A salary war is brewing at the Makhado Munic-ipality (MM), resulting in a go-slow by members of both the South African Municipal Workers Union (SAMWU) and the Independent Munic-ipal and Allied Trade Union (IMATU).

Since last week, residents might have noticed a slackness in service delivery. This was most noticeable with regard to refuse removal not being done for days on end.

The issue of benchmarking served before Council on 8 October last year with the aim of “standardizing” employees’ salaries in municipal-ities. It goes on to say that if the municipality includes, on average, the proposed 6,6% salary increase, the projected cost will be R312 532 253, which will be 36,4% of the draft 2016/17 total revenue. “The municipality will struggle to pay such a steep sal-ary increase; and there will be a huge reduction in expendable income for other own income fi nanced operational projects in future budgets if we were to implement the benchmarking costs equivalent to Greater Tzaneen Municipality,” the report reads.

Faced with these fi nancial fi gures, the municipal-ity took a look at other options. The report states that Council might consider the Modimolle Munic-ipality’s option, wherein they opted for a once-off non-pensionable allowance paid to all employees except Section 57 managers and councillors. This option, the report argues, can be supported based on the fact that SALGA has not managed to fi nalize the job evaluation process since 2004. “Hence the employees are aggrieved and agitated if nothing is done to improve their salaries. It is proposed in the case of our municipality that a non-pensionable allowance of R15 000 per each employee, staggered over three years, can be affordable with a belief based on the correspondence between SALGA

and the municipality that the job evaluation might be fi nalized by the 2018/19 fi nancial year,” the report reads.

It was this proposal as accepted by Council which inevitably led to union members’ em-barking on a go-slow. They argue that Council is backtracking on its decision, as announced as a Council resolution by the Speaker in December, to benchmark salaries – leaving them to continue working on empty promises. According to local SAMWU secretary Mr Ronny Rihlampfu, it is unfair to couple the issue of benchmarking of sal-aries to that of SALGA’s job evaluation project – a project that SALGA could not complete since 2004. “Many of the employees still don’t even have a job description,” Rihlampfu said. Another grievance, Rihlampfu said, was that although they were part of the initial process of consultation in deciding to implement benchmarking, they were not party to any further discussions that ultimately led to Council’s decision not to implement benchmarking immediately, but merely make a R15 000 pay-off. He argued that this meant nothing to employees, as they might get the fi rst R5 000 this year, but not next year as there was a clause that the payment of the R15 000 over three years would be stopped as soon as the job evaluation process was completed.

Norman Raluswinga (30) en Tumelo Matshipi Naledzani (33) is op 9 September 2014 in hulle spore gestuit deur ‘n gesamentlike poging van die plaaswag, die Soutpansberg Dorpswag en die Makhado SAPD. Hulle word daarvan aangekla dat hulle op dié datum ‘n sakeman, mnr. Abdool Patel, in die omgewing van die Witvlag-grondpad voorgelê en beroof het.

Die twee staan tereg op ‘n enkele klagte van roof met verswarende omstandighede, ontvoe-ring, die onwettige besit van ‘n vuurwapen en die onwettige besit van ammunisie. Hulle het onskuldig gepleit op al dié klagtes.

Tydens hulle ver-hoor verlede Dinsdag en Woensdag het die mans se regsverteen-woordigers aangedui dat hulle kliënte onskuldige rylopers was. Die mans beweer dat hulle tydens hulle arrestasie bloot vir ‘n saamrygeleentheid betaal het in ‘n taxi vanaf die Piesanghoek-afdraai tot in Louis Trichardt. Hulle beweer dat hulle deur lede van die dorpswag geslaan is en later deur polisiemanne gedreig is om sekere bekentenisse te maak oor die roof op Patel.

Volgens Patel se getuienis is hy op die betrokke dag deur Raluswinga en Naledzani van die pad gedwing en aangehou met ‘n vuurwapen. Hulle het nagenoeg R10 000 kontant by hom gesteel, hom met pepersproei bygedam, langs die pad gelos en met sy bakkie gevlug.

Tydens dié hofverskyning het Raluswinga en Naledzani aangedui dat die geld wat by hulle

gevind is tydens hul arrestasie, hulle eie was waarmee hulle ‘n sweismasjien wou aankoop in Louis Trichardt.

Nog ‘n staatsgetuie, mnr. Jean-Pierre Nel, het getuig dat hy ‘n bakkie agtervolg het wat teen ‘n hoë spoed gejaag het op die Witvlag-pad.

Nel het getuig dat hy gesien het hoe Raluswinga en Naledzani ‘n wit bakkie in die bosse naby die Piesangshoek-afdraaipad parkeer, uitklim en na die Thohoyandou/Levubu-pad se rigting aanstap en ‘n taxi aftrek. Dié inligting het Nel deurgegee aan die dorpswag, wat die taxi ingejaag en afgetrek het.

Tydens verlede week se hofverrigtinge het die bestuurder van die taxi, mnr. Phaneul Netenan-da, getuig dat hy op pad was van Thohoyandou na Louis Trichardt met sewe passasiers. Hy het

gestop en Raluswinga en Naledzani langs die Piesanghoek-pad op-gelaai en R10 elk gevra om hulle tot in Louis Trichardt te bring. Hy het getuig dat hulle die enigste passasiers is wat hy langs die pad opgelaai het, en dat hulle heel

agter in die taxi gaan sit het, weg van die ander passasiers. Netenanda het ook getuig dat hy, op instruksie van die dorpswag en polisie, die agterste sitplekke platgeslaan het op soek na die vuurwapen wat gebruik is tydens die roof op Patel. Die vuur-wapen, het Netenanda gesê, is gekry op die vloer van die bussie, naby die plek waar Raluswinga en Naledzani se voete sou gewees het.

Ná Netenanda se getuienis is Raluswinga en Naledzani se saak uitgestel tot 27 tot 29 Junie vir verdere getuienis. Die Staat sal dan na verwagting probeer om ‘n verklaring waarin Raluswinga sekere bekentenisse maak oor die roof voor die hof te bring.

It seems to be tough times for all, even criminals, as they now seem to target schools to burgle.

Ridgeway College in Louis Trichardt was notified by its security company on Sunday that the alarm had been triggered. When Mr Bruce Wells, executive head of the college, arrived on the scene with fellow teachers, they were met by dev-astation. The criminals, it would seem, had come prepared with all the necessary tools of the trade. Wells even discovered a screwdriver left behind by one of the burglars.

First the thugs gained entry to the school by breaking down the newly built northern palisade fence. Once on the premises, the thugs made for the school’s tuck shop, where they forced open the reinforced

steel bars. According to Wells, the thieves only made a mess inside the shop in their quest for cash, but fortunately for the school, no money is kept inside the shop.

When their search turned up nothing, the thieves moved on to the main school building. First they tried to pry open the Trelidor safety gate next to the front entrance of the school. When they could not manage to get the door open, the thugs proceeded to climb onto the roof of the school, where they managed to cut three openings in the roof. It seems, however, that they did not gain entry into the school by means of the roof.

The thugs managed to force open an-other steel safety door that closed off one of the school’s side hallways (to the left of the main entrance). Once inside the school, the thugs made straight for the reception area, where they forced open

the door. This was when the alarmed was triggered. However, this did not deter the thieves in their plans – they had already jammed sticks into the school gate’s pad-lock to prevent the security company’s response team from gaining access into the property.

Inside the reception area, the group climbed inside the receptionists’ office in search of money and valuables. It was only when they could not find any money that they fled the scene.

Apart from the repair costs the school is burdened with now, they fear that the robbers might return.

Wells said that since they discovered the break-in, a group of suspicious-look-ing men in a white Izuzu bakkie was noticed hanging around in the vicinity of the school. Increased security measures and vigilant guards placed at the school,

however, seem to have foiled the thugs or any would-be thugs’ plans to return.

Wells’ advice, not on ly to other Louis Tri-chardt schools but also to residents, was to be more vigilant about their security measures.

“Schools are becom-ing a soft target for criminals,” said Wells.

In the meantime, the newspaper’s enquiry into the matter with the Makhado Police yielded no response. At this stage the station is yet to be appointed a perma-nent station com mander, with the communica-tions officer being on maternity leave.

Daar is nog steeds ‘n paar haakplekke by die lisensiekantoor van die Makhado Munisipaliteit.

Dit volg nadat die munisipaliteit reeds in No-vember verlede jaar tegniese probleme begin ervaar het met hul datavasleggingmasjiene wat gebruik word om aansoeke vir rybewyse of die hernuwings daarvan te prosesseer. Nou is dit die rekenaars wat gebruik word om die oogtoetse en vingerafdrukke te neem wat probleme gee.

Die munisipaliteit het vir ‘n ruk lank nog aan-soeke ontvang deur dit op die ou manier op papier in te vul. Met die aanbreek van die nuwe jaar het die munisipaliteit se aansoekvorms opgeraak, en moes hulle inwoners wegwys na ander lisensiekantore in die streek.

Die munisipale woordvoerder, mnr. Louis Bobodi, het gedurende Februarie bevestig dat die rekenaars herstel moet word deur die Limpopo Departement van Verkeer. Intussen het die de-partement tegnici uitgestuur in ‘n poging om die munisipaliteit se stelsel weer op die been te kry.

Daar het egter ietwat van ‘n verwarring ontstaan tussen die munisipaliteit en die departement. Die Zoutpansberger het gedurende Maart verskeie kere by die departement probeer uitvind hoekom hulle nie die munisipaliteit vroeër uitgehelp het nie. Die departement se woordvoerder, me. Kagiso Mootane, het ondersoek ingestel en weke later eers

gereageer op die koerant se navraag. Volgens haar het die munisipaliteit glo nooit die departement in kennis gestel dat die rekenaarstelsel nie werk nie. Sy het verduidelik dat daar glo ‘n spesifieke prosedure is wat gevolg moet word in sulke gevalle. “Hulle [die munisipaliteit] kan nie net sê hulle het die departement gebel om die stelsel te kom reg maak nie,” het Mootane telefonies gesê.

Enige versoek aan die departement moet glo skriftelik gerig word aan die provinsiale direkteur se kantoor, wat die munisipaliteit glo nooit gedoen het nie. Die hoof verkeersbeampte van die mu-nisipaliteit, mnr. Francis Mokiri, het by navraag bevestig dat hulle wel ‘n aansoek gebring het by die departement. “Hulle jok as hulle gesê het ons het nooit aansoek gedoen nie,” het hy hierdie week aan die koerant gesê. Hy en Bobodi het Dinsdag bevestig dat die rekenaarstelsel nou in so ‘n mate herstel is dat hulle meeste van die tyd aansoeke kan ontvang.

Maar wat staan inwoners te doen as die rekenaar nié werk nie? “Dan sal ons maar net vir mense vra om die volgende dag terug te kom,” het Mokiri pragmaties gesê.

Intussen kan inwoners nog steeds ander verkeer-skantore op Thohoyandou, Soekmekaar, Vuwani, Elim en Musina nader. Die Makhado Munisipaliteit se verkeerskantoor kan ook gekontak word by tel. 015 516 3224 om uit te vind wat die aanlynstatus van hul stelsel op ‘n betrokke dag is.

Daar is nog kans vir mense om seker te maak hulle kry die kans om hul kruisie te gaan trek in die komende munisipale verkiesing.

Inwoners wat nie die afgelope naweek kans gehad het om te gaan registreer nie, sal nou kan registreer tot tyd en wyl die verkiesingsdatum van 3 Augustus amptelik geproklameer word. Pro-klamasie van die datum sal na verwagting iewers in Mei afgekondig word deur die Minister van Koöperatiewe Regering en Tradisionele Sake.

Registrasies kan in persoon gedoen word by Louis Trichardt se plaaslike Onafhanklike Ver-kiesingskantoor (OVK) in Erasmusstraat, agter die munisipale kantore se parkeerterrein.

Ná afloop van die laaste registrasie is daar na-sionaal berig dat geregistreerde kiesers se adresse “weggeraak” het en hulle weer sal moet registreer. Volgens die OVK se webblad is hulle tans op soek na kiesers se adresbesonderhede wat gedurende 1998 tot 2009 registreer het om te stem. Dié adresse het glo weens ‘n tegniese fout weggeraak op die OVK se sisteem. Dit beteken egter nie, het die OVK aangedui, dat ‘n persoon se naam van die kiesersrol verwyder sal word nie.

Die OVK het egter aanbeveel dat mense seker moet maak van hulle registrasie. Dit kan gedoen word deur hul identiteitsnommer per SMS te stuur na 2810 (R1 per SMS) of die OVK hulplyn te ska-kel by 0800 11 8000. Kiesers kan ook aanlyn, op www.elections.org.za, sien of hulle geregistreer is, in water verkiesingsdistrik hulle geregistreer is en waar hulle moet gaan stem. Verder kan kiesers wat nog nie geregistreer is as kiesers nie ook ‘n regi-strasievorm gaan aflaai op die webblad. Hulle kan dan die voltooide vorm, saam met hul ID-boekie of -kaart (geen afskrifte of ander bewyse van identiteit sal aanvaar word nie) neem na hul OVK-kantoor om hul registrasie af te handel.

Kiesers wat nie daartoe in staat is om op die ver-kiesingsdag te gaan stem nie kan ook op dieselfde wyse ‘n aansoek bring om ‘n spesiale stem uit te bring (special vote). Dit is vir kiesers wat in die buiteland is, weens hul werk nie kan gaan stem nie of ‘n fisiese gebrek het en nie by ‘n verkiesingstasie kan uitkom nie.

Intussen wag Louis Trichardt-inwoners nog in spanning op ‘n lys van die verskillende politieke partye se kandidate vir wyksraadslede. Dié inligting sal ook na verwagting eers bekendgemaak word ná die verkiesingsdatum amptelik geproklameer word.

Lisensiekantoor amper weer in volle werking

The Soutpansberg East Cir-cuit recently rewarded the top achiever schools and pupils of the 2015 academic year. The event was held at Louis Trichardt High School.

The circuit manager, Mr Falaza Baloyi, praised the team work done by different teachers to make sure that the pupils scored high marks. “The circuit has a history of good perfor-mances and trophy-scooping

tricks,” he said. “Over the past five years, there was only one year in which the circuit did not receive an award in the province.”

He stated that he viewed the circuit through the Biblical Da-vid’s eye as he looked at Goliath and saw a target big enough not to miss. “Therefore, as long as the circuit is this big, we shall always collect an award in the province,” he said. “This year we want position 1 in the catego-ry of top circuits in the province.

We are tired of playing second fiddle to other circuits.” Baloyi further said that the Soutpans-berg East Circuit was the biggest circuit in the country in terms of the number of schools.

The awards for best-perform-ing schools in terms of both ma-tric exemption and distinctions were awarded to Louis Trichardt High School (1st), Emmannuel Christian School and Mahonisi Independent School (sharing 2nd position) and Litshovhu High School (3rd position).

The best overall learner was Maxwell-Junior Rotodwa Ra-maite from Litshovhu High School. Maanda Joseph Phathe-la (Louis Trchardt High School) came second and Marubini Ma-ria Tshivhenga from Litshovhu High School was third.

Louis Trichardt High School got the award for the top-per-forming school in the circuit with the highest percentage of distinctions in all subjects and for being the best overall per-forming school in terms of quan-tity (results 97%). They were also the top school in matric ex-emptions. The principal for the Hoërskool Louis Trichardt High School, Mr Louis Cilliers, said that the awards meant a lot to the teachers, the learners and the school community. “The awards definitely confirm that we are an effective school in terms of our achievements, dedication and commitment to perform and to keep on performing in the years to come,” he said.

Angry residents of the Mulima area chased away Independent Electoral Commission (IEC) officials at Vuwani on Satur-day during the final voters re gistration on the weekend. The officials were under heavy police guard.

It was reported that members of the community had also dis-rupted IEC operations ahead of the voter registration weekend.

The community members are upset by the Demarcation Board’s decision to amalgam-ate some off their area with Ward 5 of the Makhado Munic-ipality, which includes Mulima,

Thon doni, Lambani, Vuka and Likhade. People from Mulima have been saying that they are unwilling to be part of Ward 5, which includes Magageni and surrounding villages.

The secretary of the Mulima Demarcation Forum, Mr Ten-dani Musehana, said community members would have proceeded with the voter registration peace-fully if the government had con-sulted with them before, but the government instructed them to go to the new ward, which is far away from them. “It is not only the Demarcation Task team, but the whole community of Muli-ma, which includes traditional leaders, saying that we cannot be

part of the new ward.”Some residents stated that they

were happy that IEC officials left the area, because they didn’t want to vote. “We are very happy because it was our expectation for the IEC not to operate in our community. We are very excited that they failed to operate here,” one resident said.

Limpopo IEC electoral officer Ms Nkaro Mateta confirmed that the community of Mulima chased away IEC officers and she said that nine voting stations were closed on Saturday. She appealed to all the people who did not reg-ister to go the municipalities or to the IEC officer to register before the election in August.

Development

The construction of the R320 million Musina Mall, which started four months ago, is going smoothly and prospects that the contractors will meet the March 2017 completion date are promising.

The mall is an extension of the existing Great North Plaza, which currently houses 40 shops. The addition of Musina Mall will increase the Great North Plaza from 14 000 m² to 34 000 m². The mall came about as a result of the partnership be-

tween Investec and the Moolman Group, who will develop the centre as co-owners.

Municipal spokesperson Wilson Dzebu says: “Apart from being declared a provin-cial growth point, the initiative will also play a meaningful role as Musina prepares to become a city in the near future. Upon completion, the mall will influence the highly effective cross-border trade and the establishment of the Special Economic Zone in our border town.

“This will also help to sensitize ev-eryone, especially prospective investors, that there is potential for economic

growth here in Musina. The initiative will transform our town into a top investment destination that will attract businesses and direct foreign investment while at the same time accelerating industrial develop-ment and realizing the country’s industrial action plan and the new growth path.”

Dzebu says during the construction period, the mall will create approximately 500 job opportunities.

“Another 500 jobs will be created upon completion and this will help to eradicate the challenge of the high unemployment rate in Musina.”

Diegene wat al jare lank in die bedryf is, sal dit bevestig – koerantwese word deel van jou DNS. Dit word ‘n onskeibare deel van die boublokkies wat van jou ‘n totale mens maak. Toe ek Johann in 1990 vir die eerste keer ontmoet het, was dit duidelik dat die koerant saam met hom reis, dat dit lank reeds deel van sy persoonlikheid geword het.

Johann het amptelik in Januarie 1985 op Louis Trichardt gearriveer, so saam met die karavaan wat agter sy Peugeot gesleep is. Sy idee was om ‘n eie koerant, die Zoutpansberger, vir die streek se mense op die been te kry. Hier het hy vir Petrus Munonde raakgeloop en terwyl hy nuus ingesamel het en advertensies verkoop het, het Petrus foto’s ontwikkel en al die los take verrig. Aanvanklik was dit sommer so vanuit die munisipale kara-vaanpark, terwyl hy gereël het vir kantoorspasie. Gaandeweg het nog mense by hom aangesluit, ook sy vrou Melinda.

Vir baie sal so ‘n werkswyse vreemd wees, maar nie vir Johann nie. Dit was waarskynlik dié stewige skoot opportunisme wat van hom ‘n goeie besigheidsman gemaak het. Hy het ‘n geleentheid raakgesien en geglo in sy vermoë om dit te laat werk.

Johann is op 30 Ok-tober 1947 in Johannes-burg gebore. Dit is ook hier waar hy sy eerste ervaring met koerante opgedoen het toe hy as jong man in die adver-tensie-afdeling van die dagblad, die Citizen, begin werk het. Hierna is hy verder noord, na Pietersburg, waar hy Robert en Naomi de Jager gehelp het om die Northern Review op te bou. As advertensiebestuurder het Johann binne ‘n relatiewe kort tydperk daarin kon slaag om die koerant se omset beduidend te verhoog en dit die grootste koerant noord van Pretoria te maak.

Op Louis Trichardt het Johann vinnig sy merk gelaat. Hy het besef dat jy nie deel van ‘n ge-meenskap word deur onbetrokke te bly nie. Hy het self foto’s by funksies geneem, sportwedstryde bygewoon en advertensies gewerf. Van hier spruit ook sy bynaam, Johann Koerant.

Een van Johann se gunsteling tydverdrywe was gholf. Hy was ‘n gereelde gesig op die baan en het sy bes gedoen om sy voorgee onder 20 te kry. Dit was nie altyd vir hom moontlik nie, maar aan entoesiasme was daar nie ‘n tekort nie. So onthou ek een insident waar ons saam in ‘n houespel kompetisie gespeel het. Ons teenstanders was die bestaande klubkampioene en die verwagting was dat dit ‘n eensydige stryd sou wees. Op die twaalfde putjie was sake nog rede-lik gelyk, maar met die afslaan op die dertiende het dinge slegter begin lyk vir my en Johann. My bofhou was maar fl ou en Johann se bal het ver regs van die skoon-veld in die diep bosse geëindig. In teenstelling daarmee het ons oppo-sisie stewige dryfhoue gespeel en mooi op die groen gras gelê.

Terwyl ek nader aan my bal stap, sien ek hoe Johann met ‘n dapper swaai deur die dik gras poog om ‘n naderhou te speel. Die bal trek so 20 of wat meter verder en eindig in ‘n volgende bos. Ek neem toe maar aan dat Johann uit is en begin aanspeel, met die hoop dat ek darem met ‘n een of twee oor syfer kan klaarmaak en dalk die putjie kan deel. Die volgende oomblik hoor ek hoe klap die yster en

Johann se bal trek swierlik oor ons koppe, net om bo-op die bult die boomtakke te tref en uit te skiet in die rigting van die putjie. Sy bal rol deur die sandgat, tref die vlaggie en eindig in die gat. Dit was net hier waar ons teenstanders se “wiele” afgekom het.

Tot ‘n mate was dit hoe Johann Koerant was – hy het geglo in homself en was bereid om die kanse te waag.

In 1990 het hy nog ‘n dapper waagstuk probeer. Hy het ‘n koerant begin wat gerig was op die oorwegend swart gemeenskap in die streek. In daardie stadium was daar min koerante in die land wat primêr op swart gemeenskappe ingestel was. Daar is geglo dat dit nie ekonomies haalbaar was nie, maar Johann het gemeen dit kan werk en die Venda Mirror het in September 1990 die eerste keer die lig gesien. Vandag is die Mirror steeds die gemeenskapskoerant met die beste verkoopsyfers in die provinsie.

Johann was altyd aktief betrokke by die ge-meenskap waarin hy geleef het. Hy was ‘n lid van die Rotariër beweging en het in 2003/4 diens gedoen as president van die plaaslike tak.

Daar was egter ook die donker tye. In die laat 1990s het Johann begin sukkel met sy gesondheid

en hy is gediagnoseer met blaaskanker. Sy blaas is verwyder en hy het vir etlike maande geveg om te herstel. Dit was egter weereens ‘n geveg wat Johann met baie toewyding aangedurf het en dit was nie lank voor hy weer sy pos in die redakteurstoel ingeneem het nie.

Die lang siekbed het egter bygedra tot sy besluit om die stres-volle uitgewersbedryf te

verlaat. Hy het in 2000 albei die koerante verkoop en vir homself ‘n studio gebou vanwaar hy sy fo-tografi e en videoproduksies kon bedryf. Dit het hy gedoen tot in 2005 toe hy en Melinda na Kleinmond verhuis het waar hulle ‘n huis gekoop het.

Johann en Melinda het egter nie bande met die Soutpansberg gebreek nie en gereeld gebel om te hoor hoe dit gaan. Hulle baie vriende het ook gereeld gaan kuier. In 2015 was hulle die eregaste toe die Zoutpansberger se 30ste en Mirror se 25ste verjaardag gevier is.

Johann is vroeg Woensdagoggend, 6 April, oorlede in sy huis in Kleinmond. Volgens Melin-da het hy die afgelope tyd weer gesukkel met sy gesondheid, maar was optimisties dat dit beter sou gaan. ‘n Roudiens is Dinsdag gehou in Kleinmond. Dit is bygewoon deur vriende en familie, wat sy twee dogters, Tania en Jeánnine, ingesluit het. Hy word ook oorleef deur ‘n skoonseun en twee kleinkinders.

Gemeenskap sê totsiens aan Johann Koerant

Johann en sy vrou, Melinda, afgeneem tydens sy tydperk as president van die plaaslike Rotariërklub.

Johann by die eerste uitgawe van die Zoutpans-berger wat in Januarie 1985 verskyn het.

Johann (regs), afgeneem tydens sy mees onlangse besoek aan die Soutpansberg tydens die Zoutpansberger se 30ste en Limpopo Mirror se 25ste verjaarsdagviering in Augustus verlede jaar. Saam met hom staan een van sy oud vriende, Johan Gilfi llan.

Die skielike heengaan van Johann laat mens terugkyk

met herinneringe aan wat hy op persoonlike vlak in die ge-meenskap gedoen het. Hierdie is ‘n kort huldeblyk aan Johann se betrokkenheid by die Sout-pansberg Gholfklub.

Johann het op ‘n laat stadium in sy lewe gholf opgeneem en in die begin het hy en Schallie van Schalkwyk gereeld saam ‘n potjie gholf gespeel om die spel

te leer. Miskien het hy nooit die spel heeltemal oorwin nie, maar aan ywer het dit nooit ontbreek nie. Hy was altyd ‘n plesier om mee saam te speel en baie van die senior spelers in die klub praat nog steeds met mooi herinneringe van “Onthou julle nog toe Johann Koerant dit of dat gedoen het.”

Sy betrokkenheid by gholf het egter nie net by die speel van die spel gebly nie. Hy het gou betrokke geraak by die administrasie en het as gewone

lid, sekretaris en kaptein op die bestuur van die klub gedien vir baie jare. Mens kon te enige tyd hom vra om iets te doen. Sy grootste nalatenskap by die klub is egter die hout kroegtoonbank in ‘n ovaalvorm wat hy meestal alleen of met lede onder sy toesig gebou het. Die toonbank is plankie vir plankie gebuig en aanmekaar gesit (natuurlik saam met ‘n paar “Lion” biere).

Al die gholfvriende sal Johann onthou vir al die genot-volle tye saam.

steuning wys ten opsigte van dierebeskerming tydens die Louis Trichardt Dierebeskermingsver-eniging (DBV) se gholfdag by die Soutpansberg Gholfklub.

Die formaat van die dag se spel is ‘n vier-bal-alliansie Scramble Drive, met deelname wat R1 500 vir die vierbal (vier spelers) kos. 17 POLOKWANE MAYOR-AL RACE Local roadies can start

preparing themselves for the annual Polokwane Mayoral Road Cycle Race on 17 April.

The Peter Mokaba Stadium will play host to this event, and cyclists can choose to enter one of the three races: the 96km, 45km or the 15km race. The entry fee for the races are R220, R160 and R70 respectively, with entries closing on 13 April

14 TURBI HILLS MTB RACE The region’s mountain bike

cyclists must take note that the annual Turbi Hills Mountain Bike Race, hosted by the MOTHs Tur-bi Hills Shellhole in Louis Trichardt, will now be hosted a week earlier.

Due to unforeseen circumstances, the race will now take place on Saturday, 14 May and not on 21 May as previously advertised. Registrations will take place from 06:30 to 07:30 at Ridgeway Independent School along the Roodewal road. The fi rst race starts at 08:00 and cyclists will be able to compete in the 50km (entry fee R140), 30km (R100) or 8km (R40) race. A kiddies’ race (R10 entry fee) for the very young is also on the cards.

We continue to scrutinise Van Warmelo Street this week, and as has become the norm in this series, we deviate a bit.

A number of readers have pointed out that the articles don’t always focus on the specifi c person the street was named after. This is true, because it is not a series of biographies – it is a series focussing on the history of the region. The name of the street is a starting point, but from here we explore the rest of the region. Often the exploration ends in areas where the streets have no names, or otherwise put, where the main role players’ names were never put on street signs.

The story that starts with Van Warmelo is one such exploration.

Bavenda, under leadership of Makhado and his uncle, Khatelage or Katse-Katse. The fact that Makhado’s warriors were heavily armed with rifl es previously used for hunting, did not help the town people.

The ZAR government was asked for urgent assistance and on 6 June 1868 commandant-gen-eral Paul Kruger arrived at Kranskop near the Nyl river with some 400 men. Kruger asked the president for a much larger force, but there seems to have been a general unwillingness among the burgers to report for duty. Many felt that the Schoe mansdal people had caused their own problems by allowing rifl es to end up in the hands of the Venda warriors. Many reasons were later put forward as to why Kruger’s efforts to save the town were unsuccessful. These include a serious lack of ammunition, dissention among troops and the fact that Katse-Katse’s fortress in the moun-tain was near impenetrable.

Kruger realised the imminent dangers and the proposal was made that the people be moved to a safer area. This proposal met with a lot of resistance and Rev Van Warmelo spearheaded a petition wherein some 60 residents vowed to fi ght to retain the town, but all was to be in vain.

On 12 July 1867 an

order was issued that Schoemansdal must be evacuated. This created panic among residents and everyone tried to load as much of their belongings as they could onto wagons. Even Rev Van War-melo only had time to remove the window frames and doors of the church. The lager moved out on 15 July and as the last wagons pulled away the Venda warriors started burning down the houses and knocking down the buildings.

The Schoemansdal people moved to Maraba-stad, some ten kilometres west of where Polo-kwane is situated at present. For the next year Van Warmelo stayed with part of his fl ock and a corrugated iron church was erected, but in

the middle of 1868 he accepted a call to become minister

of the congregation in Heidelberg. He stayed in Heidelberg for the remain-der of his life.

In the latter part of his life Van Warmelo tried his best to unite the Neder-duitsche Hervormde Kerk and the Nederduitsche Gereformeerde Kerk. Between the years 1882 and 1885 he was active in a number of commis-sions to try and unite the two biggest church bodies in the then ZAR. It was clearly a bridge too wide to cross and in 1891, after Pres Paul Kruger had arranged a meeting to try and settle the matter, it was clear that unity would not be achieved and the court was asked to adjudicate the further differences.

In last week’s edition we started with the story of Reverend NJ van Warmelo, the Hervormde church minister who arrived at Schoemansdal in July 1864. The story then deviated a bit and we discussed some of the other missionaries such as Alexander MacKidd, Ernest Creux and Paul Berthoud. We also focussed on the graves of the women and children that were left behind in the shadows of the Soutpans-berg.

Seeing that this article concerns Rev Van War-melo, we should return to his role in the history of the Soutpansberg, and more specifi cally the eventual evacuation of the town Schoemansdal in July 1867.

The Schoemansdal people were quick to em-brace the Dutch reverend and sympathised with his losses. In February 1866 Van Warmelo at-tended the church’s general assembly in Potchef-stroom. When he returned the local congregation had put up a tombstone on his wife’s grave and planted a bed of roses around it.

Van Warmelo saw the need for proper tuition in the booming trade town and started classes for the children every weekday morning in the church hall. The inadequate facilities prompted him in April 1866 to write to the president of the ZAR, asking that a gov-ernment school be established at Schoemansdal. He even identifi ed an ideal candidate for the post as schoolmaster, namely Cornelis van Boe-schoten, a young man who assisted him when teaching the children.

The construction of a school building remained a dream for Van Warme-lo and it seems as this became a reality early in 1867, albeit with funds provided by the local church congregation. The reverend had to fulfi l the role as building inspector, giving advice where necessary.

On 29 April 1867, Van Warmelo married Maria Maré, daughter of the then landdrost of the Soutpansberg, Dietlof Siegfried Maré. Van Warmelo was clearly a very popular and loved fi gure. In later years Senator G.G. Munnik, in his memoirs, writes very kindly about the man of the gospel:

“The Rev. Mr. Van Warmelo remained with his people in their wanderings, and became a veritable Moses to them. Everyone rushed to him with their joys, their griefs, and their sorrows.”

In 1917, fi fty years after the evacuation, a brick wall was built around the graves. Mrs Van Warmelo’s grave was one of the many that was vandalised and destroyed by fl oods and elements of nature. Dit aldus die LUR vir vervoer, mev. Mapula Mokaba-Phukwana. Sy het dié onthulling gemaak tydens die onlangse provinsiale begroting van haar departement vir die tydperk 2016/17.

Volgens Mokaba-Phukwana is die groot aantal toeriste en besoekers aan Limpopo een van die hoofredes wat bydra tot die provinsie se hoë padsterftesyfer. Nog ‘n rede is die duisende volgers van die Zion Christian Church (ZCC) wat jaarliks by Moria saamtrek vir die Paasnaweek. Boon-op, het Mokaba-Phukwana gesê, word die provinsie se paaie gebruik as ‘n deurgangsroete na Suid-Afrika se buurlande.

Alhoewel vanjaar se padsterftes op Limpopo se paaie afgeneem het van 49 tot 25 oor die Paas-

naaweek, sê Mokaba-Phukwana kan daar nog baie meer gedoen word om dié syfer af te bring. Limpopo is, naas KwaZulu-Natal, die provinsie met die meeste padsterftes.

Tydens die 2015/16-boekjaar het verkeersbe-amptes meer as ‘n miljoen (1 633 212) voertuie by padblokkades gestop en deurgesoek. ‘n Totaal van 1 622 motoriste is weens dronkbestuur in hegtenis geneem en 2 873 voertuie was onpadwaardig.

Juis om hierdie rede, het Mokaba-Phukwana gesê, gaan haar departement hulle nuwe begroting van R1,9 miljard aanwend om paaie te beveilig. ‘n Groot gedeelte van die begroting sal gaan om die dood van voetgangers te verminder. R527,33 miljoen van die begroting is aan administrasie toegeken, R850,75 miljoen sal deur verskeie ver-voeroperasies gebruik word en R501,07 miljoen is vir vervoerregulasies toegeken.

Toe Jesus dood en begrawe is, gaan die Fariseërs na Pilatus en vra dat die graf

vir drie dae bewaak en verseël moet word (Matt. 27:65-66).

Dit was ‘n hopelose poging in die verlede, dit is hopeloos vandag en dit sal altyd hope-loos bly. Hulle kon Hom nie in die graf hou nie. Vir ‘n tyd lank kon mense Hom dood en in die graf probeer hou en dink die graf is verseël. Maar dit werk nooit nie.

Jesus het opgestaan want Hy is nie die graf in gedwing nie (Joh. 10:17-18). Hy het Sy lewe afgelê toe Hy gereed was en uit die graf gestap toe Hy gereed was.

Vir twintig eeue het die wêreld probeer om Hom in die graf te hou, maar tevergeefs. Die wêreld kan Jesus nie stilmaak of beperk nie. Jesus lewe en is vry om te kom en te gaan soos Hy wil (Matt. 28:18).

Alle dinge is vir Hom en deur Hom gemaak en Hy heers oor alle magte (Kol. 1:16-17).

Vertrou Hom en gaan na Hom. Hy is die lewende God wat lewe gee.

Daisy bloos verleë en trek gleufi es op die witgeskropte hout van die tafel. “Tannie Patel het gesê as daar een is wat sal verstaan as ek dit so verduidelik, dan sal dit jy wees, Mevrou Gamidha. Sy het my vertel jy het dieselfde passie vir kos as wat ek het en jy sal die geure en kleure kan herken...” Skielik klink dit selfs vir Daisy ‘n bietjie vreemd en vergesog. Sy kyk onseker na Kathy.

“O nee, moenie na my kyk vir hulp nie!” lag Kathy dat sy amper in haar heuningbostee stik. “Maar ek moet sê, hierdie is beter as enige show wat ek gesien het by die KKNK! Jy moet tog net nie dat die celebs hiervan uitvind nie ... Dan sleep hulle binnekort vir Reuben Riff el of Jamie Oliver saam om rokke vir die parlements-opening te gaan ontwerp!” Kathy en Mevrou Gamidha lag dat jy hulle straataf kan hoor.

Dis Gamidha wat eerste die kilheid in Daisy se oë raaksien en besef sy is nou op dun ys.

“Toemaar, my darling, ons is sommer so ‘n bietjie laf op ‘n Bloumaandag. Ekskuus. My skoonsussie is heeltemal reg – ek verstaan maar te goed waarvan jy praat as jy sê dit moet borriegeel wees maar voel soos ryk tamatie- en tamarynsous. En die jasgoed moet die kleur van knoff el wees met star aniseed vlokkies, maar room teen jouse vel ... Fluweel soos vars dhania. Nee, ek verstaan, my skat.”

“Nou kyk, vandag is al amper klaar oor. Kom nou more vroeg terug met plat skoene en ‘n vol-gepropte wallet en dan gaan koop ons materiale. Ek sal julle stiek vir lunch. Maleierkos – the real thing.”

Halfpad deur die volgende dag gee Kathy op. Sy volg Gamidha se instruksies en gaan wag vir die mevrouens by die eetplek. Met baie wyn. Daisy se wange is bloedrooi van opwinding en Mevrou Gamidha gee opdragte aan die jong verkoopsmeisies. Daar lê later berge materiale en afwerkings waar Daisy opgewonde vertel wat gemaak moet word en Mevrou Gamidha notas neem.

En nes Tannie Patel gesê het, is daar skielik kleur en tekstuur en lig en geur in Daisy se lewe. Sy verloor haarself heeltemal en maak planne met die onwaarskynlikste pasmaats – fl uweel en sy, pers en rooi en goud en skelpienk.

Uiteindelik is ‘n fraksie van die aankope in die gehuurde kar gelaai en sluit Daisy en Mevrou Gamidha soos ‘n sirkus in volle blom by Kathy aan.

“Alla liewe hel, Daisy! Ek kan nie dink dat jy eers op jou troue so gelukkig gelyk het nie. Dis ‘n avontuur wat jou aanstaan, nê my vriendin?”

Daisy se oë blink en sy kry nie regte woorde uit om haar oudste en beste vriendin te antwoord nie.

“Laat ek dit só stel – nie eers vars oesters en kreef met die heel beste Franse sjampanje bedien deur ‘n horde halfnaakte Chippendales sal my nou so vermaak nie!”

En dit kan mens van Daisy sê: Wanneer sy fokus, is daar min wat haar van stryk bring. Die res van die week spandeer sy by Mevrou Gamidha en skets en beplan hulle ‘n hele nuwe klerekas (of twee-drie) vir Daisy. Kathy het haar uit die sakie gewikkel en toeristedinge begin doen. Saans het Kathy en Daisy hulle oorgegee aan die kulinêre kunste van Kaapstad en bedags het Daisy net weggeloop uit die Bo-Kaap uit om meditasiesentrums en ietwat esoteriese winkels te besoek.

Op hulle laaste dag in Kaapstad gaan groet Daisy en Kathy vir Mevrou Gamidha. Daisy se bagasie is reeds volgepak van die mooiste uitrustings en hulle maak reëlings om die res op Waterpoort te kry. Daisy se lang blonde hare het ekstra blonde behandeling in een van die beste salonne gekry. Daar is syblomme in haar hare en ‘n rok van salmpienk met heuninggeel fi sante op sagte, vloeiende lap.

Mevrou Gamidha huil toe sy Daisy styf vasdruk.

“Parvana...” sê sy teen Daisy se nek. “Parvana is ‘n butterfl y in Persies. Jy het hier aangekom soos ‘n Daisybos en jy gaat weg hier soos ‘n butterfl y wat uit die kokon ontsnap het, my darling.

“Blessings vir jou.”

Let asseblief daarop dat die Limpopo Hengelvereniging se reëls geld

Buiten vir bogenoemde prys, is daar ook R20 000 as eerste prys op die spel in die senior afdeling (R300 inskrywing per hengelaar) vir die grootste baber wat gevang word. Die tweede prys in hierdie afdeling beloop R6 000 en die derde prys R3 000. Die jongspan het ook nie vergete gebly nie en vir hulle is daar ‘n junior afdeling (R150 per hengelaar 12 jaar en jonger). Hier ontvang die wenner R3 000 as eerste prys, R1 000 as tweede prys en R500 as derde prys.

Die Beja Hengelparadys by die Albasinidam speel gasheer vir die kompetisie. Die wenners was (voor van links na regs) Chilho van Zyl (1ste .22 en beste junior meisie), Wian du Toit (1st .22, jaggeweer en beste junior/senior seun), Douwe Steyn, Fourie Steyn (1st .22 en beste junior seun) en Inus Steyn (derde .22 junior/senior seun). In die middel is Simone du Toit (1st .22, jaggeweer en beste junior/senior vrou algeheel), Mariaan Rademeyer (1ste handwapen, 2de .22 en jaggeweer en beste senior vrou), Jeanette Rademeyer (1ste .22 en jaggeweer, en 3de handwapen vir vroue), Tiny Rademeyer (2de .22 en jaggeweer junior/senior meisies) en Wimpie du Toit (2de .22 junior/senior seuns). Agter is Ampie du Toit (1ste handwapen, 2de .22 en 3de jaggeweer senior mans), Michael Rademeyer (3de .22 senior mans), Frikkie de Jager (3de handwapen senior mans) en Jannie van Zyl (2de handwapen senior mans). OMGEWINGSIMPAKBEPALINGSPROSES

ProjekbeskrywingSuid-Afrika, Zimbabwe en Mosambiek het ʼn strategiese alliansie aangegaan om mekaar by te staan om volgehoue en ononderbroke elektrisiteitsvoorsiening binne elk van die lande te verseker. Dit behels infrastruktuur wat elk van hierdie lande in staat sal stel

om elektrisiteit aan mekaar te stuur of te ontvang, soos en wanneer nodig. As Suid-Afrika se elektrisiteitsprodusent is Eskom besig om die vereiste infrastruktuur

te ontwikkel wat die inwerkingtreding van hierdie ooreenkoms moontlik sal maak. Eskom benodig die konstruksie van twee 500kv-kraglyne vanaf die Nzhelele-substasie

na die Limpoporivier. Hierdie twee kragdrade sal verbind met kraglyne wat van die Triangle-substasie in Zimbabwe afkomstig is.

LiggingDie studie-area vir hierdie voorgestelde projek val binne die Vhembe-distriksmunisi-paliteitstreek, binne die plaaslike munisipaliteit van Musina. Die kraglyne sal begin by die Nzhelele-substasie (wat tans opgerig word), suidoos van die hoek van die N1

en die R525, Tshipise-pad. Die kraglyne sal dan verder noordwaarts in die rigting van die Limpoporivier moet beweeg, waar hulle die Zimbabwe-kragdrade sal ontmoet wat van Triangle in sentrale Zimbabwe loop. Areas noord en wes van die dorp Musina word

bestudeer.

ENVIRONMENTAL IMPACT ASSESSMENT PROCESS

Project DescriptionSouth Africa, Zimbabwe and Mozambique entered into a strategic alliance to assist each other in ensuring continue and uninterrupted electricity supply within each of

the countries. This entails infrastructure that will allow each of the countries to send or receive electricity, as and when required, form each other. Eskom, as South Africa’s electricity producer, is in the process of developing the required infrastructure that will allow this agreement to take effect. Eskom requires the construction of two 500kv pow-er lines from the Nzhelele Substation to the Limpopo river. These two power lines will

link up with power lines that originate at Triangle substation in Zimbabwe.

LocationThe study area for this proposed activity is within the Vhembe District Municipality

region, within the Local municipality of Musina. The power lines will start at the Nzhelele Sub Station (under construction), south east of the corner N1 and the R525, Tshipis road. The power lines will then need to move north towards the Limpopo river,

where they will meet up with the Zimbabwe power lines, coming from Triangle in central Zimbabwe. Areas East and West of the town of Musina is being studied

Kombo Bere managed to win the annual Cycle Centre Challenge a second time, improving on his previous wining time.

Marno van Zyl from Louis Trichardt managed to keep up a gruelling pace, which enabled him to fi nish ahead of his closest rival, Douglas Archer, and win the junior men’s category.

Dawie Grobbelaar, a nationally ranked mountain biker who recently moved to Louis Trichardt, won the youth men’s category of the past weekend’s annual Cycle Centre XCO challenge.

Mountain biking – and cross-country biking in particular – is generally not for the fainthearted.

This year’s participants of the annual Cycle Cen-tre Challenge had to battle it out on an extremely muddy and slippery Cross Country track. As in the past, the race was hosted in the Komatiland Forests, on the locally constructed track.

This year’s event was, sadly, characterized by poor attendance, partly because of the rainy weather. The muddy track proved a challenge for visiting participants from other places, such as Tzaneen and Polokwane. From the word go, local cyclists proved their mettle on the track as they were more used to it.

Local cycling talent Kombo Bere had a powerful race in the Junior Men U/23 category, fi nishing his four laps in a time of 65:23:01; a whole 12 minutes faster than his time last year. He closest rival and also a local, Gehart Meyer, fi nished just over nine minutes after him in second place in a time of 74:55:01. Francois Labuschagne also from Louis Trichardt fi nished third in a time of 83:16:01.

In the Junior Men 17-18 category (four laps), local cyclists Marno van Zyl and Douglas Archer battled it out for top honours. Douglas kept up a gruelling pace, mere seconds behind Marno during all four their laps. Marno only managed to shake off Douglas during the fourth lap, fi nishing almost two minutes ahead of him in a total time of 77:57:01. Douglas fi nished second in a time of 79:21:03, with Lean Kahts in third in a time of 105:14:21. The only girl in this category was Joleen de Swardt from Louis Trichardt, who fi nished the race (three laps) in a time of 65:51:03.

In the Youth Men 15–16 category, Richard Lam-bert from Louis Trichardt lost out on the fi rst place by seconds. He was up against nationally ranked cyclist Dawie Grobbelaar, who recently moved to Louis Trichardt. Dawie overtook Richard during the second lap and fi nished the race in a total time of 55:58:01, 12 seconds ahead of Richard, who fi nished in a time of 56:10:01. Benj Baber fi nished third in a time of 61:03.

The youth women’s category saw Lara Dando fi nishing in fi rst place in a time of 59:29:18. She was followed by Simoné Nel in second in a time of

68:35:03 and Monique Pretorius third in 97:00:01.Reinhard Jansen van Vuuren was the winner

in the category for sprog boys (three laps) in a total time of 28:21:14. He was followed by Jarred Watridge in second place in a time of 29:05:18 and Tyrone Anders third in 30:15:01. The only girl in this category, Lilian Baber, fi nished in 32:55:01.

In the category for sub-junior boys, Josh Baber fi nished fi rst in a total time of 25:36:36. JC Logten-berg was second in a time of 35:55 and Shaun de Beer in third in a time of 40:24:10.

Other age category winners, with their total time in brackets, were Richard Jansen van Vuuren (Vet Men 82:39:01) and Christie Thomas (Vet Women 68:06:13).

Links: Graad 4X, uit-gevat in die groen en goud van die na sionale rugbyspan, was die vinnigste klas in hulle groep.

Laerskool Louis Trichardt se O/10, O/11, O/12 en O/13 netbalspannetjies het vanaf 1 tot 4 April deelgeneem aan die Sportisimo netbalkursus in Magaliesberg. Tydens die kursus, wat aangebied is deur dr. Elsje Jordaan en me. Minnette Dempsey, het die spannetjies nie net hulle netbaltegnieke geslyp nie, maar ook meer geleer van vriendskap en spanbou. Die O/11 en O/12 spanne het elkeen met silwer medaljes teruggekeer na hulle wedstryde by die kursus. Dié spanne word onderskeidelik afgerig deur me. Carina Joubert en mev. Luzelle Wahl.
