I was profoundly touched after I attended the Induction Session of With the Light on Wednesday. With the Light is a Japanese manga serialsation by Keiko Tobe about the life of a mother whose child Hikaru is diagnosed with an Autism Spectrum Disorder. In the story, the writer vividly portrays the challenges and needs of a family under such a circumstance. The story has also been presented as TV comic series and been translated into various languages.

Chinese Parents Special Net (CPSN) is an organization showing special care in supporting autistic children and their families. With a view to promoting the social inclusion of the community of these children and families, over the years CPSN has been working hard in making the books available in public libraries with many Chinese readers through the Manningham Council. Recently, one each of the Chinese and English versions of the book series have been added to the stock of all the Manningham libraries; CPSN also received subsidy from the Council in the printing of related English/Chinese posters and bookmarks as promotion materials for distributing to many secondary/primary schools in the region. I appreciate this contribution made by the Council.

Yet, there is still a shortfall. The Council has spent more than a thousand dollars in promoting this new book series which could catch the attention of many potential readers; but in each of the four Manningham public libraries only one set each of the English/Chinese books is up on the shelf. A likely loan waiting queue would certainly dampen many interested borrowers. The cost of buying a set of the book from Hong Kong is less than A$100; that means the book acquisition budget is not matching up with the book promotion allocation well, with a result that the community service is not effectively provided.

It may not be appropriate to stock up additional library copies in the absence of any readers feedback yet. But given the resources committed by the Council in promoting the book series, it is logical for a commensurate allocation be made for additional stock in anticipation of the demand as intended. This is just an easy step for the Council to make up the shortfall rather than leaving a discrepancy as such.
