionPrivatisationPlanInanefforttodealwithamountingbudgetdeficit,theRussiangovernmenthaslaunchedaplantosellsharesinstateownedcompanies.Sofar,Russia'sfinanceandeconomicdevelopmentministrieshaveagreedonaboutadozencompaniesthatwillbeputontheblock,includingSberbankandstateoilfirmRosneft.StaterailwaysoperatorRZhDwillnotbe included,saidAlexeiUvarovoftheeconomicdevelopmentministry.Forthepastdecade,Russia'spolicyhasbeen to avoid theprivatisationofstateownedfirms.Underthechangeofpolicy,energypipelinesoperatorTransneft, statebankVTBandhydroelectricpoweroperatorRushydrowillalsobepartlysoldoff.MrUvarovdidnotgivedetailsonthesizeoftheholdingswhichwouldbemadeavailable,andthegovernmenthasbeeneagertostressthatitisonlyplanningtosellminoritystakes,buttheinitiativehasalreadysparkedcontroversy.Followingthebungledselloffofstateassetsduringthe1990s,itisunsurprisingthattheplanshouldarousesuspicion.Governmentofficialssaytheyhope to raiseaboutone trillion roubles ($33bn/£21bn)overthreeyears,butsomeexpertsbelieveit isaconservativeestimate."Ifeverythingissoldatcurrentmarketpricesandatwhatcanbecalledthefairvalueofnonpublicassets,thestatecouldgetmuchmorethan$30billion,"saysVladimirKuznetsov,ananalystatUnicreditSecurities.Butmuchwilldependontheexecutionof thesale,expectedtobepreparedduringtheautumnandtakeplacefrom2011till2013.Whilecomparisonswiththebotchedprivatisationprocessoftheearly1990saremisplaced, itseemsthatgenuineconcernswithregardtoimplementationremain.
Russia'sGlonassToGoGlobalByYearendRussiawillcompletetheformationofaglobalnavigationsatellitegroupbytheendofthecurrentyear,saidPrimeMinisterVladimirPutin."Beforetheendoftheyearweareplanningtolaunchanothersixsatellites.Thustheformationofoursatelliteconstellationwillbecompleted,"hesaid.Therewillbebetween24and28satellitesinorbitatanygivenmoment.AGlonasssignalwillbereliablyreceivedatanypointonEarth.Glonass–theGlobalNavigationSatelliteSystem–istheRussianequivalentoftheU.S.GlobalPositioningSystem,orGPS,andisdesignedforbothmilitaryandcivilianuse.Bothsystemsenableuserstodetermine theirpositions towithina fewmeters.Around48billionroubles($1.6billion)aresaidtobespentonthedevelopmentofaspaceandgroundbasedGlonasssystemthisyearandnext.TheRussianheadofgovernmentalsoproposedthatfrom2012allnewmotorvehiclesbeequippedwithGlonasssystems.HedirectedtheTransportationMinistryandtheInteriorMinistrytocomeupwithproposalsconcerningtheinstallationofnavigation systemsandpanicbuttonsonvehicles capableofcarryingeightpersons.Russiacurrentlyhasatotalof22Glonasssatellitesinorbit,butonly16ofthemarefunctional.Thesystemrequires18operationalsatellitesforcontinuousnavigationservicescoveringtheentireterritoryofRussiaandatleast24satellitestoprovidenavigationservicesworldwide.

Alistair, thousands of people are, or aspire to be, photographers. Yet you have earned wor ld renown, largely through your Both really. I’m agreat believer thatyou make much ofyourownluckinthislife; perhaps thekeyto success is takingadvantage of thelucky breaks whentheycomealong. I’dalready had somepicturespublishedin
anumberofmagazines,andI’ddecidedthatitwasbettertotakemyphotographstothemagazinemyself,ratherthansimplysendthembycourier.Thatwayyougettoknowtheartisticdirector.Oftentheylookonthephotographersimplyasatechnicianfortheirideas;it’s
harderforthemtodothatiftheyknowyouasapersonandnotjustasetofprints.TherewasamanattheSundayTimes,JohnLyth,whowasagreatadvocateofnewtalent.Helikedmywork andpersuaded the artisticdirector to sendme toAtlantaintheUStophotographStingandthePolice.
So this was in the ‘seventies?That’sright.Youtendnottothinkthatartistsarealsopeoplewiththeirownlives,and,evenwhenthey’reontourtheywanttohavetimetothemselves,tospendwiththeirfamiliesorjustrelax.Sohavingbeenherdedwiththepackofphotographerstoagigtheyplayed,andbeenallowedtostandthereandtakepictures while they played just two songs, before we wereshepherdedout again, Iwas thengiven aonehour sessionthenextdaywiththegroup.Ihitontheideaofhavingthemposearoundamocksceneofacarcrash.Weput these twocarstogetherasifthey’djusthadacrash,Ihadthetechniciansbringindryicetolooklikesmoke,andthemembersofthePolicestoodaroundinvariousposes.Iwasquitepleasedwiththeresults,andthoughtitwouldprobablymakethecoveroftheSundayTimesMagazine.IwentbacktomyhotelandstartedpackingtotakethenightflightbacktoLondon.Suddenly,Igotacallfromthemanager

He has photographed a host of celebrities from the worlds of entertainment, politics and business; 75 of his photographs are in the National Portrait Gallery in London. RBCC Executive Director, Stephen Dalziel, visited Alistair in his offices in the splendid setting of New Lodge, in the Berkshire countryside, just outside Windsor.

thechancetoestablisharelationshipwithStingandtherestofthegroup.Andit’sreallythat–establishingarapportwithmysubjects–that’sbeenthekeytomysuccess.
So you weren’t star-struck by the fact that the Police were one of the biggest bands around at the time?No.AllofmyworkisabouttheindividualpersonI’mwith.When I’mdoing the shoot andwhen Iproduce the results,it’sallaboutthatperson,thatcharacter;thatpersonalityI’mtryingtofind.Iseecelebritiesaboveallasindividuals,too.Allofmywork,indeed,mylife,isaboutmeetingnewpeopleandfindingoutwhotheyare.Youcouldsaythatmylifeisavisualdiary. Icouldn’t tellyouwhenImetwhomchronologically;butIcanremembereachphotographI’vetaken–thelocation,thelight,whatthemoodoftheoccasionwaslike.
There must have been times, though, when your celebrity subjects behaved like, well, celebrities – as the public perceives them. Arrogant, perhaps, rather full of their own importance?Certainly.Because I’mworkingonan individualbasiswithpeople, there are times – as in other areas of life –wherethere’saclashofpersonalities.Andoftenmymostrewardingresultscomefromashootwithsomeonewhodoesn’twanttobephotographed.Probablythebestexampleofthatwastheactorandfilmdirector,TommyLeeJones.He’saveryprivateperson,doesn’tlikehavinghisphotographtaken,butknowsthatifheistopubliciseafilmthenmaybehe’llhavetodotwophotosessionsinayear.Hekeptmewaitingforthreehours,andwhenheturnedupeveryonewasfawningaroundhimandIcouldtellthathewassomeonewhohadtobethecentreofattention.Noonedaredsay,“Hey,you’rethreehourslate”.ButIsaidtohim,“Asyou’resolate,couldIhaveanextrahour?”Herefused,soIhadjustonehourtoachievetheresultsIwanted.Hemadethingsasdifficultaspossible.Forexample,Iaskedhimtolookangry.

“Whatdoyoumean,lookangry?”hereplied.“Well,tellmetof...off.”Soheturnedtohisteamandinamockingtone,said,“Hey,theEnglishmanwantsmetotellhimto...”thenturnedquicklytowardsmeandyelled,“F...off!”Ihadtobereadytocapturethatmoment.Then,whenhewasleaving,hemadeapointofgoingroundeveryoneintheroom,shakingtheirhand,sayinggoodbye;butignoringmecompletely.Whenhegottothedoor,hesuddenlyturnedroundandwinkedatme–andwasgone.Itwashiswayof saying,“Thankyou”, and alsohis acknowledgement thatwe’dunderstoodeachother.Itwasadifficultphotoshoot,butaveryrewardingmoment.
As well as your photographs of celebrities, you’ve also established your reputation for your nude studies. Are they also about the individual?Oh, absolutely! I love vulnerability; and we are no morevulnerable thanwhenwe are naked. But it’s wonderful toseesomeonewhoisnakeddisplayconfidence.Myfirstnudestudies were of celebrities. I wouldmake it clear to thembeforewestartedhowIwanted tosee them,andwhyIwasaskingforit.Often,whenyoumentiontakingnudepicturestheinitialreactioncanbeoneofshock.Butwhenyouputitdowndirectly,youcanbothworktowardsit,anditproducesamazingresults.
Nearly all of your work is with people. Did you take a conscious decision early on to go down this path?Definitely.Stilllifephotographydoesn’treallyinterestme.Theideaof,say,takingapictureofaglassofsherryandmakingsurethatthebubblesarejustrightIfindboring!Havingsaidthat,Iamactuallyusingsomestilllifephotographsinoneofmylatestprojects.It’saboutcigarsmoking,andI’vecalledit
FumaDivina,“Divinesmoke”, inSpanish.Themainpartoftheprojectisaseriesofphotographsofindividualssmokinga cigar.Earlier this year I visitedCubaandwent to a cigarmaking factory. I endedup spending fourhours there, andtookanumberofstilllifephotographsoftheartefactswhichare part of the process – the leaves, the cigars themselves,theashtrays.AndIfound,forexample,thatthere’sacertainfascinationintheashfromacigar.Sothewholeprojecthasdevelopedfrombeingjustpicturesofpeoplesmokingacigar,to the storyof someone smoking a cigar,with the ash, theashtrays,andthewholeambiencearoundit.
And the tercentenary of Royal Ascot is another of your current projects, isn’t it?Yes,I’vebeenchosenbytheRoyalAscotracecoursetoproduceabookandanexhibitiontomarkthe300thanniversaryofthisgreatracemeetingin2011.IfanyRBCCmemberswanttobeapartofthispieceofEnglishhistory,there’sstilltime–just!TheracemeetingwillbeinJunenextyear,buttheplanningstageisalreadywellunderway.
And what about Russia? Do you have plans to visit?IthinkI’llhaveto,becauseyoukeeptellingme,Stephen,howmanybeautifulwomen there are there! Seriously, in allmytravels around the world Russia is one place I haven’t yetvisitedbutwouldlovetoifIcanfititinwithmyotherprojects.Ihavebeen toKazakhstanandphotographed thePresident,NursultanNazarbayev.Russia’sonmylisttovisit.

The topic of international expansion appeared to be at the top of the agenda for UK retailers prior to the economic crisis – an opportunity to replicate their successes in the UK and deliver on shareholder demands for increased market penetration. However, the recession hit hard and such expansion plans were put to one side in order to focus on the UK and survival. As we move towards the last quarter of 2010 the key question being aired is, “Is this agenda back on the table?” and for many the most appropriate response is this: "Can they really afford for it not to be?"
Althoughtotalrecoveryisaverylongwayoff,andthereisstillanairofcautionintheindustry,forsomeinternationalexpansion is verymuch back on the agenda. GeorgeWallace, Chief Executive at the international retail
consultancyMHERetail,hassuggestedthatinreality,"it'sprobablyneverbeenofftheagendaforthestrongplayers;butduring20082009itwassomethingthatalotofpeopleputonthebackburner.Nowthereisstillanunderlyingnervousnessbutforcompaniesthatareperformingwellinternationalisbecomingapriority."
WhileUKdomesticconsumerspendingisnotatanalltimelow it is still stagnated.Theoutlookgoing into theChristmasquarter is tough, there is increasedheavingdiscounting in themarket place, and shoppers have grownmore capricious. Insuch a recessionexhausted developed market the only realgapforgrowthisininternationalwaters.Accordingtothe9thannualGlobalRetailDevelopment Index(GRDI) study frommanagement consulting firmATKearney,“Retail executiveshavelearnedagainthatcoremarkets…arenotthepowerenginesofgrowththeywouldlike”.HanaBenShabat(partnerandcoleaderofthestudy)said,“Relianceondevelopingcountriesforfuturegrowthisnolongera‘nicetohave’,butanecessity”.
Derek Lovelock, Executive Chairman ofAurora Fashions(which operate fashion chains Coast,Warehouse, Oasis andKarenMillen),mirroredthiswhenhesaid,“Mostofusareprettysaturatedinourhomemarketsandwerecognisedthisawhileago”.InthepastthreeyearsAurora’sinternationalbusinesshasincreasedby63%.
Itwouldbe fair todeduce that forambitiousUKretailersincreased development abroad is the only way forward inachieving both long and short term growth strategies. Theformandspeedwithwhichthisdevelopmentpresentsitselfwillultimatelydependonthesize,capabilities,fundingandappetiteforriskpertainingtoeachorganisation.
If internationaldevelopmentisofsuchhighimportanceforthecontinuedsubstantialgrowthofUKretailers,thisisalsotrueofallinternationalretailerslookingtostepoutsidetheirdomesticmarket.Touseapropertycatchphrase,theright“location,location,location”isessential.Whereistherightplacetobeornottobe?
TheUSmarketisstillprovinghardforUKretailerstocrack,andwhilstTopshophasexperiencedsuccessonAmericansoil,theUSarefacingthesamechallengesastheUK–amaturemarketwithslowgrowthandtoughconsumerspending.SouthAmerica,on theotherhand, is looking veryhot.ATKearney’sGRDI2010study indicatedthat fouroutof the topten locations forretaildevelopmentwereinLatinAmerica:Brazil,Chile,UruguayandPeru.With improvingbusinessconditions,LatinAmericais becomingmore attractive for foreign investors. Increasingpersonalincomelevelsandthemovetowardsamoreformattedapproachtoretailingareaidingthismove.
Mainland Europe, whilst not at the top of the ‘Hot’expansion list, has seen development with expansion (andconsideredexpansion) from the likesofReiss intoGermanyandDune intoMalta.While theUKhasbeenslow, therehasbeendevelopmentfromSupergroup,opening20storesinthe

UKinthepastyear,andtheSwitzerlandbasedSwatchgroupopeninginkeylocationsalso.ValueretailingseemstohavebeenakeypushfactorinEurope;duringtheeconomicssqueezeandwithlessdisposableincomeavailable,thedemandforvaluehasbeenhigh.Retailers suchasPrimarkhaveannouncedsuccessin locationswhereothershavenotbeen so lucky. When discussing key expansionmarkets it is essential toinclude the impressive Middle Eastern, Indian and Chinesemarkets,allofwhichhavesustainedkeypositionsontheATKearneyGRDIreportin2010.FollowingDubai’sexperienceofthefinancialcrisisinrecentmonths,confidenceinthisareahasbeenslightlyshaken.However,whenlookingatthewiderMiddleEastandNorthAfrica(includingKuwait,SaudiArabia,Egypt,Tunisia,MoroccoandTurkey)thepossibilitiesarevast.InareportpublishedbyPlanetRetailandDeloitteearlierthisyear(Hiddenheroes: Emerging retailmarkets beyondChina), they suggestthat“withaformalretailsectorthathasonly2%ofretailsales,Egyptisripeforinvestment”.BothIndiaandChinastillremaindefinitehotspotsforinternationalexpansion;UKretailersM&SandMothercareillustratethiswiththeiralreadystrongpresencethere.WhileIndianrestrictionsandhigherpricedrealestatepushittowardsamorematuremarket,theopportunitiesstillprovideroom for extensive growth. InChina, the rise of second tiercitiesandagrowingmiddleclass,alongsidecontinuedopennessinacceptingWesternstyle retail formats,mean thatwhile theculturalchallengesherearehigh,therewardsaremuchgreater.
When internationalexpansion first started toregisterasasignificantconsiderationonUKretailers’ agendas,oneof thefirstemergingmarketlocationstobecitedwasRussia.OvertheyearstherehasbeensignificantretaildevelopmentinthisregionfrombothUKandother internationalorganisationsenteringthechangingmarketplace.However,according toHanaBenShabatofATKearney,“theRussianeconomywashitbadlybytherecession,andotherriskfactors,suchaspoliticalissues,havealsotakenashineoffthecountry”.WhilstRussiadropped8pointsto10thontheATKearneyGRDIreport,activitiesinthemarketplaceindicatethatRussiaisstillasattractiveasbefore.ItwouldbefairtosaythattheRussianmarkethasbeenhitinasimilarwaytoChinaandIndia,but themovedowntheHotSpot listcouldbeassociatednotwiththelessattractivenatureofRussia,buttheincreasedvolumeofotheremergingmarketsenteringthepossibilitylist.Locationsthatwerenotontheradarfiveormoreyearsago(Indonesia,Egypt,Kuwait,SouthAfrica,Iran)arenowverycompetitiveplayers.

According to many, Russians tend to be curious aboutnewproducts,haveaninterest innewbrands,andnowhaveachangingculturetoembracethem,allofwhichpresentafantasticopportunityforWesternretailerstoexpandupon.Addedtorealestateopportunitiesandreal spaceavailable fordevelopment,Russiacontinuestobealocationwithrealpossibilities.
The challenges retailers face in thewakeof the economiccrisis,withspecific reference to internationaldevelopment,donotonlyrevolvearoundthe“where?”butalsothe“how?”Inthepast,manyhaveenjoyedthesuccessofworkingwithfranchisepartnersinenteringnewmarkets.Thishasbeenalowriskroutetodevelopment(althoughinsomecasesnecessaryduetolocallawsandrestrictions)andapreferredalternative tomanagingonawhollyownedbasis.Mothercare,Debenhams,M&SandMonsoon–justtonameafew–havehadsuccessusingthisroute.Thechallengeinusingfranchisepartnersliesinthecontrolssetinplacetodealwiththenetworkincreasinginvolume;withoutproperprocessandregulationtheriskoflosingbranduniformityandunityincreases.Alternativepointsofsale,wholesalepartnersandbrandingmaycreep in,andwithoutgreatercontrol somemayfindithardtoevolvegoingforward.Withshareholdersineachmarketdemandinggreaterprofitability,onlytimewilltellifsomemaybeforcedtoconverttheirstrategyandstartoperatingonawhollyownedbasis.
Availabilityof talentwithin themarketplace is theothersignificant challenge to be faced by all retailers looking forcontinuedinternationaldevelopment.AntalInternational’s6thGlobalSnapShot (employment survey)has reported thatofthose interviewed,73%of the retailworld’sdecisionmakersarehiringacrosstheglobe.Manyofthesewereinthemarketsalreadydiscussed.Asretailersenternondomesticenvironments,the demands for skilled professionals that understand localneedsaswellthecultureofthecompanyenteringthemarketareessentialforlongtermsuccess.RespectforemergingmarketculturesbyUKretailersissometimesoverlookedandcanleadtopossibledisaster for longtermstrategies. Inordertoavoidthepitfallsmanyhavealreadyfacedandthehardlessonsfromwhichsomearestillrecovering,partneringwithtalentproviderswhohavebothlocalandinternationalcapabilitieswillbecomeessential.
So,aswemovetowardsthelastquarterof2010itisfairtoconcludethatinternationalexpansionisbackontheagendaforsome ifnotmanyUKretailers.Location iskey;butwith theincreaseinpossibilitiesacrossthegloberetailersarealmostspoiltforchoiceindestinations.Withtheproperduediligence,strategyand direction, success can be found inmanymarkets acrossEMEA.Retailerscanhelpthemselvesbyavoidingbeingonthelosingsideofthe‘talentwar’(whichwillemergeastheeconomyrecovers),andbyopeningsitesinstrategiclocations;butultimatelyonlytimewilltellwhowillcomeoutvictoriousinthisexcitingandchangingglobalretailmarket.

Children’sGoodsinRussiaPromiseAdultGrowth
According to predictions from a marketing study of the children’s goods market conducted by Detsky Mir company, the growth of the market in Russia will come to around 15% in the near future, which will bring it into a leading position in Europe by rates of development.
Thecrisisoftwoyearsagoaffectedvirtuallyallareasofthenational economy, but the children’s goods’ sector is aspecial case. Expenditure on children traditionally hashighpriority;soeveniftherehasbeenadropindemand,
ithasnothappenedinallproducts,andhasnotbeencatastrophic.AccordingtotheevaluationsmadebyDetskyMir, in2009themarketsawminorchangesincomparisonwith2008;theturnoveroftheindustryfellby7%.“Thefactisthatchildren’sgoodsareasociallyprotected sector, and so thedynamicofdemandwaspreserved, but its structure changed: there has been aredistribution towards cheaper goods”, says Alexey Chuykin,Director at Detskiy Mir. “Individual groups of customersreviewedpricetagsandrealisedthathighqualitygoodscouldbecheap.Distributors,intheirturn,triedtoformthestructureofsupply in such a way that it corresponded to the changedtypologicalbehaviouroftheconsumer.Sofardemandisalongwayfromwhatitwasbeforethecrisis;butthereisalreadygrowthindemandandintheaveragepurchasesize”.
Thespecialnatureoftherevivalofthemarketforchildren’sgoodsinRussiaisthatitpossessesgreatgrowthpotentialinitself.AstudybytheDetskyMirchainforecastsagrowthofaround15%peryear,especiallyinthecategories“Goodsfornewbornbabies”and“Toys”.Despitethecrisisin2009theRussiantoysmarketgrewby2%,while theworldtoymarket increasedby3.6%.Thisdynamic isprimarily causedby the fact that thedemographicincreasein19801987providedagrowthinthebirth rate,which is expected tocontinueuntil approximately2013,andthusanincreaseinthenumberofchildrenagedfrom0to4yearsold.Stateinitiativestostimulatethebirthrateintheformof financialaidalsoplayeda role (socalled“maternitycapital”).
Fromthe2000s,thedisposableincomeofthepopulationhasalsobeengrowing,andsothequalityofchildren’sgoodsbecomesaprimary factor,overshadowingtheprice factor,whichmakesit possible to expand production and retail in themediumpricedandexpensivesegments.At thesametime, themodernRussianmarketforchildren’sgoodsisstillrelativelyyoungandunderdeveloped: a European family spends on average $280peryearontoysforachild,whileaRussianfamilyspends$110.Thisprovidesmajoropportunities fornewplayers to join themarket–bothnationalandforeign.Anexpansionofthemarketforchildren’sgoodswasalsonotedamongtheprioritiesoftheMinistry of Industry and Trade’s target programme for the“Developmentofsmallandmediumenterprise inbranchesofindustryandtrade”for20102012.
According tovariousassessments, atpresent34%to38%of Russians’ expenditure on children’s goods is for clothes;1112% for footwear; 1218% for toys; and1320% forbabyfoodandjuice.Atthesametime,expertsagreethatthegreatestshareof themarket ismadeupofgoods fornewbornbabies.The growing demand for children’s goods has also caused agrowth in supply from international companies.Significantly,Russianmanufacturershavebeguntopaymoreattentiontotheappearanceof theirproducts.Nevertheless, in themajorityofsectors,importedgoodsstilldominate,eventhoughonaveragetheyare20%moreexpensive,yetofsimilarquality.Theshareof imported products varies from 60% to 90% in differentsegments.AccordingtodatafromtheFederalcustomsserviceoftheRussianFederation,furnitureaccountsfor31.7%ofthetotalvolumeof importedgoods fornewbornbabies; tableware for30.7%;carseatsfor18.2%;andpramsfor7.3%.Atthesametime,70%of importedchildren’sgoodscome fromSoutheastAsia,withover50%fromChina.Counterfeitproductionisstillhigh,asareimportedgoodsofdubiousquality,whichcanpresentathreatto thehealthofchildren;what’smore,Russianmanufacturershavedifficultycompetingwiththispowerfulflowofproducts.
Toys represent the most dynamicallydeveloping groupofchildren’sgoods,asparentsdevotean increasingamountofattentiontotheearlyanddiversedevelopmentoftheirchildren.According todata from theAllRussianCentre for theStudyofPublicOpinion(VTsIOM),40%ofchildrenplaycomputergames,whilearound10%playroleplayinggamesandwithdolls;fewerchildren,though,areinterestedinsportingeventsandothertypesofentertainment.Thevolumeofsalesofcomputergamesconstantlyincreases,andeveryyearcomputergamesincreasinglyreplace classic games. With changes in livingstandardsandstyleandincreasesinprosperityandrequirementsfor comfort, consumer culture becomes more important.Accordingly,preferencesalsochange.An increasingnumberofparentswanttodresstheirchildrenstylishly.Atthesametime,factorssuchasthecountryofmanufactureorthebrandbecomemore important in making decisions on clothes’ purchases.In Russia, there are no still no raw materials or resourceswhichwould allow the local productionof children’s clothestobelaunched,andsoaround80%ofallchildren’sclothesaredeliveredfromcountriesofSouthEastAsia,ChinaandTurkey.AnditisverydifficultforRussianmanufacturerstocompetewithimportedbrandsinthesphereofpromotionandformingbrandrecognition.
In the lowprice segment,whichaccounts for85%of themarket,goodsofTurkishandChinesemanufacturepredominate,whicharesoldatmarketsandspecialisedchildren’s fairs.Thisespecially concerns the east of the country. This situation isprincipally caused by the size and geographical position ofRussia.TheentireregionbeyondtheUralsseemsveryremotetoEuropean importersandmanufacturers incentralRussia.Andnationalmanufacturersofchildren’sgoodshavenostimulustodevelopproduction:importinggoodsincontainerloadsismoreprofitable,asitischeaper,andproductionisentirelybasedontheuseofimportedcomponents(fabrics,fittings,packagingetc.).ThemostoutstandingrepresentativesofnationalindustryinthissegmentarethecompaniesGloriaJeansandArtika.
Around10%of theclothesmarket isaccountedforbythemediumpricesegment.Thesmall shareofchildren’sclothinginthemediumpricesegmentcanbeexplainedbythefactthatso far themiddle class inRussia is not very large. Importedclothing labels in thispricesegment includeSela,Neonato,LCWikiki,Coccodrillo;aswellasthemoreupmarketbrands,suchasMothercare,BebaKids,MexxandBenetton.Thesecomefromvariouscountries:Turkey,China,Poland,Serbia,Montenegro,Italy,SpainandDenmark.
Russianmanufacturersalsotrytooccupythismediumpricedniche,whichis themostattractiveforthem:they includesuchRussianbrandsasGloriaJeans,EttiDetti,OranzhevyVerblyud,Dazzle,Unistyle,Arktiline,Nakhlenok,Yarkoandothers.Thepremiumpricesegmentisoccupiedcompletelybyforeignbrands:Brunelli,Sara,LaRobeBleueandArabella.Loyalty tobrandsismore developed among customers of the segment“above
mediumprice”,whilecustomersofthesegment“mediumminus”areprimarilyfaithfultoprice,andinthemediumsegmentthecustomercarefullyweighsuptheratioofpriceandquality.
Civilisedchainretail,especiallyatspecialisedchildren’sshops,isbecoming increasinglypopular.According toastudyby theNielsenmarketingcompany,in2007therewereover60chainsofshopsofchildren’sgoods inRussia. In20072008,overhalfthe total volumeof organised retailwas controlledbymajorretailers: the shareofDetskyMirwas2530%,BananaMamawasat1520%,andMothercareandKorablikat57%each.Theremainingchainsdidnotaccountformorethan10%.However,the 20082009 economic crisis led to a redistribution of themarket. Some chains disappeared from themarket (BananaMama);otherssloweddowntheirratesofdevelopment;andstillothersdidnotentertheRussianmarket(suchastheBritishtoyshopHamleys); some, though,didgainnewopportunities tospeedupexpansion(Dochki&Synochki).
Thestate’spriorityindevelopingthechildren’sgoodsmarketis becoming increasingly attractive formanufacturers.At theinternationalExPO2010inShanghai,itwasannouncedattheRussianpavilionthatfivetechnologyparkswouldbecreatedinRussia specialising ingoods forchildrenandnewbornbabies,multimediagameandinstructionprogrammes.ThePresidentoftheChildren’sGoodsIndustryAssociation,AntoninaTsitsulina,quotedbytheRIANovostinewsagency,notedthatmanufacturerstodayhaveaclearsocialorderforintroducinggoodsthatprovidefortheintellectualandmoraldevelopmentofchildren,andaredoingeverythingtorealisethis.InthecityofTogliattiinSamaraOblast,thetechnologyparkproject,DetpromTogliatti,isalreadybeingdevelopedonthebasisofa freeeconomiczone.BesidesRussian residents, possible investors may be the AmericancompanyHasbroandtheKoreancompanyAurora.
Withoutdoubt,othersegmentsarealsoofinterestforforeignplayers. InJune2010, theAmericancompany,KimberlyClark,openedafactorymanufacturingpersonalhygienegoodsintheStupinskyregionoftheMoscowOblast,andiscountingonanincreaseintheincomeandbirthrateinRussia,andthereforeanincreaseindemandfornappies.In2009,thissegmentgrewbyaround10%,and“diverseandfashionableproductsunder theHuggiesbrandarealreadywellknowntoRussianmotherswhoareveryinterestedinfashion”,ascompanyCEO,ThomasFalk,saidinaninterviewwithVedomostinewspaper.
Despitethepredominanceofimportedproducts,theRussianmarketforchildren’sgoodsisfarfrombeingsatiated,andthereissufficient area fordevelopmentboth forRussian and foreignmanufacturers. In years to come we can expect growth incompetitioninthissector.

RussianAccounting:15YearsAwayfromSecrecy
The Moore Stephensstory in what was stillthe Soviet Union goesbacktothe1980s,when
it was a pioneer amongstprofessional firms in thecountry. Its first assignmentswere for companies trying toraise finance in internationalmarkets. Before they wouldlend, bankers wanted to seef i n anc i a l i n f o rma t i onpresentedinafamiliarformat.Since accounting conventionsin Russia were markedly
different to those adopted inWesternEurope andNorthAmerica, the bankers insisted on accounts produced inaccordancewithInternationalAccountingStandards(nowknown as International Financial Reporting Standards).MooreStephenshelpedanumberof companiesproducesuchaccounts.
Inevitably the next demandwas for audited financialstatements, a challenge that Moore Stephens, alreadyfamiliar with the differences between Soviet andinternational accounting practices, felt it was ready tomeet.Asaresult,by1991MooreStephenshadcarriedoutthe first ever audit of a Soviet company to internationalstandards.
OverthenextfouryearsMooreStephenscontinuedtosendteamstoRussiafromLondon.But,asthefirm’sclientbasegrew,itbecameclearthatapermanentpresencewasrequired. MooreStephens therefore took thedecision toestablish offices inMoscow andVladivostok, andmovedahead with implementing this plan in September 1995.MooreStephensCISnowhasfiveofficesinRussia,havingaddedStPetersburg,NovosibirskandYuzhnoSakhalinsktothoseinMoscowandVladivostok.
A lot has changed in Russian accounting during theintervening years. In the 1990s Russian accountingregulationswere solely designed to produce informationuseful for government bodies, in particular the taxationauthorities.Accounting departmentswere not geared toproducing information that could be used to monitorand assess performance. Many companies had separate
departments maintaining parallel records for thatpurpose.
OneofthemostsignificantdefectsofRussianaccountsfrom a management information perspective was thatcertainitems,forexample,accruedexpenses,weresimplynotrecognisedinfinancialstatements.Otheritemshadtobetreatedinaccordancewithtaxaccountingnormswhichmight have no link to economic reality – for example,depreciation rules. A further issue was the use of fundaccounting. Under this system, many items of expense(essentially those that were not recognised for taxationpurposes)weretakendirectlytoreservesratherthaneverpassingthroughtheincomestatement.
Changes introduced by successive governments, inparticulartheconcessionallowingenterprisestoproducetheirprimaryfinancialstatementsonabasisotherthantaxaccountingrules,meanthatitisnowpossibleforaRussiancompany to produce financial statements under Russianaccounting regulations that give a reasonable picture offinancialperformance.Unfortunately,asignificantnumberofchiefaccountantsarestilltemptedbythesimplicityofkeeping accounting records in accordancewith tax rules(meaning a minimum of adjustments required whenproducing tax computations) and therefore continue toproduce financial statements thatarenotmeaningful formanagement.
PerhapsevenmoresignificantthanchangesinRussianaccounting regulations has been the practice adopted bymany Russian companies of producing a second set offinancial statements in accordancewith IFRS. In fifteenyears Russia has gone from close to zero usage of IFRStobeingaplacewherevirtuallyeverylargeandmediumsizedcompanyproducesIFRSfinancialstatements.Intheearly daysmost companies that produced IFRS financialstatements did so solely to fulfil the requirements offoreign financiers.What has been encouraging is to seehowmanycompaniesnowunderstand thevalueof IFRSfinancialstatementsasamanagementtool.
Audit has also been through significant transition.During the first years thatMoore Stephens carried outaudits in Russia, secrecywas pervasive.At one companytheMooreStephensaudit teamwasnearlyarrestedasallaccountinginformationwasconsideredaStateSecret!Atothers, secrecy was associated with an unwillingness to

disclosedetailsofquestionableschemes.Elsewhere,ownershad fears for their physical safety. In general, companiesbeingauditedtodayarefarmoreopenabouttheiractivities.Onereasonisagreaterunderstandingoftheauditprocesson the part of clients. Another is improvement in thebusinessenvironment.
Because laws and regulations were rapidly evolving,andbecauseinterpretationoftaxandaccountingmattersdifferedbetweenregionsandauthorities,thereweremanyareas where it was not 100% clear what was acceptableand what was not. The combination of poorly draftedregulations,alackofclarityintheirinterpretationandhighcorporatetaxratesledmanycompaniestocreateinventiveschemes–looknofurtherthanYukosforaperfectexample.Some of the schemes were clearly in contravention ofregulations. In other cases it was simply not possibleto tell. As a result, virtually every set of published IFRSfinancial statements contained heavy caveats about theinterpretation of tax and currency control regulations.This general situation persists today, but the significantreductionintaxratesfromtheearly2000sonwardsmeansthatthereis less incentiveforcreativityontheonehand,and on the other, in certain areas at least, there is nowmorecertaintyabouttheinterpretationoflaw.
One of the most striking features of the auditingprofession inRussia has always been the divide betweenthosewhoworkinaccordancewithinternationalstandardson auditing and those who work in accordance withnational standards. This divide is stillmarked today, butfifteen years ago it was evenmore apparent. The focusof almost every Russian auditing firmwas on ensuringcompliancewiththeminutiaeoftaxandcurrencycontrolregulations. The concept of expressing an opinion onthe“truth and fairness” of the picture presented by thefinancialstatementswasanalienconcept–understandablyso,giventheprimarypurposeoffinancialstatements.
Inthe1990s,ahandfulofinternationalfirmsincludingthe Big Six andMoore Stephens established audit teamsinRussia capable of carrying out audits to internationalstandards. Establishingsuchteamswasnoeasytask. Inthe 1990s therewere virtually noRussian nationalswhohad qualifications encompassing international auditingand accounting standards. There were even fewer withappropriatepracticalexperience.Asaresult,auditingfirmsthatwanted to operate in accordancewith internationalstandards were obliged to bring in suitably qualifiedforeignerstoworkinRussia.MooreStephensCISwasnoexceptiontothisandovertheyears ithashademployeesfromeverycontinentoftheworldexceptAntarctica!
AstheknowledgebaseinRussiahasexpandedtheneedtobringinforeignershasreduced.Todayitisgratifyingtoseemembersofstaffwhohavetrainedandqualifiedatalllevelswithinthefirm.
Looking forward, the biggest challenge for thoseinvolved in audit to international standards in Russiais ensuring the quality of the service provided by theprofession. Paradoxically, quality today is probablylower than it has ever been. The reason for this is notdeteriorationintheofferingofestablishedfirms.Itisthe
proliferationof firms that started toprovide this servicein the years immediately prior to the 2008 crisis. Thetemptationwas clear – demandwas growing and, in anoverheatedmarket, priceswere high.Whatwas and stillis lacking on the part of these firms is appropriate staff.Many have only one or two employeeswith appropriatequalifications. In contrast, established firmswill have aminimum of two qualified professionals and generallythreeormorequalifiedmembersofstaffonanindividualassignment. In an environment of increasingly complexaudit and accounting standards the dangers of underresourcedfirmsisselfevident.
Greaterregulationofauditstointernationalstandards,which, in contrast to statutory audits, currently remainunregulated in Russia, may be part of the solution. Beer: Who runs it in Russia?Russian beer consumption has enjoyed extraordinary growth in the last four years. Although consumption figures dipped in the early 1990s, beer sales have grown by a rate of 10 percent per annum since 1995.
Even last year’s financial crisis has had little impact on the sector. While nearly all the rest of the Russian economy has gone into contraction, beer sales have been unaffected. Indeed, the figures are astonishing.
In 1997, domestic production was 252 million dal. In 1998, according to data from Troika Dialog, the figure had risen to 324 million dal, a rise of 23%t. Even more startlingly, given Russia’s financial difficulties in the last twelve months, production is expected to rise again in 1999 by nearly a third, thereby sustaining one of the world’s fastest growth rates in the beer market.
Indeed, the total market as of the first six months of this year is estimated at 2,170 million litres, according to data from Troika Dialog. That compares with a figure for the whole of the previous year of 3,500 million litres. “Following the crisis last year, most analysts revised their growth predictions for the sector downwards by a range of 10-15 percent”, commented Maria Tarulina, an analyst with Troika Dialog. “However, everybody has been forced to reassess their figures because sales have just kept on rising this year”.
Further evidence for the ordinary Russian’s propensity to spend copiously on beer has also been indicated by their will-ingness to try the more expensive brands of recent market entrants such as Efes and SAB.
ForeignBrewersJockeyforPositionSun breweries merger with Interbrew, to create Sun-Interbrew, may well be a sign of things to come in the Russian beer sec-tor. The $130 million investment has, in one fell swoop, given Sun the opportunity to develop a national brand, namely Inter-brew’s Stella Artois.
“We view Sun’s new partnership with Interbrew as excel-lent news for shareholders”, comments Margot Jacobs, an analyst at United Financial Group. “Interbrew brings a wealth of brewing and market expertise, plus immediate cash injec-tions, all of which will better position Sun to keep its position in Russia’s rapidly growing beer market”.
For Interbrew, meanwhile, the advantages are consider-able. Above all, it greatly expands its Russian operations from
the two breweries it previously controlled to a region-wide network of breweries. That allows the Belgian giant instant access to the Russian beer market by buying into the only available holding.
Not surprisingly, other international breweries have been keen to get in on the act. Like their counterparts in the confec-tionary industry, such as Mars and Nestle, they are looking at producing locally in order to avoid debilitating import costs.
For example, the Turkish producers of the Efes brand have recently reopened a facility in the Moscow region, the Icelan-dic brewery, Bravo, has moved into fourth position in the St Petersburg market, and South African Breweries (SAB) have a factory in Kaluga.
Efes already accounts for 4 percent of the Moscow market and has the capacity to double its production if sales go well. “Efes will ramp up to 15 million dal pretty quickly and that makes them a significant player already in the capital”, com-mented Jacobs.
In addition, Vena Brewery in St Petersburg was recently the subject of a takeover by the Finnish brewery Synebrchoff. And Synebrchoff itself is controlled by Carlsberg, who, it is strongly rumoured, are considering opening Greenfield facili-ties in Russia.
Analysts predict a wave of acquisitions and Greenfield proj-ects over the next few years. “There’s little doubt that the for-eign presence will increase, it’s just a question of by how much and when”, said Tarulina.
BaltikaThis leaves Baltika. And here, the international presence is just as pronounced. The principal investor is Baltic Beverages Holding (BBH), which holds a 75% stake in Baltika.
A consortium of Finnish, Norwegian and Swedish alcohol-ic distributors, BBH has enjoyed considerable dividends on its initial investment of $50 million. Since then, BBH have gone on to acquire interests in several other breweries in Russia, tak-ing the group’s market share to an overall 20%.
The message is clear: Most European markets may not have reached saturation point, but Russia indisputably has not. And as that means massive growth in sales over the next five to ten years, the international breweries will continue to fall over themselves in their haste to grab a slice of a very lucrative market.
