The supply to the SAPS’ building in Krogh Street was cut by order of the landlord, due to the failure of the Public Works Department (PWD) to pay the building’s rent for the past seven months. Last week, Mr Russel Wolpe, one of the owners of the building, explained that the initial lease agree- ment between them and the PWD with regard to the building had al- ready expired in August 2010. After trying in vain to get the PWD to commit to a new agreement, Wolpe said they then continued leasing the building to the police, without a contract, on a month-to-month basis until August 2011. Up to that stage, rent payments were made, but then payment stopped. “Since September 2011, we have not received a single cent,” Wolpe said. He added that he tried every- thing to resolve the matter with the PWD. “Everybody says they will do something, but nothing happens.” Wolpe finally resorted to instruct- ing a private electrician to disconnect the police’s electricity supply on 9 March, after a call from his attorneys a month earlier for the PWD to rec- tify the situation within seven days and start paying was again met with silence. The police’s provincial spokes- person, Brig Hangwani Mulaudzi, refrained from answering questions relating to the issue of non-payment last week, referring all enquiries to the PWD as they are responsible for the account. When asked to comment on the situation at the station this week, Mulaudzi once again responded by referring all enquiries to the PWD. Exactly a week after the initial media enquiry, the PWD finally responded with an explanation on Tuesday. They confirmed that the background leading up to the cutting of the electricity supply was correct, but opted to play the blaming game by shifting the responsibility onto the police. “The National Department of Pub- lic Works did not receive the procure- ment instruction (PI) from the SAPS to renew the lease legally. As a result, the department had been paying the landlord the rent on a month-to-month basis until November 2011. As we could not continue with the month- to-month arrangement, the rent fell into arrears,” said the PWD’s national director of media relations, Mr Thami Mchunu. Mchunu said that there was a pro- cess underway to try and resolve the situation with the SAPS as soon as possible. “The National Department of Public Works is in negotiations with the SAPS to issue the PI, so that we can do the work quickly,” Mchunu said. Shortly before the electricity supply to the police’s building was reconnected on Wednesday morning, the Zoutpansberger contacted Wolpe once more. He said that he had spoken to a senior official at the PWD in Polokwane on Tuesday and that the official had assured him that payment would be made within seven working days. “He told me ‘You can reconnect, the money will come’,” Wolpe said. After this assurance, Wolpe said, he had instructed the electrician to reconnect the electricity supply. He warned, however, that should he not receive payment by 5 April, he would once again have the electricity supply disconnected. “This is apparently the only way to do things … it’s really a shame,” Wolpe said. After more than a week of literally being left in the dark, the electric-ity supply to the Makhado SAPS in Louis Trichardt was fi nally recon-nected Wednesday morning.

The supply to the SAPS’ building in Krogh Street was cut by order of the landlord, due to the failure of the Public Works Department (PWD) to pay the building’s rent for the past seven months.

Last week, Mr Russel Wolpe, one of the owners of the building, explained that the initial lease agree-ment between them and the PWD with regard to the building had al-ready expired in August 2010. “Since September 2011, we have not received a single cent,” Wolpe said. He added that he tried every-thing to resolve the matter with the PWD. “Everybody says they will do something, but nothing happens.”

Wolpe fi nally resorted to instruct-ing a private electrician to disconnect the police’s electricity supply on 9 March, after a call from his attorneys a month earlier for the PWD to rec-tify the situation within seven days

and start paying was again met with silence.

The police’s provincial spokes-person, Brig Hangwani Mulaudzi, refrained from answering questions relating to the issue of non-payment last week, referring all enquiries to the PWD as they are responsible for the account.

“The National Department of Pub-lic Works did not receive the procure-ment instruction (PI) from the SAPS to renew the lease legally. As a result, the department had been paying the landlord the rent on a month-to-month basis until November 2011. As we could not continue with the month-to-month arrangement, the rent fell into arrears,” said the PWD’s national director of media relations, Mr Thami Mchunu.

Mchunu said that there was a pro-cess underway to try and resolve the situation with the SAPS as soon as possible. “The National Department of Public Works is in negotiations with the SAPS to issue the PI, so that

“Trains can kill” is the warning slogan of the national awareness campaign to sensitise motorists about the importance of stopping at level rail crossings. This mobile sign, with the warning:”No matter what car you drive, always stop at level crossings,” could be seen at the level crossing in Louis Trichardt’s Grobler Street this week, where a motorcyclist recently lost his life when he smashed into a train by night. Transnet personally handed out information fl yers at the crossing on Wednesday. An offi cial, Clement Maphaba, explained that the campaign is a joint initiative by the Road Traffi c Management Corporation and Transnet Freight Rail. He said level crossing accidents often resulted in death or serious injury. “Motorists should not break the law. They should stop at level crossings in order to stay alive.Trains cannot stop quickly or swerve to avoid accidents,” he said.

Schalk Grobbelaar gehinder.

The Makhado police have warned residents not to be reckless or negligent with the keys to their gun safes.

This follows recent police cases, said police spokesperson Capt Maano Sadike, in which

the only motive of burglars was seemingly to break into the safe. According to Sadike, four cases were reported to the police.

“Always keep safe keys on your person, and do not let any-body see where you put the spare

key,” Sadike advised. He added that a stolen gun was likely to be used in future to kill an innocent person. For more information regarding fi rearms or the Firearm Act, phone Lt Col Bez Bezuiden-hout at Tel 082 414 8474.

huis in Musina se Davieslaan.

A new system is being imple-mented by the South African Social Security Agency (SAS-SA) and concerns those who receive social grants.

Social Development Minister Bathabile Dlamini announced in February that SASSA is to imple-ment a new biometric-based payment system, while SASSA assured all beneficiaries that the re-registration process will not affect the payment of social grants at this stage. From 2 April, Cash Payment Services Pty (Ltd) or CPS will pay social grants on behalf of SASSA.

With regard to the re-regis-tration process, beneficiaries who receive cash payments at pay points, as well as procura-tors (those who receive social grants on behalf of beneficiaries), should go to their respective pay points on their normal payment days to receive their social grants. The only difference from the past will be that beneficiaries will be issued with a new temporary CPS Smart Master Card. New beneficiaries will be registered directly onto the new biometric-based payment system.

Beneficiaries who receive their grants through banks and post offices will receive their grants

as normal. These beneficiaries will be re-registered from June 2012, when they will receive their new SASSA-branded Smart Card. Bank beneficiaries will be notified in writing of their regis-tration days.

Sekulua clients who have not re-registered by 29 March must go to their nearest pay point or SASSA office for re-registration from 2 April. Sekulula refers to a debit-card-based transactional account that allows beneficiaries access to grants electronically at ATMs or point-of-sale devices.

The social grants re-registra-tion process will unfold in two phases.

The current phase is the In-terim Phase, which is from 1 March to 31 May. There will be a cut-off date for enrolment after the interim period.

Phase two is the Bulk Enrol-ment Phase, from 1 June to 31 December, when existing benefi-ciaries, including bank beneficia-ries, will be enrolled on the new biometric-based payment system at SASSA pay points, local of-fices and designated sites. Every beneficiary will then receive the SASSA-branded Smart Card, with the benefit of using the card anywhere in the country.

The new system will allow monthly life certification and will minimize fraud and corrup-tion, not to mention a saving of R800m per annum as compared to the previous contracts.

All beneficiaries are reminded to bring their South African ID and their current grant payment card, as well as all relevant proof of marital status and income and assets.

This year, the old-age grant increased by R60 to R1200 for senior citizens from the age of 60 years. The old-age grant for senior citizens aged 75 years and older went up from R1160 to R1220.

It will take 30 working days for a new application to be processed and checked and either accepted or refused.

A person’s old-age grant will be cancelled if he or she is ad-mitted to a state institution or if the income or assets improve so much that the person no longer qualifies in terms of the means test. The beneficiary must inform the department of any changes in circumstances.

For more information, SASSA or CPS can be contacted toll free on 0900 601011 or 0800600160.

Mr Shadrack Tshikalange, whose contract as municipal manager expires at the end of this month.

The contract of the Makhado municipal man-ager, Mr Shadrack Tshikalange, has not been renewed and he is to leave at the end of March, says the DA.

The Democratic Alliance expressed concern re-garding the way the termination of the municipal manager's contract and the late advertising of the new contract is being handled by the Makhado Municipality .

“Year in and year out the same mistake is made by only advertising at the end of the termination of the employment contract. This means that the Makhado Municipality will once again be with-out a municipal manager as accounting officer for quite some time until the vacancy has been advertised and interviews have been completed,” said DA caucus leader in Louis Trichardt Cllr Brian du Plooy.

The DA says that the municipality will not only be without a municipal manager, but also without a permanent chief financial officer (CFO) at a crucial time where budgets have to be finalised and important decisions taken on service delivery. Mr George Mapheto is currently acting as CFO.

At the time of going to press, Mr Elias Mugari, the director of community services, had not con-firmed any of the above-mentioned, but said that the information would only become available the following day.

“The absence of the current municipal manager will not be missed as he failed in his job as the accounting officer of the Makhado Municipality. This can be confirmed by the poor reports the municipality has received in the past from the auditor general,” Du Plooy said.

The DA expressed the hope that capable people

would be appointed as municipal manager and CFO.

“Appointing capable people is of the utmost importance with regard to effective service deliv-ery to the residents of the Makhado Municipality. The DA trusts that Council will not, as in the past, deploy incapable ANC members who could not succeed elsewhere,” Du Plooy said.

Municipality again left without MM

Oosthuizen se saak is uitgestel vir verdere verhoor.

Flip Potgieter.

In Junie 2011 is hy skoon veklaar.

asemrowend; ek kon my oë nie glo nie,” sê Meis-senheimer.

Vier wisseltrofeë is uitgeloof. P&L Hardeware was die algehele wenner.

Die beste skoolspan was Soutpansberg Laerskool.

Na afloop van Vrydag se CANSA Relay for Life het me.

Ná die CANSA Relay for Life verby is, kom bedank mense die organiseerder, mnr. Dirk Meissenheimer. Aan sy sy is sy vrou, Naomi.

Three Zimbabwean nationals, who had been terrorising the Waterpoort farming community by stealing copper cables in the area, were sent to prison in the Louis Trichardt Magistrate’s Court on Monday.

Shalton Ndou (18) was sentenced to six years’ imprisonment and Clever Siphuma (30) and Justice Moyo (28) were both sentenced to three years’ imprisonment, after they had been found guilty of stealing copper cables at the Vlakte Plaats Farm in October last year.

The three were arrested after they had been found in a possession of stolen copper cables. The arrest was made after farmers had joined the police in the search for the three in the area.

The value of the copper that was found in the possession of the three is estimated to be more than R22 000. Both Justice and Clever were given an option of a fi ne amounting to R15 000, which they failed to pay. The spokesperson for the Wa-terpoort police, W/O Hezekiel Lishivha, said that he was happy about the sentence of the three. He expressed the hope that the sentence would send out a strong message to criminals not to continue with their crimes.

Apart from its new look, the Zoutpansberger’s website (www.zoutpansberger.co.za) offers rea ders a new calendar entry service on their Events Page.

Visitors to the website can now list their calendar entries for upcoming events on the Events Page themselves. It is as easy as merely logging in on the Events Page through your existing Google, Facebook or Twitter accounts and uploading your entry. The entry will, however, not appear immediately as it has to go through a moderation process fi rst.

In addition, sport club administrators (and for that matter church and school administra-tors) can contact us to directly submit events on the Events Page without a moderations process. If an administrator is listed as a user on the site, their calendar entries will show im-mediately. This function allows administrators to update events through the year on a platform used by ten others publications throughout the province as part of both a local and provincial calendar. For more information, phone Andries van Zyl at Tel 015 516 4996/7.

Hy is steeds betrokke by verskeie navorsingsprojekte. In 2009 publiseer sy vrou, Retha, ‘n veldgids, Wild Flowers of the Limpopo Valley, die resultaat van hulle plantkundige op-names in Mapungubwe Na-sionale Park en die Limpopo Vallei. and child mor-tality through district-based health inter-ventions, and strengthen the performance of the public health system in readiness for the full roll-out of (the) NHI”.

teams and strengthened referral system will im-prove access to quality health services, particularly in rural and previously disadvantaged areas of the country.

The objectives of the pilot programme include testing the ability of the districts to assume greater responsibilities under the NHI, to assess utilisation patterns and costs and affordability of implement-ing a PHC service package.

On financing the pilot, Motsoaledi said it was part of the ongoing engagement between the de-partment and the national treasury, which had al-located R1 billion for the project. He added that the department was ready for the roll-out of the pilot and would be visiting all the identified districts.

Motsoaledi will also hold a meeting with the medical practitioners from the districts, asking them to assist in the clinics for a few hours, where they will be getting paid for services rendered.

“We want to see the presence of doctors in the clinics in the furthest rural areas of the country,” he added.

Baie geluk met jul

55ste bestaansjaar!

“My broer Philip het in 1945 sy vakleerlingskap as haarstilis by Maison Edith in Johannesburg begin. In 1950 koop hy ‘n salon in Louis Trichardt by mev. Gertjie Hatting.

Ná matriek het ek my vakleerlingskap in Pretoria by John & Philip begin.

‘I rushed in where angels fear to tread.’

Mev. Lettie Pöhl was Philip se kliënt toe ek as skoolseun haar kop gewas het. Saam met haar is ‘n ander veteraan, Me. Daphne Schnehage. “It ain’t over yet !! (DV)”

slagoffer. (Vers 12-14)2. Hy was dankbaar ongeag van

ander. (Vers 15-18)3. Hy was dankbaar ongeag onse-

kerheid (Vers 19-20)4. Hy was dankbaar want Jesus

is die middelpunt van alles. (Vers 20-21)

‘n Dankbare mens is ‘n tevrede mens.

‘n skouspel! “Wake up people, please wake up!”

I am totally amazed and shocked by what I saw when I opened the

newspaper and saw a group of young swimmers who proudly display the fact that “they have evolved”, and to back their proud statement, they even display the totally false THEORY (because that is what it is, not science as they want to make us believe) on their T-shirts.

Instead of giving God the glory for the talent and health to be able to do that, He is openly denied in writing for all to see. Has the enemy of mankind been so successful in his plot to deceive us that we would go so far as to deny the fact that we were created by an all-powerful God? No wonder the world around

us is falling to pieces! We are push-ing the only God and Creator of the universe to one side, and still expect Him to help and protect us when WE want Him.

I know some of you tongue-talk-ing “Christians” will say, “It’s just a mere emblem to make a statement, we don’t really believe it.” To you I would say that this is an open statement of denial of the Creator, and His Word says, “If you deny Jesus, Jesus will deny you before the Father”.

Wake up, people, wake up! We need God, and we cannot just push Him aside as we wish.

- André van Niekerk (Louis Trichardt)

The girls from Ladies Circle 4 in Louis Trichardt would like

to thank all who supported their boot sale at Makhado Crossing on 3 March.

A word of gratitude goes out

not only to those who bought something, but also to everyone who donated something for the sale. Be assured that the money raised will be put to good use with regard to local charities.

Story: The Makhado SAPS in Louis

Trichardt has literarily been left in the dark since last Friday, after the electricity supply to the building hous-ing them (the old Pennells building) was cut.”

Kommentaar: This is just sad! How are they

supposed to do their work? PWD should be held accountable.

- Suzette Smal

It is just unfortunate, because those who will be suffering are the

residents of this town. The issue is not beyond the control of the Makhado SAPS Management. The relevant de-parment must tell the community why are they delaying to pay the landlord. The community do not have access to the landline to the station and commu-nity members are advised to use the following cellular phone numbers for assistance till the problem is solved,

as we do not know when this chal-lenge is going to be solved:

Community Client Centre 0832065594, Community Service Centre Supervisor Lieut-Colonel Tshililo 0824146272, Vispol Head Lieut-Colonel Rambau 0825733289, Detective Head Lieut-Colonel Nemavhola 0824517154 and lastly for the Station Commander Colonel Ramovha 0825658171. Thanks for those who are using the Emergency cell number and that of the Sta-tion Commander. We are ready to serve and protect our clients with dedication and we are out in large numbers 24/7. The situation is really not disturbing us,we urge (people)not to be frustrated.

From the management. Thanks. - Duvha Ramovha

Tools defi ned:

DRILL PRESS: A tall upright machine useful for suddenly snatching fl at metal bar stock out of your hands so that it smacks you in the chest and fl ings your beer across the room, denting the freshly-painted project which you had carefully set in the corner where nothing could get to it.

WIRE WHEEL: Cleans paint off bolts and then throws them somewhere under the workbench with the speed of light. Also removes fi ngerprints and hard-earned calluses from fi ngers in about the time it takes you to say, ‘Oh sh -- ‘

ELECTRIC HAND DRILL: Normally used for spinning pop rivets in their holes until you die of old age.

SKILL SAW: A portable cutting tool used to make studs too short.

PLIERS: Used to round off bolt heads. Sometimes used in the creation of blood-blisters.

BELT SANDER: An electric sanding tool commonly used to convert minor touch-up jobs into major refi nishing jobs.

HACKSAW: One of a family of cutting

tools built on the Ouija board princi-ple. It transforms human energy into a crooked, unpredictable motion, and the more you attempt to infl u-ence its course, the more dismal your future becomes.

VISE-GRIPS: Generally used after pliers to completely round off bolt heads. If nothing else is available, they can also be used to transfer intense welding heat to the palm of your hand.

OXYACETYLENE TORCH: Used almost en-tirely for lighting various fl ammable objects in your shop on fi re. Also handy for igniting the grease inside the wheel hub out of which you want to remove a bearing race.

TABLE SAW: A large stationary power tool commonly used to launch wood projectiles for testing wall integrity.

HYDRAULIC FLOOR JACK: Used for lowering an automobile to the ground after you have installed your new brake shoes, trapping the jack handle fi rmly under the bumper.

BAND SAW: A large stationary power saw primarily used by most shops to cut good aluminum sheet into smaller pieces that more easily fi t into the trash can after you cut on the inside of the line instead of the outside edge.

TWO-TON ENGINE HOIST: A tool for testing the maximum tensile

strength of everything you forgot to dis-connect.

PHILLIPS SCREWDRIVER: Normally used to stab the vacuum seals under lids or for opening old-style paper-and-tin oil cans and splashing oil on your shirt; but can also be used, as the name implies, to strip out Phillips screw heads.

STRAIGHT SCREWDRIVER: A tool for opening paint cans. Sometimes used to convert common slotted screws into non-removable screws and butchering your palms.

PRY BAR: A tool used to crumple the metal surrounding that clip or bracket you needed to remove in order to replace a 50 cent part.

HOSE CUTTER: A tool used to make hoses too short.

HAMMER: Originally employed as a weapon of war, the hammer nowadays is used as a kind of divining rod to locate the most expensive parts adjacent to the object we are trying to hit.

DAMM-IT TOOL: Any handy tool that you grab and throw across the garage while yelling ‘DAMM-IT’ at the top of your lungs. It is also, most often, the next tool that you will need.

in 33:10 voltooi.

Me.

Girl killed by croc

A six-year-old girl died a painful death, when she was attacked and severely mauled by a crocodile while swimming in the Save River at Dombo village outside Beit Bridge.

Villagers who witnessed the incident that oc-curred last Friday told Zoutpansberger that the victim, Winnet Zikimo of Dombo village, was attacked by the reptile while she was playing in the water.

Police spokesperson Assistant Insp Charity Mazula said that the victim had gone to the river to swim in the company of a juvenile friend, Godfrey.

“Winnet was swimming with her friend when the crocodile emerged and attacked her. On realis-ing that his friend had been attacked, Godfrey ran away and alerted other villagers and they went to the river. When they reached the river, they saw the crocodile feasting on the girl and it took some effort to chase it away. They pelted it with stones, but initially it remained defiant. It then finally moved back into the river, leaving the dead girl, and that was when the villagers managed to retrieve the body,” Mazula said.

Recently, an 11-year-old Beit Bridge boy was mauled to death by a huge crocodile while swim-ming in the Limpopo River.

Foto verskaf.

Top honours for local MTB ridersLouis Trichardt mountain bikers this year dominated the 35km event of the annual Munnik Meerkat Mountain Bike Challenge which took place the past weekend.

Hosted by the Munnik Farmers Association, in conjunction with the P&L Cycling Club, the Mun-nik Meerkat is ever growing in popularity. This is evident when looking at the growing number of entries over the past few years. Entries for this year’s event almost doubled from about 250 in 2011 to 425 in 2012.

This year’s gruelling 70km event attracted 47 die-hard cyclists. In the end, however, there can be only one winner, with top honours in the men’s race going to Alan Gordon, who raced the distance in a time of 2:44:40. (Contd on P21)
