Under the cover of air strikes launched by the western powers in support of the civilians, the rebels have won their way all through into the capital Tripoli. Gaddafi is losing grip and it is just a matter of how the new power is to be established in Libya.

While Gaddafi s dictatorship has never won the hearts of his people, nonetheless the importing of oil by the western countries has fuelled Gaddafi s high-handed control over his country. Western countries cannot claim any high moral ground by distancing themselves from Gaddafi s brutal governance over the past.

Everyone is eyeing on the new governing body to be set up. The Libya civil war is merely a flight among the different ethnic groups and so far no prominent rebel leader can stand out as a national chief. There are still uncertainties as to whether the new government can truly represent the people through democracy. The 5000 years of Chinese history tells the falling of a tyrant does not necessarily mean freedom for everybody, as often another oppressor would come into place. Only prolonged time can allow democracy to build up in personal mind, social culture and national system.

After WWII many British colonies have gained independence but not many among them could readily enjoy free and democratic governance. I think the starting point to have an accountable government is to improve the standard of living and education level of the people, as well as to enhance the transparency of the government ruling system.

One crucial factor to enhance the transparency of the government ruling system is the government s respect to the media. The free reporting of mass media is important for the protection of people s right to know in order to keep a check on the government. Hong Kong, the place where I come from, over the past decades has been a society achieving high in economy and education. Over the recent visit by Vice Premier Li Keqiang, the Police however have forcefully prevented the general public and the Hong Kong University students in voicing out to Mr Li by blockading the campus, in the name of maintaining security and order. There has been no official press media coverage in place to report on Mr Li visiting schedule. Instead, there has been only announcement from the Chief Secretary s office in lieu. It is a matter of concern for the government not respecting press media and freedom of speech in Hong Kong.

Nobody wants to see Hong Kong going down the track of Libya, but what s prevailing in Hong Kong is indeed worrying.
