Die oorblywende R62 040 was vir medies, pensioenfonds en werkloosheidsverseke- ring - almal belangrike items vir iemand in ‘n verantwoordelike posisie wie se kontrak skielik beëindig kan word. Daar kan egter genoem word dat 2011/12 ‘n groot besparing getoon het. Die vorige jaar het die munisipale bestuurder, mnr. Shadrack Tshikalange, ‘n stewige R1.1miljoen huis toe gevat. Kort op die hakke van die munisipale bestuurder se vergoedingspakket volg dié van die direkteur van tegniese dienste, mnr. Thivho Ralulimi, met ‘n jaarlikse vergoeding van R832 508, wat so ‘n rapsie meer as R69 000 per maand verteenwoordig. Niemand sou Jan Alleman kwalik neem nie as hy sou wens vir selfs net dié direkteur se jaarlikse reistoelae van R262 254 nie. ‘n Groot verrassing is die 2011/12 pakket van die direkteur van gemeenskapsdienste, mnr. Elias Mu- gari. Hy troef selfs die munisipale bestuurder deur R916 357 te ontvang. In die vorige boekjaar was sy vergoeding R762 805. Die verskil kom eintlik in by die feit dat dié direkteur ‘n prestasiebonus van R84 120 ontvang het. Daar was net een direkteur wat so ‘n bonus ontvang het. Die direkteur van beplanning en ontwikkeling, me. Dakalo Sinthumule, se jaarlikse pakket is R791 178 of net duskant R66 000 per maand. Die direkteur van korporatiewe dienste val in dieselfde kategorie, met R789 738 per jaar. Teenoor die direkteure lyk dit amper of die jong hoof finansiële beampte, me. Mikateko Makhubela, agter in die ry moes staan toe salarisse vasgestel is met ‘n totale jaarlikse pakket van R671 037 (basiese salaris R337 144). Makhubela het in Oktober ver- lede jaar by die munisipaliteit aangesluit. Die burgemeester, ‘n politieke aanstelling, word net R637 103 per jaar betaal. Gelukkig kan rdl. David Muthavatsindi gratis in die burge- meesterswoning bly en ‘n raadsvoertuig vir ampte- like pligte gebruik. Hy en die speaker, rdl. Lindiwe Lowane, kry elk ‘n kantoor en sekretariële bystand. Die speaker kry R516 556 per jaar. Die vergoeding van al die raadslede, insluitend dié van die burgemeester en speaker, was R16 799 647 vir die boekjaar eindigende 20 Junie 2012. Werknemer-verwante uitgawes het R171 883 712 bedra. Dis nou sonder die raadslede se vergoeding. Die totale uitgawes van die munisipaliteit was meer as R700 miljoen - R742 861 974 om presies te wees. nie vreemd vir inwoners om te wonder: Watter dienste kry hulle in ruil vir hierdie massiewe salaris uitgawes?

Die totale inkomste van die munisi-paliteit was amper R580miljoen, met die presiese bedrag R579 849 815.

Die tekort was net meer as R163mil-joen.

Boorgate ‘n “monument van munisipale onbevoegdheid”nog twee weke. Dit is hoe lank inwo-ners van Makhado (Louis trichardt) sal moet wag voor daar weer water in die dorp sal wees.

Die Makhado Munisipaliteit het saam met ‘n groep afgevaardiges van die Vhembe Distriksmunisipaliteit (VDM) en verteenwoordigers van onderskeidelik die Departement van Waterwese, plaas-like burgerregtegroep AfriForum en die Soutpansberg Belastingbetalersvereniging (SBBV) ‘n inligtingsessie gehad oor die nuwe boorgate op die dorp.

Die vergadering het verlede Donderdag plaasgevind, alhoewel die partye betrokke verskil daaroor of dit ‘n inligtingsessie of ‘n onthullingsplegtigheid vir die nuwe toegeruste boorgate was. Terwyl AfriFo-rum en die SBBV uitgenooi is na ‘n on-thullingseremonie van die nuwe pompe, is die media genooi na ‘n inligtingsessie.

“Eenvoudig gestel: hierdie nuwe boor-gatprojek is ‘n fi asko – ‘n monument vir munisipale onbevoegdheid,” het plaaslike AfriForum voorsitter mnr. Wally Schultz gesê na afl oop van Donderdag se gebeure. Nie een van die vier pompe wat besoek is, het gewerk nie. Uit twee van die pompe het ‘n stroom vuil, bruin water gekom. Een pomp wou glad nie aanskakel nie.

In terme van AfriForum se hofbevel wat hulle in Oktober verlede jaar teen die Vhembe Distriksmunisipaliteit (VDM) verkry het, moes hierdie boorgate reeds in November toegerus gewees het met pompe. Die hofbevel maak melding van ses boorgate, maar tot op hede is net vier boorgate toegerus. Die hofbevel het ook beveel dat die pompe op 30 November aan

die waternetwerk gekoppel moes wees en begin om die dorp met water te voorsien.

Die vier boorgate wat wel toegerus is, is geleë in Kort-, Grobler-, President- en De la Reystraat.

Donderdag het dit aan die lig gekom dat daar nog “tegniese probleme” is met van die pompe. Mnr. Tshifhiwa Masakona, VDM se waarnemende senior bestuurder vir waterdienste, het verduidelik dat dit ‘n geleentheid was vir al die rolspelers om hul griewe te lug oor die nuwe pompe. “As julle ongelukkig is met iets op die pompe, skryf dit neer, bring dit onder my aandag en ons sal die probleme aanspreek,” het hy gesê.

Probleme wat toe wel Donderdag opgemerk is by die nuwe pompe, was onder andere lekkasies op die pypstel-sels en elektriese foute. Daar is aan die Zoutpansberger verduidelik dat al hierdie probleme in twee weke se tyd reggestel sal word. Hierna sal daar water aan die dorp voorsien word.

Omdat die pompe boorgatwater direk

aan die Mowkop reservoir sal verskaf, is Masakona gevra of rioollekke naby die boorgate nie die ondergrondse water besoedel nie. “Ons het die boorgate ge-toets toe ons hulle geboor het. Na hierdie operasies sal ons ouens kom en weer toets ... hulle sal dit van tyd tot tyd weer toets,” het hy gesê.

Die nuwe pompe is egter net ‘n tyde-like oplossing vir die waterkrisis waarin die dorp hom al vir die afgelope paar jaar bevind. Volgens Masakona sal die nuwe boorgate, as hulle begin werk, die VDM kans gee om die Albasinidam se vervalle pypnetwerk te herstel. Geen melding is gemaak van die nuwe reservoir wat in aan-bou is of die langverwagte Nandonidam-pypleinprojek nie.

Op ‘n vraag oor ‘n tydsraamwerk vir die herstelwerk aan die Albasini-pypleiding het Masakona gesê dat hy nie daarop kan kommentaar lewer nie.

swiss tennis icon roger Federer vis-ited the rural village of govhu outside Malamulele on tuesday, and not for tennis but to motivate the pupils of the local crèche.

Federer, who is at present ranked the second-best tennis player in the world, and his support staff spent most of the day playing with the children and interacting with crèche staff. “I like working with children. They are the same age as my kids and they remind me of them,” he said.

He visited the village as part of the Read Foundation’s crèche project. As part of the project, he attended a class with the pupils and also told them about the importance

of reading. Interestingly, when he showed them a picture of a fox, the children all said it was a dog.

When he was introduced, everyone went crazy. Federer was mobbed fren-ziedly by the teachers and members of the community, who appreciated the presence of a world star from abroad in their village.

One of the teachers, Ms Tsakani Math-ebula, said that she and her fellow teach-ers were overwhelmed that someone like Federer had come to their village. “The children are ecstatic, as you can see from the way they mingle with him,” she said. The Govhu crèche started in 1993 and

has 72 pupils.Mathebula said as part of the project

they were receiving study materials. “We are also trained by the Read Foundation, which organises workshops, and their contribution is invaluable.”

Federer has been supporting the chil-dren in Limpopo through the Growing to Read Foundation. The total support for this initiative is reaching an amount of about 900,000 Swiss francs (about R8.65 million) over a period of three years (2012-2015).

Since 2010, the Roger Federer Foun-dation has been supporting the Limpopo Growing to READ project to give children of this impoverished province a better start to their schooling. Here the children are taught the basics of reading, writing and arithmetic.

In 2011, the programme was expanded to the Grade R level – the pre-school year children have to pass before starting primary school. Importantly, parents are being involved through special workshops where they discover how to help with their children’s education.

Due to the excellent results of the fi rst two years, READ is now able to extend the programme to another 25 crèches.

The Limpopo programme encompasses establishing and supporting 40 day-care centres and 15 Grade R-level classes.

Children will then move from day-care centres to Grade R-level and to primary school (provision of infrastructure). They will participate in practical games with suffi cient material and equipment. The teachers will also receive advanced training and will host regular parent seminars.

Die voorgestelde Soutpansberg-pro-jek sal in die Vhembe Biosfeer geleë wees en 95km ver strek van oos na wes.

Waterbronne wat geraak sal word deur die projek sluit in die droë Sand- en Mu-tambarivier. As dié Soutpansbergmyn ‘n realiteit word, sal dit ‘n oopgroefmyn wees. Studies wat tydens dié eksplora-siefase gedoen sal word, sluit in grond, grondgebruik en vermoë, biodiversiteit, oppervlak en grondwater studies, asook die impak wat die myn sal hê op die erfenis, kultuur en sosio-ekonomiese toestand van die omgewing.

Nadat die studies voltooi is, sal ‘n konsep-omgewingsbestuursplan inge-dien word waarop die publiek die kans sal kry om hulle kommentaar en insette te lewer. Intussen het die publiek nog tyd tot en met 7 Maart 2013 om hulle insette te lewer rakende die waterlisensie van CoAL se beoogde Makhado-myn.

Oosthuizen het geweet van die geld, sê KochDie verhoor van ‘n sakeman van Makhado (Louis trichard), wat daarvan beskuldig word dat hy honderde duisende rande van sy werkgewer gesteel en uitgedobbel het, het van-deesweek begin.

Die 52-jarige Jacobus Christiaan Oosthui-zen, alombekend as Jack, het Maandag in die Streekhof hier verskyn. Hy het onskuldig gepleit op die klag van diefstal teen hom. Oosthuizen se medebeskuldigde, Jacques Julian Koch (36), wat reeds op dieselfde klagte skuldig bevind is en tans gevangenisstraf uitdien, het teen Oosthuizen begin getuig.

Koch is in Augustus 2011 ses jaar direkte gevangenisstraf opgelê. Hy het Maandag getuig dat hy en Oosthuizen meer as R200 000 se kontant van kliënte ver-duister het. Hulle was gedurende 2010 werksaam by Bridge Auto in Makhado (Louis Trichardt) se tweedehandse voertuigafdeling. Oosthuizen was ‘n bestuurder gewees en Koch ‘n verkoopsman. Al die geld ter sprake was afkomstig van Bridge-kliënte wat mo-tors kontant gekoop of verkoop het.

Koch is, volgens sy getuienis, eerste uitgevang en is voor stok gekry oor die geld wat weg is. Hy het ‘n skulderkenning geteken waarin hy onderneem het om die geld in paaiemente aan sy werkgewer, mnr. Rampie Gilfillan, terug te betaal.

“Jack het geweet van die geld ... hy het geweet die geld is gesteel teen die tyd wat ek die skulder-kenning geteken het. Hy het tot vir my raad gegee

en gesê my pa kan my help terugbetaal,” het Koch getuig.

Kort hierna het nog kliënte na vore gekom oor hul geld wat hulle betaal het vir voertuie wat hulle nooit ontvang het nie. “Ek het vir mnr. Gilfil-lan alles vertel. Ek het vir hom vertel dat ek en Oosthuizen die geld gesteel het en met die meeste gedobbel het,” het Koch gesê.

Oosthuizen sou glo die “briekwerk” doen, sou daar vrae begin vra word oor die vermiste geld. “Ons het tyd gehad om mee te speel.” Koch het ook verder getuig dat hy van die gesteelde geld aangewend het om vir homself dwelms mee te koop. Hy het ook verder vertel dat Oosthuizen kort

vóór sy hofsaak vir hom ‘n voorbereide verklar-ing gebring het om te teken en in te dien as ‘n bykomende verklaring.

“Ek het nie hierdie dokument geteken nie, want as mens dit mooi deur-lees, sal mens sien dat Jack nêrens geïnkrimineer word nie,” het Koch gesê. In hierdie verklaring, wat by die hof ingedien is as bewysstuk, word Koch alleen as sondebok uitgemaak. In hierdie verklaring word ook melding gemaak van nog werknemers wat geld van Bridge sou verduister het en ander “ongerymdhede” in die maatskappy.

Nadat Oosthuizen se regspan Koch onder kruis-verhoor geneem het, moes die saak egter uitgestel word aangesien ander sake ook in die hofsaal aangehoor moes word.

Oosthuizen se verhoor sal weer 3 en 4 Junie hervat word.

‘n nege-en-dertigjarige in-woner van buysdorp, wat daarvan beskuldig word dat hy sy 15-jarige stiefdogter verkrag het, het verlede week in die Louis trichardt Landdroshof verskyn.

Dié man het verlede Vrydag ‘n borgaansoek gebring, nadat hy reeds op 3 Februarie gearresteer is en van verkragting aangekla is.

Die 15-jarige meisie het ‘n klag by die polisie gaan indien, nadat haar stiefpa haar glo langs ‘n verlate pad buite Polokwane gedwing het om seks met hom te hê. Volgens die inligting verskaf sou die voorval op 3 Februarie plaasgevind het. Die pa, wat al 10 jaar met die dogter

se ma getroud is, woon en werk op Buysdorp. Die man en meisie was in Polokwane gewees vir besigheid toe die voorval na be-wering plaasgevind het.

Ná die voorval het die meisie haar ouer suster gebel om haar hospitaal toe te vat en ‘n verkla-ring by die polisie te gaan aflê.

Die man is kort hierna gear-resteer en in aanhouding ge-plaas. Hy het Vrydag, tydens sy borgaansoek, beweer dat sy lewe in gevaar is vir so lank as wat hy in aanhouding bly. Volgens die man, wat ‘n plaas-wag op een van die plase in die Buysdorp-omgewing is, het van sy medegevangenes hom herken. Die man het aangevoer dat hy vir die Suid-Afrikaanse Polisiediens

se teen-renosterstroopeenheid as ‘n beriggewer werk. Dit is glo verdagtes wat hy help arresteer het gedurende sy diens wat hom herken het.

“Hulle het my gedreig,” het die man getuig. Die man het ook verder gesê dat indien hy op borg vrygelaat word, hy op sy werkgewer se plaas sal kan bly.

Die man se borgaansoek is egter verder uitgestel toe hy deur die Staat gepols is oor sy betrokkenheid by die teenstroop-eenheid. “Ek kan nie daaroor getuig nie,” het die man gesê, “ek het ‘n eed van geheimhouding onderteken.” Die man se saak is uitgestel tot 22 Februarie, sodat die man se bewering verder ondersoek kan word.

Stiefpa in hof ná klag van verkragting

Dr. Mamphela ramphele, die akademikus/sakevrou wat vandeesweek haar politieke platform agang/akhani in Johannesburg aangekondig het, is ‘n soutpansberger - ge-bore en getoë op die historiese Kranspoort sendingstasie van die ng Kerk.

Kranspoort was bykans ‘n eeu en ‘n half gelede die wieg van die eerste “buitelandse” sen-dingaksie van die Nederduitsch Gereformeerde Kerk van die toentertydse Kaap Kolonie. Dit is in 1863 gevestig deur die Skotse sendeling, Alexander MacKidd. MacKidd is in April 1865 oorlede, maar kort voor sy dood het ‘n jong begeesterde sendeling, Stephanus Hofmeyr, by hom aangesluit. Hofmeyr het latere jare baanbrekerswerk gedoen en die plaas ontwikkel met ‘n kerk- en skoolgebou en uitgebreide landbou-bedrywig-heid. (Die kerk, grafte van vroeë

sendingpioniers en ‘n sending eeufeesgedenkteken is steeds besienswaardighede op die eer-tydse sendingplaas teen die voet van die Soutpansberg, langs die Vivo-pad wes van Louis Trichardt).

Ramphele se ouers was in die 1940’s en 1950’s onderwysers op Kranspoort, wat hulleself aan die destydse Bethesda Nor-maalkollege van die NG Kerk (suid van Kranspoort) bekwaam het. Op Kranspoort was haar pa, Pitsi Ramphela, ook ouder-ling, koormeester en tolk vir die NG sendingpredikant. Volgens ‘n biografie wat deur Bonnie Leib geskryf is, is Mam phela Ramphele in 1947 op Kranspoort gebore. Sy het haarself ook aan-vanklik in 1961 as onderwyseres by Bethesda gekwalifiseer - die eerste van die uiteenlopende reeks kwalifikasies wat tans agter haar naam verskyn. Sy het in 1968 haar mediese stu dies aan

die Universiteit van Natal begin, waar sy ‘n hegte vriendskap met swart bewussyns aktivis Steve Biko ontwikkel het. Hy is die vader van haar seun, Hlumelo Biko. Later (in die 1980’s) sou sy, benewens verskeie bykomen-de mediese kwalifikasies, ook B.Com en ‘n doktorsgraad in Antropologie aan die Universiteit van Kaapstad behaal, voordat sy in 1996 as vise-kanselier aange-stel is. In 2000 was sy een van die vyf besturende direkteure van die Wêreldbank, verantwoorde-lik vir gesondheid, onderwys en maatskaplike ontwikkeling van minder bevoorregtes. In Julie 2005 het sy, tesame met haar seun Hlumelo Biko, die Circle Capital investeringsmaatskappy tot stand gebring. Op universiteit en tydens haar latere politieke bannelingskap het sy telkens nabygeleë armoedige gemeen-skappe met mediese sorg en opheffingsaksies bedien.

passing the buck, or rather the empty bucket, was the order of the day at a recent “shortage-of-water” meeting in the Makhado (Louis tri-chardt) show hall.

Angry residents had a chance to voice their frus-tration with the lack of a consistent water supply and the seeming incapacity of those who should provide water.

At another meeting afterwards, a threat was expressed that residents should stop paying for water.

“I don’t want to hear about who is responsible, Makhado or Vhembe? I don’t want to hear about four or six boreholes ... Providing water services is your job. I want to open my tap tomorrow morning and have water. When are we going to get water?” said Mr Shai Nkoana, a resident of the town at the meeting on 9 February.

The Makhado muni-ci pal manager , Mr Sak kie Mutshinyali, addressed the meeting while awaiting the ar-rival of the Vhembe delegation. “Water services are a function of the Vhembe district mu-nicipality. Maybe the district should delegate the water to Makhado, but Vhembe will then have to give the money back,” Mutshinyali said. He said that he had been told that the four new boreholes had been electrified and were working.

The community was furious that the delegates from Vhembe arrived an hour late as a result of miscommunication. The acting technical manager of the Vhembe district municipality, Mr Ratidzai Madimutsa, eventually managed to start with his presentation and said that one of the new boreholes was up and running. Of the 18 existing boreholes, only seven could currently augment the water supply to Makhado because of “vandalism” of the others. Madimutsa visited the Minister of Water Affairs on 8 February regarding the water

supply to Makhado. “We don’t deny that we have problems,” Madimutsa said and explained that, at the Albasini plant, they had problems with breakdowns of pumps and air valves and with the turbidity of the water after the good rains. “We had three shutdowns, where the contractors had to shut down the water supply to do their work,” Madimutsa said. He added that, for the past three months, they communicated when they needed to shut down the water.

The Albasini plant, however, cannot meet the water demand. “We need the sector head of water affairs to be in the meeting,” Madimutsa said and added that the R35 million that had been al-located to get the Nandoni pipeline from Valdezia to Mowcop was not sufficient to ensure proper pipe sizes and quality work. The Department of

Water Affairs (DWA) is responsible for the pipe-line from the Nandoni dam to Valdezia. Madi-mutsa indicated that he would prefer DWA to do the whole pipeline and let the costs be covered

by a Municipal Infrastructure Grant (MIG).The community was not satisfied with the “van-

dalism” excuse and threatened the municipalities. “We had already spoken about the vandalism issue last year in July. The community will stand up and do what other communities do. If Vhembe doesn’t take this seriously, we will take to the streets,” said Mr Collen Maiyana of Makhado Park. Maiyana also said that they wanted the full water manage-ment plan and that there were people with the necessary intellectual and other skills to assist.

Members of the community stayed behind and scheduled another meeting, where they decided to write a memo. “We want to communicate our intention to stop paying basic water charges and water consumption,” said Mr Lawrence Makatu of the Makhado Concerned Group.

Die noord-gauteng Hoog-geregs hof het verlede Donder-dag (14de) gelas dat die Minister van polisie r220 000 skadever-goeding aan ‘n man moet betaal wat ‘n Junie 2010 onregmatig by die beitbruggrenspos gear-resteer en aangehou is.

Regter H. J. de Vos het dié be vel gemaak in die siviele saak van mnr. Glifford Victor Cope, ‘n 36-jarige ambagsman, teen die Minister van Polisie.

Cope is na sy arrestasie in ‘n vraghouer, wat as tydelike sel omskep is, ses dae lank saam met tot 26 ander gevangenes aangehou by die polisiestasie in Musina. Die vraghouer was volgens Cope bedompig en snags yskoud. Ten spyte daarvan het hy aanvanklik geen beddegoed

gekry nie en moes hy soos ‘n sardientjie in ‘n blik langs sy mede-aangehoudenes op die plankvloer slaap. Hy is nie toege-laat om enigiemand te skakel om hom by te staan nie en sy werkgewer het eers ná vier dae daarin geslaag om vas te stel dat hy in die polisieselle in Musina aangehou word.

Die vraghouer waarin Cope aangehou is, was vuil, die toilet onbruikbaar en die water wat vir die aangehoudenes beskikbaar was, was te vuil om te drink.

Cope is ten spyte van sy ver-soeke nie binne 48 uur voor die hof gebring soos wat deur die Strafproseswet bepaal nie en is eers na ses dae deur bemiddeling van ‘n prokureur wat deur sy werkgewer aangestel is, vryge-

laat. Hy is daarna met gastritis gediagnoseer en moes binne-aarse behandeling vir ontwatering ontvang.

Benewens die R220 000 skade-vergoeding, is die Minister van Polisie gelas om ook Cope se regskoste te betaal, asook 15,5% rente per jaar op die skadever-goeding vanaf 23 September 2010.

Cope het ná die hofuitspraak sy prokureurs, De Klerk en Ma-rais Ingelyf van Pretoria, en sy advokaat, Jurg Prinsloo SC van Johannesburg, geloof.

Hulle het die saak hanteer sonder dat hulle Cope ‘n sent gevra het. Cope het gesê hy is verlig dat die saak afgehandel is en dankbaar dat geregtigheid geseëvier het.

De Beers invest millions to extend Venetia’s lifethe De beers group of Companies announced last week that it will invest approximately r20 billion (us$2 billion) to build a new underground mine beneath the currently operating open-pit Venetia Mine north of the soutpansberg.

When completed, the new underground mine will extend the life of Venetia until 2042 and re-place the open pit as South Africa’s largest diamond mine. This announcement follows the receipt of the final outstanding regulatory clearances earlier this month.

The development and building phase of the underground mine is expected to create 1 000 jobs over the next nine years while open-pit mining operations continue. Underground operations will begin production in 2021, yielding approximately 96 million carats during the life of the mine, and securing more than 3 000 jobs. The project will employ semi-skilled and skilled workers, drawn primarily from the region and trained for the project, who will mostly be acquiring technical skills that will enhance the country’s technical skills resource base. The bulk of all equipment and services will be sourced in South Africa.

“Our investment in Venetia enables us to provide greater certainty around long-term supply for our sightholders, particularly those with manufacturing operations in South Africa. Our sightholders have significant investments in the local cutting indus-try and this new underground mine will provide a large and predictable supply of rough diamonds for decades to come,” said Philippe Mellier, CEO of the De Beers Group, in a press release.

Barend Petersen, chairman of De Beers Con-solidated Mines (DBCM), said they saw this significant capital investment as another concrete example of their commitment to the South African mining industry, an industry on which the South African economy was built, following the discov-ery of diamonds in 1866. “Almost 150 years later, the country is a diverse economy, while mining remains an integral part of the aspiration to build a more prosperous and equitable South Africa,”

Petersen said.The De Beers Venetia underground-project team

has been assessing the safest and most economic options to extend the mining operations at Venetia and unlock the extensive ore reserves beneath the open pit.

“Venetia will play a major role in the future of De Beers and we have therefore been preparing for years to meet tight deadlines and high standards, so that Venetia Underground will be ready to begin producing South African diamonds by 2021,” said Phillip Barton, CEO of DBCM.

The Venetia Mine underground project was approved in 2012 by the De Beers and Anglo American Boards. Environmental authorisation was granted in July 2012, and the Environmental Management Plan was approved by the Depart-ment of Mineral Resources in October. The final outstanding regulatory clearances were obtained earlier this month.

• ANNUAL BLYDE XFEST The annual Blyde Xfest will be hosted at Blyde Ad-venture Camp from 1 March to 3 March.

This year, there will be mountain bike races for children and adults, as well as kayak races for paddlers. For the rest there will be croc-and-tube races on the Lower Blyde River at the camp. This activity is loads of fun and suitable for anyone.

It entails a race with a partner in a tube and then in a croc raft down the two largest rapids of the Lower Blyde River. The fi rst 20 entries for the croc-and-tube races will receive an offi cial Blyde Xfest 2013 T-shirt. All these events take place on Saturday.

• MIGHTY MEN CONFERENCE The third Mighty Men Conference in the Bush-veld will take place from 15 to 17 March on the Farm Snymansdrift outside Polokwane.

The gates to the farm will open on Thursday, 14 March, when the men can already pick their camping spots for the weekend. There will be enough food stalls to cater for any hungry and thirsty man. No women will be allowed on the farm until Sunday, when families can attend the event. (Contd on P 13)

The race comprises a 50km, 30km and 8km race. The entry fees for the three races are R100, R60 and R30 respectively, with fi rst, second and third place prizes. Registration will take place from 17:00 until 19:00 on 8 March and from 06:30 to 08:00 on the day of the race.

• ANNUAL EBENEZER MILE The countdown has started for the exciting annu-al Ebenezer Mile swim event to be hosted at the Mountain Yacht Club on Saturday, 16 March.

All may enter this open water mile (1609m) swim. The age categories are u/14 and over 30 years. There is also a 3000m swim which is a SSA Qualifi er. Race timing will be handled with electronic timing chips worn by the competitors.

Pre-entries are R100 (mile) and R75 for a short course development and introduction swim of 500m for all ages and gender. Entries on the day will be charged at R125.

Registration opens at 05:30 on the day of the race and closes half an hour before the race starts. A day-licence fee of R35 is only payable if the cyclist does not hold a valid CSA licence. Alle ondernemings en belangstellendes word hartlik uitgenooi om vierman spanne in te skryf vir die dag se spanboukompetisie. Daar sal deel-geneem word aan items soos sakresies, toutrek, eiergooi en driebeen-resies.

Vir dié wat hul produkte of dienste wil uitstal, is daar uitstalruimtes te koop. Organiseerders van die dag sal graag soveel as moontlik landbou-verwante produkte en dienste wil kry om by die dag te kom uitstal.

Haphazard maintenance and an inadequate report and reaction system came to the fore regarding the condition of the tar in and around the complexes, sewerage spillage and incomplete tree-cutting jobs. “We pay our rates and taxes and the only benefi t we get from that is that they collect the rubbish,”

In the meantime, two street-surfacing projects worth R14 million and R11 million respectively are underway in Eltivillas. The R14 million project was launched on 7 February in the general Eltivillas business area, including Vaal and Orient Street. The R11 million project is for tarring 1.6km in Eltivil-las Extension 1. The communication department of the Makhado Municipality confi rmed that “no project had been launched” in the Eltivillas busi-ness complexes adjacent to the taxi rank.

The last two weeks of January saw sewage overfl owing at the Eltivillas business complex. “With the sewage that overfl owed, we were los-ing business here,” Patel said and added that they had made their complaints to the municipality’s civil engineering department. As a last resort, Patel contacted the Director of Technical Services, Mr Thivho Ralulimi, who came to the complex after hours. “He made a couple of phone calls and the guys came immediately. It took two weeks to come out for a two-hour job. We appreciate the effort of the director. Surely we don’t have to bring the director out every time before we get results? We all have businesses and know that you can’t keep a director busy at grassroots level. It is dysfunc-tional. There must be a proper reporting system,” Patel said.

Questions were put to the municipality on the reporting system and poor reaction at grassroots level. The municipality did not react to the general questions about the report and reaction problems, nor the details requested concerning regular mainte-nance of tar, sewerage, tree cutting and light bulbs, but replied that the sewage blockage might not have been reported at the right number. “Residents are advised to report the sewage blockages to our call centre on 015 516 2990,” municipal spokesperson Mr Louis Bobodi said.

Wie gaan vir die skade betaal indien die onafgewerkte straat-kante van onklaar strate in Makhado (Louis trichardt) verder deur die reën beskadig word?

Na die onlangse goeie reëns het dit gelyk of nuutgeteerde strate, soos Munnik- en Stubbs-straat, se kante al hoe meer begin uitspoel. Die raadgewende inge-nieurs van die projek het gesê dat dit moontlik is dat daar skade kan wees.

Gaan die belastingbetaler maar weer moet opdok vir die reg-maak van die skade? Nee, sê die raadgewende ingenieurs. Hulle meen die skade van die erosie is vir die kontrakteur of sy verseke-raar se rekening.

Mnr. Pieter Meiring, inge-

ni eur van Dombo en Du Plessis Raadgewende Ingenieurs, het gesê dat dit ook afhang van die graad van die skade en dat elke insident op meriete geëvalueer moet word. Uitkalwing van ‘n halwe meter diep kan reeds skade beteken. Waar daar geen rand-stene of sementsypaadjie-afron-ding is nie, kan water deursypel na die basislae van die straat en dit laat verswak.

Wanneer gaan die finale afrondingswerk aan Munnik-, Stubbs- en Andersonstraat dan klaar wees? Die Makhado Mu-nisipaliteit het bevestig dat die kontrakteur na verwagting alle uitstaande werk sal voltooi hê teen die einde van Februarie. Aanvanklik is daar gesê dat die kontrakteur vroeg in Februarie

weer op terrein sal wees. “Die kontrakteur sal die week wat op 22 Februarie eindig op terrein wees om die randstene klaar te maak en om enige skade wat deur die reën veroorsaak is, reg te maak,” het munisipale woordvoerder mnr. Louis Bobodi verlede week gesê.

Volgens die munisipaliteit is ‘n paar aspekte van die werk nog onklaar. Die randstene in Stubbs-, Munnik- en Andersonstrate moet klaargemaak word. “Die herstel van reënskade, slaggate en ander werk wat daarmee geassosieer word” is nog uitstaande, asook die merk van die strate en die oprig van die padtekens. ‘n Bi-tumen-emulsie sproei (fog spray) moet nog op die oppervlakte van Devenish-, Grobler- en Presi-

dentstraat aangewend word en slaggate in daardie strate herstel word. Meiring het bevestig dat die slaggate in gedeeltes van dié strate herstel sal word, aangesien die gebeurlikheidsfonds daar-voor aangewend sal word.

Die Makhado Munisipaliteit het aangedui dat hulle die finale afrondings aan al die strate van die projek belangrik ag. “Die projek word as ‘n hoë prioriteit met die nodige dringendheid hanteer,” het Bobodi gesê. Die projek in Andersonstraat (on-geveer een blok) is al amper 15 maande oud. Stubbsstraat is in April verlede jaar omgedolwe, met Munnikstraat tussenin.

the trial of the 26-year-old resident from uganda who is suspected of running an illegal abortion clinic in the back alleys of Makhado (Louis tri-chardt), Juko Moses, has not started yet.

Moses was charged with mur-der after his arrest in July 2011. This after a 29-year-old woman, who wanted to terminate her five-month pregnancy, had put

the police on Moses’s trail. The woman, who cannot be identified without her informed consent, responded to one of the many illegal abortion advertisements that are plastered all over town. She allegedly paid R1 000 for five Cytotex tablets, which are used to terminate pregnancies. Her baby allegedly died as a result of her taking these tablets. The State felt they had strong

enough evidence to prove their case of murder against Juko.

The postponement in Moses’s case was caused due to the fact that his legal representative was sick. Moses, who appeared in the Louis Trichardt Regional Court on Monday, had to be sent back to jail.

He will remain there until 15 April, when his case is expected to continue.

In the battle to get water supplied to the dry taps in Makhado (Louis trichardt), afriForum posed a final deadline of 17 February which, ac-cording to them, had been “casually missed” by the Vhembe District Municipality (VDM).

Attorney Werner Human of Hurter and Spies Attorneys in Pretoria confirmed this week that they had received instruction from AfriForum to proceed with legal steps of contempt of court. “We came so near to providing water permanently, but unfortunately the municipality faded out,” said Human in an email on 19 February.

“They do not understand the concept of meeting a deadline. My friend Masala [VDM’s municipal manager Masala Makumule] is convinced that hav-ing achieved 50% of the goals in the court order represents a pass and they are now off the hook. He has said it so many times that I believe we cannot make more progress. I am shattered but determined to see it through to the end. If cooperation can’t do it, then what choice do we have but to use the law in its strongest possible way?” local AfriForum chairperson Mr Wally Schultz said on Tuesday.

Was Vhembe aware of the final deadline? Mr Masala Makumule referred the Zoutpansberger to Vhembe’s water services manager, Mr Eric Masakona. “Yes, we are aware of the deadline. But what is it that we didn’t do?” said Masakona in a telephonic interview on Tuesday. Masakona made an alarming statement that, with or without a court order, the Albasini dam’s water supply of 120 litres per second was never going to be enough. “It is about only enough for the prison. I’m putting my head on the line now, but with the current infrastructure, the demand will always outstrip the supply, unless we get water from the Nandoni dam,” Masakona said.

Masakona said that it was his personal view that they had met the 17 February deadline and submitted a report in that regard on the 15th. “We have completed the boreholes, did the debushing of the pipeline to the Albasini Dam and doing the prescribed hours’ water supply. We only missed some of the target dates,” Masakona said.

During a meeting between AfriForum, VDM roleplayers and the Department of Water Affairs’ acting director of water services on 7 February, Schultz and his team attempted to reinforce the concept that the court order had to be complied with 100% in order to avoid contempt of court. “Focus on the court order,” Schultz told Makumule.

“My interest is to supply water. Even if there were no court order, my response would be the

same. Our strategic focus and objective are to en-sure regular and reliable operation and maintenance of water and sanitation to Makhado. We have a residential contractor at the Albasini Dam and we are trying to pool every resource to get water to town,” Makumule said after the meeting.

Makumule’s response about the meeting was that they were checking “areas to improve, especially communication”.

Prof Ben van der Waal of AfriForum Louis Trichardt was satisfied that the relevant roleplayers had pitched up for the meeting since the “people say that the water situation is worse now than before”.

It is a hot day in Magau vil-lage in the sinthumule area and jobless women and men sit under trees, discussing the lack of water in the village. their talk, however, goes no more than beyond the borders of the village.

“We have been without wa-ter ever since November last year,” says a concerned resident, Rendani Mulaudzi. “Life without water is no life.”

Another resident, Ms Florah Makongoza, says that life is hard for her as a mother and grand mother who has to raise grandchildren in a dry village. “We can hardly bathe the little ones,” she says. “Some of us are unemployed and cannot afford to buy water from those who have boreholes at their homes.”

Makongoza adds that residents don’t even know the relevant departments to which they should take their complaints or request water. According to Makongoza, the municipality said that most parts of the water system was damaged and vandalised by thieves who had stolen the cop-per taps to sell to scrapyards for cash, and that if they tried to open

the water, it would overflow in the streets.

“They requested us to buy se-curity caps to lock all our taps,” she says in a disturbed voice. “They said they would open the water in January, but they haven’t done that so far”.

When the Zoutpansberger contacted Cllr Selinah Mamat-siari (Ward 23) for comment, she acknowledged that there is currently no water in the village. “I can’t say that the problem is with the municipality as such,” Mamatsiari said.

“I had phoned the people who are responsible for water services in the village, namely Stella and Mr Mukosi (at Ha-Ramantsha water control station). One would refer me to the other and vice versa, and they are now ignoring my calls.”

The scarcity of water is affect-ing a large part of the Sinthumule and Kutama area, and some of the directly affected villages are Madombidzha and Tshiozwi.

Ward 22 councillor Mr David Davhana says that residents and the ward committees in the area understood very well that the lack of water in the area did not stem

from a human’s making. “The area is dry,” he said. “But I have talked with the municipality’s technical director, Mr Thivho Ralulimi, about the lack of water. He said he had spoken with Mr Mukosi and that he (Mukosi) would come to us. To date, Mu-kosi hasn’t come to us.”

According to Cllr Davhana, the municipality was doing its best to deliver services to the people. “Unfortunately, those stationed at the Ha-Ramantsha water control office are not doing their job,” said Davhana.

The Cope branch in Vhembe expressed its disappointment about how the plight of the Magau residents in particular is seemingly being ignored. Cope chairperson Cllr Geoffrey Tshib-vumo said that he had visited Magau village and that he was appalled by the total lack of water in the village.

Residents say that water tank-ers are only delivering water to Zuma and Mandela extensions. “These tankers are not delivering enough water, and they do it only on Mondays,” said one resident from Mandela.

the Makhado saps have arrested a 19-year-old suspect in connection with a number of house-breaking and theft cases, which happened in the central business district.

According to the spokesperson for the police, Capt Maano Sadiki, Knowledge Makome faces charges relating to theft which took place on 9, 11 and 12 Febrauary along Rissik and Kleynhans Street. He is alleged to have gained entry into the properties illegally and stolen household items, such as electrical appliances. “The same suspect was also linked with possession of suspected stolen property after he was cornered by members of the public, who later alerted the police,” said Capt Sadiki.

Makome appeared in the Louis Trichardt Magis-trate’s Court and his case was postponed to 8 March for further investigation. He remains in custody.

wani Mulaudzi said last week that the police would act without any leniency in the application of the law from now on. He said that some rapists might face charges of attempted murder, in accordance with the provision of the Sexual Offenses Act, Act no 32 0f 2007 as amended.

Mulaudzi said that all rape suspects would be subjected to an HIV test and if the results came back positive, a charge of attempted murder would be added on top of the original rape charge.

“A murder charge will be imposed on a serial rapist whose victims have died due to HIV-related complications. The provincial police management is still reeling with shock after 121 rape cases were reported since the beginning of the new year. The statistic is awful and the police have vowed not to sit down and fold their arms. The police have strengthened their relationship with the Department of Justice and Constitutional Development, with the sole aim of dealing harshly with rapists,” he said.

Limpopo provincial commissioner Lieutenant-General Simon Mpembe has called upon the Family Violence, Child Protection and Sexual Offences (FCS) units and all investigating officers dealing with rape cases to be more ruthless and unsympa-thetic when dealing with rapists.

“We cannot have a situation where women are afraid to live, in fear of being raped. Although we are urging our women not to hitchhike and walk alone in deserted or isolated areas, we are also seriously re-evaluating our strategies to prevent rapes, and wannabe rapists must be pre warned that they will meet the full might of the law,” Mpembe said. He said that rape victims must report the cases immediately after the ordeal and they must not wash themselves. This will allow for smooth investigations and the admissibility of evidence afterwards.

“We have people who are trained to deal with rape victims, so no one should feel embarrassed or ashamed to open a rape case. Once a man forces himself onto you and you do not report it, chances are that he will do it again to somebody else,” Mpembe said. – (LiN News / The Beat)

The Way, the Truth and the Life

Isaiah 40:10-24

If someone asked you to repeat the words of John 3:16 I’m sure you would be able

to do so. It is the best-known and best-loved verse in the Bible. It tells us of God’s great love for this world of sinners.

God loved His creation so dearly that He sent His only Son into the world to die for people whom He would save.

The best-known Psalm is Psalm 23. This Psalm is about God the Shepherd, who cares for His sheep. It seems that every Christian has a favourite section of the Bible. One small portion of Scripture that I particularly love is the passage found in today’s reading. Look at verses 10 and 11 of Isaiah 40 and think hard about them.

Today’s passage is about the character of God. We know our God is all-power-ful. Our God is the Almighty Ruler of the universe. In verse 11 we fi nd something different in the character of God. Our strong, all-powerful, holy God is also a gentle God. Think about our majestic God who rules all things and hates sin. How wonderful and reassuring it is to read the word of Isaiah 40:11.

Our great God deals with us as a lov-ing shepherd who looks after his sheep. If you belong to Jesus, you van call Him Father. This is a wonderful privilege. It is our God who saved His people through the work of His only Son, the Lord Jesus Christ. It is our God who one day will give us the new heavens and the new earth to be our home forever. And He will always care for us as a good Shepherd watching over His sheep.

Julle kan my maar stenig, maar vandag gooi ek ‘n klip in die bos

en ek hoop die haas spring uit.Ek as kankerlyer het al met

organiseerders van hierdie Relay (For Life) gepraat, en gevra of hulle besef hoe swaar hierdie gemeenskap trek en hoeveel kankerlyers nie ‘n mediesefonds het nie, of dis al uitgeput.

Ons het nie simpatie nodig nie, dit kan nie ons mediese koste betaal nie. Ons het fondse nodig, sodat baie siek mense by ordentlike hospi-tale en dokters kan uitkom. Nou vat hulle jaarliks honderde, duisende rande uit ons dorp vir CANSA.

CANSA help nie individue nie. Ons sien niks van daardie geld nie. En dan so kort-kort kry ek ‘n oproep

van ‘n dame, met so ‘n soetsap-pige stemmetjie, “sal u asseblief vir ons R150 donasie kan gee vir CANSA?”

Hoe weet ek dit is CANSA? Dit kan enige persoon wees wat dit uitbuit. So verarm ons mense meer en meer. Ek vra die gemeenskap van Louis Trichardt, dink ‘n bietjie wyer, moet nie al die fondse vir CANSA gee nie, gee julle bydraes vir die Makhado Care Group. Hulle help ons kankerpasiënte waarvoor ons baie, baie dankbaar is. Ek praat van ondervinding, maar as alles uit die dorp gaan, kan hulle ons nie help nie.

Met verwysing na die strate wat in Eltivillas gerehabiliteer gaan

word, net die volgende:Dit is verblydende nuus, want dit

is die area wat die slegste daarvan afgekom het as gevolg van die Makhado Munisipaliteit se ver-waarlosing van sy onderhoudspligte waarvoor belastingbetalers betaal het en nog steeds gaan betaal.

Dit is egter ironies dat nuwe projekte aangepak word word, maar dat strate soos Anderson, Munnik en Rissik na meer as `n jaar nog nie voltooi is nie. Die gedeelte van

Stubbsstraat wat aansluit by die N1 word al gevaarliker want die loop- en fi etsrybaan is totaal onbruikbaar, alhoewel dit maklik skoongemaak kan word met behulp van ‘n trekker en ‘n paar arbeiders.

Die rehabilitasie van sommige dele met stene is verblydend, omdat slaggate nie so maklik uitgery sal word nie mits dit ordentlik gelê word met die nodige fondasie, an-ders sal jy later met gate en slaggate te doen kry.

Ek deel nou al 21 Jaar met die Zoutpansberger se personeel, op my beskeie manier, en daar is nie een wat nie in alle opsigte professioneel, vriendelik en hulpvaardig opgetree het nie en hulle is nog steeds so.

“Glenn” het sy kans gesien om `n steelhou te slaan om sekerlik die beriggewer van die artikel in die Sondag koerantjie te probeer onder-steun. Ek het ook kritiek uitgespreek oor die omvang van die ongeloofl ike

gebeure in die tronk, soos beskryf in die Zoutpansberger, omdat ek dit te dik vir `n daalder gevind het en omdat dit totaal onglobaar is dat die gebeure in die klein sel met 10 an-der gevangenes werklik so afgespeel het soos aan die verslaggewer oorgedra.

Die Soutpansbergers is trots op ons lokale koerante (Zoutpansberg-er en Mirror) behalwe op dié adver-teerders wat die naamsverandering weer openlik adverteer, alhoewel hulle deeglik bewus is van die feit dat dit nie fi naal is nie en daar nog `n hofsaak voorlê.

THE LORD IS MY SHEPHERD

A Sunday School teacher decided to have her young class memorize one of the most quoted passages in the Bible - Psalm 23. She gave the youngsters a month to learn the chapter. Little Rick was excited about the task - but he just couldn’t remember the Psalm. After much practice, he could barely get past the fi rst line.

On the day that the kids were scheduled to recite Psalm 23 in front of the congrega-tion, Ricky was so nervous. When it was his turn, he stepped up to the microphone and said proudly, “The Lord is my Shep-herd, and that’s all I need to know.”

UNANSWERED PRAYER

The preacher’s 5-year-old daughter noticed that her father always paused and bowed his head for a moment before starting his sermon. One day, she asked him why. “Well, Honey,” he began, proud that his daughter was so observant of his messages. “I’m asking the Lord to help me preach a good sermon.” “How come He doesn’t answer it?” she asked.

Die soutpansberg Muurbalklub in Makhado (Louis trichardt) het op 16 Februarie deelgeneem aan die Kentron-uitdaagtoernooi en as algehele wenners van die toernooi uit die stryd getree. Die klubspan het bestaan uit (voor, van links na regs) Jan Kleynhans, emmie van zyl, ronel Welman, theo schlieben en Willem van Wyngaard. agter is Cilliers Vosloo, Hannes spies, Dirk du preez en bertus guillaume. Minelise reynders, o/12-atleet van Laerskool Louis trichardt, het beide die skyfwerp- en spiesgooirekord tydens die prestige uitnodigingsbyeenkoms laat spat. Hier is Minelise by die skyfwerp. Haar rekordafstande was 21.6m vir die skyfwerp en 25.7m vir die spiesgooi. Die byeenkoms het op 9 Februarie plaasgevind.

Chris Knoesen, ´n leerling van Hoërskool Louis trichardt, in aksie in die gewigstoot vir seuns o/15 tydens verlede Vrydag se interhoër-atletiekbyeenkoms wat by die skool aangebied is.

Jonandi aucamp van Hoërskool Louis trichardt wen die 200m en 400m, en behaal ook ´n tweedeplek in die 100m, tydens die interhoër-altetiekbyeenkoms wat verlede Vrydag by Hoërskool Louis trichardt aangebied is. Hier ontvang sy een van haar eersteplek medaljes by die springbok-atleet en oud-triegie, mnr. Dave Langley. Hy het in 1960 aan die hoërskool gematrikuleer.
