Flippie-hulle het hulle vakansie kortgeknip en was die naweek terug om die polisie en hulle versekeringsmaatskappy te help met die ondersoek. Hy het Dinsdag aan die koerant bevestig dat ‘n forensiese verslag deur die polisie saamgestel word. Voorlopig wil dit voorkom asof ‘n elektriese fout wat in die motorhuis ontstaan het dalk die oorsaak van die brand was. Die presiese omvang van die skade moet ook nog bepaal word, veral nadat daar agtergekom is dat die huismuur naaste aan die brand ook gebars het. ‘n Oproep om jou in te lig dat daar ‘n brand by jou huis is, is nie iets wat mens graag kry terwyl jy met vakansie is nie.

Die Greylings van Louis Trichardt, Flippie en Annette, en haar suster, Cecelia Swanepoel, was met vakansie by die see, salig onbewus dat vriende en familie besig was om ‘n brand by hulle huis te bestry vroeg die oggend. Vriende wat ongeveer vyfuur Donderdagoggend, 2 Julie, verby hulle huis in Andersonstraat gery het, het gesien hoe vlamme by hulle motorhuis uitborrel.

Flippie se seun, ook Flippie, was vinnig op die toneel en het die brandweer ontbied. Die eerste wat hulle gedoen het, was om die vlamme onder beheer te kry voordat die brand na die huis kon versprei.

Terwyl die brandweerwa ekstra water moes gaan skep (dit was ‘n lang storie weens watertekorte) het Flippie jnr., sy kinders, vriende, bure en dorps-waglede ingespring met al wat ‘n leë houer was. Water van die swembad agter die huis is aangedra en ‘n mense-tou is gemaak, sodat die brand van alle kante bestry kon word. Weens die elektrisiteit wat uitgesny het tydens die brand, kon daar nie gebruik gemaak word van die huis se boorgat om water te pomp nie.

Teen die tyd wat die son opgekom het, was die brand onder beheer en die huis veilig. Dieselfde kon nie van die motorhuis gesê word nie. Dit is totaal in puin gelê. Flippie se nuwe bakkie en sy skoonsuster se motor het ook in die slag gebly, saam met al Flippie se visvanggoed.

Flippie-hulle het hulle vakansie kortgeknip en was die naweek terug om die polisie en hulle versekeringsmaatskappy te help met die ondersoek. Hy het Dinsdag aan die koerant bevestig dat ‘n forensiese verslag deur die polisie saamgestel word.

Voorlopig wil dit voorkom asof ‘n elektriese fout wat in die motorhuis ontstaan het dalk die oorsaak van die brand was.

Die presiese omvang van die skade moet ook nog bepaal word, veral nadat daar agtergekom is dat die huismuur naaste aan die brand ook gebars het.

Flippie is net dankbaar vir almal wat kom help het, veral vir sy seun.

Die Minister van Waterwese en Bosbou sal R2,9 miljoen moet opdok as skadevergoeding aan ‘n 14-jarige inwoner van Levubu, nadat die departement 100% aanspreeklikheid aanvaar het vir die ernstige beserings wat die kind in 2012 opgedoen het.

Die departement het op 17 Junie buite die Noord-Gauteng Hooggeregshof geskik in die saak tussen die nou 14-jarige Lourika Schutte, ‘n Graad 8-leerling van Hoërskool Louis Trichardt, teen die Minister van Waterwese en Bosbou. Plaaslik het prokureur Steffie van der Westhuisen vir die Schutte-familie opgetree, met korrespondent prokureur Greyling Erasmus in Pretoria.

Lourika is op 11-jarige ouderdom ernstig beseer toe die swaaie by die Departement van Waterwese se kamp in Levubu inmekaar getuimel het. Die staalstruktuur het op 18 Maart 2012 bo-op haar bo-bene geval en albei femurbene gebreek.

Lourika het ten tye van die ongeluk by ‘n vrien-din van haar in Levubu gekuier. Haar ouers was in Pretoria vir haar oupa se begrafnis. Lourika se vriendin was saam met haar op die swaai toe dit inmekaar gestort het. “Weet jy wat het hulle [die departement] gedoen? Die ongeluk het Sondagmid-dag gebeur en die volgende oggend toe Lourika se pa [Johan] terugkom om foto’s te neem, toe is die hele parkie verwyder,” het Van der Westhuizen Maandag aan die Zoutpansberger gesê. Daar was geen waarskuwingsborde by die parkie om die publiek te waarsku dat die speelterrein gevaarlik was weens ‘n swak toestand nie en die publiek het vrye toegang tot die parkie gehad. “Die swaai se ysterpale het letterlik onder afgeroes … Toe hulle [die kinders] swaai, het die beweging die laaste bietjie van die pale laat afbreek - morsaf, onder op die grond. So, die parkie is nooit in stand gehou nie,” het Van der Westhuizen gesê.

Lourika se pa het na die ongeluk ‘n siviele eis teen die Departement van Waterwese en Bosbou ingestel. Die hofsaak moes egter eers ‘n proses deurloop. Eise ten opsigte van skadevergoeding het twee hofdatums, die eerste om die meriete van die saak te bepaal en die tweede om te besluit oor die kwantum (vergoeding in randwaarde). “Aan-vanklik het hulle [die departement] ons ‘n aanbod gemaak dat hulle 60% aanpreeklikheid aanvaar … Die oggend toe ons voor die hof se deur staan, toe sê hulle hulle erken 100% nalatigheid,” het Van

der Westhuizen gesê. Dit was tydens die eerste hofdatum in Maart verlede jaar.

Met die departement se erkenning van 100% aanspreeklikheid moes daar besluit word oor die kwantum. Om ‘n bedrag te bepaal is verskeie mediese deskundiges ingeroep om verslae oor die aard van Lourika se beserings en trauma op te stel. “So, wat ons ookal op die kwantum kon bewys, sou hulle ons dan 100% moes gee,” het Van der Westhuizen gesê.

Die saak om oor die kwantum te besluit is op die hofrol geplaas vir drie dae vanaf 15 Junie, uitgesluit die vakansiedag op 16 Junie. Teen die tweede dag van die verhoor, op 17 Junie, het twee deskundiges, me. M. Mills (‘n opvoedkundige sielkundige) en mnr. E. Bloye (‘n kliniese sielkundige), reeds getu-ig, met ‘n derde getuie, dr. M. Malaka (‘n bedryf-sielkundige), in die hof gereed om te getuig. Voor dr. Malaka egter kon getuig, het die departement besluit om buite die hof te skik.

“Dit is ‘n goeie skikking. Ons is baie tevrede daarmee,” het Van der Westhuizen gesê.

As deel van die skikkingsbedrag, wat binne 30 dae ná die hofbevel betaal moet word, moet al die deskundige verslae en die dokters se kostes betaal word, asook al Lourika se mediese kostes tot op hede. Hulle moet ook die kostes betaal vir die oprigting van ‘n trust waar die geld veilig gehou kan word totdat Lourika 18 word. “Haar toekom-stige kostes is vir ons van groot belang hier,” het Van der Westhuizen gesê. ‘n Groot deel van die skikkingsbedrag sal gaan ten opsigte van laasgen-oemde. Lourika was ‘n belowende jong danseres en sal nooit weer kan dans nie. Sy moes letterlik van vooraf leer loop ná die ongeluk.

Intussen het Van der Westhuizen aangedui dat die ander meisie, Lourika se vriendin, se ouers haar verlede jaar ook opdrag gegee het om ‘n siviele eis teen die departement in te dien. “Sy [die vriendin] het so geskrik, sy het nie eers agtergekom sy is beseer nie. Hulle het dit eers later agtergekom toe sy inmekaar sak. Sy moes hardloop om iemand te gaan roep om vir Lourika te kom help. Basies toe Lourika in ‘n voertuig gelaai is om haar hospitaal toe te bring, het die kind inmekaar gesak. Toe is daar eers agtergekom sy het ook seergekry,” het Van der Westhuizen gesê. Die ander meisie het albei haar maermerries gebreek.

‘n Waarskuwing van die Sout-pansberg Dorpswag, dat mis-dadigers al hoe meer astrant word, blyk waar te wees.

Kort nadat die dorpswag in verlede week se uitgawe van die Zoutpansberger gewaarsku het oor die toename in misdaad, het nóg mense slagoffers geword.

Verlede Vrydag het ‘n skimag-tige skelm(s) by Standardbank in Kroghstraat, Louis Trichardt,

ingebreek. Volgens die Makhado polisie het niemand iets gesien van hoe ‘n “onbekende bedrag geld” gesteel is uit een van die bank se kluise nie.

Polisiewoordvoerder konst. Irene Radzilane het gesê die dief/diewe het toegang verkry deur ‘n gat te breek in die dak. “Hulle het reguit vir ‘n sekere kluis gegaan ... maar niemand het niks gesien nie, ook nie op

die sekuriteitskameras nie, ook nie die sekuriteitswagte wat daar was nie,” het sy Maandag gesê. Sy kon nie bevestig hoe die kluis oopgemaak is nie. Die voorval het om ongeveer 22:00 plaasgevind.

Radzilane het bevestig dat die polisie ‘n saak van inbraak by ‘n besigheid ondersoek.

Teen druktyd is daar nog geen arrestasies gemaak nie.

Margret Mary Smit (70), alombekend as Tannie Margie, is op Sondag, 28 Junie, oor-lede ná sy ‘n beroerte gehad het. Sy is verlede Vrydag, 3 Julie, hier op Louis Trichardt te ruste gelê. Skimbende slaan toe by Standard Bank

Limpopo is die provinsie waarin daar die meeste gevalle van plaasaanvalle aangeteken word.

Dit is luidens statistieke wat die burgerregtelike groep AfriForum, in samewerking met die Trans-vaalse Landbou-Unie van Suid-Afrika (TLU SA), verlede week in Centurion uitgereik het. Volgens TLU SA se assistent-hoofbestuurder, genl. Chris van Zyl, was Gauteng tot onlangs die provinsie waarin dié misdrywe die meeste plaasgevind het. Nou is dit Limpopo.

Limpopo word gevolg deur KwaZulu-Natal, dan Gauteng, die Vrystaat, Oos-Kaap, Noordwes, Mpumalanga, Noord-Kaap en dan die Wes-Kaap.

Van Zyl het ook verder aan die nasionale media gesê dat plaasaanvalle nie net meer verspreid voor-kom nie, maar ook meer brutaal word en in meeste van die gevalle noodlottig is.

Volgens hulle syfers is daar sedert 1990 ‘n totaal van 1 747 plaasmoorde en 3 542 plaasaanvalle aangeteken. Uit die vermoorde slagoffers was 1 133 plaasboere, 465 direkte familielede, 130

plaaswerkers en 19 besoekers. Gedurende 2015 (Januarie tot Junie) was daar reeds 27 gevalle van moorde en 116 aanvalle gewees.

Al twee organisasies het ook aangedui dat hulle nuwe projekte, planne en groot aksies vir die prior-itisering van plaasmoorde in werking gaan kry hi-erdie jaar. AfriForum het ook die daad by die woord gevoeg. Hulle uitvoerende hoof, mnr. Ernst Roets, saam met Lorraine Claasen, ‘n kriminoloog en navorser, sou hierdie week besoek bring aan Perth. Tydens hulle besoek sal hulle na verwagting die World Society of Victimology-kongres toespreek in ‘n poging om internasionale bewusmaking te skep oor plaasaanvalle. Verder beplan AfriForum om aksies daar te stel om buurtwagte uit te brei en die bemagtiging van die gemeenskap.

Seven people died when a truck and taxi were involved in a horror crash at the Mu-sina weigh bridge traffic light early on Wednesday morning, after the taxi allegedly failed to brake at the traffic light.

Shocked people looked on in disbelief as emergency workers used the “jaws of life” to re-trieve the critically injured. The taxi was ferrying passengers from Beit Bridge, in the direc-tion of Musina. The accident occurred around 05:00.

Premier Stan Mathabatha expressed his shock about the accident and sent his condo-lences to the bereaved families. He again reiterated the govern-ment’s stance on unroadworthy vehicles that continuously flood the province’s roads. “Traffic

officials must continuously perform their work with due diligence to stamp out reckless driving and unroadworthy vehi-cles,” he said.

The MEC for Roads, Safety and Liaison, Mapula Mokaba, has expressed shock over the accident. “Our thoughts and prayers are with the families of the deceased during this time of grief, and we wish a speedy recovery to the injured ones. The department shares their heartache and is saddened that so many lives continue to be lost on South African roads, which not only impacts nega-tively on their families but on the province and the country in general,’’ said Mokaba.

The spokesperson for the po-lice, Col Ronel Otto, confirmed

that they have opened a culpable homicide docket and, as yet, no body has been identified.

An eyewitness, Marcus Muz-ile, said he heard a loud bang-ing sound before the accident happened. “I was standing next to the road, when I suddenly heard that sound. I realised that the taxi could overturn and it was travelling at high speed,” he said. Musina Mayor Mihlo-ti Ramoyada said they were shocked to learn of the accident. She said the government was worried about the increasing number of accidents. “This is a serious concern as more inno-cent lives are lost on our roads.”

The names of the deceased and injured had not yet been released at the time of our going to press.

Freddy Azwitamisi Tshikhudo (40) was in no apparent shock after it became clear that he would spend the remain-der of his life behind bars.

He was sentenced to life imprisonment in the Louis Trichardt Circuit High Court last Thursday (2nd), after being found guilty of murdering Rumbidzai Manyere (36). Tshikhudo was also found guilty of raping two other victims (prior to killing Manyere), two counts of kidnapping, two counts of robbery, two counts of house-breaking and one of attempting to sell human remains.

His case became know as the “Hand Case” after Tshikhudo tried to sell Manyere’s severed arm. Instead, this led to his arrest.

“I feel that there is nothing that I can say,” remarked Tshikhudo when asked by his attorney, Mr Desmond Monyane, whether there were any mitigating factors he would like to impart to the court. “… whatever the court wants to do is fine with me … how can I be sorry for something that I never committed? According to me, I never committed anything. The court is saying they are finding me guilty… how am I supposed to be sorry about that?” said Tshikhudo.

Afterwards, during a brief intermission of the court, Tshikhudo made smalltalk with his attorney and the policemen in court. He also asked for some cigarettes and money, and threatened to sue the newspaper for taking photographs of him during his trial.

During Tshikhudo’s trial, a horrific pic-ture was painted in his own words about Manyere’s last days.

Tshikhudo submitted a confession to the Makhado police shortly after he was arrested on 5 April 2013 at Elti Café, try-ing to sell her severed arm to the owners.

During the course of his year-long trial, however, Tshikhudo changed his account of events three times. Last week he claimed that he had been coerced into the confession, which was the State’s key piece of evidence, by six policemen who beat him.

At the time of his arrest, Tshikhudo claimed that the café owners, Mr Musha Isap Ali Patel (64) and his wife Ms Hasina Muska Patel (62), were part of the plot and owed him money for killing Manyere. The charges against the Patels were withdrawn when Tshikhudo submitted his confession.

In his confession, Tshikhudo admitted to having a sexual affair with Manyere. On 18 March 2013, he lured her into the bushes at the northern part of Celliers Street. She was about to terminate their relationship, but he still needed money from her.

Once in the bushes, he confessed to binding her hands and feet with her own clothing before robbing her. He stole some cash, a cell phone and a pair of takkies that he had bought for Manyere during a previous rendezvous. Because Manyere was screaming, Tshikhudo also put balled-up clothing into her mouth to silence her.

“I then left her like that,” Tshikhudo said. Nine days later, Tshikhudo returned and discovered that Manyere was dead. “I then decided to untie her … and left her body there.”

Another four days passed, during which time his financial responsibilities started

catching up with Tshikhudo. This drove him to cutting off Manyere’s hand to try and see if the Patels would buy the hand. Shortly before attempting this, he changed his mind and “decided to go to the old man’s shop to take the money.”

“I entered the shop … I then took out the deceased’s hand from the plastic bag and waved it around. The old lady started screaming. I told her not to scream as I would not harm her, but what I wanted was money.” Tshikhudo admitted that it was due to his financial dilemma that he had lied to the police and told them that he and the Patels were in it together to gain profits from Manyere’s death. “I told them [police] that the Indians were not involved, but I did this because I had no money, that is why I decided to implicate the Indians with the hand. That is why I decided to make this statement [confession].”

Judge Voster said in his verdict that no mitigating factors could be considered in sentencing Tshikhudo. He also added that Tshikhudo’s evidence was full of serious contradictions, and agreed with the State that Tshikhudo could not be trusted to tell the truth.

Voster sentenced Tshikhudo to three life sentences for the murder and two rapes. He also sentenced him to a further 15 years on each count of robbery, 10 years on the housebreaking charge, five years on each count of kidnapping, and three years on the count of the attempted trade in human flesh. All the sentences were ordered to run concurrently, which means Tshikhudo will have to serve 25 years of his sentence before he can be considered for parole.

The Makhado Municipality has downplayed rumours that growing tension between the mu-nicipal manager (MM), Mr Sakkie Mutshinyali, and municipal officials and SAMWU (South African Municipal Workers Union) is “forcing” Mutshinyali out of his office.

The source of this growing tension allegedly re-lates to Mutshinyali’s appointing a private company (Tripple Hawks Auditors & Forensic Audit from Polokwane) in October last year to investigate alle-gations about corruption within the municipality’s finance department regarding expenditure, as well as the appointment of a private security company (VIP Protection Service Provider) in May this year to protect Mutshinyali. In both cases, it is argued, the appointment of these two companies took place without the council’s knowledge, at a cost of hundreds of thousands of rands to the municipality and the taxpayer.

More than once this year, rumours surfaced that Mutshinyali had been suspended because of his actions. In all instances the municipality, by means of its spokesperson Mr Louis Bobodi, denied these claims. At the beginning of June this year, rumours again surfaced that Mutshinyali had been suspend-ed. “The municipal manager is not suspended. He is on vacation leave. He will be back on Monday, June 8,” was Bobodi’s response to a media enquiry sent through on 2 June.

More and more rumours surfaced, however, that Mutshinyali had not asked to take leave but had been put on leave by Mayor David Mutavhatsindi. This, apparently, followed pressure from municipal officials and SAMWU to suspend Mutshinyali.

Another rumour that made its way to the Zout-pansberger was that Mutshinyali’s “protection team” was allegedly costing the municipality and taxpayers R137 000 every two weeks. This after two alleged failed attempts on Mutshinyali’s life in February and March this year. The Zoutpansberger reported on both attacks and, at that stage, it was widely speculated that the alleged attempts on Mutshinyali’s life were related to the private inves-

tigation he had launched in October as mentioned above. Following these attacks, VIP Protection Service was appointed to protect Mutshinyali. As far as the Zoutpansberger could determine, VIP Protection Service was appointed by Mayor Mu-tavhatsindi, without Council’s approval. This also sparked outrage as many wanted to know whether the alleged attacks on Mutshinyali were indeed work-related and would warrant the appointment of a private security company at the expense of the taxpayer.

The Makhado Municipality was asked to give clarity on these rumours and allegations in a detailed media enquiry send through on 15 June. Among the questions asked was whether Mutshin-yali had indeed taken voluntary leave or whether he had been placed on forced leave by the mayor; whether the municipality was indeed paying VIP Protection R137 000 every two weeks for Mutshin-yali’s protection; if the amount above was incorrect, what amount the municipality had already spent on Mutshinyali’s protection; whether or not the mu-nicipality was able to determine that the “attacks” on Mutshinyali’s life were indeed work-related; and whether the appointment of VIP Protection Service had served before Council for approval?

The Zoutpansberger eventually received a one-paragraph response from Bobodi regarding the above questions on 30 June. “No. The MM [municipal manager] took a vacation leave as stated before,” was Bobodi’s response to the question whether Mutshinyali had taken voluntary leave or been forced to take leave. Regarding the moneys paid to VIP Protection Service, Bobodi stated: “The exact and total amount is R300 000 based on progress of investigation and security needs, which was effected in May 2015 and no other payment was ever made.” As for whether the municipality could determine if the attacks on Mutshinyali had been work-related, Bobodi said: “It is a matter that is being investigated and any employee’s life is of vital importance to the municipality.” With regard to whether the appointment of VIP Protec-

tion Service was approved by Council, Bobodi’s answer was “It was served before the Council and approved after the appointment due to its urgency.”

It would seem, however, that the meddlesome “questions” regarding the appointment of VIP Protection Service had ruffled a few feathers in Council and that Bobodi had been a bit economical with the truth. Although it is true that Council ap-proved the appointment of VIP Protection Service, Bobodi failed to indicate that this was only done on 18 June during a special council meeting. The meeting was called 24 hours before, following the public holiday on 16 June and their receiving the media enquiry from the Zoutpansberger on 15 June.

The special council meeting left several council-lors outraged, especially opposition DA councillors Brian du Plooy, Mpashe Masilo and Albert Mafha-

la. Their objection to approving the appointment of VIP Protection Service was not noted by Council. “The Speaker overlooked us,” they said.

There was only one item on the agenda for the Special Council meeting with Council, among oth-ers, approving a resolution “That the action of the mayor to authorise that reputable VIP Protection Service Provider be sourced, be ratified, in view of the special circumstances of the case as recorded in the report with a total cost of R300 900.”(The 15 June media enquiry was two-fold. The first part related to the above article. The second part of the questions related to the appointment of Tripple Hawks Auditors & Forensic Audit and the progress made in their investigation into allegations of cor-ruption in the municipality’s finance department. See the accompanying article in this regard).

Much of the alleged tension between Makhado municipal manager Mr Sakkie Mutshinyali and municipal employees apparently stems from Mutshinyali’s appointment of a private company to investigate allegations of corruption within the municipality’s finance department.

The investigation followed allegations of corruption regarding the procurement process of tenders and the alleged forging of signatures by junior officials to exact payments to tenderers without their actually rendering the services they had tendered for. Mutshinyali was made aware of these allegations and he, as accounting officer, ap-pointed Tripple Hawks Auditors & Forensic Audit, a private company from Polokwane, to investigate. Their main focus was to investigate several suspi-cious payments made to five respective companies, which related to “services” rendered for catering and transport of ward committee members.

The company released their preliminary findings to the municipality on 17 December last year. Shortly afterwards, the municipality suspended their manager (expenditure) in the finance depart-ment, Mr M V Mandobe. This was in accordance with the recommendations of the preliminary report.

The preliminary report, of which the Zoutpans-berger obtained a copy, makes for some interesting reading. The report advises the municipality “that there are reasonable and justifiable ground to be-lieve there are elements of fraud and corruption in the municipality” and recommended that the Man-ager Expenditure be suspended with full pay. “ …we believe there are reasonable grounds to precau-tionary suspend Mr M V Mandobe with immediate effect to allow investigations to proceed to a finale stage without any interference since payments were checked and done under his supervision. There are also prima facie evidence that Mr M V Mandobe might be [a] party with interest in this matter and therefore [it] is reasonable for the investigations to continue in his absence due to the following reasons: 1) to avoid further loss of information and 2) to allow potential witnesses identified to provide information without fear or prejudice,” the report read. The report also advises the municipality to instigate criminal charges against one of the service providers implicated in the suspicious transactions. The investigation has found that she is the sole director of four of the companies [tenderers] in-vestigated and recommends that the municipality should immediately open a criminal case of fraud against her “for continuously receiving payments from the municipality in her bank account for a period of more than a year without making any disclosure as required by the Financial Intelligence Centre Act, no 38 of 2001.”

The report worryingly also points out that these above-abnormal practices were, in their opinion, conducted with the assistance of the internal staff members of the municipality. “The involvement of the internal staff is also supported by the fact that crucial information directly linked with the allegations was also stolen at the municipal offices ...,” the report states. In this regard, the report warns that if these allegations of fraud and corruption are not properly attended to as recommended by Tripple Hawks, it might hold future “potential risks that may have a serious negative impact” for the objectives of the municipality, thus hampering ser-vice delivery and resulting in communities losing confidence in the municipality.

The report caused a furore in municipal cor-ridors, with some arguing that Mutshinyali had

acted outside of his mandate in appointing Tripple Hawks at a cost of R335 000 without the knowl-edge and approval of Council. From the onset, however, Mutshinyali defended his actions, stating that he had not only acted within his mandate, but was legally obliged to launch an investigation as accounting officer.

As mentioned in the accompanying article about the appointment of VIP Protection Service, mu-nicipal spokesperson Mr Louis Bobodi was also asked on 15 June to confirm whether Council had taken any resolution with regard to the appointment of Tripple Hawks Auditors and Forensic Audit; whether it was indeed within Mutshinyali’s man-date to appoint Tripple Hawks; what the current status of the Tripple Hawks investigation is; wheth-er or not any other employee or official had been investigated or suspended with reference to the report’s findings; whether Mandobe is still on sus-pension, whether the municipality has laid criminal charges as recommended by Tripple Hawks against the one service provider; and whether this service provider is in the employ of the municipality.

Bobodi responded by again defending Mut-shinyali’s decision to appoint a private company without Council’s approval. “The MM [municipal manager] did not need a Council resolution and it was done through deviation in [the] Supply Chain Management office and approved by the mayor as facilitated by the risk office. Yes, the MM acted within his legal powers,” Bobodi stated. As for the current progress in the investigation, Bobodi stated that: “It is [a] work in progress and not [a] once-off investigations.”

On the question of whether any other official or employee had been suspended, Bobodi stated: “No other suspension, but two other employees will appear before the DC [Disciplinary Commit-tee].” Bobodi also confirmed that Mandobe is still suspended with full pay.

Responding to whether or not the municipality had laid criminal charges against the one service provider highlighted in the report, Bobodi said: “The matter is still being investigated by the SAPS as recommended by the investigation report.” He confirmed that the service provider in question is not an employee of the municipality.

The other speaker on the day will be Yvonne McHeath from White River, the founder of Care Buddies. She will show and give a talk on how Care Buddies works. There will also be an entertainer/singer.

• SPAR LEVUBU MTB CLAS-SIC Local mountain bikers will have the opportunity to compete in the Spar Levubu Mountain Bike Classic this weekend (11 July).

For those cycling for the fun of it, there will be a 10km ride, while the more energetic can enter for the 35km race. For the seriously fi t riders, there will also be a 70km race. The entrance fee for the respective races is R50, R110 and R170. A temporary day license will cost R35.

The venue is the Levubu Rugby Club / Commu-nity Hall, with registration taking place from 06:00 to 07:00. Online registration has already closed.

The day will feature lots of food stalls, entertain-ment for the children, a beer garden and kiddie’s race. There will be category prizes for men and women and medals for all fi nishers. Remember, no helmet, no race.

Charity

With the aim of establishing an own Care Buddies branch in Louis Trichardt, this non-prof-it organisation will be hosting a Victorian High Tea at Ken-nington Lodge outside of town on 22 August.

Care Buddies is an organisa-tion consisting of volunteers who visit senior citizens and frail-care people in various old-age homes. Their guest speaker on the day will be 90-year-old Katja Kow-alec, who has been on Kwêla twice by public demand, where she spoke about her book Those Miraculous Sunflower Seeds.

Katja was born in Silesia in 1924 and is of German/Polish de-scent. Her book tells of miracles, friendships and how she managed to escape Siberia, promises made, prayers answered and why the sunflower wil remain a symbol of freedom throughout her life.

Katja’s story deals with her life amidst the German/Polish

conflict after World War I and the further confusion as World War II continues and communities and families are displaced. Her personal account of her experi-ences during those times does not fail to include some humour, in spite of her being surrounded by on-going tragedies. The Russian troops move into Poland from the East and Germans, Poles, Czechs and Ukrainians are among those brutally “liberated”, only to find themselves falling victim to Sta-lin’s counterplan. Allied troops return home with their European war brides and the story con-tinues into South Africa where Katja, a young Polish bride, sees a future of love and opportunity in a land of diverse cultures. Katja is a remarkable woman of tremendous courage, character and, most of all, faith.

Thompson’s Motors in Louis Trichardt, die plaaslike Volkswagen agentskap, het Saterdag gasheer gespeel vir André de Villiers van Safari 4x4 Roetes op kykNET-faam. As deel van sy besoek het hulle talle plaaslike Amarok-eienaars uitgenooi om bietjie saam met André hul voertuie beter te leer ken. Alhoewel dit nie ‘n 4x4-opleidingsdag was nie, het De Villiers nuttige en interessante inligting en wenke met die Amarok-eienaars gedeel. Hulle kon ook ‘n paar praktiese oefeninge deurwerk om vir hulle eerstehands hul voertuie se vermoëns te demonstreer. Afgeneem is ‘n paar van die Amarok-eienaars saam met De Villiers (in die middel) met sy arm om sy seun, André jnr. André se bynaam is André 4x4, en sy seun s’n André 4x2. Dié verwysing na mekaar het vir ‘n paar glimlagte gesorg.

Die Gereformeerde gemeente op Louis Trichardt het Sondag na afloop van die erediens die lewens van twee voormalige sendelinge, wyle ds. Gert Kruger en dr. Pieter Kruger, gedenk. Tydens die geleentheid is geraamde foto’s van hulle in ontvangs geneem en in die konsistorie gehang en dit vorm nou deel van die ryke geskiedenis van die gemeente. Bruce Wells, the new executive head of the two Ridgeway schools here in Louis Trichardt.

He has got more than enough principal-ing under his belt to be considered a veteran in the profession.

As with most headmasters, Mr Bruce Wells, the new principal of Ridgeway College in Louis Trich-ardt, started his career as a teacher after obtaining a diploma in higher education from the Maritzburg College of Education. Hailing from Natal, his areas of interest included maths and sport.

In later years, Wells also obtained a B.Ed degree in education leadership and management from the University of Pretoria. This was shortly before he left the famous private school in Swaziland, Waterford Kamhlaba, after being employed there for almost 14 years.

During his time at Kamhlaba, Bruce played a key role in developing a pastoral care program, fundraising, maintained a discipline programme and served as the chairperson of the Swaziland National Committee. “Some of South Africa’s most high-ranking politicians’ children were enrolled at Waterford,” said Bruce when the Zoutpansberger had a one-on-one chat with him recently.

Towards the end of 2014 he decided, however, to take on a new challenge by becoming the executive head of Ridgeway College.

As many residents might know, Ridgeway is an independent, multi-cultural, co-educational prima-ry and secondary school. The junior school was founded in 1997 and the college in 1999 to provide quality, independent, English-medium educational opportunities in Louis Trichardt. Both the schools ran as independent institutions until they merged during 2013.

“Ridgeway reminds me of Kamhlaba,” said Bruce. “I was pleasantly surprised by Ridgeway, as well as Louis Trichardt and its culture. The town has a friendly culture.”

Bruce was also attracted to the school because of its partnership with the non-profi t organisation, Sumbandila Scholarship Trust. The trust provides both full scholarships to private schools and an educational outreach programme to impoverished rural children within the Vhembe District.

Apart from his noticeable passion for chil-dren’s education, Bruce also enjoys working with Ridgeway’s “fl avour of diverse staff.” His vision for Ridgeway will be to continue building on the diverse staff and students by reaching out to the local community.

“I’m really looking forward to building a strong support network in the community.”

Vriendelik oom Pellatt sterf in hospitaal‘n Inwoner van Louis Trichardt, Oom Pellatt Smith (80), is op 25 Junie in Bloemfontein oorlede.

Hy het onlangs in die Rosepark Hospitaal in Bloem fontein ‘n geslaagde heupvervanging onder-gaan en daarna is hy ontslaan. Hy is weer opgeneem weens orgaanversaking en hierna het sy toestand agteruitgegaan, totdat hy oorlede is.

Hy en sy eggenote, Tannie Hannatjie, was vir baie jare inwoners van Bloemfontein en het die afge lope paar jaar Louis Trichardt toe verhuis waar hulle by hulle seun Tjaart en skoondogter Riana en kleinkinders Ika en Tjaart woon.

Hy is op 7 Junie in die Bainsvlei begraafplaas begrawe, waarna ‘n troosdiens gehou is in die Gereformeerde Kerk Bloemfontein Suid waar hulle baie jare lank aktiewe en meelewende lid-mate was. Ds. Hans Grobler, voorheen leraar in die Gereformeerde Kerk Louis Trichardt en tans woonagtig in Bloemfontein, het die begrafnis gelei. Sy kleinkinders het by die graf as draers opgetree.

Oom Pelatt sal deur sy kinders en kleinkinders onthou word as iemand wat hulle geleer het wat liefde is. Hy is in sy tuis ge meente, die Gere-formeerde Kerk Louis Trichardt, bekend as “die omie wat almal al-tyd in die kerk vriende-lik gegroet het.”

Hy laat sy vrou en drie kinders, Pellatt, Erica en Tjaart, agter. Tannie Hannatjie bly in Louis Trichardt aan.

Belangstellende partye wat voldoende gekwalifiseerd is, word genooi om ’n uitdrukking van belangstelling in te dien vir die bou en bedryf van ’n Waterboerdery by die Spirulina-aanleg geleë in Musina in die Limpopo Provinsie.Die waterboerdery vorm deel van die De Beers Venetia Myn Maatskaplike en Arbeidsplan se onderneming en het ten doel om werksgeleenthede te skep en sodoende maatskaplike en ekonomiese welsyn in die Musina Plaaslike Munisipaliteit te bevorder.’n Uitvoerbaarheidstudie van die klimatiese omstandighede en waterbeskikbaarheid by diebestaande Spirulina-aanleg is uitgevoer, met positiewe resultate. Voorleggings moet die bemarking en verkoop van produkte insluit en oorweging kan geskenk word aan die herontwerp van die huidige Spirulina-aanleg insluit om te pas by die behoeftes van ’n waterboerdery.

VEREISTES

1. Eienaarskap: Suid-Afrikaans bemagtigde entiteit in ooreenstemming met die DHN-kodes en spesifiek onderworpe aan die volgende eienaarskapteikens: a. Voorheen benadeelde persone – 25% + 1aandeel b. Betrokkenheid deur swart vroue

2. Daar sal van die gekose Waterboerderybelegger verwag word om ’n vennootskap te vestig met ’n Trust bestaande uit De Beers Zimele verteenwoordigers.

3. Indiensnemingsvoorkeur sal gegee word aan inwoners van die Musina en Vhembe Distriksmunisipaliteite.

LEWERBAARHEDE

Die projek het ten doel om die skep vanbehoorlike werksgeleenthede te vergroot. Die hoofaanduiders van sukses sal ’n volhoubare ekonomiese onderneming wees wat werksgeleenthede skep vir die plaaslike gemeenskappe.

Louis Trichardt het baie probleme – fi nish en klaar.

Een só ‘n monster-probleem wat weer kop uitgesteek het die laaste ruk is die storting van rou riool. In ‘n poging om van die ergste lekke in die dorp aan te spreek, het die plaaslike AfriForum-tak twee studente, wie se vingers jeuk om te werk, met ope arms ontvang dié week. Die tweetjies vorm deel van ‘n 10-man groep studente wat pas met internskappe by die burgerregte-organisasie begin het. Hulle opleiding het ten doel om hulle onder meer bloot te stel aan die werksaamhede van AfriForum.

Wilhelm Reichert en Ju-Marie Pretorius het reeds Maandag en Dinsdag fl uks begin, en is vergesel deur plaaslike AfriForum-voorsitter mnr. Wally

Schultz op ‘n riooltoer van die dorp. Behalwe vir watertoetse wat hulle uitgevoer het op al die strat-egiese punte, het hulle ook sterk chemikalieë geb-ring. Dié is gebruik om die riooldamme wat orals om lekplekke in die dorp vorm, ‘n blitsbehandeling te gee. Die Zoutpansberger het sowat drie weke gelede berig oor die dorp se nuwe aanleg, net suid van die bestaande rioolaanleg, wat veel te wense oorlaat wat betref funksionaliteit. Al die tekens is daar dat, indien daar nie drasties ingegryp word nie, die aanleg op ‘n totale ramp kan afstuur.

Schutlz het Dinsdag die hoop uitgespreek dat AfriForum sal kan help om druk te plaas op die Vhembe Distriksmunisipaliteit (VDM), wat ver-antwoordelik is vir die aanleg, om toe te sien dat rioollekke iets van die verlede word.

Ladies Circle 4 (LC4) of Louis Trichardt did remarkably well during Ladies Circle South Africa’s (LCSA) annual general meeting and prize-giving function recently held in Port Elizabeth. This local charity organisation managed to scoop up fi ve of the nine trophies annually handed out by LCSA. They won the trophies for Ladies Circle International Fundraising Day, LCSA Membership, Spirit, Circler of the Year and prestigious Circle of the Year. LC4 Chair Riana Otto said they had worked hard the past year, increasing their members from two to six, as well as another three pipe-liners coming on board. “I am looking forward to another year as chair, although I am going to take it a bit easier after also being appointed LCSA’s webmaster,” Riana said. Die Weg, die Waarheid en die Lewe

Die tweede dood. Openbaring 20:7-15

Die Bybel sê daar is ‘n tweede dood. In die Skrif is daar talle waarskuwings

van ‘n plek wat hel genoem word. ‘n Plek van ewige straf vir almal wat lewe en sterf sonder Christus.

Toe God Adam gewaarsku het dat sonde die dood veroorsaak, is daar van twee soorte dood gepraat. Eerstens die dood van die liggaam en die tweede is die geestelike dood.

Die oomblik toe Adam en Eva gesondig het, het die gemeenskap tussen God en die mensdom tot ‘n einde gekom. Almal het in Adam geestelik gesondig. Adam se sonde het ‘n uitwerking op die hele mensdom. God was nie meer die middelpunt van die mens se bestaan nie.

Sonde moet gestraf word en God se straf vir almal wat nie in geloof in Chris-tus lewe nie, is die tweede dood. Lees Openb. 20:13-15.

Die verhaal wat die Here Jesus vertel het van Lasarus en die ryk man skilder ‘n prentjie van die tweede dood. (Lukas 16:23-26). Die tweede dood word die vuurpoel genoem in Openbaring 20.

Nie net Christene sal uit die dood opstaan nie, maar almal wat gesterf het. Daniël 12:2 sê die wat ongered is, is gedoem “tot ewige skande en veragting.” Die wat aan Christus behoort sal Hom vir ewig geniet.

Die Here Jesus het meer oor die tweede dood gepraat as oor die hemel. Dit is ‘n waarskuwing dat die hel ‘n werklikheid is en dat sondaars na Chris-tus moet kom vir redding en vergifnis van sonde, voordat dit te laat is.

Almal wat bely dat hulle Christene is moet hul geloof ondersoek om te verse-ker dit is eg. Lees Matteus 7:21-23.

My gebed is dat niemand wat hier lees ooit die tweede dood sal ervaar nie.

Daisy kuier by ‘n vriendin in die stad, maar die kuiertjie word wreed onderbreek deur ‘n Eskom-aanslag. Daisy wil dit gelate aanvaar, maar die donkerte stuit teen haar persoonlikheid. Of haar oplossing egter die gewenste uitwerking gaan hê, is ‘n ander vraag.

Toe die krag afgaan is daar skielik doodse stilte. Net asof Eskom in fase 6 nou die mag het

“Bedaar, Daisy,” kom dit kalm van Kathy en sy maak lig met haar selfoon. “Dis maar deel van die lewe hier in die stad. Hier is jou wyn en jou sigarette. Sit doodstil, ek gaan net gou die kerse aansteek.”

“En net toe ons so ‘n heerlike fi losofi ese gesprek het oor persoonlike vryheid,” sug Daisy. “Dink jy daar is enige fi losofi ese meriete in die stikdonkerte, of dink jy dis eerder simbolies van Die Lewe in Donker Afrika?”

Kathy lag net. “Blykbaar is daar ongekende verkope van daai

boek Heart of Darkness. Almal dink dis ‘n boek oor load shedding,” babbel Daisy voort. “Grote Griet, vriendin, jy kan my ook nou nie eers

voer nie. Daai hoendertjie in die oond het nog nie eers ge-tan nie; sy lê nog ewe kuis met haar koue dytjies bymekaar! Het jy nie ‘n pak tjips nie? Ek is rasend honger.”

Voor die arme Kathy ‘n woord kan inkry, kry Daisy nuwe inspirasie: “Man, wat praat ek tog nou? Mens kan sien ek is besig om my stadsgei-te te vergeet daar op die plaas! Ons is omring van die heel beste restaurante en ek is seker daar is een wat nie deurloop onder beurtkrag nie. Kom, sit nog lippies aan en gryp jou handsak. Vergeet die tjips, ons gaan úít!” Sy sluk die laas-te bietjie rooi wyn en gryp haar motorsleutels.

In die kar kry Daisy nog inspirasie. “Hoorie Kathy, aangesien ons nou deur Eskom verplig word om uit jou warm blyplek uit te kruip, kan ons maar netsowel die meeste maak daarvan. Wat sê jy daarvan dat ons op ‘n gastronomiese toer gaan? Skielik klink dit vreeslik boring om die hele nag op een plek deur te bring! Kom, jy kan solank begin dink wat jy vir ‘n voorgereg wil hê en waar hulle dit die lekkerste maak, dan begin ons daar. Of dink jy ons moet eers ‘n dop gaan drink? Dis nog lekker vroeg!”

“Aaaa, Daise, wat ‘n wonderlike idee! Daar is darem net nooit ‘n vervelige oomblik as jy naby is nie. Maar my begroting...”

“My idee, Bernard se kredietkaart!” giggel

Daisy. “Ek doen dit nooit nie, Kathy. Hy kan nie verstaan dat ek nie af en toe beheer verloor met sy kredietkaart nie. So, kom ons verskaf hom bietjie rede om te kla dat vrouens nie die waarde van geld ken nie; netnou het hy niks om met die manne oor te gesels nie!”

Tien minute later sit hulle aan ‘n tafel buite op die stoep van The Brazen Head. Daisy het klaar gereël dat ‘n staanverwarmer nader geskuif word. Die kelner val amper om toe Daisy ‘n warm bier bestel.

“Daar is nie,” beduie hy. “Ons pak dit almal in die yskaste, daar is niks in die stoorkamer nie.”

“In daardie geval – kan jy asseblief dit in die mikrogolfoond warm maak? Een minuut op me-dium. Dit werk baie goed as jy dit sommer klaar in die glas ingooi – mikrogolfoonde hou nie van die doppies op die bottel nie,” lag sy vir die man se verbystering. Toe eers sien sy die geskokte gesigte rondom haar.

“Wat?” vra sy. “Dis winter. Dis koud. As mens koue bier drink, word jou hande koud. Ek hou nie van koud nie. Ek drink nie eers ys in die somer nie!”

“Dan het jy tequila nodig, meisie,” lag ‘n vreemde stadsjapie en hy lig sy arm op om ‘n bestelling te plaas. (Word vervolg)

Lede van die Soutpansberg Posduifklub het die afgelope naweek gewedywer in ‘n jaaroud- en opewedvlug vanaf Parys oor ‘n afstand van 492 km.

Die jaaroudwedvlug word gewen deur Hans Marx nadat sy wenduif die afstand voltooi met ‘n spoed van 1379 meter per minuut. Hy was ook ‘n 4de, 14de, 17de en 20ste plek in dié wedvlug. Marx Hokke was 2de, 6de, 11de en 15de, Elize Tim & Tiny 3de, 5de, 12de en 18de, Shulman Lofts 7de en 8ste, Yster-berg Hokke 9de, 10de, 13de en 16de en Koos Gerber 19de.

Hans was ook die wenner van die pro-duksie-wedvlug wat as deel van die naweek se wedvlugte aangebied is.

In die opewedvlug is dit Elize Tim & Tiny wat ‘n eersteplek bek-link, nadat hul wenduif die afstand voltooi met ‘n spoed van 1376.79 meter per minuut. Hulle was ook 3de, 4de, 5de en 6de. Marx Hokke was 2de, 7de, 10de, 13de en 16de, Yster-berg Hokke 8ste, 9de, 11de, 12de en 14de, Hans Marx 15de, 17de en 20ste en Shulman Lofts 18de en 19de.

Wat die algehele puntestand van die klub betref, beklee Elize Tim & Tiny tans ‘n eersteplek met 274 punte. Ysterberg Hok-ke is tweede met 265 punte, met Marx Hokke

en Hans Marx onderskeidelik in die derde- en vi-erdeplek met 259 elk. Shulman Lofts is vyfde met 174 punte en Koos Gerber sesde met 152 punte.

Eerskomende naweek vlieg die klub weer vanaf Parys. Die tweede been van die streekveiling-wed-vlug sal ook beslis word.

Duiweboere spook sake uit vanaf Parys

Een van die streek se grootste toernooie op die gholfkalender, die Hanglip 54-toernooi, word vanaf 9 tot 11 Julie vir die 22ste agtereenvolgende jaar deur die Soutpansberg Gholfklub in Makhado (Louis Trichardt) aangebied. Dié gewilde toernooi lok jaarliks ‘n vol veld van 128 spelers van regoor die land, wat oor drie dae oor 54 putjies sake uitspook. Die fokus van die toernooi is op besoekende spelers en vanjaar gaan weer geen uitsondering wees nie. Hoe die toernooi werk is dat spelers in spanne van twee elke dag in ‘n beterbal Stableford-kompetisie meeding. Elke dag is daar dus twee wenners. Die algehele wenner is egter die speler wat die beste individuele Stableford-telling oor aldrie dae aanteken. Afgeneem is die jong Pieter Guillaume (links), toe hy verlede jaar die toernooi ingepalm het. Die 16-jarige Pieter het die Hanglip gewen met ‘n skaflike gesamentlike individuele Stableford-telling van 114 punte. Saam met hom verskyn 2014 se klubkaptein, Marius Mostert.

First ever SPAR Levubu MTB Classis The first SPAR Levubu MTB Classic Mountain Bike Race will take place on Saturday, 11 July, from 06:00 and promises to be the best mountain bike experience in Levubu country.

According to the organisers, the route has been checked and marked, the online entries have been received and the final prepa-rations are being made to accom-modate the many loyal moun-tain-bike riders and supporters.

Dedicated marshals from the Levubu Farmers Association will be stationed along the routes, and the various water points, manned by NHC Auditors and El-Baruch School, will provide the nec-essary refreshments along the scenic routes. The Levubu CVO School is also actively involved in packing luxury goody bags for the participants.

“Entries from all over Limpo-po have been received already. Phalaborwa, Tzaneen, Polo kwa-ne and a lot of local participants are getting in gear to face the notorious ‘Zoutpansberg’ and

Levubu countryside,” said the organisers.

This event forms part of the Limpopo Mountain Bike Colours Qualification series of events and will also be used as prepa-ration for the Mankele 3 Towers Mountain Bike Stage Race later this year.

A beer garden, entertainment for the children and flea market stalls also form part of this great event. Ample food and refresh-ments will be available for sale and a limited number of flea market stalls are still available inside the hall at R150 each.

Entrance for all supporters are free and ample demarcated parking is available at the venue. For those cycling for the fun of it, there will be a 10km ride, while the more energetic can enter the 35km race. For the seriously fit riders, there will also be a 70km race.

The entrance fee for the re-spective races is R50, R110 and R170. A temporary day license will cost R35. The venue is the Levubu Rugby Club / Commu-nity Hall, with registration taking place from 06:00 to 07:00. Online registration has already closed.

loss of 27 runs in his four overs. Thinus Stadler also bowled a tight spell and, although not taking any wickets, he sacrificed only 14 runs in his four overs.

The Mustangs put up a valiant effort, but could only manage to put 128 run on the score board before they were bowled out in 18.5 overs. Top performers with the bat for the Mustang were John Phillips (27 runs off 25 balls) and Ludri Rautenbach (22 runs off 13 balls). Needless to say, the Viking bowlers were devastating, with Craig Viljoen taking three wickets for the loss of 17 runs and Morné Olwage taking three wickets for the loss of 25 runs in their four overs. Warno Smit also bowled a very quick four overs, taking one wicket for the loss of 18 runs.

CP van Wyk van Louis Trichardt is stadig maar seker besig om homself te vestig as een van die land se top fi etsry-ers, nadat hy as USSA (University Sport of South Africa) se Studentekampioen van die Jaar aangewys is.

CP is tans ‘n tweedejaar student by die Universiteit van Stellenbosch waar hy BCom-bestuursrekeningkunde studeer. Hy was deel van die Maties-fi etsryspan wat vanaf 29 Junie tot 1 Jullie deelgeneem het aan die USSA-kampioenskapstoer in

die Kaap. Elke span het bestaan uit agt fi etsryers wat universiteite van regoor die land verteenwoordig het.

Die drie-dag toer het op 29 Junie we-ggespring met ‘n kort padwedren, wat bestaan het uit ses rondtes van 12,3 km elk vir die mans, en vier van dieselfde rondtes vir die vroue. Dit is gevolg deur ‘n 9,4 km individuele tydtoets. Op dag twee was daar ‘n lang padwedren wat bestaan het uit drie sirkelrondtes van 37,5 km vir die mans en twee rondtes vir die vroue. Die toer is op

1 Julie afgesluit met ‘n 1,7 km sirkelroete en 2 km heuwelklim, waarna daar die aand ‘n spog prysuitdeling was.

Buiten dat CP die Suid-Afrikaanse trui ontvang het as USSA se 2015 padfi ets studentekampioen van die jaar, het hy ook die geeltrui vir die meeste punte en die groentrui vir die beste tyd tydens die toer ingepalm. CP is ook gekies vir die Suid-Afrikaanse span wat volgende jaar aan die Wêreldkampioenskappe vir uni-versiteite in die Fillipyne gaan deelneem.
