Provincial police to consultcommunities on crime preventionThePolicingneedsandprioritiesconsultation process (PNP) willstarton26JulyinWorcesterdur-ingwhich all communities in theWestern Cape will be consultedto determine specific policingneeds. Stellenbosch will be visit-ed on 5 August.

Consultationswill continueuntil9 December through 25 publicmeetings across the province – onefor every police cluster. The aim of these meetings is to

identify the PolicingNeeds andPri-orities (PNPs) of each community,to ensure that the police remain re-sponsive to communities.According to Dan Plato, Western

Cape Minister of Community Safe-ty, they do not believe in a one sizefits all approach and the findingsfrom the PNP meetings show thatdifferent types of resources areneeded in different communities.“During these meetings, commu-

nities will have the opportunity tomeet withme and the officials fromthe Department of CommunitySafety.“They can also meet their com-

munity policing forum (CPF) andCluster CPF chairpersons, andmost importantly theymust identi-fy, discuss and confirm the specificneeds and priorities of their com-munities,” Plato said. The key objectives of the PNP

project are:V To identify the policing needs

and priorities in the Western Capefrom a community perspective;

V To influence the allocation anddeployment of policing and safetyresources in line with the safetyneeds identified; and

V To guide and influence the for-mulation of policing priorities atprovincial and national level in re-spect of identified provincial polic-ing needs and priorities.“The PNP consultation process

will culminate in the PolicingNeedsandPriorities 2014/15Reportto be presented to my office for en-dorsement and consideration of thestanding committee on community

safety.“The standing committee may

choose toprovide theSouthAfricanPolice Services (SAPS) ProvincialCommissioner an opportunity torespond to safety issues raised inthe report before submitting it tothe national Minister of Police andthe MINMEC (Minister and Mem-bers of the Executive Council) to beincorporated in the SAPS AnnualPerformance Plan (APP),” Platosaid.South Africa’s Constitution is

clear (Section 206(1)) that the cabi-net minister responsible for polic-ingmustdetermine thenational po-licing policy after consulting theprovincial governments and takinginto account the policing needs andpriorities of the provinces, as deter-minedby theprovincial executives.By compiling this report through

a rigorous public participationprocess the department is deliver-ing on its constitutional mandate.Government’s response tomigra-

tion and crime patterns tends to betoo slow, due to a rigid budgetaryprocess which is not aligned to thereleaseof crimestatistic time-lines,and the level of dependency on an-nual crime statistics, which is a lag-ging reactive indicator, needs to bereduced in order to effectively ad-dress crime. The bottom line is thatmore regular crime statistics areneeded. The Western Cape Government

has embarked on the PNP processaimed at seeking additional sourc-esof informationaboutourcommu-nities’ safety needs. In order to maximise the impact

of the resources allocated to in-creasing safety, it remains of criti-cal importance that those limitedresources are deployed in the areaswhere they are most needed andwhen they are most needed.“The Western Cape Govern-

ment’s approach also facilitates adeparture from the current one-size-fits-all approach to policing, al-lowing for different focus areas andneedswithincommunities, manyofwhich are based on the lasting ef-

fects of the racial segregation poli-cies of the past.“The current system of resource

allocation, which is based on uni-formity guided by a single set ofrules and crime statistics, are sys-temically weak and increasinglyunable to address the specific needsexisting within communities,” Pla-to said.In 2013/14, the PNP consultation

process reached all 25 police clus-ters and attracted more than 2 200keystakeholdersanddecisionmak-ers in the fieldof safetyandsecurityin the province. These included: SAPS, CPFs,

neighbourhood watches, nationaland provincial government depart-ments, non-governmental organi-sations (NGOs), faith-based organi-sations, business organisations, lo-cal ward councillors, victimsupport room members, youth for-mations, municipal managers andmembers of the public.“For 2014/15 we wish to repeat

and improve on the previous year’ssuccess through holistic engage-ments to help identify the causes, motivators and opportunities forcrimes per police precinct and clus-ter in the province.“The department recognises that

crime is a multifaceted and com-plex phenomenon. Different com-munities have different safety con-cerns and needs. Interventions tocreate safe environments and com-munities inwhichcrimeis less like-ly to occur need to take the differ-ences into account.Meaningful partnerships are at

theheart of theDepartment ofCom-munity Safety’s Whole-of-Societyapproach to increase safety in ourprovince. It is important that all communi-

ties use the consultation process asan opportunity to have their say ontheir safety concerns.Through the PNP, the Western

Cape Government is committed toworking Better Together in thefight against crime, ” Plato ex-plained the reasons behind theproject.

Good is not enoughIn my work I often meet clientsin coffee shops and because I of-ten advise business owners onmanaging their businesses, I amveryalert tothequalityofservicerendered by businesses.

Each business owner should en-sure that they know what good serv-ice means to their cli-ents. From certain busi-nesses clients expectspeedy delivery, likewhen a builder orderssand or bricks. From amotor dealer clients ex-pect, among others, ex-cellent after sales serv-ice. If the service is lack-ing, no matter whetheryou sell products or serv-ices, customers look foralternative suppliers.

Let’s look at the coffee shop exam-ple, seeing that they sell productsaccompanied by service delivery. What do I look for in a coffee shop?Being a coffee shop, one will expectthat quality coffee is a given. Butwhat goes with the coffee?

Let us first look at why people vis-it coffee shops? Sometimes it’s a tea-time meeting place for ladies. Busi-ness people meet clients there be-cause nowadays many have officesat home and need such a meeting

place. I see many of them regularlybecause I am one of them.

People working from home mayfind that a home office becomes alonely place. So they take their lap-tops and go work in a coffee shop.I, for instance, like to write theseweekly articles in a coffee shop.

So what is important besides thecoffee? Atmosphere, made up of a combinationof the interior, back-ground music, the loca-tion, etc. and most impor-tant - the service ren-dered by waiters. Arethey friendly and makeyou feel welcome and dothey know the menu byheart?

And then – can I easilyaccess the wi-fi networkwith my computer? In

two coffee shops the past month Icould not access the Internet be-cause the coffee shop’s wi-fi was notup to standard. This limits the workI can do there, as well as the qualityof service I can render to my client. So, what aspects of service are im-portant to your clients when they dobusiness with you? Do you knowand do you exceed their expecta-tions? (DavidMalherbe is abusinessand career consultant and lives inWellington.)

What to ask your mechanic thenext time your car needs a serviceCar issues, expensive repairsand ‘those mechanics that rippedme off’, are always hot conversa-tion starters among vehicle own-ers.

So what should you be doing toensure your vehicle repairs orregular services become hassle-free?

Les Mc Master, chairman of theMotor Industry WorkshopAssociation (MIWA), says yourbest line of defence is to ask theright questions from the get go.

“By asking the right questionsand showing you have an idea ofwhat should be done to your vehi-cle, you are setting the tone fora frank conversation with yourmechanic and getting a good pre-service idea of the state of yourvehicle,” he says.

While there are many ques-tions you could ask your mechan-ic, Mc Master recommends start-ing with these basics:

) “Firstly, ask about your cambelt. Does the vehicle have a cambelt and if so, when was it lastchanged?

The cam belt synchronises therotation of the crankshaft and the

camshaft(s) so that the engine’svalves open and close at the prop-er times during each cylinder’sintake and exhaust strokes. Thelifespan of cam belts vary de-pending on the manufacturer. Itis best to refer to your vehiclehandbook for a guide on when thecam belt should be changed. “

) “Next, ask about the condi-tion of your brake pads and atwhat limit they should bechanged. Brake pads should bereplaced at 70% of total ware toensure the safety of the driver. It’s also important that your me-chanic inspects the brake discs soensure you suggest that this isdone.”

) The third question is:Whether your brake fluid and ra-diator coolant need to bechanged. “It’s also important toask how often this should be doneand whether it was done at yourlast service.”

) Personal safety is obviouslya concern for most drivers, soasking about the state of the air-bags, seatbelts and ABS is also amust. “A light appearing on yourdashboard is not a guarantee that

the ABS is working correctly.“ABS (Anti-lock braking sys-

tem) allows the wheels on yourvehicle to maintain traction withthe road surface, preventing thewheels from locking up andavoiding uncontrolled skidding.

“Your mechanic will be able tocheck that the system is workingcorrectly and the airbags are pro-grammed to deploy in the eventof a collision.”

) Ask the mechanic to contactyou with a quote, should he findany other work that needs to bedone.

“The quote should include anapproximate cost for the partsand labour

“Remember that preventativemaintenance through early de-tection can prove more cost effec-tive in the long term.”

“Don’t be afraid to ask ques-tions and expect comprehensiveanswers from your mechanic.

“Make sure that your mechan-ic is accredited with an industrybody such as MIWA to ensure youhave access to recourse shouldthe service you receive not be upto scratch.”
